III. ABOUT US:
The Eastern Region of ICSI comprises of total 8 (Eight) Chapters namely, Bhubaneswar
(Odisha), Dhanbad (Jharkhand), Hooghly (West Bengal), Jamshedpur (Jharkhand),
North-Eastern (Guwahati, Assam), Patna (Bihar), Ranchi (Jharkhand), Siliguri (West
Bengal) and the Regional Office at Kolkata(West Bengal). Through these eight Chapter
offices and the Regional office, EIRC of ICSI serves the members and students of 12
(twelve) states of India.

IV. WORKING OF THE ICSI-EIRC:
FINANCIALS:
For the financial year ended 31st March 2019, the excess of income over expenditure is
Rs. 24,79,016/- as against the excess of income over expenditure of Rs. 48,02,774/- in
last year.
INTERNAL AUDIT:
M/s. R K Kankaria & Co., Chartered Accountants, Kolkata, were the Internal Auditor of
the ICSI-EIRC for the financial year 2018-2019. All the 4 quarterly Internal Audit
Reports for the financial year 2018-2019 along with reply to the observations have been
submitted to the HQ of ICSI.

IX. EMPLOYEES RELATION & WELFARE:
As on March 31, 2019, the manpower strength of the EIRO of ICSI stood at 11 and the
Employees-Management relations remained cordial during the year. One Consultant
on contractual basis and One Management Trainee are also working at EIRO.
X. AUDITORS:
M/s. H. R. Agarwal & Associates, Chartered Accountants, Kolkata, were the Statutory
Auditors of ICSI-EIRC for the financial year 2018-2019.
XI. ANNUAL MEMBERSHIP SCHEME OF EIRC:
The Annual Membership Scheme of EIRC of ICSI this year has very encouraging
response. We have innovated a unique fee structure aimed at encouraging wider
participation for corporates and established firms. At the same time, for better
involvement of our younger fraternity, we have introduced attractive fees for members
registered on or after 1st April, 2016. We are thankful to all members / firms / corporate
houses for their valuable support.
XII. ICSI-EIRC NEWSLETTER
ICSI- EIRC Newsletter containing articles, various announcements for Members and
Students and coverage of activities of the Region were released during the year. EIRC
has adopted the green initiative and publishes e-newsletters.
XIII. BEST PERFORMING REGION
EIRC of ICSI has been adjudged as the “Best Performing Region” in the Students
month (July 2018) at the ICSI Leadership Summit held in the month of February, 2019
at NOIDA. This has been the second consecutive year when EIRC has bagged the Best
Performing Region Award for organising various programmes for student during the
Student Month, successfully and efficiently.
XIV. ICSI EIRC MOOT COURT
In order to provide a stimulating environment for the members and students of ICSI,
who would like to appear or wish to get sensitised on the appearances before
the Hon'ble Tribunal, a Moot Court was inaugurated at ICSI-EIRC House by the
gracious hands of Shri K R Jinan, Hon’ble Member (Judicial), National Company Law
Tribunal, Kolkata Bench. This will help the students or members to get a hands-on
experience and learn the nuances of advocacy before they appear for cases on their
own.
XV. 46TH NATIONAL CONVENTION
The 46th National Convention of ICSI was hosted by Bhubaneswar Chapter of EIRC on
30th – 31st August and 1st September, 2018 at Hotel Mayfair Lagoon and Hotel Mayfair
Convention, Bhubaneswar. The grand congregation of CS members witness gracious
presence and deliberations by several dignitaries.
Prof. Ganeshi Lal, Hon’ble Governor, Odisha; Shri Naveen Patnaik, Hon’ble Chief
Minister, Odisha and Shri Dharmendra Pradhan, Hon’ble Minister of Petroleum and
Gas & Skill Development and Entrepreneurship, Govt. of India graced the 3-days mega
event as Chief Guest of different session along with other learned and eminent speakers
and professionals.
XVI. VISIT OF PROMINENT DIGNITARIES
a. Shri Arjun Ram Meghwal, Hon’ble Union Minister of State in Ministry of Water
Resources, River Development and Ganga Rejuvenation and Parliamentary
Affairs graced the Inaugural session of 14th Regional PCS Conference held at J
W Marriott, Kolkata as Chief Guest.
b. Shri K R Jinan and Shri M B Gosavi, Hon’ble Members (Judicial), NCLT Kolkata
Bench graced the 14th Regional PCS Conference held at J W Marriott, Kolkata.
