GUESS WHO COVERCANADA AND U.S.The Guess Who have just completed one oftheir most extensive tours of Canada andthe U.S. They kicked off their dates inHampton Roads, Virginia (Aug. 2) and trav-elled through to the west coast havingplayed dates in Georgia, Ohio, Arkansas,Minnesota, Oklahoma, Texas, back toWindsor, Ontario for a CKLW PresentsConcert, and back to California and up tothe Pacific National Exposition in Vancouver.Their return trip took them to Utah, Color-ado, Illinois and finally into the CanadianNational Exhibition where they headlinedtheir own show. They capped their tour inAnchorage, Alaska, Sept. 2-3.The popular Winnipeg group have just com-pleted a session at Toronto's Nimbus 9studios, out of which will be a fall albumrelease of "Flavours".The Guess Who are now experiencing excep-tional chart and sales action in the U.S. withtheir "Clap For The Wolfman" single. Thesingle has been a good mover in Canadawhere it was released two weeks prior tothe U.S. Reason for the late release was the"hold on" power of "Star Baby", which isstill charted in Philadelphia and Denver.Guess Who manager Don Hunter, sees the"Wolfman" deck breaking far faster than"Star Baby" (which was on the U.S. tradecharts for twenty-one weeks).

HOTELS HEAVILY BOOKEDFOR COMMUNICATIONS 9RPM's Communications 9 is showing indi-cations of being the biggest ever. Advanceregistrations for the weekend meet in Van-couver have reached record proportions. As a result, the Bayshore Inn, site of thisyear's meet, is booked to capacity. Regis-trants who are unable to obtain space inthe Bayshore or who wish to remain inVancouver after C9 closes on Sunday,September 22, should make reservations atone of the other hotels in downtown Van-couver. It is suggested that such reservationsbe made immediately to avoid disappoint-ment.

LITTLE MOUNTAINFINISHES NEW STUDIOS

Vancouver's Little Mountain Sound Companyis continuing its expansion with the com-pletion this week of two new studios. Sup-plementing Studio "A", which openedOctober 15,1973, are "B" and "C", bothsixteen track facilities with Scully recordersand Neve boards. In total, Little Mountainnow has three sixteen track studios, allwith Scully and Neve equipment, and allcompletely Dolbyized. Studios "B" and "C"are expected to be fully operational byOctober 1st of this year.

Little Mountain, owned by Western Broad-casting and Griffiths -Gibson, has expendedsome one million dollars on the Vancouverstudio. Further expansion will take place inthe near future with the construction oftwo mix -down and dubbing rooms.

Little Mountain manager, Geoff Turner, reports brisk business at the hundred dollaran hour studio. Label work for the in-houselabels as well as for other record companiesnow exceeds the volume of commercialwork, the financial mainstay for most wes-tern studios.

In another direction, Little Mountain isgrowing with the establishment of LittleMountain Records, and Little MountainMusic Publishing. Two releases, throughLeo Records, by Mark Kahn and VictorStewart, are expected in September.

SUN OFF WITHNEW SINGLESun, the Vancouver group recording forSGM Records, is expected to release a newsingle, "Tryin' All Alone" f/s "Not ForMe", during the second week in September. The disc, described by SGM's Stan Cayer as"MOR/Top 40", was recorded at SGM'sVancouver studios. To push the release,Cayer is in the process of setting up apromotional tour of the Prairies by thegroup, kicking off with five weeks of datesin Thunder Bay, Ontario. The group's drummer, Al Brodie, who wasinjured in an accident some months ago, isnow back in the fold, in time for Sun's fallbookings. Sun has just completed a twoweek stint, with a further two week holdover at Vancouver's Airport Inn, precededby dates in Penticton, Vernon and Kelowna.

LLAST MINUTE CANCELLATIONSBECOMING MORE RIDICULOUSAug. 27/74Just thought you might be interested in afew notes about why many of our business'"would be stars" flounder in frustration atthe level of sub -mediocrity.Over the past couple of years, my office hasbeen servicing promoters and club operatorsin this area, with a large amount of nameattractions. During this period of time, I'vehad a number of cancellations (some legiti-mate, some not) causing extreme embarrass-ment and detriment to my credibility andusually a large financial loss to the potential

". . the prophets of doom, the messengers of

mediocrity, will be overwhelmed by the new genera-tion of competent, creative, confident artisans andby all those of preceding generations who havealready demonstrated their freshness of mind, theirtalent and their capacity for inspired leadership."

employer. I can understand, being involved inmanagement of Bachman -Turner Overdrive, how situations can come up that are impos-sible to overcome. However, when EricBurdon cancelled his Vancouver dates atthe Commodore Ballroom and his Victoriaappearance at the Memorial Arena, onlyfive days before the show, something isdesperately wrong; especially after hismanagement had okayed the date to theiragent, who went so far as to send a confirm-ing wire. Lawsuits are now being preparedby the promoter's lawyers. It seems to methat two bona fide promoters could bedoing our industry much more good bynot having to spend their energies in such anegative pursuit. And when the very nextweek, Redbone cancels two days at theCommodore and an outdoor festival inKamloops, six days prior, the situation, although the acts are not related, getsridiculous. Two cancellations in a row means virtualdeath to a 1200 seat ballroom that is tryingto stay booked with mid range names. Andas far as an outdoor festival, with largeadvance ticket sales, all of a sudden notbeing able to produce the headliner, any-thing could happen.Could this be why Eric Burdon is findingit virtually impossible to make a comeback? And Redbone, with the hits they've had, still struggle to create something that res-embles a career for themselves?

It's a sick thing when good promoters andclub operators are in constant paranoiaabout booking names. Not because they'reafraid to gamble on the response not beinglarge enough, but because the track recordshows that too many so called "stars" aretoo quick to forget the strata of the businessthat helped them get there!Sam FeldmanBruce Allan Talent PromotionVancouver, B.C.

MUCH MORE COOPERATIONFROM RECORD COMPANIESAug. 27/74Re: "What's Wrong With Canadian Country"On behalf of my partner and myself, Iwould like to say how very much we haveenjoyed the series of articles up to now. They have been stimulating, down to earthand I am sure they are the thoughts of manyof us who are on the country music scene. It has been good to see and read the lettersin response to the above from the variouspeople in the business, all of which seem tohave some good points to offer. We too, have found that quite a lot of theartists are unreliable and there are a lotwho seem to think that fame will come tothem without much effort on their part, butthere are others who are reliable and it isthese with whom we must work. One of the complaints that frequentlycomes up, is, lack of promotion of recordcompanies. I too have been a little guiltyof this in the past, but now I feel that toomuch onus is being put in this direction. Ithink our record companies are doing theirbit now, as things are going for us here inCanada, better than ever they were. I knowsome recording managers who, providingyou go in a gentlemanly manner, will giveyou an open door and listen to your mater-ial, but the serious minded gentlemanlyapproach is all important. They don't wantpeople who fool about, as one recordingmanager told me. There are some peoplewho come in here, throw a manuscript ortape on his desk and say, "Here is your nexthit?" Surely, this is a must not!

