Proposal to incorporate the Channel Islands into Western Europe Region from Southern Europe
Region.
The Channel Islands are a small group of islands situated between the UK & France, geographically closer to
France. However they are Crown Dependencies of the UK, which means that although part of the UK they are self
governing. The same as the Isle of Man, which is in Western Europe Region.
The British Government is responsible for the defence of the Channel Islands, diplomatic representation and
citizenship. The Islanders are British Citizens, the same as the rest of the UK.
The Channel Islands have the same laws and restrictions of animal movement as the rest of the UK.
Travel to mainland UK for cat shows is unrestricted.
However to travel to a show in their own region (ES) exhibitors must have a valid passport and any animal must
have a pet passport.
So this means that to qualify for awards, Channel Island exhibitors have added expense of passports, both human
and animal. There is also the expense and inconvenience of returning home after shows with pet passport
checks, (£30) each time they visit mainland Europe. Whereas if they were in EW and travelled to the UK they
would not have these restrictions to travel to their home region.
The currency on the Islands is the British pound, again another reason to visit the UK as opposed to ES which is
predominantly the Euro.
Historically Channel Island cat exhibitors travel to UK shows, because of ease of travel to the UK and travel
restrictions to mainland Europe.
Outside of peak holiday periods ferry access to mainland Europe is limited to one route, which then results in long
car journeys. Ferries to the UK are much more regular and have the choice of at least 3 ports, thus giving more
freedom to travel to different parts of the UK and less travel time for the animals.
Language on the Islands is predominately English, another attraction to show in the UK.
Exhibitors from the Channel Islands have been attending EW Regional Awards dinners, not because they have
won awards, but because of the language barrier if they attended their own ES Awards dinner.
This might seem an insignificant point, but driving is on the left hand side of the road, as in the UK, with right
hand side car controls. This means it is much easier for Channel Island show exhibitors to drive in the UK, than
mainland Europe.
There are presently two cat shows a year held in the Channel Islands. Both are run under GCCF regulations, the
largest registry in the UK.
Because of the Islands historical and economical links to the UK it would encourage more cat exhibitors to try the
TICA experience if EW was their home region.
In time I would like to think that we would see our 1st TICA show on the Islands, which is not going to happen if
they remain in ES.
Perhaps the question should be asked ‘What difference does it make to TICA as a whole, as to whether the
Channel Islands rests with ES or EW’, but the question really is ‘What difference does being in ES or EW make to
exhibitors living on the Channel Islands’.
I think my points above answers the question.

5 Pedigrees being issued by clubs outside of North America (we already have a procedure in place for NA clubs). Work with the EO on establishing a procedure to allow registries to become "accepted" registries to the EO, e.g. using criteria like licensing judges and producing shows, if they can establish with you that they have the qualification to run a registry (e.g. letting you know how many years they have been registering cats and how many cats are in their database). Part of the application process should also be a trans-lation" of their color names / codes to TICA colors and a contact person in case there are questions regarding a pedigree from their registry submitted to you. Rationale:
Rationale:Depending on factors such as success in fund raising and availability of show halls, it may takeclubs longer than one year from the time of charter until the date of their first show.
(KV) I’m fine with this
(CL) Ok with me too
(EC) I'm fine with this so long as it doesn't put too much pressure on the EO to keep track of it
(BT) I’m ok with this one
(MW) The current rule discourages clubs from raising funds (which may take sometime) before holding their first show. I agree that it should be removed.

Amend Registration Rules 33.7.1.1 & 33.8.1 33.7.1 Requirements. A Preliminary New Breed Class Breed may apply for Advanced New Breed status upon completion of the following: Delete 33.7.1.1 <At least 1 year has passed since the breed was first advanced to Preliminary New Breed Class Breed status.> Add 33.7.1.1 At least one year has passed since the breed was eligible to compete in the Preliminary New Breed Class 33.8 Championship Status. Requirements. An Advanced New Breed may apply for Championship Status upon completion of the following: Delete33.8.1 <At least 1 year has passed since the breed was first advanced from Advanced New Breed status.> The Board of Directors at its discretion may reduce the time required of a Transfer New Breed Add 33.8.1 At least one year has passed since the breed was eligible to compete in the Advanced New Breed Class. The Board of Directors at its discretion may reduce the time required of a Transfer New Breed. Rationale: The understanding has always been that the cats in new breed classes had to be shown for 1 year before they could apply to advance to the next level. The way the current rules are worded does not say that. Ostensibly, a breed accepted at the Annual, but not eligible to be shown until May 1, could apply for advancement to the next level at the following Annual after showing for only four months. This is not the intent of the rule. (EC) I'm fine with this - it clarifies the time frame so that there can be no error (MW) I support this proposal, which reflects what was originally intended when the rules were created. (BT) I am in agreement with this rule change.

