Dallas, TX—social helicopter pilot group, Twirly Birds has announced the 2012 les Morris award Recipient as Mr. Elfan ap Rees. Mr. ap Rees is a noted aviation historian, author, pilot and founder of The Helicopter Museum, the world’s largest dedicated collection of military and civil rotorcraft located in Weston-super-Mare, somerset on the southwest coast of England. after his first helicopter flight in 1960, ap Rees went on to become a helicopter pilot with experience in over 80 model type aircraft over his long career. He launched HElICOPTER International, in 1977, followed by HELiDATA News and Classified in 1980 and afterward, Military Helicopter News in 2005. Mr. ap Rees has received several prestigious awards to include the British Helicopter advisory Board

“Eric Brown” Trophy in 2002 for his contributions to the industry and also the american Helicopter society (aHs) “John schneider” Historical award, in 2007 for his tireless work promoting the rotorcraft industry. Mr. ap Rees received the HaI “Excellence in Communication” award in 1987.

Jerry Trimble Helicopters student receives flight training scholarshipMCMINNvIllE, OR—Jerry Trimble Helicopters (JTH) is proud to announce that Jessica Ward has received the Robinson safety Course scholarship offered by the Whirly-Girls. The Robinson safety Course is a 3-day course conducted by the factory in Torrance, Ca and includes both flight and ground training. Jessica began training at JTH in the summer of 2010 and received her private pilot license in the R-22. “I was happy to hear that Jessica received the RHC scholarship. I’m sure it won’t be long before Jessica makes the transition to flying helicopters full-time” says Jerry Trimble. Membership in the Whirly-Girls is open to any woman holding a helicopter rating. They offer scholarships for helicopter flight training.

JTH has recently acquired its fourth R-22 and is relocating the R-44 to their winter satellite base in Thermal, Ca to provide instrument training and scenic flights in the Coachella valley. JTH is planning on expanding their office space in the Fall of

2012 to include more classrooms.The JTH main office, established in 2007,

is located in McMinnville, Oregon (MMv). JTH prides itself on offering quality, fast, primary and advanced flight training in the R-22 and R-44. “I believe we have continued to attract students due to the fact that we offer individual attention to each of our students”, said Trimble. “It’s easy to get lost in the bigger flight schools. We enjoy getting to know each of our students on a personal level. Our prices are also the lowest you will find”. McMinnville prices are $214/hour dual and $184/hour solo for the R-22 HP. Two unmanned K-MaX aircraft, with three ground control stations, are currently performing cargo resupply missions for the UsMC in afghanistan. Kaman and teammate, lockheed Martin have developed plans to produce additional K-MaX aircraft for the U.s. military if called upon to do so. The K-MaX Unmanned aerial Truck (UaT) is supporting the requirements of the U.s. Marine Corps Cargo Resupply Program. TIME Magazine named the K-MaX UaT one of its “50 Best Inventions” of 2011.

Commercial versions of the K-MaX began flying in the early 1990s and have accumulated more than 260,000 flight hours over the last 20 years. Mark Tattershall, Director of Marketing and Business Development for the Helicopters Division stated, “The commercial K-MaX is a perfect aircraft for missions from firefighting to offshore oil duties. Why put people in harm’s way when it’s not absolutely necessary for dull and dangerous operations.”

Manufacturing and rotor blade focusRotorcraft component fabrication and subcontracting has become a major line of business for Kaman. Company capabilities include integration, composite and metallic bonding and final assembly. Backed by Kaman’s OEM infrastructure and expertise, Kaman is the only rotorcraft industry subcontractor that can replicate OEM capabilities such as design/analysis, development, test, large system integration and manufacturing as well as repairs, upgrades and modifications. among Kaman’s specialized facilities are rotor blade whirl towers and environmental testing such as sand erosion and full flight test capabilities.

The Helicopters Division Blade Center of Excellence (BCE) and subcontracting Product Group offer a full-service development and manufacturing capability that will enable Kaman to respond to vigorous future market growth.

