The research aimed to discuss “THE IMPLEMENTATION POLICY OF MOTOR
VEHICLES CONTROL IN THE EFFORT TO DECREASE TRAFFIC JAM IN PONTIANAK
CITY WEST KALIMANTAN PROVINCE” By focusing on Major’s Regulation No. 36 in 2013
on Stipulation of Operating Motor Vehicles In Pontianak City to solve the traffic jam problems.
Through this Major’s Regulation No. 36 in 2013, the motor vehicles which park on
inappropriate places will get sanction step by step by Department of Transportation
Communication and Informatics Pontianak City. The Aims are to decrease step by step parking on
the street activity to traffic jam areas.
This reseach used qualitative research design with descriptive method. Source of data gained
through person, paper and place while data collecting technique used observation technique,
interview and documentation.
Based on the result and discussion can be find out that the implementation of Major’s
Regulation No 36 in 2013 in form of patroli in which the operational has run optimum. This is
based on the theory that a success of implementing policy, that is by fulfilling indicators of
communication, source of data, disposition and hierarchy and bureaucracy.
Based on the result the writer proposed suggestion related to the implementation of this
program by increasing database system that more integrate to make easy team personnel in input
data result of their patrol. Furthermore, the need socialization of this policy regulation in right
target based on situation on the field and by using facilities such as billboard, street banner and
advertising. Also to add personnel with status PPNS to make patrol with traffic ticket to make it
run well.
Suggested to researchers problem of vehicle orderliness to make this investigation as
materials for further research.
I. INTRODUCTION
1.1. Background
The phenomenon of motor vehicles in the
city of Pontianak has caused problems in an effort to
reduce traffic congestion in this city. Because there is
a trend every year, the numbers of two-wheels motor
vehicles are increasing. Likewise, the presence of the
motor vehicle wheel more than two numbers are also
increasing, often also cause irregularity in driving
down the road in the city of Pontianak.
To overcome these problems, the city
government has made a policy regulating motor
vehicle which purpose to reduce congestion resulting
from the disorder.
As the city grew into a major city over time,
the number of wheeled vehicles, especially private
vehicles to be as less controllable. This is because
more and more of its affairs are conducted by the
public so requires high mobility. Not to mention the
use of the individual are not responsible arbitrarily,
which is of course always harm others.
Show rooms of motor vehicle with a selling
price of credit that are not too high, providing the
28
convenience of purchasing a motor can be reached by
virtually all classes of society. So that the number of
private motor vehicles increases every year. On the
other hand, the government has not issued a policy
limiting the number of vehicles. When an obstacle
will result in a prolonged congestion.

Another problem is that most of the people
are less interested in public transport, in addition to
the public transport does not serve all routes as well
as public transportation does not provide an optimal
service, so that people prefer private vehicles as the
main means of their transportation. Because here, one
by one perpetrators of public transport passengers
began to leave the business, the impact on the
reduced number of public vehicles annually.

The high increase in the number
kendaraanyang not accompanied by expansion or
improvement of road infrastructure will create higher
traffic density and cause bottlenecks where-
mana.Mungkin level of traffic congestion in the city
we have not felt right, but two or three years later, if
no drastic measures, will certainly be a source of
stress towns people
Pontianak City residents whose number it
has now reached hundreds of thousands of people
have diverse economic activities. Because of his lack
of public interest in Pontianak City using public
transport, private vehicles of choice for them. Where
problems exist here, the vehicle users sometimes feel
not pay money to use the road use at will. This
awareness leads to less-menaan kesemena with no
regard for other road users. Not to mention the goods
transport motor vehicle users who often do not
comply with the rules regulating the use of the road,
capable of resulting in a fatal disorder, resulting in
congestion that harm the economy.
Heavy load vehicles that broke down or
damaged on the way, will inhibit the rate of vehicle
that stands behind it. Due to the limited size of the
width of the road, then jam ensued. If this is not
resolved soon, the long and prolonged congestion
also will occur. The author cites an article from the
Internet,
Colution on Pontianak more than 20km:
Hour 3 this afternoon, and confirmed that at 7 pm
that congestion has reached 20 KM, this incident
caused heavy equipment transport stopped in the
middle because of damaged bridges. As told by Seller
Apam Pinang, there is some damage to the car
transport heavy equipment and riders from the
opposite direction to close access to the car.