Show Formats Show Rules 22.2 Format. The sponsoring club shall determine the format of the show. The show may be 1 day , 2 days, or more, or a back-to-back show format, and must be advertised as such on all materials promoting the show. 22.2.1 A back-to-back show is two or more shows, held on consecutive days. For scoring purposes, each day is considered a different show. With the following exceptions: 22.2.1.1 If May 1 is a Sunday in any given year, all shows on any day in that same weekend shall be scored in the show year ending April 30 of that year. 22.2.1.2 If May 1 is a Saturday in any given year, all shows on any day in that same weekend, including shows held on Friday, shall be scored in the show year beginning May 1 of that year. 22.2.2 An Alternative Format show is a show in which two separate shows are held consecutively, but in the same calendar day. Each show shall be scored as a separate show. DELETE <22.2.2.1 A club located in an Isolated Area may sponsor an Alternative Format Show any time. 22.2.2.2 A club not located in an Isolated Area may sponsor an Alternative Format show only with the advance permission of the Regional Director.>

DELETE: <as follows:
202.2.1 One-Day Alternative Format shows may have up to five rings in the

weekend total of sixteen rings including Congresses. Two-day alternative
format shows may not be combined with any other format.

eight on Sunday – Each cat judged 20 times but not more than eight times
per day.
202.2.4.2 Six rings on Friday with seven on Saturday and
seven on Sunday – Each cat judged 20 times but not more than eight times
per day.
202.2.4.3 Eight rings on Saturday and eight on Sunday – Each
day has the maximum of eight times so the total for the weekend can only be
sixteen.
202.2.4.4 Four rings on Friday, seven rings on Saturday plus a
Senior Congress and a Junior Congress, and seven rings on Sunday plus a
Male Congress and a Female Congress. The congresses are on different days
and any single cat will only be in one congress per day thus will only be
judged a maximum of eight times per day and twenty times that weekend.
202.2.5 Shows in non-isolated areas that have been advertised as back-to-
back, 2-day or split format, may not change to Alternative Format.>

22.3 Entries.
202.3 The maximum number of times a judge may judge any single cat on
a show weekend is as follows:
202.3.1 Two times in 1 day.

DELETE <22.3.1 The maximum number of entries a club may accept is limited as follows: 22.3.1.1 Alternative Format - 125 entries. (See Show Rule 21.16.) 22.3.1.2 Back-to-Back Format - 250 entries. (See Show Rule 21.14.) 22.3.1.3 Split Format (2-day Show) - 500 entries. (See Show Rule 21.15 and Show Rule 216.4.)>
ADD 22.3.1 The number of entries a club may accept shall not be limited. ADD 22.3.2 The number of judges shall be such that no judge is required to judge more than the number of cats
allowed in SR 216.3. *********************** 216.3 A judge may not judge or handle more than 250 cats in 1 day regardless of format, and no more than 500 cats in a 2-day show. ADD 2016.3 The maximum number of times a cat may be judged in a show weekend, including 3-day shows, is 20. (MW) I am happy with it. I think that it provides flexibility whilst still protecting an individual cat from being over-shown
during a weekend.

Rules Comments on Breeds
[CB] The Serengeti breed did not satisfactorily document that it has the required 15 active breeders prior
to the deadline for filing the ANB application. However, the breed has been working on advancement for
many years. Also, the ANB application form did not specifically ask for all the necessary information
(though it is in the Registration Rules). If they can show prior to the Winter Meeting that all 15 of the listed
active breeders registered Serengeti litters in TICA within the past 2 years, it seems reasonable to
consider the redeeming circumstances. It is up to the directors.
(MW) I agree with Cristy's analysis and I understand that 13 "active" breeders are listed with 2 more
currently in the pipeline. It is unclear if the delay is due to the breeders or the workload within the EO.
I think that the application should go forward with this caveat from Rules. The Board can decide at the
Winter Meeting if the application is in order, in the light of any additional litter and breeder information from
the Working Group Chair.
(CL) I'm in agreement with Cristy's comments.
(BT) I am in agreement if the WBC has the last two breeders having bred a litter within the last 2 years
before the Winter Meeting they will be in compliance to be considered for the advancement.
Burmilla Standard Revision –
(BT) I am fine with the change.

