Goal: to develop an Educational Structures for the FUTURE of PUSD in 2020-21 PUSD that provides options that honor the safety provisions and exemplify learning experiences for students.

Background: We met thoroughly with thoughtful colleagues and partners to design possible options and phases for the 2020-21 Reopening of PUSD.

Recommendation(s): We are recommending three options in Phase 2, which is a blended (in-person and distance learning) option to be in compliance with local health orders. Further, we recommend that all Elementary sites begin at 7:50am, stand-alone Middle Schools at 8:10am, and High Schools at 8:30am.

Background: During emergency remote learning many lessons were learned regarding best practices for online instruction, student participation, and content coverage. PUSD set Remote Learning Guidelines for the temporary situation (gopusd.com/guidelines) which will serve as a starting point for more explicit expectations in the 2020-21 school year.

Goal: Trauma Informed and PBIS efforts should be utilized as part of each school’s Tier 1 universal interventions as students transition back in the fall.

Background: In a trauma-informed school, the adults in the school community are prepared to recognize and respond to those who have been impacted by traumatic stress. Those adults include administrators, teachers, and staff. In addition, students are provided with clear expectations and communication strategies to guide them through stressful situations. Recommendation(s): Office of Child Welfare, Attendance, and Safety’s PBIS team will be scheduling one on one site visits in August/September in support of mobilizing and tailoring each school site’s universal interventions.

PreSchool, School-Age Childcare, ChildcareGoal: To provide support and resources to families by offering quality child care, and after school programs that keep children and providers safe and healthy, while ensuring children are in a nurturing and responsive educational environment.

Background: The CDE is encouraging all programs that can safely remain open or reopen, to do so, in order to serve children currently enrolled in care as well as children provided for.

Recommendation(s): In order to ensure the health and safety of staff and children, for reopening, contractors must follow Occupational Safety and Health Administration (OSHA) COVID-19 Safety and Health Guidance for childcare programs

• The same children and staff should be grouped together whenever possible to reduce further risk of exposure for the family. Group sizes must be limited to 10 children per classroom or space.

• If we cannot meet group size as listed because the number of currently enrolled families that are still attending is greater than the group size capacity, we must complete a temporary waiver, located at https://www.cde.ca.gov/sp/cd/re/elcdcovid19.asp, and submit it to their CDE regional consultant for approval.

• Masks are recommended.• Full day and part day care is offered at elementary schools and 5 Children’s Centers 10:1 ratio• School age after care is available for approximately 100 school age children 10:1 ratio

Goal: To support student learning and provide meaningful enrichment opportunities for PUSD students before and after school as they transition back to school in a modified school setting.

Background: In an effort to support the needs of LEAs during the COV-ID 19 pandemic, CDE has suspended the following Ed Codes requirements for ASES, 21st CCLC, and ASSETs funded before and after school programs to allow for more program flexibility through June 30, 2020:

• Mandatory hours of operation for afterschool programs (Ed Code 8483)• Mandatory hours of operation for before school programs (Ed Code 8483.1)• Minimum daily attendance requirements (Ed Code 8483.7)

Language was added to a trailer bill requesting that the suspensions be extended through the 2020-21 school year to enable expanded learning programs to support districts’ planned reopening structures.

Recommendation(s): PasadenaLEARNs will enforce all safety and social distancing requirements set forth by the district in all before and after school programs. Additional frontline staff will be hired to reduce class sizes and staff/student ratios. LEARNs Youth Leaders will be trained in the use of Canvas and/or Google Classroom in order to facilitate synchronous learning opportunities and provide real-time enrichment instruction.

1. LEARNs will provide grant-funded before school programs at Norma Coombs and San Rafael Elementary Schools Tuesdays-Fridays from 6:30-7:55am daily.

2. LEARNs will provide after school programs at all grant-funded elementary and middle schools Tuesdays-Fridays from 12-4pm daily with remote enrichment opportunities on Mondays from 2:30-4pm.

3. A fee-based extended program option may be available if needed from 4-6pm Tuesdays-Fridays.

Background: Through our experience with Emergency Remote Learning and looking towards the future of providing safe and high quality learning experiences, we have identified the need to provide online education options.

Recommendations:

• Through the collaboration of EdTech and CIPD, identify and implement a fully online learning experience option for families through their current enrollment for the 2020-21 school year.

• During the 2020-21 school year, plan and prepare for the implementation of a fully online school offering that would become available for enrollment in the 2021-22 school year.

• Additional tech support added for each school site and continued curbside support for students attending online.

• Considering a Bring Your Own Device (BYOD) solution for online student learning.

Future of PUSD: Tomorrow Starting Now

Goal: To provide the employee experience in PUSD, Human Resources will facilitate an interactive pre-employment experience, on-boarding orientation to PUSD, and ongoing support and connection for both new and returning employees.

Background: As part of the Superintendent’s BluePrint, the following recommendations will guide the work in Human Resources:

1. Improve the Employee Selection Processa. Ensure job match or fit by ensuring that the candidates have the skills, disposition, and

intelligence to complete required tasks.b. Ensure cultural fit by aligning behavior interview questions centered around our valuesc. Always do due diligence by conducting reference checks

2. Improve the orientation and onboarding process

a. Create two interactive online processes for pre-employment and orientation with links to relevant information, mandated trainings (ie: Child Abuse Training, etc.)

b. Clarify for each position exactly what a new employee needs to master in order to complete the job and demonstrate the company values. Develop tests throughout the onboarding process to ensure learning is occurring

c. Capture new employees’ feedback at 30 and 60 days to ensure that you are meeting their expectations and delivering on our employee promise

Business Services

Future of PUSD: Tomorrow Starting Now

• Procurement- The procurement department has been proactive in purchasing personal protective equipment (PPE) such as masks, face shields, hand sanitizer and gloves, along with cleaning supplies for enhanced disinfection of our school sites and office buildings.

• Warehouse-PPE is available in our warehouse for sites to order and have delivered as needed.

• Budget-The District’s budget contains State and Federal COVID-19 Relief Funds to address additional expenditures for PPE, cleaning supplies, and technology. Staff has also applied for reimbursement of COVID-19 expenditures through FEMA and Cal OES for qualifying expenditures during the 2019-20 school year.

Food Services

Future of PUSD: Tomorrow Starting Now

Goal: To provide nutritious and attractive meals that contribute to the nutritional and educational needs of our students as well as establishing healthy lifelong eating habits

Background: When schools transitioned to distance learning the Food and Nutrition Services Department provided grab-and-go meal service at seven sites: Muir, Madison, McKinley, Eliot, Norma Coombs, and Wilson. Breakfast and lunch where provided each weekday between the hours of 9:00 am to 11:00 am.

Recommendation(s): When school begins in the fall it is recommended that grab-and go meals continue Monday - Friday at the sites. In addition Tuesday-Friday breakfast will be served in the classroom each morning with a grab-and-go lunch and supper will be provided as students are dismissed from class.

Facilities & Maintenance

Future of PUSD: Tomorrow Starting Now

Goal: To provide a clean, safe, physical plant conducive to the education process and to create a sense of pride among students, staff and the communities we serve.

Background: Upon the physical closure of school sites all custodial staff were trained according to CDC guidelines regarding sanitation of facilities and the application of disinfectant to kill the Coronavirus.

Signage regarding face masks and hand washing will be posted at each site

Recommendation(s): Continued use of CDC guidelines to disinfect and sanitize schools on a daily basis.
