Minutes of the 39th Annual General Meeting of the Durgapur Local Centre, The Institutionof Engineers (India) held on Sunday, the 22nd October 2017 at 10:00 a.m. at VisvesvarayaAuditorium, Nehru Avenue, B- Zone, Durgapur-713205.

R K Roy, FIE, Chairman welcomed all the members and conveyed to all theCorporate Members and their families his best wishes for the Durga Puja & Diwalicelebrations. The meeting was called to order at 10:00 hrs.

PROCEEDINGS :1) To read the notice convening the meeting.

Er. R K Roy, Chairman requested Er. M N Bandyopadhyay, Honorary Secretary toread the notice convening the 39th Annual General Meeting. The Honorary Secretaryread out the notice dated 10th September, 2017 which had been sent to all Corporatemembers attached with the Durgapur Local Centre along with Annual Report & auditedAccounts for 2016-2017 of Durgapur Local Centre.

2) To confirm the minutes of the 38th Annual General Meeting of IE (I), DurgapurLocal Centre.The minutes read by Er. M N Bandyopadhyay, MIE, Honorary Secretary & Er. R KRoy, FIE, Chairman invited comments on the minutes of the 38th Annual GeneralMeeting held on 30-10-2016 from the members present. Since no comments werereceived. Er. Jahnabi Konar (F-116690-1) proposed for confirmation on the minuteswhich was duly seconded by Er. Sanjoy Ray, (AM-097826-7) and Er. Sunil KumarGhosh (F-018275-5).

3) To receive the Annual Report of Activities for the year 2016-2017.Annual reports read by Hony. Secretary Er. M N Bandyopadhyay, MIE, and Er. R KRoy, FIE Chairman invited comments, if any, from the Corporate Members presentrelevant to the Annual Report for the period 1-4-2016 to 31-3-2017. Chairman’s reportdiscussed in detail by the members and during the course of discussion Chairmanintimated the house that from next month all communication to members will bethrough e-mail and registered mobile numbers. Those who do not have mail addressand mobile no. registered, they must register immediately for better management ofinstitute. Members are also requested to see our website frequently.The report wasaccepted by the members and since no comments were received Er. DurgadasBanerjee (AM100311-1) proposed for acceptance of the Annual Report for the aboveperiod which was seconded by Er. Himadri Nath Pal (F-017620-2).

4) To receive the Audited Accounts for the Financial Year 2016-2017.Er. R K Roy, FIE, Chairman invited comments from the Corporate Members presenton Audited Accounts for the Financial Year 2016-2017. Before that The accounts waselaborately explained by Er. M N Bandyopadhyay, MIE and since no comments werereceived, Er. Deepak Prakash, (F-119523-5)proposed for acceptance of the AuditedAccounts for the above Financial Year which was seconded by Er. B P Sinha, (M-047279-9) and Er. Srikanta Mondal (AM-097712-0).

5) To appoint Auditors for the Financial Year 2017-2018 and fix up theirremuneration.Chairman Er. R K Roy informed the house, that offer of M/s S.K. Chowdhury &Associates, Chartered Accountants, MSAV-22, South Avenue, Ambuja Complex, CityCentre expressed his willingness to continue the audit jobs of our local centre for theF.Y. 2016-17.M/s S.K. Chowdhury & Associates, Chartered Accountants appealed toincrease the remuneration for audit jobs from Rs.4500/- to Rs.5000/- for the F. Y2017-18.After elaborate discussion Er. Tilak Roy (F-102188-1) proposed that M/sS.K. Chowdhury & Associates, Chartered Accountants, 8, Royal Stag Lane, AmbujaComplex, City Centre Durgapur be appointed and continue as the Auditor of DurgapurLocal Centre to audit the accounts for the financial year 2017-2018 at a remunerationof Rs.5000.00 + GST. Er. Srikanta Mondal (AM-097712-0) seconded the proposal. Inabsence of no other proposal the house unanimously approved the appointment ofM/s S.K. Chowdhury & Associates, Chartered Accountants as Auditor of DurgapurLocal Centre for the year 2017-2018 at a remuneration of Rs.5000/- + GST. Er. M NBandyopadhyay, MIE, Honorary Secretary delivered the vote of thanks and theChairman declared that the 39th Annual General Meeting be closed at 11:00 hrs.