410.3.5.2 The 5 years of being licensed as an international guest judge shall meet the two-year requirement as a Provisional Allbreed Judge.
Comments from Rules:(EC) I'm not seeing the advantage to move from Licensed Guest Judge to full Prov AB judge - myprevious comments on limits to judging per year would provide a bit of incentive to become a full judge.Other than that, I think this is fine.
(CL) My Comments: I think this is a great idea for international areas like Russia where TICA is growingand there are judges from other associations who has become regular with us as a Guest Judge. Thischange might help in South America and other new countries in Europe.
(MW) I am happy with the suggested proposal.
(BT) I am in agreement as well.
(SA) Looks good.

The International Cat Association, Inc Board of Directors Genetics Committee Rules Committee P.O. Box 2684 Harlingen, TX 78551
September 25, 2012
Dear Directors and Committee Members,
On behalf of the members of the Serengeti Breed Section, we are writing to declare our intent to apply for advancement of the Serengeti from Preliminary New Breed to Advanced New breed. We ask that our application be considered at the Winter 2012 Meeting of the Board of Directors in January 2013.
Serengetis have had Preliminary New Breed status for since the Spring of 2002. We currently have breeders in at least 5 regions including the UK and Europe and have over 440 individual cats registered.
We have published a notice of our intent to apply for Advanced New breed status in the June/July 2012 TICA Trend.
The Serengeti Breed Standard has not been modified since May 2007. Based on comments from judges handling the breed, the breed group feels the current standard reflects our goals and so we do not have any proposed changes to our current standard.
We feel we have met the requirements in the Preliminary New Breed phase and are now ready to advance.
On behalf of the members of the Serengeti Breed Section, we want to thank TICA for their years of support and ask that you consider our application for Advanced New Breed status.
Respectfully, Karen Sausman Working Breed Chair, Serengeti Breed Section 60-450 Hop Patch Spring Rd Mountain Center, CA 92561

Board Discussion
Yearbook By Law 119.3 Annual Edition. The Association shall publish an Annual Edition which shall consist of pictures of the winning cats, kittens, alters and household pets, the Board Members, the Judges; ads from breeders, companies and clubs; information about the Association and clubs; and any other pertinent information specified by the Board of Directors.
The TICA ByLaws provide, as above, for an Annual Edition which includes pictures of winning cats. It does not indicate a
format for this publication. Specifics by the Board of Directors is included, not in the Rules, but in the contract with the
Yearbook Editor.
Over the years, a combination of the waning interest in the Yearbook and limited management of the Yearbook has
resulted in operating losses to TICA. Over the past four years, approximately $35,000 of accumulated Yearbook
inventory “value” has been written off TICA’s books.
To date, fewer than 150 Yearbooks have been preordered for the current issue. The Yearbook Editor recommends that,
if the current publication remains, the Board should consider giving more complimentary pages for the Top cats. As an
alternative to the current format, she recommends a super-sized TREND.
The Board should come prepared to discuss the future of the Yearbook.
Attached is a possible ballot which could be sent to members for input.

Accepting Pedigrees from other Registering Bodies/Clubs
Suggestion #1
TICA will accept pedigrees from the following in order to individually register a cat in TICA: 1. A member of the WCC or a registry within a WCC member that is authorized to issue pedigrees.2. A TICA Club that hosts TICA Shows and also issues pedigrees in their local country.3. A registry that has been specifically authorized by the Board of Directors.
Other club/registries will be considered on a case by case basis by the BOD
Guidelines for the Board in order to accept are ****
The EO will continue to accept pedigrees issued by clubs/registries that were accepted by the EOprior to the effective date of this change.
Suggestion #2
TICA will accept pedigrees from the following in order to individually register a cat in TICA:1. A member of the WCC or a registry within a WCC member that is authorized to issue pedigrees2. A TICA Club that hosts TICA Shows and also issues pedigrees in their local country that has beenspecifically authorized by the Board of Directors. Clubs will be considered on a case by case basisby the BOD.3. A registry that has been specifically authorized by the Board of Directors. Registries will beconsidered on a case by case basis by the BOD
Guidelines for the Board in order to accept are ****
Comments from Rules:
(EC) I prefer #2 - Clubs that issue pedigrees/registrations are de facto registries. Grandfathering inpreviously accepted registries is not a good idea, IMO, unless we see the list of those currentlyauthorized and see that they are all reputable. Do we need some way to "de-authorize"? For example Ralph's club - currently in good standing - butsometime in the future, Ralph and Amy move and are not associated with the club and the club nolonger puts on TICA shows? Do we still want to accept their pedigrees?
(MW) I prefer #2 - "I think that it needs to be a defined rule not just an internal policy documentat the EO. On balance, I would prefer it as a Standing Rule (e.g. a new 309.9.5) reflectingthat it is essentially procedural.
(AB) I like the second version better than the first but have a question -- what is a registry -- we don'tdefine that and I think it is important to do otherwise there is a possibility for a club to just claim theyare a registry and start issuing pedigrees. This is already a problem in some countries and we are
2013 Winter Meeting Agenda, Page 39
accepting pedigrees that are incorrect.
(KV) Although I personally like your 2nd proposal better as it is more strict I believe it is easier forthe EO to handle proposal #1. From this point of view I tend to favor this one!
(CL) Suggestion #2 - My comments: If we are going to address this seriously, I think we need toconsider case by case, get information about the quality of the pedigrees our clubs are issuing andI think we need ask for process fee. The only thing I would except -for clubs that were being acceptedby the EO prior to the effective date of this change- is to pay the fee ... then I want them to go throughthe authorized process. I trust the Board can do a great job about this. Doing this we will knowexactly which clubs are issuing pedigree, and then we ask them to inform who is in charge ofsignature. It not the same a club which issue pedigree for a respectable number of breeders that aclub/only person issuing pedigrees for its own then sending these papers to the EO. Even if the clubsare not using the TICA logo, TICA's reputation can be hurt, since they are TICA clubs. I also agreewith Martin that this would be addressed by the Standing Rules.
(AB) I agree with Carlos’ comments above.
(BT) I also agree that this should be in the Standing Rules. Several years ago the Board told theoffice not to accept pedigrees from Domestic Registries that did not license judges or put on shows. This should be reflected in the Standing Rules as well.

