GFCS ADAPTATION PROGRAMME IN TANZANIA

• Programme runs over 3 years; Jan 2014 to Dec 2016

• Total budget of USD 10m, funded by the Norwegian Ministry of Foreign Affairs

• Sector focus: Agriculture, Food Security, Health & DRR

• Multi-agency programme: CCAFS, CICERO, IFRC, WFP, WHO, WMO is lead agency.

• Three tiered governance mechanism consisting of:

– Programme Steering Committee, meet biannually (April & Oct)

– National Steering committee (TANDREC)

– Project Delivery Team at country level: PDT Tanzania chaired by TMA meet on quarterly basis

Progress Towards Implementation of GFCS Activities in Tanzania

Organization of the Kick off meeting on 5th and 6th February 2014

Main Goal: Establishment of the National Governance mechanism for Project Implementation

• A multi-sectoral and multi-disciplinary

stakeholder meeting was held in Dar es

salaam on the 5th and 6th of February 2014.

• The meeting was attended by 40 participants

from partners organization various sectors

and higher learning Institutions.

• Outcome:

i) Establishment of PDT

ii) Recommendations for options

for establishing the Steering

Committee (VPO, TANDREC)

Highlight and Outcome•The meeting was attended by 60 participants from partners, sectors, NGOs, Farmers, Research  and University,•Aimed at identifying user needs, gaps and capacities for climate servicesOutcome: Activity plan refined and Six recommendations given as follows:1.The dialogue between the users and producers for climate services need to be sustained. Therefore  a national platform be  created for this purpose (DRR platform could serve the purpose]2.TANDREC be requested to take additional responsibilities to assume the role of Steering Committee3.The existing district committees are used as Steering Committees for Climate Services such as the Longido District Climate Adaptation Committee at the district level, 4.A Task  Force Team which include the chair of PDT be formulated to oversee the implementation of the Recommendations.

National Stakeholders Consultative Workshop (7th -9th May 2014)Main Goal: Governance Mechanism, identification of needs and gaps

Important update• On 14th August 2014 through the request of the PR of

Tanzania with WMO, Dr. Agnes Kijazi, an Extra_Ordinary meeting of the Tanzania Disaster Relief Committee (TANDREC) was organized to discuss GFCS matters.

• The recommendation for TANDREC to assume the role of steering committee for Climate Services in Tanzania and DRR Platform to take the role of a paltform for sustained dialogue between user and provider of climate services were presented

TANDREC decision:

TANDREC adopted the two recommendations and directed the Secretariat to work on the exisiting ToR to accommodate additional responsibilities for TANDREC and DRR Platform.

Function of the Steering Committee

• The main functions of the Steering Committee will be:

– Decision making on issues identified by the Platform

– Provide overall guidance and oversight for the work of the platform

– Advocate at the appropriate levels and structures the need and value of climate services in support of adaptation and major development agendas in the country and the need for investments to be made to enable availability of high quality climate products and services.

Implemented activities by TRC

• TRC1. A community – led participatory video for

documentation of programe methods and outputshas been produced.

2. Stakeholders meeting to present an overview of theproject in Kiteto has been conducted.

3. Country-specific indicators for the MinimumStandards for climate‐smart disaster riskreduction on progress to be developed with anexpert from Somalia

• Cimate Adaptation Baseline Survey (M&E)

• Intermediary Training for Agricultural Research & Extension Staff (ToT)to Produce and Disseminate Agro-Climatic Advisories

• Radio Activity - CCAFS/ Farm Radio scoping study

• Nine MSc students are being supported in Research Project related to climate change and GFCS

• Three out of the nine students, their dissertation work is focused on Kiteto

• They are currently finalizing data collection

The Project Delivery Team (PDT)Main achievement•Four PDT meetings has been successfully organized  including the Expanded PDT meeting held on 19th August 2014.•The expanded PDT meeting included the following invited participants: John Gathenya (CCAFS), Abas Kitogo and Alfei Daniel (UNDP) and Meaghan Daly (PhD Student). Unfortunately  Tim Donovan from UK Met Office could not attend•Identification of the focus project area (Longido and Kiteto – CCV& Readiness by partners)•Successfully coordination in the preparation of the activity plan

Challenges• Lack of awareness on GFCS and on the importance of mainstreaming weather and climate information and products in planning

• Meeting an increasing needs of high resolution information

• Sustaining the initiative beyond the programme life span• Balancing and Harmonizing activities to avoid duplication of efforts

• Effectively packaging and disseminating weather and climate information without distorting its quality and accuracy

• Controlling over expectation

Conclusion• Governance mechanism for the implementation of the project has been established. The Platform, PDT  and the NSC are all in place

• The PDT meetings are successfully organized  and meet on quarterly basis

• Activity plan for each participating Institution (WHO, MoH, WFP, MAFSC, TRC, CCCS‐UDSM, and TMA) have been prepared

• Implementation of the GFCS activities has started  and GFCS is being sensitized to the Local Government Authority, Policy Makers and the General Public through various fora

Recommendation and the Way Forward• Enhance Awareness on the importance of climate services and GFCS

• There is a need to strategize on the means  of sustaining the GFCS initiative beyond the programme life span and how to upscale the initiative to other sectors