Congestion occurs on August 30, 2014.
The car Container strike resulted jam from Jalan
Tanjung Pura until Jalan Imam Bonjol, includes three
sub-districts of Pontianak City, District East
Pontianak, and the District of North Pontianak.
Obviously this will lead to all parties for activities of
daily activities become obstructed. And this should
29
not happen if the driver obey orderly hours for heavy
load vehicles through highway in Pontianak.
This phenomenon does not only occur in
these years, but also occurred in previous years. As
on Saturday, May 5th, 2012, car container mecet in
the only road connecting the Eastern District of
Pontianak with the District of North Pontianak. This
form of toll road which is only able to be passed by
two pathways.
TRIBUNPONTIANAK.CO.ID,
PONTIANAK - (05/05/2012) stalled at around 07.00
am. "Rare events (loss) like this," said the rider who
crosses the bridge on Saturday. Congestion diakibat
their heavy equipment transporter car stalled in the
middle of the bridge, stopped the vehicle speed from
two directions. Congestion occurs around a few
minutes.
Ways to cope with riders who do not obey
the rules of road use is to provide decisive action. For
the government can also divide the road into several
roads adapted to the type of vehicle and speed.
Traffic is formally organized in many
jurisdictions, with marked lanes, junctions,
intersections, interchanges, traffic signals, or signs.
Traffic is often classified by type: heavy motor
vehicle (e.g., car, truck); other vehicle (e.g., moped,
bicycle); and pedestrian. Different classes may share
speed limits and easement, or may be segregated.
Some jurisdictions may have very detailed and
complex rules of the road while others rely more on
drivers' common sense and willingness to cooperate.
Another cause of congestion is a vehicle
that is parked in a place that is not on properly. Many
motorists both personal and freight unconscious by
doing so it will give rise to a narrowing of lanes on
the road, or the bottle neck, causing congestion. This
is due to its Provision no land or buildings and
parking in centers such as the City Services and
Shopping in the pulse of the city of Tanjung Pura
Street and Jalan Gajah Mada. Although some
buildings have been providing the parking lot, the
driver parked the vehicle on the shoulder of the road
with ease quibble. Each region has a different way to
overcome the problems of congestion as the authors
mentioned above.
On the basis of Law No. 44 of 1992 on
Traffic and Transportation, was amended by Law No.
22 of 2009 on the same subject describes the order in
greater detail the use and application of tougher
sanctions. But in general, this law is felt more
emphasis to the Police of the Republic of Indonesia
in the enforcement of the order. Though it should not
just be the responsibility of the police. Therefore
described in more technical in each head of policy
areas.
The city government which has been given
the mandate by the people to organize community
life certainly has an obligation to manage the affairs
of road use raya.Dan order Pontianak City
Government has issued Regulation Mayor No. 36
Year 2013 concerning provisions of Motor Vehicle
Operation In Pontianak City area, as one of the steps
in the discipline problems that had author mentioned
above. With legal subjects Agency of Transportation,
Communication and Information of Pontianak in the
discipline of motor vehicles in accordance limits in
the regulation, so as not to violate authority is done
by the police in carrying out enforcement of motor
vehicles.
Then this is unspecified policing activities
in the field of Traffic and Transportation in the body
of the Agency of Transportation, Communication and
Information of Pontianak was sendiri.Sesuai with

Organizational Structure and Function Main Tasks
Agency of Communication and Information of
Pontianak, Main Duties Head of road Traffic and
Transport is preparing materials and formulate
policy, technical, organizing public services, conduct
technical training, reporting and evaluation in the
field of road freight traffic.
Mayor Regulation No. 36 of 2013, the
future of motor vehicles parked in the wrong place
will be wearing a tiered sanctions enforced by the
Agency of Communication and Information
Pontianak. The goal is to eliminate gradually activity

park on the street in the areas prone to jam, and
develop systems perparikiran include road side
parking (on street parking) and parked in a special
parking area (off street parking).
The task of the city government not only
halted by a regulation issued Mayor No. 36 of 2013
is. But the need for supervision and control of
offenders to be penalized accordingly.
Then in the eyes of the author, the
government is still lacking disseminate to the public
regarding safety standards, traffic regulations, as well
as related policies that have been made.