33.7.6.3
SERENGETI CAT BREEDING PROGRAM The Oriental Shorthair and the Bengal are used to create the Serengeti Cat. Occasional unregistered cats that can contribute special qualities may also be used on a very limited basis. Breeders of Serengeti cats have the unique challenge and pleasure of developing a new breed from the genetic material available in select Oriental Shorthairs and Bengals. In each succeeding generation we should strive to move closer to the ideal Serengeti by selecting only the best Serengetis to breed on from and from carefully choosing Orientals, Bengals or other Serengetis that complement them. Selecting Oriental breeding stock to create Serengetis Oriental Shorthairs to be used for foundation stock for Serengeti Cats should have ear placement towards the top of their heads as well as extremely large ears. Orientals that are more heavy bodied should also be used. It also would be an advantage to use cats with a rounder eye. Finally, individuals should be selected from lines that are predominantly from non-dilute, spotted tabby lines when possible. These two photographs are of the same oriental shorthair, one natural and one in which the ears have simply been moved to the top of the cat's head. Even without enlarging the ears or changing the shape it is obvious that the head looks more serval-like by simply moving the ears.
2013 Winter Meeting Agenda, Page 84
This is a photograph of an Oriental Shorthair that has the beginnings of the correct size and shape ears and whisker pads for the Serengeti Cat. This cat would be a good choice for a breeding program for Serengeti cats.
Selecting Bengal Foundation Stock
This Bengal has many useful traits for a Serengeti breeding program.
Bengals of good size and substance with a more upright stance than is wanted in the Bengal standard should be used. Also, Bengals with larger than ideal ears placed high the head are very useful since breeding back to Bengals seems to bring ears size down quickly. Cats with large round eyes are also important. Cats with a distinct spotted pattern should be used rather than those that show any sign of bars. Spotted legs and hips are very useful. Rosetted or marble Bengals are not as useful, as the Serengeti is a spotted cat, not a rosetted cat. Cats with a very clear beige to gold coat with black markings are useful to counteract the ticking that comes from the Oriental heritage. And finally, individuals
2013 Winter Meeting Agenda, Page 85
should be selected from lines that do not carry the marble pattern (classic tabby) or the "snow" color (Siamese or Burmese), if possible.
Developing the Serengeti Cat In order to provide a strong foundation for the Serengeti Cat breed, I and other breeders have been continuing to outcross to new lines of Bengals and Oriental shorthairs creating more first and second generation Serengeti Cats rather than inbreeding our early Serengetis in order to achieve many third and forth generation individuals. As the number of early generation Serengetis of various bloodlines increased, we have started creating more later generation cats. However, several of us are continuing to breed back to new Bengal and Oriental shorthair lines to expand our gene pool. We have also been fortunate that breeders on various continents have started Serengeti breeding programs which has also contributed to widening the gene pool of Bengals and Orientals used in our program. Every year the cats get better and the excitement of the show season seems to be more intense. It's hard to even imagine how much better this next year of Fabulous Felines, Fun and Friendships will be.