I think from some record companies, wecould have a little bit more of the opendoor policy and also a little more encourage-ment to the relatively unknown artist whomay have something good to offer, provid-ing of course that the artist is serious-mindedenough to want to get on.Having recently returned from a trip to Nash-ville, I was particularly impressed by WaltGrealis' words on the unified efforts ofartists and songwriters in bringing theNashville sound to the attention of the world, via of course the other allied areas ofcountry music and as the article in part fivestates, we could do the same here providingwe have a leader.

Well if he has the time hoyv about a proposalfor Walt Grealis to be ourlleader 'or failingthat how about Alderman Ben Noblemanwho has just been elected President of theToronto branch of ACTRA. And who is welland truly behind the efforts of Canadianrecording artists and performers.Regarding promotion once again! It seemsthe recording companies are doing their partand we have the cooperation of the radiostations to a large extent but it would begood to see more TV shows for Canadianartists that are well written. However, as things are going better forcountry music here in Canada than theyever did before, no one surely would want tobe too critical and if we all, writers, artists, managers and all who are connected withthe business work together, then there isnothing to stop us getting to where we wantto go!John V. WardManager and WriterBob GardinerCountry Music PhotographerToronto, Ontario

WHAT'S WRONG WITHCANADIAN COUNTRY MUSIC?Aug. 28/74We initiated Canadian country into ourmodern country format in January; however, the favorably received addition is aboutdead because of the lack of material. Mara-thon Music/Condor has been the most helpful41 keeping us current, others; i.e., RCA,Musimart, HP & Bell, Broadland, etc.failed to follow through after excellent ini-tial responses. And what is really puzzling is that a numberof music shops have failed to respond toinquiries regarding purchases of the charthits.Frankly, I'm about ready to throw in thetowel unless you can offer some suggestionswhich will keep the patient alive withoutan inordinate amount of effort on our part.Kenneth F. SmithGeneral ManagerWYII FMWilliamsport, Maryland

MOTOWN INTRODUCESHOLD -A -PHONE SYSTEM

Motown Canada have installed a systemon three of their business lines wherebypersons phoning the label are treated tothe latest recordings which are played intheir order over the phone. The systemis activated when the hold button is pressed.

HEAVY PUSH BYCAPITOL ON KINGBill King is now getting the red carpetpromo treatment from Capitol. His latestsingle, "Blue Skies" has shown early indica-tions of becoming a national hit. Many ofthe majors have playlisted the single includ-ing CKGM/Montreal, CFRW/Winnipeg,CHUM/Toronto, CHAM/Hamilton andCKFH/Toronto.Produced at Manta Sound, the single wasculled from King's "Blue Skies" album. The latter has been receiving excellentexposure via CHUM -FM in Toronto.

WOLFMAN JACK SHOWCANCELLED AT PNEOne of the big attractions at this year'sPacific National Exhibition has been droppedWolfman Jack and the Midnight Special, long promoted as the final act in the PNE'sstar studded roster of Grandstand talentwas dropped last week.

Reason for the cancellation according toPNE spokesmen was the non appearanceof Jim Stafford due to a prior televisioncommitment. Insiders however, give thereason as poor advance ticket sales.

The system, currently in use at CKGMMontreal, is the first to be utilized by arecord company in Canada.Newest Motown single off and breakingnationally is Stevie Wonder's "You Ain'tDone Nothin' ". The single first broke atCKLG Vancouver and moved quicklyacross the country where it was picked upby CHOM in Montreal, the first station toprogram the single in Montreal.

WOMBLES MAKE IT INTOCANADA VIA BACK -DOORCanadian programmers had an opportunityto break The Wombles, hot new UKrecording act - and they blew it. Colum-bia Records Canada took a chance on re-leasing the group's chart item, "Wombl-ing Song", which received the nod froma few breakout market and pop stationsbut stiffed within a few weeks becauseof lack of major market exposure. Now, Columbia U.S. have released thegroup's "Wombling Summer Party" and, because of major market play and pro-phet hype in the U.S., it's also well on itsway to becoming a hit in Canada. Elevencuts from the Wombles' two UK releaseshave been cherry -picked and will consti-tute a North American release under titleof "Remember You're A Womble". ACanadian release is expected as well.

A very popular British television group (ala"Sesame Street") the Wombles were flowninto the recent CBS Los Angeles Conven-tion causing a stir at the airport (they weartheir oversized animal costumes everywhere)and brought the house down with theirperformance before the CBS internationalaudience.

A large segment of the press pie is givenover to the business press. In the case ofthe music industry, we see only the tipof the iceberg. before commiting an article to print thatdeals with BBM or quotes BBM figures.

This practice is not reflected by John Watts, writing in the August 17th issue of RPM.His article shows bias, innuendo and sheerignorance about BBM and audience surveys, and we cannot let it pass without comment. In paragraph after paragraph Watts castsdoubt and disbelief on professional researchevolved through thirty years of specializedexperience, based on samples of manythousands; he then cites results from hisown survey of "about twenty" as thoughthey prove that BBM is wrong. This isirresponsible, and does a real disservice toyour readers, many of whom work forradio stations that are long-time supportersof BBM.BBM is a unique organization, non-commer-cial and non-profit, jointly owned andoperated by Canadian broadcasters, adver-tisers and advertising agencies. Its Boardof Directors is drawn from these threegroups, and provides a balance between thebuyers and sellers of broadcast advertisingtime. This balance ensures that BBMremains impartial, and resists any pressurefrom any direction. It is worth noting thatseveral non-commercial radio and televisionstations are among the 650 fee -paying mem-bers of BBM - as are all the CBC radio andtelevision stations and the CRTC.BBM has earned this very wide supportfrom the broadcasting and advertisingindustries, through its evident impartiality, and because it has provided a reliableservice to members both large and small. It has demonstrated a continual willingnessto question its research methods, and toimprove these whenever possible. Ask themost knowledgeable audience researchexperts in Canada and they will affirm thatBBM is among the world's most advancedaudience measurement services.

