optimizingtheorganizationandprogramme.Wedohopefor

niceweatherattheendofAugustandthatinspiteofadense

congressprogrammeyoumayfindsometimeforleisureand

relaxationoutsidethecongress.

Board requirements regarding the extent of themain con-

gressandnumberofworkshopapplications,aswellasato-

talof 7plenary sessions,havemeant someartistic juggling

of time for the organization committee. Given that a large

nuclearweapons arsenal still exists and the goal of „global

zero“ still is distant, our commitment to nuclear abolition

clearlyremainsnecessary.WewonderiffutureIPPNWworld

congressesshouldnotbeallowedasome-whatextendeddu-

ration.Wedohope, though, that youwill find theplenary

sessions interestingandthat inthespectrumofworkshops

youwill find topicswhere you canboth learn andperhaps

contribute. Learning from each other and contributing to

theoutcomeofthiscongressiswhatweallaspireto.Thishas

beenandshallcontinuetobetheprincipleofIPPNWnetwor-

IPPNW is a non-partisan federation of national me-dical organizations in 62 countries, representing tens of thousands of doctors, medical students, health wor-kers and concerned citizens who are united behind the goal of creating a more peaceful and secure world, freed from the threat of nuclear annihilation. Foun-ded in 1980 and recipient of the 1985 Nobel Peace Prize, IPPNW is the only international medical or-ganization dedicated to preventing nuclear war and abolishing nuclear weapons. We recognize that the ca-tastrophic health and environmental consequences of a nuclear war are at the extreme end of a continuum of armed violence that undermines health and security. IPPNW is committed to ending war and advancing understanding of the causes of armed conflict from a public health perspective.

UN Headquarters in New York, we have made a

at17districtcourtsaroundJapan,thoseHibakushashavef iledlawsuitsagainstthegovernment.Eachofthe17courtsconcludedthatalmost

allplaintiffHibakushashavetheirdiseasescausedbyA-bombradiation,andtheyhavetherighttotheallowance.

Manypeoplewhothinkabouttheriskofnuclearweapons,tendtotreatproblemsofUSandRussia,fortheiroverwhelmingnumberof

nuclearwarheads.Ontheotherside,peopletendtothinklessaboutnuclearweaponsofothercountries,thantheirrealdanger.And,huge

numberofvictimsofnucleartestsalsotendtobetreatedlittle.Dr.HiroshiIwanagawilllookbackoverthehistoryofnuclearweapons,and

–thelargestseriesintheworld-inLopNorinthesoutheastofXinjiangprovince,thehomelandofmillionsofUighurs.WhileLopNor

isfarfromChina’smajorpopulationcentrestherearenonethelessasignif icantnumberofpeoplewholiveinrelativelycloseproximity

tothehighlytoxictestarea.TheUighursisoneofChina’sethnicminoritygroupwhohavehistoricallylivedintheregion.Someofthe

testedbombswere300timesmorepowerfulthantheonethatexplodedinHiroshimaandmanyofthetestswerecarriedoutaboveground.

Researchincludedanalyzingdatafromasurveycommissionedbythestateonthedisproportionatespreadofmalignantincurablediseases

inthearea.Evidenceisalsobasedontheauthor’spersonalinterviewsduringhislongcareerasapractisingseniorsurgeon.TheChinese

govthasalwaysunderplayedtheeffectsofthenucleartestsonthelifeofthelocalpeopleandtheenvironment,andrigorouslydeniedany

connectionwiththewidespreadofcancerinXinjiang.However,accordingtothestatisticsobtainedfromtheoff icialsurveyinarea,the

cancerrateinXinjiangis35%higherthanthatinChinaproperandthetrendhasnotreversedyet.

ProtectionclaimtheradioactiveemissionsfromNPPswereatleast1000foldtoolowtocausetheexcesscancerrates.Theworkshopwill

questionthisstatement.The„factor1000“mighteventuallybeunmaskedasanattempttowhitewashnuclearenergy.
