Transporting the Capital Region Forward: Capital Region Transportation Master Plan Released Long-term transportation blueprint to strengthen economic investment, sustainable growth in thriving Capital Region

Following two years of community consultation, engineering studies and technical review, the Partnership of the Manitoba Capital Region (PMCR) today unveiled its transportation master plan –– a blueprint to further strengthen connectivity, economic development and smart growth in the Capital Region over the next 25 years.

"Manitoba’s Capital Region is the fastest-growing area of the province, and this plan directly reflects the region’s long-term needs,” said PMCR Chair Grant Nordman. "The plan will promote new investment and improved transportation options for the growing number of families and businesses who call the Capital Region home.”

The transportation master plan includes guiding principles for integrated land use, highway infrastructure, active transportation, transit and the movement of goods by rail, road and air.

"A centralized long-term transportation plan promotes greater transportation efficiency and smart, sustainable development,” said Colleen Sklar, PMCR Executive Director. "Manitoba’s Capital Region is the economic engine of our province, and this plan will shape future transportation investments that allow the region to continue to prosper and increase our competitiveness, as it is no longer individual cities but regions that must compete for investment and plan for sustainable growth.”

"An integrated regional transportation plan is vital in order to leverage Manitoba’s competitive advantages and its transportation assets such as the Winnipeg Richardson International Airport,” said Winnipeg Airports Authority Vice-President & Chief Commercial Officer Pascal Belanger. "It is key that we look beyond our immediate area and develop a comprehensive plan that will help connect our various industries with international markets.”

The plan will also allow provincial and federal funders to ensure that transportation investments align with identified regional priorities that already have the consensus and support of regional decision-makers. To guide implementation of the new plan, a working group comprised of representatives from the Province of Manitoba, City of Winnipeg, Partnership of the Manitoba Capital Region and regional transportation partners has been formed to ensure a consistent, coordinated regional focus guides transportation investments in the Capital Region. The group will also work with governments to prioritize recommendations, which range from increasing highway capacity on key routes to increasing population density to improving the efficiency of the movement of goods. The new Capital Region Transportation Master Plan will directly support and align with existing planning resources including the Our Winnipeg Transportation Master Plan adopted by the City of Winnipeg in 2011.

The Partnership of the Manitoba Capital Region unites regional leaders around a long-term vision built on the pillars of economic prosperity and good jobs, environmental stewardship and exceptional quality of life. Manitoba’s growing Capital Region represents two-thirds of the provincial population and over 70 percent of the Manitoba GDP.

WTC – Bakken / Williston Basin Petroleum Conference, May 20-22Bakken Market Access Program (MAP): Another Successful MilestoneFrom May 20-22, the 2014 Williston Basin Petroleum Conference kept North Dakota’s business community hopping.

The event brought close to 4,500 experts, panelists, business leaders and big names in the oil industry together around two clear objectives: providing detailed and effective insight into Bakken opportunities, and beginning to build productive partnerships.

The World Trade Centre Winnipeg (WTC Winnipeg) is keenly aware of the significant economic opportunities that Bakken holds for Manitoba entrepreneurs, and is therefore endeavouring, today more than ever before, to be an active part of the region’s explosive growth.

“Given Winnipeg’s geographic location, we feel strongly about keeping Manitoba businesses informed about Bakken opportunities,” said Derek Earl, Director of International Trade at the WTC Winnipeg.

“It is what prompted us, in partnership with CentrePort Canada, to recently support and prepare a group close to 40 local businesspeople to take part in the 2014 Williston Basin Petroleum Conference.” To expand on this support, the WTC Winnipeg held a briefing and meet-up ahead of the conference in early May featuring special guest David Tuan, Director of Public Works with the City of Williston.