ANNUAL REPORT(For the period 01.04.2017 – 31.03.2018)

Dear Members,On behalf of The Institution of Engineers (India), Durgapur Local Centre, I take theopportunity to welcome all the distinguished members present here at the 40th Annual GeneralMeeting of The Institution of Engineers (India), Durgapur Local Centre and have the pleasure inpresenting herewith the Annual Report of the activities of IEI, Durgapur Local Centre along with theAudited Accounts of Receipts and Payments for the year ended on 31st March 2018, here in thisAGM for discussion and considerations for approval by the General Corporate Members present.

ACTIVITIES OF LOCAL CENTRE1.Membership : We welcome the new members who got membership and are attached to

this Local Centre during the period under review. We are pleased to notethat the strength of all categories of members has increased. We hope thatstrength of membership will increase further in future with the active supportof our existing members.

Technicians’ Chapter:Durgapur Technicians’ Chapter has been conducting Paper Meetings,Technical Film shows, Technical visits, Seminar and Lecture classes.Guidance classes for Section–A (Diploma and Non-Diploma) & Section-Bfor the benefit of AMIE students have also been organized.Durgapur Technicians’ Chapter achieved 3rd best Technicians’chapter award for the year 2016-17.

8. Acknowledgements:

We would like to thank you all fordeposing faith and trust in our capabilities in taking our local centre further ahead.Your active participation, involvement, cooperation and heartfelt support in variousprogramme helped us a lot to organize the programme smoothly and to make theprogramme a grand success. Time has come to handover the responsibility ofHonorary Secretary to new elected Honorary Secretary who is dynamic andcharismatic leader. I wish on behalf our local centre that we will continue to besuccessful in reaching a new height. I am retiring with lot of contentment in myheart and there have been special moments which will always remain close to myheart. Although I am not sure whether I have been able to win your heart or not butone thing I can bet on which is that you all have shown team spirit in whateverchallenges I have faced in the years gone by. Needless to say that I have developedinvincible bonds towards this Institution. It swells my chest with pride to say thattoday our local centre has achieved soaring height of success and gained reputationand rewards because the hard work of everyone was associated with our institution.I can happily retire from the post of Honorary Secretary after seeing the best oftimes of our local centre. I would surely expect from the new elected HonorarySecretary present here to achieve new mile stones of success.