It may be that John Watts did not expectto be taken seriously. We cannot afford notto do so.

Press or Maclean -Hunter. Trade paperslike RPM are very much the exception. There are very, very few independentlyowned business papers in Canada, in theworld come to that. You've no doubt noticed that the tradepapers in our business often go to ridiculousextremes to make a buck. We've seenspecial tributes to Indonesia and the boom-ing studio business of Poughkeepsie. RPMhad usually been fairly reserved when itcomes to special editions. In our ten years,we've done one on the west, a couple oncountry music, some Juno Award issuesand a tribute to Anne Murray, plus a coupleof others. The thing to bear in mind is that smallindependent efforts like RPM desperatelyneed the extra revenue which comes fromthose special issues to expand. Additionally, since space is limited due to economicsin the regular weekly editions, some import-ant subjects don't get the volume of printwhich they deserve unless a special editionis published. For many years as we sat in our ivory toweron Bayview Avenue in Toronto, westernerstold us that they weren't getting a fair shakein RPM, supposedly a national trade paper. To begin their process of setting that rightwe opened offices in the west early thisyear. We picked a western city, Vancouver,as the site of Communications 9. And toput the icing on the cake, the issue of RPMdated September 28th and to be distributedat C9, will be devoted almost in its entiretyto the western Canadian broadcast andmusic industries. We hope that this issue (the deadline forwhich is September 13th) will be representa-tive of all segments of the industry in allgeographical areas of the west. We're look-ing for stories on rt zording studios, radiostations, artists, booking agencies, managers, record companies and anyone or anythingelse to do with the industry in westernCanada. The thing to bear in mind is thatwe need sufficient background informationas well as the news of current activities todo a story justice. If you think your activi-ties are worthy of mention, send us materialnow.Of course ads are always welcome, especiallyin a special project like the western issue.Everyone in the business in the west shouldhave received a new copy of the RPM RateCard by now. Di .1 1r The BirthLi I of the Rock Booker

Where it all beganOver the years, booking agents, promotersand personal managers have taken quite abeating at the hands of the industry. A greatdeal of the blame lies in the fact that theindustry was not big enough to sustainquality and well -financed agents who could

represent artists. As well, the industry was abit short of artists who could make it worth-while to take on direction as a full-timeoccupation.In the early days, booking agents and per-sonal managers were those who decided tobear the name with very little of the creden-tials to carry through the task.In the early seventies, the industry began to

show promise, and the business began toattract young aggressive people who felt theycould do the job.As the business grew, so did the profession-alism of the booking agent and the personalmanager. As time passed, the industryproduced a number of managers who becamewell known because of their efforts on behalfof their artists. With the action, money, success and profes-sionalism came a new breed of agent. Thereason was obvious, there was a need and ahealthy environment.Today, there is no doubt that the industryhas succeeded in attracting a group of suc-cessful bookers and managers. As the needgrows greater, the industry will find thatmore young people will choose this end ofthe business as a career. In every area of theindustry, there are people coming into abusiness that once only attracted the hope-ful, starry-eyed kids.

Agencies and managers compete in a grow-ing field where competition can greatlyimprove the business.Gone are the days of the monopolies andthe in -fighting. The new genre of profes-sionals are adding much to the industry. In the midst of all of this is an element whoare still working in the old way. They areneither contributing anything to the industrynor helping themselves. Their lack of know -edge of the business does, in fact, hurt theindustry. The new era of professionals have cast alarge shadow on the triflers of the industry. As time goes on, the industry has the facultyto eliminate anyone who can't carry theload or make a contribution to the business. This process of elimination is both healthyand progressive. As the quality of direction improves inCanada, the artist will be the greatest bene-factor and the industry can only grow andmake way for more ambitious and prolificyoung people who will someday put Canada'smusic industry on the map.

Remember when?Nostalgia in the record business has re-minded many of us about the "good olddays". Remember back when J.B. andThe Playboys were the big names in theCanadian group scene? Also doing theirthing were The Big Town Boys, ShirleyMatthews, The Mighty Mandala, Juliette,The Paupers, Rabble, Witness Inc., Ken-sington Market and The Collectors toname a few.The above groups perhaps wouldn't havebeen as popular without the assistance ofa struggling group of booking agents -namely Montreal's Don Tarlton , the lateRon Metcalfe from St. Catharines, SammyJo, Ron Scribner and Tommy Wilson fromToronto. What about the west you say? Unfortun-ately the winds of communication onlyblew westward. Very little flowed east-ward, with the exception of Mel Shaw whowas hellbent on breaking his group, TheStampeders, into the eastern market. Thewest, for the most part, was too busy at-tempting to create a north/south dialogue....

and some of the managers and bookingagents are still reaching south of theborder. It's not an easy chore - creating aneast/west dialogue.Anyway, back when the industry wasyoung, the foundation was being laid forthe leaders of today. The big names in thebooking business today are still those men-tioned above, with a couple of exceptions. Not very much has changed in almost tenyears.TOM Wi LSON APPOINTEDTO MUSICIANS' UNIONIt was back in 1966 when the LiverpoolSet were breaking out with "Oh Gee Girl",and Little Caesar and The Consuls were

established with "Laugh Too Much". Theyouth scene suddenly became a part ofthe Musicians' Union. Remember the head-line "Tom Wilson Appointed Exec. Board -Tor. Mus." (April 4/1966)? Tom Wilson,a founding member of Little Caesar andThe Consuls, and an active rock bookingagent, had been appointed to Local 149'sExecutive Board. It was noted:It is hoped with this appointment thatmany of the misunderstandings that haveoccurred in the past regarding the activityof the young musician will be alleviatedand perhaps leave the way open for more

public relations with the public. That was in 1966, the same year thatAllan Slaight (now heading the giantGlobal Television Network) was appoint-ed General Manager of CHUM and BobMcAdorey to Music Director of the samestation. It was a g( od year at that stationfor Canadian talent - much of it due theefforts of Ron Scribner and,Tom Wilson.STAMPEDERS SETWESTERN TRENDJimmy Dybold was beginning to happenwith "You're Breaking My Heart Little

Girl" and the following headline appearedin RPM "Mel Shaw Enterprises Big NewGold Rush" (April 18/1966). The storyhad to do withThe Calgary Stampeders, with their successand their costuming has apparently begunto rub off on other Western Canadian groupswith an eye to making the big time. The"West Beat" is now "in" with many of theMOT groups. From stetsons down to cow-boy boots, masked bandits and dudes alikeare now beginning to clean up with an ideaas original as the gold rush. Triple band-stands are now being contemplated to ac-commodate the fan -rush that has explodedwith this new look in rock bands. MelShaw Enterprises, responsible for the suc-cess of the Calgary Stampeders and the"West Beat" look, have announced plansto release the next Stampeders' single, sometime before the end of May. The boyswill also be making a trip into eastern Cana-da and are set for club dates in the U.S.