1.2. Problems
1.2.1 Problems Identification
The background of the occurrence of
congestion can we draw an outline in some
identification problems, such as:
1. High growth of private vehicles and are not
accompanied by a policy of controlling and
limiting the number of vehicles
2. Facilities and infrastructure and road traffic is
not adequate to support the realization of

1.4 Definition Concept
a. Policy Definition
Thomas Dye in Zainal, said the policy is the
government's choice to do or not do. In this sense, it
31
is the center of attention of policy not only on what is
being done by the government, but also includes
anything that is not made by the government.
While Lasswell and Kaplan in the same
book see the policy as a means to an end, as the
policy states that the program is projected with goals,
values, and practices (a projected program of goals,
values and practiecs).
Policy or policy analysis refers to the
process of making important decisions of the
organization, including the identification of
alternatives such as programs or spending priorities,
and the election based on their impact. Policies can
also be interpreted as a political mechanism,
management, financial, or administrative order to
achieve an explicit goal (clear goals).
In terms of the subject, is a collection of
policy decisions taken by an actor or political group,
in an effort to choose a destination and how to
achieve that goal. In principle, the party who makes
the policies that have the power to carry it out.
b. Definition of Implementation
According to Jeffry L. Presman and Aoran
B. Wildavsky in Charles O. Jones said: application or
implementation is seen as a process of interaction
between a set of goals and actions that are able to
achieve it. Implementation is the ability to establish
relationships further in a series of causation requires
action and purpose.
Implementation of the activities can be
carried out by a body or container in a planned,
organized and directed in order to achieve the desired
objectives.
Can also be activities or efforts undertaken
to implement all plans and policies that have been
formulated and defined with fitted all the
requirements, tools needed, who is carrying out,
where the place of execution began and how that
should be implemented.
Terry in Winardi stated that, "that many
people who argue that the planning and
implementation are closely related, especially at the
top management levels to which a leader can carry
out both kinds of functions and consequently that he
achieved the most satisfactory results".
From the definition presented above one can
draw a conclusion that the application is essentially
an action or activity to implement a basic guideline or
a predetermined plan. Which in activities involving
some element accompanied by efforts and supported
by the supporting tools in performing related work.
The study will assess the implementation of
this policy and to evaluate the extent to which
policies are made have been able to solve the
problem. Where should these problems fix problems
facing society.
c. Definition of Motor Vehicles
Motor vehicle is any vehicle that is driven
by mechanical equipment such as engines other than
vehicles running on rails. Motor vehicle driven by
engineering equipment for the movement that is on
the vehicle, and is used for ground transportation.
Then, in accordance with Regulation No.
mayor Pontianak 36 of 2013, Chapter I of the
General Provisions, which will be a discussion of
wheeled vehicles such as freight vehicles, trailer,
towing vehicles and passenger transport vehicles.
However, it is possible to discuss personal transport
vehicles including two-wheel and four-wheel
d. Definition of Congestion
Congestion is a condition in which the flow
of traffic passing on the road under review exceeds
the capacity of the road plan which resulted in free
speed of these roads approaching or exceeding 0 km /
h, causing the queue.
Or in other words is a condition or situation
that occurs in one or several segments of traffic,
where the traffic is moving very slowly so disturbing
activity and movement pemekaian road. The
understanding of traffic congestion according to
32
Indonesian Dictionary of the situation even halt
traffic delays caused by the large number of vehicles
that have exceeded the capacity than the highway.

One person who served as a driver, a man
who got out of the car as to secure the vehicle in
violation of, a person who served as registrar in
violation of Vehicle Plate regulations, as well as a
person who has the duty is not fixed.
Path is the purpose patrol operations LLAJ a
crowded lane road with a vehicle pass both inside and
outside the vehicle. The road is the lifeblood of
economic activities of Pontianak, therefore the
implementation of enforcement patrol vehicle that
interfere with other driver carried out every day.
But in certain situations allow more than one
team carrying out joint patrols if prolonged motor
vehicle enforcement issues, in terms of vehicles in
violation of the rules was not received for the order.
As freight vehicles or trucks are parked on the
shoulder of Jalan Sudirman, while the road adjacent
to the Office of the mayor who is basically a well-
traveled motor vehicle.