Kaman is executing flight tests and initial production for the special Operations Forces aH-6 “little Bird” small composite rotor blades (sCRB). The company is also building helicopter blade assemblies for Bell helicopters and the MD 900 rotor system. In the future, it may offer the sCRB for the MD 500 and MD 600 commercial helicopter series. The innovative new small composite rotor blade in development will eliminate the need for troublesome metallic erosion strips by incorporating the Hontek erosion coating system..

Complementing rotor blade production is Kaman’s partnership with Hontek that has successfully introduced a three-layer, color-specific for easy visual inspection, sprayable erosion coating. Erosion control has extended the lifespan and reduced the life cycle costs of U.s. army Black Hawk utility helicopter main rotor blades. Kaman is completing coatings for the rotor blades of all Black Hawk helicopters flying in harsh environments with significant airborne particulates, such as Middle East deserts. To date, Kaman

explained. “This requirement is driven primarily by territorial disputes, anti-piracy operations, submarine concerns, and drug and other smuggling operations.” The sH-2G(I) clearly is ideal for these missions and could generate further modifications of available existing sH-2’s into state-of-the-art anti-surface (asuW) and anti-submarine warfare (asW) variants.

Dallas, TX—Eurocopter unveiled its newest helicopter, the EC130 T2, which features enhanced comfort, improved operational performance and increased versatility for this popular member of the company’s lightweight single-engine product line.

The EC130 T2 was revealed during a ceremony at the 2012 Heli-Expo exhibition in Dallas, Texas, where Eurocopter also announced seven launch customers for the rotary-wing aircraft covering a total of 105 bookings: Maverick Helicopters, Papillon Helicopters, Blue Hawaiian Helicopters, scandinavian Helicopter Group, air Commander, Europavia and Enloe FlightCare. The diversity of operations performed by these clients underscores the EC130 T2’s ability to excel in a broad range of missions – from aerial

tourism and utility to emergency medical airlift.

“The EC130 T2 is the latest step in Eurocopter’s strategy to expand and evolve our helicopter lineup. The high number of orders is proof that Eurocopter innovation is perfectly aligned with customers’ requirements and the evolution of their operations,” said Eurocopter President & CEO lutz Bertling. “The EC130 T2 has literally been ‘love at first flight’ for our customers. We are fully committed to begin deliveries of the new EC130 version in 2012.”

While retaining the EC130’s existing external lines, approximately 70 percent of the EC130 T2’s airframe structure has been modified.

New and updated features on the helicopter include the use of a more

powerful arriel 2D turboshaft engine and upgraded main gearbox; the incorporation of an active vibration control system; improved air ventilation, distribution and demisting systems; a cabin interior structure redesign with a full flat floor; a cockpit update for enhanced man-machine interface; new energy-absorbing seats that improve weight and balance for passenger loading; integration of a crashworthy fuel tank; and increased maintenance accessibility for electrical and air conditioning systems.

The EC130 T2’s increased performance is provided by its Turbomeca arriel 2D engine, which provides 10 percent more average power than the EC130’s current powerplant with lower specific fuel consumption. Based on the proven arriel 2 engine family, the arriel 2D benefits from such technology advancements as a new axial compressor and new blade materials, and also provides a higher time between overhaul (TBO) intervals. The arriel 2D is used at its full-power rating of 952 shp. on the EC130 T2, and is the same engine that equips Eurocopter’s evolved as350 B3e helicopter in a de-rated version.

Performance improvements for the EC130 T2 include a higher maximum gross takeoff weight (2,500 kg. for internal loads and 3,050 kg. when external loads are carried) and a speed increase of up to 10 kts. Even with these enhancements, the EC130 T2’s external sound level remains within the rules for flights at america’s Grand Canyon National Park – an important factor for tour operators.

Optional features on the EC130 T2 are a new-generation air conditioning unit, tinting of the helicopter’s wrap-around windshield, and a right-hand sliding passenger door. The air conditioning system includes design optimization for improved performance, effective hot/cold temperature control, and better air distribution. Derived from the system on Eurocopter’s EC175 seven-ton-class helicopter, it uses a simple control box with straightforward operating logic similar to climate control units on automobiles.

