● The fishing vessel Westhaven (AH190) capsized and sank at 10:10 on the 10th March 1997 with the loss of the lives of all four men onboard

• The vessel capsized while attempting to pull her port trawl door clear of a seabed obstruction which was later found to be a freespan section of a pipeline

● The Fatal Accident Inquiry and Marine Accident Report made recommendations, including addressing freespans and vulnerable / hazardous pipelines

● The FishSAFE Information Project commenced in 1998 and comprises three primary elements:

• FishSAFE Information Project database - FLTCS

• Kingfisher Yellow Card - Seafish The Kingfisher Information Service • Kingfisher Fortnightly Bulletin

● FLTCS Services Limited – took over FSIP in 2007: (UK Fisheries Offshore Oil and Gas Legacy Trust Fund Limited)

• To enhance the safety of Fishermen in UK waters

• Provision of information about oil and gas related seabed structures both now and in perpetuity

• To support projects which preserve the UK fishery or help manage issues relating to oil & gas infrastructure

● FLTC received a loan from OGUK ● An endowment fund exists - payments are expected where consent

to decommission has been obtained including a derogation from the requirement to remove all infrastructure

● Grant funding – European Fisheries Fund (EFF) & Scottish Government

● Representative from the oil & gas industry participate in both the FLTCS Board & Committee meetings

● All UKCS Operators contribute data to the FishSAFE Information Project

● In the UKCS following the Petroleum Act (1998) the government grant licenses through DECC for petroleum resources

● Model Clauses of Offshore (Seaward Areas) (Production) Licenses granted by DECC dictate that the licence holder shall nominate a Fisheries Liaison Officer (FLO)

● OGUK publish Fisheries Liaison Guidelines outlining FLO responsibilities which cover the submission of data

● ‘Call for data’ is at 6 month intervals: 1st April and 1st October ● Primary requirement is ‘data form’ accompanied by supporting data. ● Attempting to capture all new items, changes & decommissioning ● All information outside 500m zones only

- Introduction - Pipelines & Pipeline Points - Pipeline freespans - Surface Installations - Subsea Installations - Decommissioned Items

● Pipeline freespans - Only freespans which are both ≥10m in length & ≥ 0.8m in height - Every six months must re-report all current freespans, or assumed gone - Rationale and evidence for disappearance?

● Surface Installations - All installations that project above the sea level at any state of the tide - Typically: Platforms, FSO / FPSO or buoys

● Subsea Installations

- Everything except suspended wells which pose a hazard to fishermen - Typically: Anchors, Debris, Manifolds, Teepieces, Towheads, Valves

● Installations Decommissioned

- Can be any of the previously mentioned - Key criteria is abandoned or removed

● Other automated inputs - Wells data (through WONS portal) - PON2

● Schlumberger Information Solutions (SIS) on behalf of Common Data Access Limited (CDA) - Collect & Co-ordinate all submissions - Conversion of digital data to common geodetic system - Conversion of data into GIS geodatabase - QC / QA of information

● Kingfisher Information Services a subsdivision of Seafish Marine

Services - Further QC / QA of information - Conversion of data into ‘FishSAFE format’ - Conversion of data into fishing plotter formats - Writing and testing of updates into digital formats - Data passed to FLTC for distribution

● GPS receiver signal combines with infrastructure database ● Audible and visual alarm of nearby hazards ● Vessel centred in display ● Zoom range from 6 miles to ½ mile ● Also gives contact details

● Continue to provide fishermen and other mariners with up-to-date information about oil & gas infrastructure

● Develop and commission a companion app

● Upgrade the collection methods ● Upgrade the information available – further attribution & types ● Upgrade the dissemination of information

● Seek to add data about infrastructure in Irish waters ● Add data from other EU member states & Norway

● The North Sea is an ever-changing and challenging environment - 1800 pipelines covering 26,000km - 365 safety zones, 204 pipeline spans and 221 suspended wells

● FishSAFE provides up-to-date electronic mapping of all oil & gas subsea and surface infrastructure, from across all operators to the fishing community

● Distributed electronically through fishing plotters or through FishSAFE unit

● Excellent example of ‘co-existence’ within a challenging environment ● Facilitates communication between industries and acts to reduce

danger to fishermen and reduce risk of damage to subsea equipment & environmental pollution

● Survey community have a clear role to play within the oil & gas industry in the success of the project