Vehicles are parked on the shoulder of the
road and narrow the existing track and disrupt other
pengedara, even resulting in disorder to the flow of
traffic delays on the road. Due daily patrols are not
able to handle violations caused by stubborn owner
of the truck vehicle, then the vehicle owner visited by
more than one team in a joint patrol in the morning
her. Appropriate regulations exist, each truck must
have land to park vehicles POOL even by renting, so
it should not be parked on the roadside of undue.
Actually, this problem has been running
since many months ago. Appropriate enforcement
efforts Perwa No. 36 of 2013 that the sanction of
expulsion, emptying wheel air, towing, until
revocation SIUAU or / and KIR has been done. Still,
Jalan Sudirman shoulder is often used truck-truck to
park out of place.
To overcome these problems, the Agency of
Communication and Information of Pontianak
coordinated through meetings with the Municipal
Police Force, as well as Central Village and the
Village Land Sekip. Implement this by inviting
village curbing it because Jalan Sudirman is located
on the border of the two villages.
This collaboration involving parties who are
there to help remind and curb drivers who parked on
the shoulder of the road. So that in the future there is
no similar offense in the same place.
This regulation has been implemented since
the beginning of 2014 because this regulation was
passed at the end of 2013. Up to now has been
running less than one year. In every month there is a
change amount of motorists who violate applicable
regulations.

To determine whether an implementation
process or the execution was successful or not, the
author uses the existing theories. Referring to the
Theory of Edward, indicates the success of the
process of implementation or enforcement of a
policy, namely:
34
a. Communication, a program can be executed
properly if the executor has been understood
and felt clearly on the information obtained. It
depends with clarity, and consistency of the
information submitted.
b. Resources (resources), includes four
components, namely the fulfillment lumiah
staff and quality, quality, information
necessary for decision-making or sufficient
authority to carry out the responsibilities and
duties as required in the implementation of the
facility.
c. Disposition, attitude and commitment rather
than the implementation of the program,
especially from those who become
implementers of the program.
d. Bureaucratic structure. That is standard
operating procedures governing the flow of
program execution.
The analysis conducted by researchers
during the internship takes place are as follows:
a. Communication
Communication is useful for the
stakeholders to know what should be done and what
should be the policy objectives should be transmitted
to the target group so that a reduction in distortion
implementation. If the goals and objectives are not
clear, there will be resistance from the target group.
Communication is said to be an influential
variable in the successful implementation of policies
regulating motor vehicle. Communication is the
process of delivering thoughts and feelings by one
person to another by using symbols that have
meaning for both sides.
Communication serves as a control,
motivation, emotional expression, and information
providers. Controller that is able to control the
behavior of members in several ways. The motivation
is to foster motivation and describes the tasks that
must be performed. Emotional disclosure is to
broadcast the emotional expression of feelings and
fulfillment of social needs. Information that is
necessary to convey information of individuals and
groups as a decision-making.
Socialization Mayor Regulation No. 36 of
2013 is considered to be going well, the
communication in question is both the elements of
technical and operational leadership to the field, as
well as the communication service to the public and
motorists.
For communication between the elements of
leadership, in this case the Head of Road Transport
Traffic to the subordinate staff as a technical field
already running as it should. The staff already knows
what to do, which region is being targeted patrols, so
there is no accumulation of patrols at one time in one
place. Below is a division of teams or groups that
have been set:

On the other hand, the communication
between the service to the public or users of vehicles
are already well underway. Field LLAJ always put a

But felt this way less effective and efficient
considering the number of workers that must be
removed every day by announcing orally her
repeatedly. Although there are leaflets warning (for
example contained in the annex) are attached to the

that is a quarter of A4 paper HVS.

expected to improve the quality of personnel in the
Agency of Communication and Information of
Pontianak, especially personnel who served in the
Field of Traffic and Transportation.
c. Disposition
Disposition is the character and properties
owned by stakeholders, such as honesty, commitment
and others. Stakeholders have good properties can be
run with good policies as desired by policy makers.
Conversely, if it does not have properties that are not
good, the implementation of the policy will be
blocked and cause a lot of problems.
In an interview with the Head of Section of
Public and Civil Service, Mrs. Nani Rosa Ning, S.