Did you notice they didn't even mentionthe title of the record? My, how times havechanged. That little bit on Mel Shaw wasthrown in to let you know that at leastone personal manager was emerging in theyear 1966.MISS JUDY LAMARSHENTERS THE PICTUREIt was in July of 1966 when The Honour-able Miss Judy LaMarsh,Secretary of State, tabled a White Paper on Broadcasting, RPMnoted that this may well be the first stepto Canadianizing radio and TV in Canada. The paper specifically refers to a "substan-tial Canadian content" in programming. It further states that "minimum standards"will be provided. (July 11/1966).With the possible assistance of the CanadianGovernment in the offing, the Canadianrecord scene took on a new look. Out ofthe woodwork came the fast buck artists, bookers, promoters, personal managers and

THE BIG NAMEAn editorial in RPM dated June 6/1966and headed "The Homeless child growsup", congratulated the Bigland Agencyon their first year of operation and sup-plied an interesting rundown on the Agency, the most unique in Canada.

Bigland's Ron Scribner Nand Fred Whitesign Tommy Graham (Big Town Boys).Approximately one year ago, RPM founda homeless waif on the doorstep of ourcrowded little office. Rather than send itout into the night, for a short time thenameless, homeless child had a home nextto RPM offices, while it looked for a nameand a new set of offices. This child hasgrown into the Bigland Agency. One year ago Tom Wilson, bassman withLittle Caesar and The Consuls, and RonScribner, bearded bossman of the Ron Scrib-ner Agency, found themselves confused andwithout an office. Their then small firmasked for space in the RPM offices for a fewweeks while they relocated. The companybecame, at that time, a three way partnershipof Wilson, Scribner, and the new member,Fred White. In an effort to name the newly formed agency,Scribner met with Stan Klees, another tenantof our then crowded offices. Klees has namedand discovered such people as Jack London,The Big Town Boys, Bobby Brittan, andmany others. Klees recommended that theagency call itself The Bigland Agency. Thename wasn't new to Klees because he al-ready owned a music publishing company

called Bigland Music. While he was at it,Klees mentioned that he had noticed an emp-ty building at Yonge and Davisville but thatthe rent would probably be too high and thebuilding, too big. Scribner took a look at thebuilding, held a meeting with his newly ac-quired partners and finalized plans to haveall the firms, which were owned independ-ently, move in with the Bigland Agency, andcreate what is known today as The MusicCanada Building. The Bigland Agency has grown to such anextent that soon they will require the entirebuilding for their operation. The foreignfirms have been advised and are now lookir.gfor other accommodations. The staff ofBigland now consists of 8 very showbiztypes with more additions expected tohandle the growing volume of business.

The Bigland Booking Empire has no compe-tition. Practically every dance in Ontariorelies on the agency for entertainment. Forthe artists, it has meant more demand fortheir talents and at a better price. Todaythe agency has a self contained personal

Montreal's Big "K" Don Tarlton pro-moting one of his favourite sports.

management setup. They promote showsand dances and rumour has it they will begoing into record production in the nearfuture. In one year they have become a giant. Thegreat increase in the demand for hit record-ing artists has been a major factor in theirbid for control of the booking business. AsCanada's record producers made groupsstars, Bigland was there to cash in on thebooking and the boosting of the image, and slowly the arms of the agency reachedout to encompass every area of the musicbusiness. Fred White now has a publicationcalled "White Lines" which is circulatedthroughout the trade and has done much toboost White's Promotion and Publicityfirm. The Bigland stamp of approval isneeded by any artist or group who expectsto be booked consistently.

Ron Scribner, president of Bigland, recentlystated that a great deal of the credit for thegrowth and success of the agency was due tothe mileage gained from weekly advertisingin publications like After Four and RPM,as well as the occasional U.S. trade ad.

BOOKING AGENTS AREA NECESSARY EVILThe Guess Who were making good nationalgains with their Quality single, "FlyingOn The Ground Is Wrong" and RPM'sguest columnist Stan Klees wrote thefollowing under title of "They're booked, but I can suggest a better group." (January27/1968).The next time a policeman stops you forspeeding or, to ask for your driver's licence,'you won't like it. You will however, ap-preciate that he is there because you never

know when he may come to your rescue. That's how I feel about booking agents. They are a necessary evil of the businessand if they are well run and ethical, theycan make a group or an artist a lot ofmoney (without too much pain). Unfor-tunately the business is run at a very lowlevel of efficiency and most booking agentsspend most of their time planting typicalplant seeds to create the jungle that anethical booker will have to live in and pro-tect himself from the other animals. Theactual employer of groups somehow enjoysthis jungle as well. The final result is a verybad scene and it is the entertainer who suf-fers.It is all well and good to knock bookers, but I should be prepared to offer a remedy, and there isn't one except to suggest thata higher standard of ethics would assist theimagery of the booker. I then hasten toadd but it just takes one bad apple tospoil the barrel.

RPM 7419174 - - - 15

Sometimes when I think about this verybig problem for musicians, I think someof the blame should be thrown on themusician himself who isn't willing tofight and work to build his prominencein the field to the point where the bookermust "follow the star" and it becomesthat musician's market. If you make your-self big enough you can make the demandsthat will safeguard your position. Where isthe group that will stand up against theestablishment and accept nothing in lieuof the required scale for a gig? So oftenthere are so many other things offered. Most of them turn out to be promises. How often groups are approached toplay for nothing because their names willbe used on the radio so many times anhour for so many days. Really, it doesn'thave that much value if you consider thatyou have played for nothing ONCE andbecause of it you have established yourLOWEST price. Right! You WILL play