Shri Jinan was the Chief Guest at 29th Regional Conference of Company
Secretaries held at ITC Sonar, Kolkata and had also inaugurated the Moot Court
at ICSI EIRC House.
XVII. ACKNOWLEDGEMENTS:
The Regional Council places on record its gratitude to the various Ministries and
Offices of the Central Government and Regulatory Authorities, particularly the Ministry
of Corporate Affairs, Securities and Exchange Board of India (SEBI), Competition
Commission of India (CCI), Insolvency and Bankruptcy Board of India (IBBI), for their
advice, guidance and support in the development of the profession and encouraging
the activities of the Regional Council of the Institute during the year. The ICSI-EIRC is
also grateful to various State Governments, Financial / Industrial / Investment
Institutions / Corporate Sector, various Chambers of Commerce, Trade Associations
and other Agencies in general in availing the services of Members of the Institute and
in recognizing their expertise.

ACCOUNTING POLICIES AND NOTES TO ACCOUNTS
(A) ACCOUNTING POLICIES
1. Basis of Preparation of Financial Statements
The Financial Statements are drawn up on historical cost basis and have been prepared in accordance with applicable Accounting Standards issued by the Institute of Chartered Accountants of India and are on accrual basis unless otherwise stated.
2. Uses of Estimates The preparation of Financial Statements requires some estimates which affect the reported amounts of assets and liabilities on the date of Financial Statements and the reported amount of revenues and expenses during the year. Difference between the actual result and estimates are recognized in the period in which results are known/ materialized.
3. Revenue Recognition
a. The Entrance Fee is collected at the time of admission of a person as a Member and is directly credited to “Capital Reserve”.
b. Fees received from Members are accounted for on cash basis. However, fees received in
advance are carried over as a liability.
c. Fee from students is recognized on cash basis.
d. Examination fee is recognized on the basis of conduct of examination.
e. Revenue from sale of publications is recognized at the time of preparing the sale bill, ie. when the property in goods as well as the significant risks and rewards of the property get transferred to buyer.
f. Income from Investments
i) Dividend on investments is recognized on receipt basis. ii) Income on interest-bearing securities and fixed deposits is recognized on a time proportion basis taking into account the amount outstanding and the rates applicable.
g. Receipt of money for specific sponsored Programmes is recognised on a systematic basis in the
Income & Expenditure Account over the periods necessary to match them with the related costs which they are intended to compensate. Unspent balance of such receipts, if any, is carried to next year.
4. Investments
a. Long term Investments are carried at cost and diminution in value, other than temporary, is provided for.
b. Current investments are carried at lower of cost or fair value.
5. Fixed Assets / Depreciation and Amortization
a. Fixed Assets excluding Land are stated at historical cost less depreciation.
b. Freehold land is stated at cost. Leasehold land is stated at the amount of premium paid for
acquiring the lease rights. The premium paid on leasehold land is amortized over the period of lease.
c. Depreciation is provided on the Written Down Value method at the following rates as approved
by the Council, based on the useful life of the respective assets :

d. Depreciation on additions to Fixed assets is provided on pro-rata basis. No depreciation is
charged in the year of sale. e. Fixed Assets costing Rs. 5,000 or less are fully depreciated.
f. Library books are depreciated at the rate of 100% in the year of purchase. g. Intangible Assets (Software) are amortized equally over a period of three years. h. As per Institute’s Policy there is no mandatory requirement to follow Useful Life concept of
Depreciation on Fixed Assets. 6. Impairment of Assets
The carrying amounts of assets are reviewed at each Balance Sheet date if there is an indication of impairment based on internal / external factors. The impairment loss is recognized wherever the carrying amount of an asset exceeds its recoverable amount. The recoverable amount is higher of asset’s net selling price or value in use. In assessing the value in use, the estimated future cash flows are discounted to their present value at the weighted cost of capital.