Sos. He asserted:
"This regulation is generally carried out by
the transportation Agency, assisted by the police in
the execution of the raid. Then for this perwa from
the mayor to the head of the boss is very supportive
of this activity, through the inclusion of this patrol
activities in the budget, so there is the cost of wages
tired. "
In addition, at the end of January 2015 out
about the latest Mayor Regulation Intensive Increase
in Allowance for Employees one of the Agency of
Communication and Information Pontianak.
Therefore, given the salary is more than the other
services, it is expected this Service employee can
work sesua with a full workload and commitments.
d. Bureaucratic Structure
The organizational structure is very
influential on policy implementation. One of the
important aspects that is the standard operating
procedures become. Bureaucracy must be able to
support a policy that has been politically determined
through coordination bureaucratic structure has two
characteristics, namely the procedures for the
implementation of the separation of powers and
fragmentation of the various units within the
organization.
Based on interviews with the head of Traffic
Transportation Mother Hj.Rindrayani, S. STP, M.Si,
regarding the procedures for implementing the patrol
is as follows:
"The procedures are extremely clear, for
example in controlling motor vehicle pursuant to
Rule Mayor Pontianak No. 36 in 2013, to reduce the
congestion of vehicles passing through a certain path
is restricted, for example in road Ayani at 06:00 to
08:00 and at 17:00 to 19:00 vehicles transport of
goods prohibited through, then there is a ban for
truck head / Fuso 40 feet should not be crossing the
street in the city streets pontianank exception paths
listed in annex 1 Perwa of Pontianak No. 36 of 2013.
from the official conduct raids and routine patrols 4
shif of morning 12:00 to 15:00 08:30 to 11:30 o'clock
noon afternoon evening 15:00 to 18:00 18:30 to
21:30. Then if there are activities incidental certain
roads when necessary discernment or what, if
necessary, then do a special activity, keeping the
range 3 days to 1 week at places that are considered
necessary. "
Then the procedure for vehicle users who
violate the rules of order repeatedly obvious. For this
vehicle in accordance with the provisions of
applicable regulations, on his first pengedara will be
charged tipiring (Crime of Light) in the form
decreasing air in tire, then the tow, then have to pay
the tow fee of Rp. 500,000, then enter the local
treasury. When repeated, a license can be suspended
even revoked.
This is outlined in the Mayor Regulation No.
36 of 2013, regarding the sanctions imposed on
violators in article 8, paragraph 2, namely:
a. Sanctions in the form of misdemeanor
speeding ticket (tipiring);
37
b. Provision of administrative sanctions such
as fines to the amount stipulated in local
regulations (regulation) of Pontianak
applicable;
c. Action pengempesan whole or in part by
unplugging the vehicle tires and tire
nipple seized;
d. Locking action vehicle tires;
e. Removal action / towing / confiscation of
vehicles;
f. Reimburse the costs of towing with the
amount as stipulated in the local
regulations (regulation) of Pontianak
applicable;
g. Under certain conditions so that the
vehicle can not be towed, it can be done
confiscation of all or part of the vehicle
wheel;
h. Changing the cost of damage to roads and
utilities with the amount determined by
the TIM;
i. Revocation of business licenses of public
transport (SIUAU) owned;
j. Termination / operating tire within the
city of Pontianak.

2.1.2. Effort on Decresing Congestion in
Pontianak City
Based on the interview with the Head of
Section Management and Traffic Engineering Mr.
Rohman S.ST:
"The cause of congestion in the city of
Pontianak because everyone has a motor, a 3-4 home
can have a motor bike. Because it does not have mass
transit, each using their own vehicles, in addition to
the narrow streets. And of course jammed at certain
hours. But generally smooth outside these hours .....
last pengennya people's behavior in which she ate
there he stopped not want to go away from the place,
the mind set or orderly culture should be improved
..."
Based on the results of the interview along
with the analysis of the authors in the field got factors
causing congestion in the city of Pontianak, namely:
1. The increasing number of private vehicles,
people can easily open a two-wheeled vehicle
loan installments with only with Rp. 500,000, so
38
the growth of this kind of private vehicles such
as uncontrolled
2. Pontianak City in 2015 had experienced a
reduction in the number of public transport
vehicles or public dubs oplet. Because not all of
the lines of ser- vice in the city, so not all places
can be reached by public transport this.