for nothing. Many wouldn't jump to payyou something when they find out thatothers are getting you for nothing. Don'tmake any concessions so that you can beon the same bill as a group that is a giantin the business. Don't play second fiddleto the No. 1 group no matter how big thehouse. The audience is waiting for theBIG attraction and you are only a neces-sary DISTRACTION till the real stars ar-rive.But you have to be booked and you aregoing to be looking for an agency. Thefirst thing to find out is if the agency isoffering the same service to all its clients.Could be that they have certain groupsthat they manage as well as book (throughan affiliated management set up). Askyourself if you will get the same attentionat 10% for booking plus, 10, 20, 30, 40,50, and up, up, up for management. Youare only going to be used as a schill to lurephone calls asking for you, but the pitchwill be for the favoured group. That is thepattern that many agencies work in (NOTALL!) and in the name of"well the othersare doing it, why shouldn't we?"The constant threat that hangs over theheads of the current crop of bookers isthat someday someone will start a genuinebooking agency that is efficient, honest anddependable and they will run it as a book-ing agency and charge the accepted rates. They will promote, advertise and becomebig enough to provide a service to enter-tainers that will make them very much indemand. They will steer clear of radiostation politics and keep their noses cleanwith the union. Their efficiency mighteven be envied by the union. Their con-tracts will be clean, correct and filed ontime. Their clients (both groups and pro-moters) will be disciplined to big business

procedures. What a boon it would be tothe hardworking, deserving acts that todayare making very little compared with theselling job that could be done.WAKE UP BABY! You are dreaming. Thewhole thing probably will not change andthe chances of improving it are very smallbecause booking agents are "beyond re-proach". ARE THEY REALLY?Hardhitting words? You bet your ass

baby. It's the survival of the fittest, and that was back in 1968.DONALD K DONALDA SLEEPING GIANTAugust of 1968 the Stampeders' MGMsingle, "Be A Woman" was their first in-ternational entry. The single was heardaround the world on the New York pro-duced radio show "Hits Heard 'RoundThe World". That same month was whenDon "supa supa" Tarlton, bossman of theMontreal -based Donald K. Donald Pro-ductions, made his move. The followingheadline appeared in RPM: "Donald K.Donald Productions - A Giant On TheMove" (August 19/1968) with the follow-ing story. When Don Tarlton moved into Montrealmany years ago from his native Vancouver, little did he realize that he would somedaybe heading up one of the most successfulmanagement/booking/production/consult-ant firms ever to operate in the bi-bi town.Donald K Donald Productions is now re-sponsible for a reported 85% to 90% ofthe English group scene in Montreal. Be-sides staging and promoting arena andother type shows throughout the city andprovince, they also work for foreign pro-moters. Tarlton's organization employs anetwork of cars and can blanket the citywith posters in two days, which has proven

highly effective in creating capacity housesfor shows that might otherwise create a redsituation for the promoter. The going hasn't been one of a steady climbto the top of the success ladder for Tarlton. He readily admits that he has gone busttwice. He got the showbiz bug when, inhis early teens, he started touring Montrealwith a record hop operation. Billed as"King Size" his middle initial is K, and be-cause of his physical makeup, this affableand very likeable operator became the topbanana in his field when "record hopping"was the "in" thing.Tarlton then decided to get in on the "live"happenings. This was where he made hisfirst mistake. He went bust a short timelater, mainly because the timing was wrong.Montreal was ready for the big name actsbut local talent was only happening for theFrench groups. So back to the turn -tablesonce again. His second try came a fewmonths later when local radio stations(English) began leaning heavily on locallyproduced records. Timing was right butthe Montreal group scene was plagued bya Mafia -type operation that was alreadyflourishing in the club and French Cana-dian gig circuits. Because an honest pro-moter couldn't make a buck after greasingthe many outstretched palms, Tarltonwent bust again. The fast buck artists were at work in Toron-to at the same time, which resulted in thetwo largest cities in Canada painting them-selves into a corner and creating a verylarge vacum, insofar as the group scenewas concerned.During this interim, when the groupscenes in both cities were destroyed, DonTarlton was busily planning a second goat the Montreal group scene. Donald K.Donald Productions made a large dent inMontreal group action from the day itopened its doors. Tarlton surrounded him-self with the best possible administrativepeople including Tom Hansen, Bob (Rags)Ramaglie, who is the production super-visor, and Louise Cartier, handling all thepaper work. He headquartered in downtownMontreal. His operation contains six of-fices and eight studios. The latter forgroups to audition for prospective buyersand to use as rehearsal rooms. Tarlton isnow considering putting in four track tap-ing equipment. This set-up is to be usedfor demo sessions only.Possibly one of the reasons for Tarlton'ssuccess, the third time 'round', is his man-ner of dealing with groups. There are nocontracts, and he regards each group in hisroster as an "A" group. He charges the oldgoing rate of bookers (10%). The only othercosts to the groups are the expense of pro-motion and publicity, if the group so de-sires.Tarlton's relationship with Montreal MOTradio stations is also one of the reasons forhis success. Cooperation from both CFOXand CFCF, with regards to promotinggroups and spinning their records, if theyare of good quality, has been extremelyexceptional.Without the best in groups, of course,Tarlton would be just another name inMontreal. Most of his "people" are suc-cessful recording groups. Others are mov-ing toward that end. The Carnival Connec-tion (formerly J.B. and The Playboys) areone of these top of the heap groups. Theyconsistently draw capacity houses in andaround the Montreal area. Their latesthappening has been Madelon II, a river-boat that has been converted into a float-ing discotheque. Leader of the group, Al

Nichols, who is fluent in French singalong, for the natives, and English for the WesternCanadian visitors, has been the mainstay ofthe group. Each night they appear on theboat, it is filled to its eight hundred capa-city. The Connection are expected to havea record going for them by the end of thesummer. The Sound Box are another group whohave helped to pave the way for the suc-cessful DKD firm. Their Regency single,"Warm Your Mind And Soul", which wasproduced by Al Nichols and Bill Hill ofthe Connection, became a top seller inthe Montreal area.Probably the most talked about group inMontreal, if not the most written aboutEnglish Canadian group is The Rabble. They're another "A" group under theTarlton banner. They've been on the scenefor several years but it's only been in thePast year that they've become known as"triumphant show -stoppers", "free formrock", and "makers of gut -rock", all whichgoes to make for a pretty potentially ex-plosive moneymaker. The Rabble have acouple of albums under their belt nowand several singles that chalked up impres-sive sales for Trans World Records. Theirlatest, "Miss Money Green" and "ButterCup Blue", both written by Rabbler JohnPimm, with Don Tarlton giving an assistin producing, has become a solid chartitem in the Montreal area.Another group gradually building a well-balanced promotion and publicity curtainabout them is The Monks. They've gonecompletely modern with mod pants andbolt neck sweaters but retained the san-dals. What's even better for their image isa gal up front by the name of LarraineNiele. Their bag is sweet and gentle alathe 5th Dimension. There are many more young hopefuls re-ceiving the benefit of good and honestpromotion and handling from Don Tarltonand some are breaking into the Ontariomarket including Toronto. One of theseis Trevor Payne and The Soul Brothers, who played the Hawk's Nest in Torontoand will be playing Le Coq d'or. They'llbe working the Ontario market for themost part of the summer and then willtour the Maritimes. It has been said that if you are an EnglishCanadian booking agent in La Belle Pro-vince, your take-home pay is chicken feedcompared to your French Canadian counter-part. If this be true it can only reflectfavourably on the Tarlton empire fromwhere it is reported that wealth is second-ary and the promotion of those in itsroster, foremost.THE WEST COASTCOOKING AS WELLSo as not to be unfair to the west coast, there were times when we were able tocommunicate. The following story underthe headline of "Where The Action Is -In Vancouver". (May 30/1966).The Grooveyard opened last tall at 759Carnarvon St. and has grown in popularityto the point where it is now considered"in" with the "in" crowd which, of course, makes it one of the busiest spots in thecity. Manager Doug Miller has spent muchtime, effort, and money to keep his clubwell stocked with the best local entertain-ment available including The Nocturnals,

