Letter From the President
Dear Kipling Residents
Vandalism. We’ve had more that our fair share this summer. Our clubhouse
was egged twice, our pool was filled with our deck furniture, someone threw a
lot of animal waste in the pool causing us to close the pool for a day while our
pool company completely cleaned and sanitized it for complete safety for our
homeowners. Most recently, the entrance light into Devonshire was smashed
and broken.
This is starting to get quite expensive. Vandalism is not something we budget for so the cost of cleaning
up and repairing these acts comes directly out of our operating funds. In other words, we have to take
money we would normally use for homeowner activities and clean up the messes.
The Shorewood police have viewed our surveillance videotapes on several occasions. However it is very
difficult to see our unwanted guests because of poor lighting. They strongly recommended that we leave
our exterior clubhouse lights on all night. We are complying with their request but the extra electricity
doesn’t come free. The board will also consider additional measures to encourage our intruders to go
away. The police have increased their patrols throughout our subdivision.
We can all help curtail the vandalism. Most of the time the events occur after the clubhouse closes and
rarely after midnight. If you are driving in the neighborhood between 9:00 PM and midnight, take a
short detour around the clubhouse area, including the parking lot. If you see some strange activity, flash
your lights, blow your horn, or even call the Shorewood police non-emergency number at 815 725 1460.
Working together, our vandals will get our message and stay away.

Delinquent Assessment Process
For the Kipling Estates HOA Quarterly Assessments
Each delinquent account will receive a statement on the
16th of the month following the quarterly due date. This
statement will include amount owed plus a $15.00 late
fee and the homeowner will receive a “First Warning”
letter notifying the homeowner to pay the balance in full.
Example: Using January 1 as the example. January as-
sessments are due on January 1st and considered late on
January 16th. The statement issued on January 16 will
show $105.00 assessment and a $15.00 late fee for a total
of $120.00 that is sent with the First Warning letter.
If the account is not paid in full by the 15th of the next
month, the homeowner will receive a “Second Warning”
letter notifying the homeowner to pay the balance in full.
Second warning letters will incur an additional $15.00
late fee along with a $10.00 administration fee paid to
Bay Property Services, Inc.
Example: It is now February 16th. An additional $15.00
late fee is added, plus the $10.00 late administration fee. A
statement showing $145.00 due is sent along with the Sec-
ond Warning Letter.
If the account is not paid in full by the 15th day of fol-
lowing month, the homeowner will receive a “Final
Warning” letter. Final warning letters will incur an ad-
ditional $15.00 late fee along with a $10.00 administra-
tion fee paid to Bay Property Services, Inc.
Example: It is now March 16th. An additional $15.00 late
fee and an additional $10.00 administrative fee is added to
the previous total for a new total due of $170.00. A state-
ment for this amount is sent with the Final Warning letter.
The Final Warning letter is sent as certified mail.
If the account is not paid in full by the 15th of the next
month, the homeowner will be sent to the association’s
attorney for a 30 day demand to be sent, along with a
current statement. No further correspondence from the
association is sent to the resident at this point. Example: It is now April 16th. The April 1 assessment of
$105 is added to the previous amount above with another
$15.00 late fee and another $10.00 late administrative fee
for a total due of $300.00 (prior to attorney fees).
Once sent to the attorney, they send a 30-day demand by
certified mail to the resident with a demand for payment
in full within 30 days of the notice. Cost for this is
$166.54.
If no payment is received, the attorney will issue the
association an Authorization for Suit. The association
approves the Authorization and a suit is filed. Depend-
ing upon the suit, typical additional legal fees added are
between $600-$650 as agreed and awarded by the court.
During the legal process, late fees and assessments con-
tinue to be added. The then-current amount due is what
is awarded in a judgment.

"Millennials" in Good Position to Invest for the Future
Landscaping is a big in-
vestment. Don't lose your
plants to the drought. It
is crucial to water all
your perennials, shrubs
and trees, especially
those newly planted be-
cause the roots are not
fully developed. This
includes anything
planted in the last few years. Remember that
the rule of thumb is 1" of water a week. If it's
not raining, all the plants need your help. The
hotter the temperature, the more water
needed! The bigger the plant, the more water
needed!
Soaker hoses are a great option because they
trickle the water at ground level, reducing
evaporation and run-off. Another option is to
disconnect the sprinkler and let the hose run
at the base of the plant. Adding mulch around
the base of your plants also helps reduce
stress and retain moisture. For trees you will
need to water at the drip line (edge of tree can-
opy) where the roots are developing instead of
at the trunk.
As far as the lawn goes, most grasses go into
dormancy and turn yellow when temperatures
are over 85 F. This is normal. Minimal irriga-
tion can be used to keep the crown of the grass
plants hydrated. 1/2" to 1" of irrigation a
month will keep it alive, although not neces-
sarily green. Keep traffic off of drought
stressed turf. Wilted crowns may not recover
from traffic and permanent damage can occur.
Mowing should be minimized. Do not fertilize
your lawn from July 1 – August 15 or during
drought periods. Fertilizer would stimulate the
weak or dormant plants and require more wa-
ter. It could also burn your lawn.
On a positive note, when the water bill comes
in, try and thank your lucky stars for the lack
of mosquitoes!