Furthermore, the poor physical state of this
oplet causes people prefer private vehicles.
3. After the conducted research, the congestion
that occurs in Pontianak less severe in the city
of Jakarta and Bogor. Roads in the city of
Pontianak stalled only at certain hours, such as
the hours go / home school and office. But still,
this problem needs to be a government concern,
because if not issued policies on controlling the
vehicle, then the problem will get worse. The
concern is the density until the congestion is
prolonged until many hours later.
4. Not all the roads in the city of Pontianak is
broad, basically only be passed by a two-
vehicle, when the vehicle stopped on the
shoulder of the road, automatic vehicle behind
to overtake the future, reduce the road, the
vehicle behind will be blocked so that it will
lead to congestion.
5. Vehicle transport of goods that are not
roadworthy but was forced to strike down the
road, slow down the flow of traffic to cause
congestion
6. Habits Pontianak City community at large lazy
to park their personal vehicles at the appropriate
places. Mindset is wrong to stop the vehicle in a
place not far from the targeted building, is the
act of a lazy rider far way to the destination.
Then things might be done to resolve these
issues, namely:
1. If possible, be by way of a policy limiting the
number of private vehicles perkepala family, or
raising taxes on the vehicle so that the policy
community
2. By increasing the quality and quantity of public
transport services, as well as meet all the paths
in Pontianak, and supported by policies such as
the first point, then the public will switch to
using public transport as the main means of
transportation. Indirectly, the number of
vehicles on the road will be reduced, and will be
more orderly.
Section Head of Traffic Management and
Engineering Mr. Rohman S.ST :
"Then the note should provide mass transit,
Agency of Communication and Information
Pontianak City has been working with the parties
to achieve this DAMRI ..TO current new
transportation is available from the airport to the
New Town, Singkawang. For mass
transportation in the city, still permit the existing
city bus, as well as evaluating the vehicle is still
proper to use or not, if not to be dismissed first
function dahulku, look for another company
menyediaakan this service. "
3. Addressing such critical times an hour away /
home office and school, Agency of
Communication and Transportation of Pontianak
implement "strongpoint". Ie traffic policing at
vulnerable points jammed, as there are
intersections school or office. LLAJ personnel
down to the point with coordinate and assisted
by the Traffic Police (Traffic) in the morning.
4. One of the important roads that become the
lifeblood of economic growth in the city of
Pontianak is Jalan Gajah Mada, it's often a good
vehicle private cars and freight vehicles stop the
loading and unloading of goods on the shoulder
of the road. This results in poor traffic to result
kemecetan. To avoid this prolonged congestion,
the Agency of Transportation through LLAJ
carry out patrols four shifts per day. To ensure
this is the way in orderly Traffic status.
5. Vehicles eligible or not to transport the goods
are tested through KIR in UPTD Test
Performance Test Vehicle. If the vehicle is
subjected to strike, it is the negligence of the
39
owner of the vehicle. Therefore, in each patrol, if
you have any freight vehicles are parked out of
place will be examined and their SIUAU KIR.
And will get penalized if these letters
problematic.

6. To overcome people's behavior which violates
the provisions of the order, Agency of
Communication and Information Technology
launched a program of Pontianak City Rules of
Conduct Then Pontianak City socialized on the
anniversary date of Pontianak, October 28. This
is to make people aware that the order was not
only the duties and responsibilities of the
authorities, but the duties and responsibilities of
all parties.
Because of things that have been mentioned
above, namely the narrowness of lane roads, setting
freight vehicles such as trucks head to the trailer must
be set explicitly to avoid traffic disorder. Mayor
Regulation No. 36 of 2013 regulates the way that
should be passed by the vehicle in question.
Legally existing roads in the city of
Pontianak already qualified to pass freight vehicles
weighing many tons.
Average class 3B road, under the provisions
of that class should not still be passing truck, but the
truck head tronton and they should not be passed,
because of its MST already above 20 tons. Hence
Pontianak city government has set up the roads
impassable allowed by the specific vehicle type, so it
does not pass through the streets of undue and
damaging the road. For roads that have been assigned
a class 56 may be skipped, but for tronton 40 feet is
not allowed through, except tronton the 20 feet or
six-wheeled vehicles such as trucks. 40 feet is
allowed through Jalan Yos Sudarso Kom, Jalan Mr.