Future development for the EC130 T2 includes the integration of a new glass cockpit design utilizing dual-screen electronic flight displays matched to a Garmin GPs/Nav/COMM receiver (currently GNs series to be expanded to GTN series). This advanced glass cockpit solution will be available as well for the as350 B3e helicopter and will be developed through the american Eurocopter subsidiary in the United states and installed with a supplemental type certificate (sTC). Both versions will be on display at Eurocopter’s Heli-Expo booth #1917.

also planned for future development on the EC130 T2 is a 1,500 kg. cargo swing for an aerial work/utility configuration, and the availability of Eurocopter’s stylence interior – which merges ergonomics and advanced technology in a refined cabin finishing that offers the environment of a fully-equipped in-flight office for business executives and companies.

The no. 1 EC130 T2 has logged 90 flight hours since its first flight in 2011, demonstrating excellent maturity of the new configuration for a certification scheduled this summer. Final assembly of the initial series production aircraft began last December at Eurocopter’s Marignane, France facility. By the second half of 2012, production will transition completely to the EC130 T2 version.

To date, Eurocopter has sold a total of more than 400 EC130s in its various versions.

Getting the best results in today’s insurance market

We are in the midst of a soft market that began in 2006. since then, aviation insurance rates have declined to their lowest point in history. Beginning in the winter of 2010 many in the aviation insurance industry have been predicting a return to a hard market.

a “Hard Market” is generally characterized by fewer markets bidding on a particular risk resulting in fewer options, increased rates and premiums, decreased limits of liability and fewer ancillary coverages offered, and more stringent underwriting requirements on training with less flexibility for the operational managers.

To this point it has been wishful thinking.

There isn’t a single underwriter from any aviation insurance company who wouldn’t like to see premium rise. The consensus is that there are two major factors keeping premium rates down—the poor economy which has shrunk demand for insurance and too much capacity for the market conditions. Even with an economic recovery that many feel is already underway, the concensus is that the soft market will continue unless there is some unforseen event or outside force which alters the landscape.

The “Big Bang” theory is that a

catastrophic event with a huge potential liability settlement (and resulting need to post hundreds of millions or even billions of dollars in reserve) will shock the insurance companies into turning on a dime, drastically raising rates and severely tightening underwriting requirements.

Mission: more details about when and where the aircraft is flown and number of hours per year, especially if it involves international flight or flights into hazardous conditions or unprepared airfields.

Pilot Information: a good pilot history form provided by your broker and properly completed by the pilot should answer all the questions and underwriter should have. The information should include in addition to basic pilot information; Pilot and drivers license numbers, date of birth, date of last Faa medical, last flight review and type of equipment, Instrument proficiency check, recurrent and initial training in each make and model insured plus the training facility used. If not included in the broker’s pilot history form, a supplemental form from the insurance company may be required.

Many times an excellent submission can be completed on a one page form with a pilot history form for each pilot attached.

Pilot history formsa quick word about pilot history forms. Pilots hate forms, especially pilot history forms. The hardest job a broker has may be getting a properly completed, legible, and signed pilot history form from the insured. From a common sense point of view, if the insured is asking the underwriter to give them the best rate, and the only thing the underwriter has to go on is information presented on paper, doesn’t it make sense to put that information in the neatest, most organized way, especially if the pilot is short on some experience.

Commercial operator is much more complex.

Appearance mattersThis may seem like a small point but unless an underwriter can visit your facility or operation, they can rate on what they see. Your website can be an important front porch to display the quality of your company or operation. However the biggest asset you can have is a broker who properly represents your risk with a well polished, accurate, and professional submission.

a rate book base on a “best guess according to historical experience” of that insurance company. a scale of rates is created for each type of risk that the underwriters must follow with the goal of making an underwriting profit (premiums, minus claims and administrative costs). The big unknown is the dollar cost of claims which may not be known until years after the premium has been set and collected. What makes it more difficult is the different insurance companies do not share trends, claims or rate information with one another so it is harder to generate accurate rates consistent across all classes of risk. and each insurance company has a different appetite and therefore puts a different priority on each class of risk.