Shantelles and The Night TrainRevue. As well, Miller has also grabbedsome of the out-of-town chart topperslike The Guess Who from Winnipeg, withWes Dakus and The Rebels and Barry Allenbooked for later in the summer. Doug has

also been successful in supplying his patronswith top names from stateside includingPaul Revere and The Raiders, Viceroys,Marvin Gaye and Etta James. Both Vancouver Top Forty stations havelent their support to The Grooveyard andpersonalities from C -F UN and CKLG oc-casionally host an evening at this made-to-order exposure outlet. The Grooveyard management would liketo see more of the prominent Canadiangroups take the plunge and get a little ex-posure on the West Coast where they wouldbe most welcome at The Grooveyard. Ar-rangements can be made through JaguarEnterprises at Box 53, Burnaby 1, B.C.Perhaps if RPM had been able to establishoffices in Vancouver during this era, ourlines of communication might be muchbetter today.HOW DO YOUBUY A GROUPSammy Jo, writing in RPM (December13/1969), headlined his column, "BuyingA Group?" and laid the following on hisreaders.Whenever you are buying a group or en-tertainer there are two points that shouldbe made: (1) Any attraction must be pro-moted to draw a good audience. The bestknown group won't draw flies if no oneknows they are playing and where andwhen. (2) Your dance or event must havethe facilities and the potential to drawenough people at the right admissionprices to make the event profitable. It is up to you to have all these thingsready: the group (or attraction), a hallbig enough, good advertising to let theirappearance be known, an admission pricethat is reasonable and a potential audiencethat will not only crack the nut, but showa profit.Speaking of admission prices, while thecost of everything is going up, there is atendency on the part of promoters tokeep the admission prices to dances andattractions the same.Throughout the entertainment businessthe price has been slowly creeping up. Thecosts of all the components have risen andthe cost of entertainers is no exception.

RPM 1419174 - --17

You must look again at the price you arecharging.Getting tired of the nostalgia? Well, it'sabout time we brought you up to date.In the beginning we wrote about the giantsof that day (1964-66) and how they arestill the giants in the music business. Fol-lowing are a few of them and their "today"image.

DONALD K DONALD PRODUCESCROSS -CANADA CONCERTSDonald K. Donald Productions are nowknown as concert promoters and producers. They are actively engaged in presentingcontemporary entertainers in concerts andother dates (clubs) across Canada. As you have read earlier, Don Tarlton, whoheads up DKD, formed the company as anagency. He recently sold out this divisionto concentrate exclusively on promotingand producing concerts where he said hefelt "needed and effective".Tarlton's working with the Montreal For-um for the past seven years has given himan invaluable insight into what the "big"business is all about. His company hasacquired contract knowledge and concertexpertise to the point where they nowplay six to ten concert shows a year, cover-ing sixty-five Canadian markets as well asmore than fifty concerts a year in Quebec.Up until last year the Donald K. Donaldcross -Canada circuit involved many summeronly venues, "but", says Tarlton, "wenow have a coast to coast network of yearround facilities and if the act can do thebusiness, and the deal is right, we're readyto rock and roll."This summer Donald K. Donald Productionsproduced successful national tours with theBee Gees, The Stampeders, and April Wine,a Maritime tour with Wednesday, plusseveral Montreal concerts including the onlyCanadian appearance of Eric Clapton.WI LSON/CONCEPT 376- A POWERFUL DUOTom Wilson, founder and head of Concept376, has graduated into one of the mostpowerful bookers in Canada. Canadian rock musicians on a yearly basis.Wilson has also become one of the prophetsof the industry, predicting many changesin the business. He is concerned over thelack of good managers in the business, andwell he might be. Name a good, reliablemanager? If you can come up with morethan Don Hunter, Mel Shaw, LeonardRambeau and forget it. That's Wil-son's complaint and one that just mightspawn a new department for record com-panies management.Wilson has become a power in the Quebecmarket as well, He has established offices inMontreal and works closely with Donald K.Donald Enterprises. He has arranged forseveral successful tours of most of Canadausing only Canadian groups - a "Canadafirst" image he has retained over thesepast years. Wilson has also been critical ofthe treatment of Canadian groups by U.S.Immigration. The fact that the door swingsonly one way - to the north - has long beena thorn in the side of Canadian performers. If you're a Canadian artist you must provethat you are unique and that you're notgoing to put an American group out of work

and then you just might be granted thenecessary visa to work in the U.S. Wilsoncircumvents some of these difficulties byhiring a lawyer to take care of the borderproblems.ON AGAIN OFF AGAINSCRIBNER - ON AGAINAfter the first year of heading up The Big -land Agency, Ron Scribner was sitting on topof the heap - grossing a million dollars. However, as most industries go - the biggeryou get the more problems you have.Scribner had his share of problems, butnever enough to dampen his appetite forthe music business. If he wasn't in chargeof a booking agency, you could be sure tofind him behind -the -scenes. He managedseveral groups and became internationally -known. He now heads up Music ShoppeInternational with Steve Maley, which, by itsvery title, indicates the scope of the agency.Scribner, as well as directing the company,is director of the Steady Engagement Depart-ment and is in charge of all national tours.Maley is director of the One Night Engage-ment Department and handles colleges,

universities and concert promoters. Thestaff presently consists of Ralph Jolivetand Artie Kohn in the Steady EngagementDepartment, while Steve Wahrer, I -rankHerbert and Elwood Saracuse are takingcare of the secondary school market as wellas booking select colleges and universities.Pegi Cecconi acts as promotion directorand also books secondary schools and selectcolleges and universities. Sheila Posner isin charge of contract control and is financialcontroller of the company. Music Shoppe ispresently in the process of hiring two newpeople; a receptionist who will also handlethe publicity and Cherie Greer from Seattle,Washington who will be moving in to act asassistant to Scribner.