Love, Rahadi Usman Road, Jalan Imam Bonjol, Jalan
Adi Sucipto. That's the role of this Perwa, when the
vehicle is out of line with the Agency of
Communication and Information will be wearing
penilangan, because they feared damaging roads,
disrupting the flow and order the way.

For the current congestion has not felt
significantly, but feared for the next few years will
increase the level of congestion considering the
factors that cause congestion that the author
mentioned before are becoming increasingly severe.
Therefore, the author through the analysis can only
provide advice and input that might be the policy
recommendations issued in the future.
40
Many steps can be taken by the Government
either by the Agency of Communication and
Information of Pontianak that have coordination with
other agencies related to the delegation of authority
in accordance with the duties and functions of each.
One important step in solving the bottleneck
is to increase the capacity of roads / infrastructure
such as:
Changing traffic circulation into one direction in
coordination with the police
Reduce conflicts through current limiting certain
intersection, usually the most dominant current
limiting turn right in coordination with the
police
Increase the capacity of the intersection with
traffic lights, intersections do not plot / flyover
in coordination with the Agency of Public
Works
Float intelligent transport systems in
coordination with the Agency of City Spatial
Besides congestion also be addressed by
alignments to public transport. In this way the
Government is required to issue a proper policy to
target and according to the situation on the ground.
To increase the carrying capacity of the road
network by optimizing the efficient transport in the
road space utilization, among others:
Development of a network of public
transport services
Development of special bus lane or lanes
or bus special way as in Jakarta called
Busway
Development of the city's train like
Subway in America, MRT in Singapore,
the Metro in France
Direct Subisdi as applied to public
transportation in the Busway, Batam, or
Jogjakarta or indirectly through tax relief
motor vehicle, duty to public transport
In some cases, the only way of providing the
level of achievement of success are small, then the
Personal Vehicle Restriction policy is a step that is
considered quite instrumental overcome the problems
of congestion.
This step is usually not popular but if
congestion is getting worse traffic management
should be more extreme as follows:
Restrictions on the use of private vehicles
towards a specific area such as that planned to
be implemented in Jakarta through the
Electronic Road Pricing (ERP). ERP is
considered successful with success in
Singapore, London, Stockholm. Another form
with the application of parking policy to do with
the application of high parking rate in the region
will be limited traffic, or restrictions on the
provision of parking spaces will be limited area
of the traffic.
Restriction of private vehicle ownership through
increased vehicle ownership costs, fuel tax,
motor vehicle tax, high import duties.
Restrictions on certain traffic entering the area
or specific way, as applied in Jakarta, known as
the 3 in one or another example restrictions
motorbike entered the highway, restrictions on
private cars entering the busway lane, to ban
certain types of vehicles on the road in the
value-prone stalled as roundabout in Jakarta.
2.1.3 Supporting and Inhibiting Factors
Implementation Mayor Regulation No. 36
of 2013
2.1.3.1 Supporting Factors
Patrols supported by the latest vehicle patrol
car number four powered Toyota Rush 1495 CC, a
budget allocation of Pontianak in 2012. This shows
the program is fully supported by the Mayor with a
sufficient budget to meet the operational needs of the
patrol.
In addition, the presence of more intensive
support fund for the heavy workload apparatus such
41
as the Agency of Transportation, Communication and
Information Ponanak is in post the rules. So the
motivation is fueled apparatus agency employee to
work better and more optimal.
2.1.3.2. Obstacles
Interview with Head of Traffic and
Transportation, Hj. Rendrayani, S. STP, M.Si,
describes the factors that constrain the
implementation of Regulation No. 36 of 2013
Mayor's.
In the implementation of the patrol, although
not to involve the police, patrol squads LLAJ can still
make penilangan process by involving investigators
The she continue:
"By law it is written, for the Civil Service
status investigators (Servant Civil Investigator) can
menilang, while the investigators did not have no
right to ticketing. Personnel who are merely
enforcing the transportation bureau, instead of Act
No. 22 of 2009 which meant but Mayor Regulation
No. 36 of 2013. Personnel Agency of
Communication and Information of Pontianak is
given the authority to impose sanctions in the form of
whole or partial decreasing air in vehicle tires, towing
motor vehicles, until penilangan by employees who
have the status PPNS. back to the problem, it has a
bit of an employee SKPDs status of investigators that
require police assistance when going to raid followed
penilangan process.