The underwriters manually apply these rates to generate the quote based on the information sent to them by the broker. One of the keys to getting the best quote is to help the underwriter get a better understanding of the risk they are rating and to find a comfort zone which will allow their pen to move down the scale of rates instead of up.

The quality of the submission by the broker is the only thing the underwriter has to determine the quality of the risk presented.

There are two parts that make up a quality submission—accurate/full description of the risk and the appearance and organization of the submission itself.

For the individual aircraft operator gathering the proper information need for a quote is a relatively simple process. Most good brokers have a detailed quote form they use to gather information from the insured which includes aircraft information, insured value, liability limits requested, basic pilot information, purpose of use, territory, home base and basic information about the aircraft owner and named insured. However, as the market hardens more underwriters may require addition information to determine the best risks who they are willing to offer higher limits as well as their best quote. This would include more information about the following:

aircraft Owner and Operator: Who are the partners, shareholders, llC members, etc? Who makes the go, no go decision? Is there an operations manual and is it endorse by the aircraft owner/management on board?

Who’s on board: average passenger

Substance matters most.To an underwriter, the quality of an operations can be defined by many different parameters.

More experience, better training and the employment of other risk reduction practices that addresses the inherent risks of an operation all play a major role judging the overall risk of an insured. What is so wonderful about aviation (and frustrating to the aviation insurance industry) is that every aviation operation is unique. While all like operations (FBO’s, charter operators, or part 91 operators, etc, share some common risks, each have unique characteristics requiring it to be rated individually.

Operational Improvements and Risk Management measures can turn an average risk into a good risk.

For instance:If your operations used older aircraft, make sure your maintenance program is excellent. and, make sure this is communicated to the underwriters.

If you have low time or experienced pilots, make sure the training program is gear to getting them the experience they need while addressing your

operational needs.an FBO which has a fully implemented

and documented training program for their line techs, which includes

a picture is worth a thousand words. an invitation to the underwriter to visit the operations can erase many doubts.

Safety saves.The best operators with a clean claims history and a safe operation are going to continue to get the attention of the most underwriters. In the end, the number of underwriters who want your business will determine how much leverage there is when it comes time for policy renewal. If you want to get the best rates in your rate class, be the best risk.

question: I met you (Dr. silberman) at

Oshkosh in august 2010. I asked you several questions about the new rule regarding approved medicines for depression. I am now working with a pilot who is off flight status as he is taking medicine for depression. He and his doctor would like to have him on Cymbalta. Do you foresee a time when Cymbalta will be approved as a medicine that a professional or Ga pilot can take and still qualify for a first, second, or third-class medical?

answer:The four medications that have been

approved (Prozac, Zoloft, Celexa, and lexapro) were chosen because they have the least sedative effect and the most favorable side-effect profile. It is possible that other selective serotonin reuptake inhibitors (ssRI), or antidepressants will be eventually added, but not in the near future.

question: I applaud the work done to approve

ssRI and I believe it was the right thing to do. I have flown lsa since its arrival and I currently fly my homebuilt. When the ssRI rule came out, I was very excited with hopes to upgrade so I can get my private- pilot certificate and have that third seat for my soon-toarrive daughter. I discontinued Paxil, which I had been on since 2003. Paxil had no side effects for me and it put the depression into complete remission. I tried each of the approved medications and found that none of them are effective. I returned to Paxil

and am depression free. Do you have any plans to re-evaluate Paxil? Please reconsider Paxil. If need be, you have a ready-and-waiting guinea pig!

answer:The group that developed the current

protocol did consider Paxil, but it was not chosen. as I mentioned earlier, the drugs chosen were noted to have the least sedation effect and the most favorable side effect profile.

question: I’m a returning vet. Can I be treated

for PTsD and still fly?

answer:If you are being treated through

counseling sessions, you may be able to gain medical certification. You need to get copies of your medical records, plus a good status report, and take them to an aviation medical examiner (aME). The aME should be able to give you some idea of your chances. alternatively, the aME can phone the Faa to discuss your situation. If you are taking one of the four acceptable medications and have been on a consistent dosage for 12 months, you need to follow the instructions on the Faa Medical Certification website. Another BK-117 pilot also missed a discrepancy on preflight, but this item should have been a little more obvious. Even so, the reporter wasn’t the only one to overlook the problem.