Report on the Financial Statements :We have audited the accompanying financial statements of The institution of Engineers (India), Durgapur Local Centre ,whichcomprise of the Balance Sheet as at March 31st ,2018 , Signed by us under reference to this report and the related Income andExpenditure Account and the Cash flow Statement for the year than ended and Schedules forming part of the accounts and asummary of significant accounting policies and other explanatory information, in which have been incorporated the returns / accountsfor the year ended 31st March,2018.2. Management’s Responsibility for the Financial Statements:Management is responsible for the preparation of these financial statements that give a true and fair view of the financial position,financial performance and cash flows of the Institution in accordance with applicable Accounting Standards issued by the Institute ofChartered Accountants of India and generally accepted accounting practices. This responsibility also includes maintenance ofaccounting records and safeguarding the assets of the Institution and for preventing and detecting frauds and other irregularities,selection and application of appropriate accounting policies, making judgments and estimates that are reasonable and prudent , anddesign , implementation and maintenance of adequate internal, financial controls that were operating effectively for ensuring theaccuracy and completeness of the accounting records relevant to the preparation and presentation of the financial statement thatgive a true and fair view and are free from material misstatement , whether due to fraud or error .3. Auditor’s Responsibility:Our responsibility is to express an opinion on these financial statements based on our audit.We conducted our audit in accordance with the Standards on Auditing issued by the Institute of Chartered Accountants of India.Those Standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assuranceabout whether financial statements are free from material misstatement.An audit involves performance procedures to obtain audit evidence about the amounts and disclosures in the financial statements.The procedures selected depend on the auditor’s judgment, including the assessment of the risks of the material misstatement of thefinancial statements whether due to fraud or error. In making those risk assessments ,the auditor considers internal financial controlrelevant to the Institutions preparation of the financial statement that give a true and fair view in order to design audit procedures thatare appropriate in the circumstances . An audit also includes evaluating the appropriateness of accounting policies used and thereasonableness of the accounting estimates made by Management, as well as evaluating the overall presentation of the financialstatements.We believe that the audit evidence we have obtained and the audit evidence obtained by the other centre auditors in terms of theirreport is sufficient and appropriate to provide a basis for our audit opinion on the financial statements.4. Opinion :In our opinion and to the best of our information and according to the explanation given to us, the financial statements give theinformation in the manner so required and subject to the comments.Annexed in Annexure-III give a true and fair view in conformity with the Accounting Standars generally accepted in India.4.1 In the case of the Balance Sheet of the state of affairs of the Institution as at 31st march, 2018.4.2 In the case of the Income and Expenditure Accounting, of the surplus for the year ended on that date; and4.3 In the case of the Cash Flow Statement, of the cash flow for the year ended on that date.5. Report on Other Legal and Regulatory Requirements :This report doesn’t contain a statement on the matters specified by the companies (Auditor’s report) Other 2015 (‘the other’) issuedby the Central Government of India in terms of sub section (11) of section 143 of theCompanies Act 2013 as the said is not applicableto the Institution.

Centre’s Auditors to see and comment under the following points and where applicable

1. (a) Title deeds of land-whether seen or not. YES(b) Alternative documents in absence of lease or title deed so as to prove the legal

possession and authorization for use by the centre-to be seen N.A(c) Lease deeds whether still valid? YES, VALID(d) Present position of building under construction –whether still incomplete or not, duly

certified by Chartered Engineers. No Case of under Construction found(e) Actual cost of acquisition of land including development charges, if any, included under

building construction should be shown separately. No(f) Lease deeds of land /building whether free from encumbrances. YES(g) Confirm whether the entire requirements arising out lease/grant deeds are met, the

entire property is in the possession of the Institution and no sub-letting or otherwise useof the property by any other organization has been made. Yes Complied with

(h) Whether Fixed Assets Register maintained properly , i.e. , total cost of assets as perFixed Assets Register agreed with General Ledger Balance and all details, say locationof assets , cost, nature of assets, rate of depreciation etc. are incorporated in the Register.YES

(I) Whether fixed assets of the Centre were physically verified by the Management. YES(j) We have physically verified the cash balance and original fixed deposits certificates,

bank confirmations and no exception have been noted. YES(k) We have physically verified all investments and a copy of details of such investments

attached herewith. YES(l) Whether tax deducted at source from salary, contractors’ bill etc. are being deposited

regularly as per Income Tax Rules. Also please ensure whether surcharge on IncomeTax is also being deducted. Yes deducted & remitted to HQ

(m) Besides, the other matters, if any, cropped up in course of audit which might affect thetruth and fairness of the state of affairs of the Centre and its results for the year 31st

local centres within their jurisdiction as an additional place of business? YES(b) Whether GST is being collected/deposited regularly as per GST Act and rules. The

(c) We have obtained external confirmation for all the year end balances with bank(includingcurrent account, saving account, cash credit ,overdraft ,loans ,fixed deposit and accruedinterest) directly from the banks/financial institutions concerned at our office. YES

4. Matters which do not really distort the truth and fairness of the accounts should not formpart of the report and report separately:

(a) Balance in advance schedule lying unadjusted for quite some time to be scrutinized andadjustments, if any, to be given effect to or amount if material to be reported upon. No

(b) Utilization of fund transfer from headquarters for construction of building and acquiringof other assets to be checked and reported upon. YES

(c) Statement of closing stock of stores/stationery to be certified by the management and tobe attached along with audit report. YES