During the summer of 1974 an agreementwas made between Ron Scribner and IraBlacker of ATI (American Talent International) giving Music Shoppe representation of allATI attractions in Canada. Some of theacts the agency will be working with fromATI are: Rod Stewart & Faces, Billy Preston,Uriah Heep, Rare Earth, War, Rory Gallagherand T -Rex. Music Shoppe has just completedan initial tour on Rare Earth with datestaking place in Hamilton, London andToronto in mid -September. In return, ATIwill be given first rights in the United Stateson Music Shoppe International's attractions. This agreement is making it possible forMusic Shoppes' upcoming attractions toreceive exposure with major concertattractions. At the end of its' first fiscal year, MusicShoppe grossed $300,000. Since then thegross income has increased to a projected$2,500,000 at the end of 1974.

Along with gaining enough respect withinthe industry to represent major nationaland international attractions, the agency hasbeen instrumental in helping their own actsto become top concert attractions. A fewof these acts are: Liverpool, Max Webster,Rose and Rush. Music Shoppe's goals forthe future are "to help build the attractionsthey represent into top international acts,to serve its talent buyers with integrityand respect, and to proudly continue beinga vital part of the Canadian Music Industry."How about some of the new giants in thebusiness?

H.P. & BELL GEAR UPFOR THEIR BIG THIRDAlthough the company of H.P. & BellManagement Limited is only three yearsold, the combined showbiz moxie of princi-pals Bruce Bell, Paul Hoffert and SkipProkop probably amounts to about fiftyyears experience. Billed as "one of Canada'smost successful and inventive entertainmentcomplexes", the Toronto -based firm pro-duces and manages Lighthouse, Bob McBride,Bill King, Em, Robbie Rox and LeithWilliams. A couple of girl Fridays - BarbaraHoffman, administrative assistant, andKaren Eatock, promotion manager havetaken much of the burden of the menialchores away from Hoffert and Bell, allowingthem more time to concentrate on "newareas of talent discovery and development".

A big plus for H.P. & Bell is their News &Views, a bi-monthly publication put togetherby Eatock, giving details of single andalbum releases as well as personal fluff onartists and groups under the umbrella of thebig H.P. & B. One of her most rewardingefforts will be the publishing of the Light-house Biography Book, which should givethe true picture of the future, if any, ofLighthouse.Skip Prokop has finally forced himself totake a few months of holiday, the first inmany years. He is however, involved inguiding the future of Bob McBride, consid-ered by many as being Canada's top poten-tial in male singers.Paul Hoffert runs the record division ofH.P. & B. Besides scoring the soundtrackfor the movie "Sunday In The Country"(starring Ernest Borgnine and Michael J.Pollard), Hoffert is executive producer onthe two latest single efforts by Em ("LayMe Down") and Bill King ("Blue Skies").

He will also be overseeing taping sessionsfor Robbie Rox and Leith Williams Band.Bruce Bell, as manager of Lighthouse, hasset up a rental service of Lighthouse's equip-ment, truck and road crew for fall concertwork. He has also signed Robbie Rox formanagement and is now putting together atour of the Atlantic Provinces.

Orest Olijnyk has been managing Atlantis,Mother Nature and other new groups comin:into the fold. He also works along withEatock in handling the design of promotioncampaigns, graphics and photography. The publishing arms of H.P. & B. - Hopo& Boco Music, H.P. & Bell Music, MediatrixMusic, Canchord/Canadachord Music, andSifton Music Company Ltd., are managed byGeorge Nykilchuk.DOBBIN HITCHES UPTALENT BANDWAGONBernie Dobbin is probably the most aggressixof the new breed of booking agent. Born inNew Waterford, Cape Breton Island (NovaScotia) Dobbin is used to scrapping, a primerequisite for the Canadian booking business. When Dobbin reached his eighteenthbirthday he moved east - right into theAtlantic Ocean. Not really he moved toEurope for a couple of years. Returningto Canada he hopscotched across thecountry and settled in Vancouver playingwith various rock bands.

back to the butt end of the worldOntario, Dobbin became involved in

management and in 1968 became a bookingagent. He teamed up with Brian Hinchey, who was playing with a group called SweetBlindness, and together they formed theBernie Dobbin Agency with offices in thegiant Metropolis of Kingston, Ontario. The

Agency works the colleges and clubs ineastern Ontario and northern New York andwere actively involved in the Madoc RockFestival.

Employing five hands, the Dobbin Agencyis represented at the high school level byHinchey and David Butler with Peter Cartileinvolved in business management. CarolO'Brien is the "Hello gal" and Dobbin looksafter booking clubs and colleges.

The Dobbin Agency personally looks afterBoojum, Chateaux, Fred Hannah, Copperheadand many others. Says Dobbin: "Our objec-tive is not to become a super -agency butrather to become a personal agency for thegroups we represent. In this way we areable to direct careers and give them theattention they need". Stressing this point,Dobbin noted "last year we handled thirtybands through two agents, this year we havefour agents and only ten bands".

POWERHOUSE BOOKER/MANAGERASSOCIATIONS ARE FORMEDThe winter of 1973/74 saw the emergenceof two powerful organizations that shouldcontribute much to the Canadian talentscene. One of these was the Canadian Nat-ional Booking Association (CNBA). ThisAssociation was formed to link agenciesacross Canada together in order to giveupcoming groups national exposure. Agenciesinvolved include: Agency Radius 3000/Halifax, Pierre Gravel/Granby, P.Q., StudioCity Musical Ltd./Edmonton and Calgary,Music Shoppe/Toronto and Axis Entertain-ment/Vancouver. Director of the CNBA is

Ron Scribner.