I arrived at work for the night shift..., drove to the helipad and performed what I thought to be a thorough preflight. It was dark and it was misting due to an approaching thunderstorm. I used a flashlight and I paid particular attention to the maintenance that had been done that day involving an engine fuel pump replacement. I was aware that the dual controls had also been installed that day per the logbook entry and that

both the fuel pump and dual control installation had been checked by the day shift pilot. I completed the preflight noting nothing out of the ordinary. I did not fly during my shift as the weather was below my minimums.

after leaving work the following morning, I drove home and later that day received a call from the day shift pilot informing me that a mechanic had installed the left cyclic backwards and that we had all missed it. The day pilot found the error prior to any damage or injuries while preparing to depart on a patient transfer flight.

The Professional Helicopter Pilots association International (PHPa), a council of the Office and Professional Employees International Union (OPEIU), aFl-CIO, elected steven Rush to serve as president at its board meeting in Dallas, Texas on February 12, 2012. OPEIU represents approximately 3,000 helicopter pilots throughout the United states and Canada.

Rush is a founding member of the PHPa Council, and a force behind its establishment in 2002. He is also president of OPEIU local 102, one of the original local Unions affiliated with the Council, and has served as a Council member since 2002.

Rucker, alabama, he served in Korea for a year and then returned to Ft. Rucker to serve as a military flight instructor until 1977.

after departing active duty, Rush traveled to alaska to fly 135 ops for the alaska Pipeline and then returned to Ft. Rucker to work as a civilian flight instructor on the Flight Training Contract for 32 years. During that time he also spent 16 years in the U.s. army Reserve.

Rush succeeds Captain Butch Grafton, who has served as PHPa president since its establishment in 2002.

Precipitation was noted near the accident location. The flight originated at the aeródrome de luepa (svlP), in the state of Bolívar, venezuela, with a destination of Uonquen airport (svUQ), Uon Quen, venezuela. The pilot and four passengers were fatally injured.

On January 19, 2012, at 0901 central standard time, a Robinson R44 II collided with trees while maneuvering at low altitude and impacted the Belle Isle salt dome, about 12 miles south of Centerville, louisiana. There was a fire after impact. The pilot and a pilot-rated passenger were fatally injured. The helicopter was substantially damaged. visual meteorological conditions (vMC)

prevailed at the time of the accident, and no flight plan had been filed. The local flight originated from Houma (KHUM), louisiana, at 0827.

several witnesses reported seeing the helicopter circling at low altitude and said the pilot waved at them. None of the witnesses saw the impact but reported hearing the sounds of impact and seeing smoke. They responded to the site and used fire extinguishers to extinguish the fire.

The on-scene investigation revealed the helicopter struck several trees before hitting the ground, coming to rest on its right side. The tail boom and tail rotor blades remained attached to the helicopter, and 3-foot stubs of the main rotor blades remained attached. Nearby was a 2-foot gash in the ground, the length of a main rotor blade. all control rods and linkages remained attached the rotor hub. all breaks were consistent with overload failures.

On January 22, 2012, approximately 1510 central standard time, a Bell 206B was substantially damaged during a forced landing to the las Colinas Golf Course, Irving, Texas. The pilot and three passengers were not injured. The flight originated from Waco, Texas, and was en route to Irving, Texas.

During the landing sequence to the las Colinas Four seasons Resort, the fuel light illuminated and the engine lost power. The pilot maneuvered the helicopter towards flat terrain at the las Colinas golf course. During the forced landing, the helicopter impacted the ground hard, bending the tailboom down. Examination of the helicopter revealed that the tailboom was bent down and the vertical fin was crushed.