“Williston is right in the middle of the Bakken and we need to make the most of it,” said David Tuan. “That’s why we need partners to help meet the region’s labour, knowledge and infrastructure needs. With its abundant oil and gas resources and the related supply and infrastructure needs, the Bakken region has become pivotal. As part of its Bakken Market Access Program (MAP) rolled out last September 4, the WTC Winnipeg wants to help companies tap into this tremendous market and involve Winnipeg players in the process.

“The Bakken is gushing with investment potential,” said Daniel Deleurme, President of Norscan Instruments, regarding the 2014 Williston Basin Petroleum Conference. “It is therefore vital that we understand the emerging issues and the challenges that lie ahead. Britain: Great Bellwether…of What? Peter G. Hall, EDC Vice-President and Chief Economist, June 12, 2014

The view is spectacular. I am currently on Scotland’s west coast looking out at the Ailsa Craig. Weather can be rough here, but at the moment the sun is out, the water is clear, the wind is warm. Perhaps it’s a good picture of what’s going on in the UK economy these days. But like the weather in these parts, will the good times last, or are they likely to change…again?

Global crisis hit the UK economy hard - for different reasons than in other OECD countries and key Continental economies. The fact that economic crisis was preceded by financial crisis was particularly concerning for an economy highly dependent on its financial sector. Not only was output in trouble, but reputation was also very much at risk. The bail-out of significant British financial institutions could have easily had wide-ranging repercussions well beyond the economic crisis itself.

The immediate effect was scathing. GDP fell swiftly in 2008, enough to clock a 0.8 per cent drop for the year and set up 2009 for a staggering 5.2 per cent tumble. That was enough to send the unemployment rate from an impressive low-5 per cent level up beyond 8 per cent in less than a year. It remained parked at that level as the economy struggled to achieve meager growth in the following four years.

Things are now picking up – significantly. Economy-wide growth has exceeded the three-percent-level in three of the past four quarters, and after clocking 1.7 per cent growth last year, the UK is looking at a ‘3 percenter’ in 2014. Setting the stage for the best year since 2007 is strong consumer spending, robust business investment and a surge of service-sector exports.

Rising activity is captured in key indicators. The Purchasing Managers Index is in very strong territory across industry groupings, and compares very favourably with pre-crisis levels. The housing market is heating up, both in prices and activity. The composite leading indicator is still looking strong. But perhaps the most dramatic indication of change is confidence. Clear across its regions, the UK is witnessing soaring confidence that has taken the benchmarks back up to pre-crisis levels. Considering how frenzied things were at that time, recent movement is quite gripping, to say the least.

Current momentum raises a critical issue. Given the years in the doldrums, it’s quite likely that even with the recent rebound in confidence, the economy could be caught unawares in terms of its capacity. Firms have been investing at sub-par levels for years now, but are facing tight capacity limits and rising orders. Labour is getting more scarce. The unemployment rate has tumbled below 7 per cent in the past year, surprising almost all market-watchers. Unemployment claimants have plunged to 3.3 per cent of the work force. Given that jobs are a lagging indicator of the economy, there is likely more labour force tightening on the way – a new problem for the economy to deal with.

Suddenly, all eyes are on the Bank of England. The era of ultra-loose monetary policy is coming into question, as the UK economy rapidly ramps up again. The job market crashed through the forward guidance marker, creating expectations that the central bank would go into tightening mode. It is resisting, but there are growing worries of overheating, given the amount of time interest rate movements need to see the needed impact on the real economy. It’s a good position to be in after all the global talk of disinflation and deflation – but with the ample liquidity that currently exists, it is critical to get this one right.

A key lesson for the world is how quickly an economy can go from downside to upside worries. There is no doubt great relief that finally we are talking about the latter – but the duration of the easy-money period may make its end a bit tougher to come to grips with than in the past. And it seems that on this score, the UK economy is out front, a bellwether for the rest of us.

The bottom line?

Growth is up, and it’s looking like inflation is hard on its heels. The UK is charting this new course; we’d all do well to watch with interest, and to wish them well.