The other organization formed was that ofthe Canadian Association of PersonalManagers. Those attending the first meetingwere: David Bleakney, Terry Flood, HarveyGlatt, Jury Krytiuk, Al Mair, Dan Monbour-quette, Martin Onrot, Mel Shaw, WilliamTenn, Wayne Thompson, Tony Tobias,Tom Wilson, David Wolinsky and Don Tarl-ton.Elected president of the group was DonHunter. Other officers elected were: BernieFinkelstein, Chairman; Leonard Rambeau,vice-president and Bruce Bell as secretary -treasurer.The Association was formed to bring abouta better understanding of and protectionfor artists and groups and, as an Association, creates a very powerful block, within theindustry.IS THEIR COMRADERYWITHIN THE INDUSTRY?It has been reported there are over twenty-three hundred booking agents and as manypersonal managers in Canada. Take a lookat THE ACTIVE LIST in the CMID (sub-mitted to RPM) of booking agents and per-sonal managers. There would appear to bean imbalance. Above, you have read of someof the more aggressive and most successfulbooking agents. Thae are, perhaps, otherswho may prefer to remain in the back-ground. They may be of the opinion thatto conform is to be dull. In the musicbusiness, the most successful would appearto be the noisemakers.

With a little help from your friendsTo promote an artist, the promo personneeds a great deal of cooperation. One of thefirst people to become involved is the book-ing agent and often he (or she) can be very

MUSIC BIZstan klees

helpful in getting your promotion going. In the same way, the booking agency canafford y6u an assist in many ways. The whole essence of promotion is coopera-tion.Too often the trade forgets that the bookingagent is essential to the success of the artist.Where else can an artist find someone whowill answer his phone during business hoursand afford a staff of agents and clericalhelp that work extensively for the artist andall of this is FREE OF CHARGE.

Not free you may say, but we all know thatthe booking agency takes the first step inpromoting the artist before the phone willring with a booking and only then is theagency rewarded by commission. You don'thire a booking agency. They get paid onlyif they get the artist a gig.Too often the artist forgets that the agencyhas a great deal of overhead before thatfirst booking shows the reward of a commis-sion. The risk involved in a new venture andthe promotion and publicity that it takesto get the agency's phone number known, are all costly.

This is not to infer that there are not book-

ing agents that don't take advantage of anartist, but because of a few, the wholesystem shouldn't be smeared with the samebrush.

Being a necessity to the trade, the bookingagency can also perform a great service inpromoting the act for the record companyin a cooperative vein. When a new record comes out, the agencycan find a gig that will further the work ofthe promotion team. How anxious are they to cooperate? Thevery fact that an artist has a record releasedenhances the price of the group. The status"recording artist" still has a great deal ofprestige in the buying of acts.Often a cross country tour can be arrangedby the agency in cooperation with therecord company.Cooperation? It can come in many ways. The record company can find that theagency will send out records to many oftheir clients that have influence in theirlocale with the radio station. The agency canarrange appearances on radio stations andin record stores. This may not always betrue of the major centres, but if we bear inmind the philosophy that everything helps, airplay in a smaller market may start theball rolling.Later in this series I will talk about coopera-tive advertising (a lost art in Canada) whichoften can work with the help of the bookingagency, personal manager, studio, publisherand anyone else who can benefit from thesuccess of the act. If the burden of cost isspread out, the record promotion can turninto a more fullfledged campaign. When was

this last tried? It isn't done often.

Essentially, the industry can gain a greatdeal with cooperation. In any enterprise, there are a number of people who can bene-fit. All of them working together can domore and produce better results.Look to the booking agent to assist you inyour promotion. If it can become a meetingof minds, it will be just that much betterfor the artist and the record and everyoneconcerned.

That's cooperation.

We would like to thank thebooking agents, promotersand personal managers whocontributed to this SPECIALSALUTE to their trade.

Paul is a true one -of -a -kind on the contemporary music scene. What per-former today could write such pop classics as "My Way" and "Jubilation"-and then perform them with a song style and stage presence that's knownand loved from Caesars Palace to San Juan? Small wonder that Paul takesvocal sound systems seriously, and no matter where he appears, the systemhe takes is the Shure Vocal Master. Even though he can afford any systemmade, he carries and uses the Vocal Master, even in preference to costlybuilt-in "house systems." Why? Because the Vocal Master gives him re-cording studio control over live performances . . . because the controlconsole provides ease of operation and feedback control . . . and becauseit is expandable to provide enough amplification and power to cut the largestshowplaces down to size. also a time restriction -- the premium promo-tion must not exceed twenty seconds, orone-half the length of the commercial, whichever is less".

Regarding the second revision which forbidsthe use of any commercial which employs"subliminal" or other techniques attempt-ing to transmit messages below the thresholdof normal awareness", Dr. Camu noted: "Weran into a freak case on an imported com-mercial". He explained: "Although there isno evidence the attempt had any sales impact,we all agree - advertisers, agencies, andbroadcasters - that the principle of usingsuch a disguised technique is morally in-defensible and the practice should be speci-fically banned".The Code, revised several times since itsintroduction in 1971, stipulates that any com-mercials scheduled for viewing during school -day morning hours "must be directed to thefamily, the parent or an adult, rather thanto children". The reason for this clause is,obviously, to ban messages directed tothose not yet old enough for school.Robert E. Olive, president of the CanadianAdvertising Advisory Board, commenting onthe prohibition on subliminal advertising, said: "Now that we have an actual incident- the first I've seen in thirty years - we'llpropose a similar amendment to the generalCode of Advertising Standards which isunder current review. A lot of sensationalnonsense has been written about 'subliminaltechniques', most of it fancy theorizing bywriters more anxious to make a fast buck, than to shed light on marketing practices.

The one test I know of conducted by theCBC and Maclean's Magazine, certainly didnot indicate that subliminal messages arouseda desired response. But even if the techniqueis totally ineffective the advertising industryregards such an approach as abhorrent".It was coincidental, as Oliver pointed out, that the CCAAB's latest edition of theBroadcast Code for Advertising to Children

Columbia's Percy Faith did the radiorounds in Toronto with the label's TerryMcGee, here with CFTR's Tony Luciani,Bob Durante (CFTR) and Bill Compo ofCH Fl.

was on the press as his council was reviewingthe commercial in question.Oliver did point out however, that the com-mercial that caused the issue to be raised wasnot guilty of using subliminal techniquesin the strict sense of the word. Says Oliver:"It was a toy commercial produced abroadfor a small toy distributor that flashedthe phrase 'get it' across the screen fourtimes for one -quarter of a second". Heexplained that "Some people could see thewords the first time, and many could pickthem out after watching the commercialseveral times. So in that sense, since itcould be identified, the message was techni-cally not subliminal. But certainly one -quarter of a second does not give the viewera fair chance to read the message, and in anyevent we wanted to make sure this type ofapproach was formally forbidden".The commercial had been banned by theNational Association of Broadcasters (U.S.)and the CRTC had drawn this to the atten-tion of the Advertising Standards Councilwhich must pre -clear all commercials directedto children.