7. Inventories
Inventories of Consumables, Publications, Study Materials, etc. are valued at lower of cost or net realizable value. The cost is determined on FIFO basis. 8. Foreign Currency Transactions
a. Foreign currency transactions are recorded on initial recognition in the reporting currency by applying to the foreign currency amount at the exchange rate prevailing as on the date of transactions.
b. All incomes and expenses are translated at average rate. All monetary assets / liabilities are translated at the year end rates whereas non-monetary assets are carried at the rate on the date of transaction.
c. All incomes or expenses on account of exchange rate difference are recognized in the Income and Expenditure Account.
9. Employee Benefits (Not applicable for RO / Chapter)
10. Provisions
A provision is recognized when an enterprise has a present obligation as a result of past events; it is probable that an outflow of resources will be required to settle the obligation, in respect of which a reliable estimate can be made. Provisions are not discounted to its present value and are determined based on best estimate required to settle the obligations at the Balance Sheet date. These are reviewed at each Balance Sheet date and adjusted to reflect the current best estimates.
11. Contribution to Approved Funds (Not applicable for RO / Chapter).
12. Allocations / Transfer to Reserves and Surplus and Earmarked Funds a. Corpus donation / donation for Building & Other Specific Fund received during the year is
directly taken to such Reserve. b. Earmarked funds are invested in Fixed Deposits.
13. Old outstanding amounts under the heads of ‘Earnest Money Deposits, Retention
Money, Security Deposits and Stale Cheques’
Earnest Money Deposits, Retention Money, Security Deposits and Stale Cheques remaining unpaid for more than three years after the due date for payment, wherever applicable, is treated as income.
(B) NOTES TO ACCOUNTS
1. Fees Received in Advance from Members amounting Rs. 15,40,300/- under the head
“Other Current Liabilities under Note – 4”, relates to Annual Membership Scheme (AMS-2019) Fees. These amounts are to be recognized as and when these programmes are to be conducted in subsequent financial year. Rs.10,38,017/- has been transferred to Income & Expenditure Account during the year and recognised as income being the surplus amount for AMS-2018 and all earlier AMSs to reflect a true and fair view of the financial statement pursuant to the decision taken in 299th Meeting of EIRC of ICSI held on 20th April 2019.
2. Fees Received in Advance from Students amounting Rs. 14,63,650/- under the head
“Other Current Liabilities under Note – 4”, includes fees received in advance on account of MSOP Rs.45,050/-, on account of SIP Rs. 4,92,000/-, on account of EDP Rs.7,83,000/-, on account of PIP Rs. 15,000/-, on account of PEGP Rs. 9,000/- , on account of PSDP Rs. 116,000/- and Student Conference (2019-20) Fee in advance Rs. 3,600/-. These amounts are to be recognized as and when these programmes are to be conducted in subsequent financial years.
3. Rs.2,52,048/- of GST Input Tax Credit relating to Banquet charges of hotels and pro-rata
basis expenses on common services for the financial year 2017-18 has been availed during the current financial year as Input Tax Credit and claimed in GSTR-3B returns
filed for EIRC of ICSI within due dates as per Order No. 02/2018-Central Tax dated 31st
December, 2018 issued by the Central Board of Indirect Taxes & Customs.
4. Contribution (Assets) under the head ‘Contribution to Land & Building’ under the broad head ‘Reserves & Surplus’ (Note-1) includes:-
A) Rs.2,50,000/-towards Contribution to Guwahati (NE) Chapter on account of Land & Building and
B) Rs.67,000/- towards Contribution to Bhubaneswar Chapter on account of Building Renovation.
5. One Projector Epson EB-X03 costing Rs.40,632/- having WDV of Rs.23,393/- and
7 (seven) Fire Extinguishers costing Rs.38,611/- having WDV of Rs.18,136/- were disposed off during the year being obsolete & scrap and new models were purchased as replacement under buy-back schemes for both the category of assets. Rs.14,579/- has been realized as proceeds from disposal of all these assets and Rs.26,950/- has been booked under Loss on Sale of Assets during the year.
6. Contingent Liability - NIL (Previous Year - NIL).
7. There has been no Donation made in kind during the year.
8. There is no Related Party Transactions in terms of AS-18 in current the year.
9. Previous year’s figures have been regrouped / rearranged wherever considered necessary.
10. All the Figures have been rounded off to the nearest of rupee.