The limiting factor meets theory advanced
by Hogwood and Gun that a policy implementation is
very difficult to realize the perfect impelementation,
ie at points 2 and 5 points in the theory.
Time and resources are not sufficiently available.
Constraints of time and resources is something
classic. Implementation will fail when the
available resources are not sufficient. However,
much of the problem, not something that is
abundant resources so that a policy must be
competent with other policies to get adequate
resources. Consequences that must be accepted
ideal conditions insufficient resources needed to
support the successful implementation of a
policy will never be realized.
The implementing agencies rarely are able to be
independent. They are very dependent on other
actors. the facts show that a prerequisite for the
successful implementation of a policy is the
support of all the necessary resources, both
financial resources, technology, politics,
information, quality of human resources, and
others.
2.1.4 Efforts to Overcome the Obstacles
Factors of the Policy Implementation
Interview with Head of Traffic and
Transportation, Hj. Rendrayani, S. STP, M.Si,
describes the factors supporting the implementation
of the Regulation No. 36 of 2013 Mayor's.
"This legislation has ditetapkansejak in
2013, so it has implemented one more year, that is
supported by a supporting factor for each patrol
police, because in accordance with Act 22 of 2009
untukDinas Transportation in general, and the
Agency of Communication and Information of
Pontianak in particular not handle penilangan process
... "
Full support from outside agencies such as
the police in providing personnel in the process
penilangan. Because it refers to the Law No. 22 of
2009, which is entitled to make the process of
ticketing only was the police.
2.2 Recommendation
2.2.1 Conclusion
Based on the description above, the
conclusion that can be taken include:
1. Achieving the Motor Vehicle Control Policy
Implementation in an effort to reduce
congestion in the city of Pontianak on the
theory of Edward III has been running pretty
well but with deficiencies in accordance
42
with the results of the study mentioned
above. It can be seen from the good
communication between the elements of
leadership and executive misskoordinasi
field so that does not happen. Then the
fulfillment of an adequate amount of human
resources to implement these regulations.
The level of commitment of the employees
who work in accordance with the high work
load that has been delegated, as discipline
the employees in accordance with the
implementation patrol predetermined time.
Employee motivation levels are also higher
since the issuance of the increase in
allowances intensive Perwa Employees
Dihub Kominfo Pontianak. SOP patrol was
clear, the sanctions already listed in the 2013
Perwa 36 years.
However the lack of communication
between the Office of the vehicle user.
Although the user freight vehicles and
passenger transport have known this
provision, but of personal vehicles less
socialized so often repeated offense. Then
the lack of quality employees, it is seen by
only two employees of the status of
investigators, but it is important to support
the independence of ticketed so no need to
involve the police.
2. In the implementation of these policies are
contributing factors such as the presence of
a support vehicle patrols the local
government aid through budget and
allowances for staff intensive Kominfo
Pontianak City Transportation Agency,
whose value is greater than the other SKPD.
Meanwhile and inhibiting factors such as
lack of personnel resources to support the
status investigators patrol activities followed
a speeding ticket.
3. To overcome these inhibiting factors,
Agency of Communication and Informatics
Pontianak City to coordinate and get the full
support of the police when conducting
patrol followed by a speeding ticket. Office
and Police conduct joint patrols, but not for
every day.
2.2.2 Suggestion
Based on the discussion of the previous
chapters to the above conclusions, the suggestions
that can convey the authors of this study are as
follows:
1. It is important to improve the
dissemination of this rule to the user
community motorists through mass
media such as newspapers, television,
magazines, leaflets. Considering now
beginning to be recognized local
television and watched by almost all
communities, the socialization through
attractive advertising is a solution that
should be considered.
As the Agency has a duty and heavy
responsibility, must be supported by adequate
personnel as well. sum Civil Servants Investigators
(investigators) as supporting independence process
Regulations should be improved. So as to implement
penilangan not expect any help from the police. Civil
Servants who are qualified to be investigators as soon
as possible for submission to the Ministry of
Transportation. Here the elements of leadership
demanded an active role in the success of the
implementation of this Mayor Regulation.
