The General idea of the task is to create a website that will provide the broadcast of a live songs

contest as well as the upload/storage of materials and broadcasted shows. The show will be broadcasted

from 500 locations (local levels) at the first stage. The second stage will have National finals from ~120

locations. The third stage will be the regional finals ~xxx locations. The Global (final) stage finals will

have 1 location.

The initial stage (before the beginning of the contest will have the upload of videos from potentialcontestants (up until a certain date), and then videos will be available for viewing to everyone.

A special board will select the participants and then the contests will start.

There will be 500 hundred radio stations involved into the whole event at all stages. Each local contest

will be supported by a selected station.

The 500 live local contests would be transmitted from each city to this office,and then re-transmitted

to the public.

Each contest venue (out of 500) will provide the needed audio & video streams. The video streams

will be accompanied by the comments of the radio station of the locality of the viewer (linked to his IP),

if these comments are available. If not the comment of the original radio station will be accompanying

the image.

The homepage and each page will have the mentioning of the local radio station depending on the

localized IP.

The show will have a duration of 3 hours (starting at 7 p.m.) with a break after 1h25m (at 8.25 p.m.)

and will continue until 10.30 p.m. (local time for the show. The show will have 4 categories of

contestants: Singer U 20, Band U 20, Singer Adult, Band Adult.

Voting for any live show will start with the start of the show and will have two results: a) first

at the

end of the show, the result which will show the winner; b) second after 24 hours from the beginning of

the show, which will show the winner of the sympathy prise.

Voting will be realized through SMS to a certain number, customized accordingly to the identified IP.

There should be a connection between the company in charge with the SMS system and the site so that

instant voting results could be displayed.

The system should allow the 3 GP playing possibility (on mobile phones).

The questions to the contractor:

1. What modules will include the demo that must be ready by the 20th

of September?

2. What is the total rough estimation for the full website (ready to run, after test runs)?

3. What is the cost of the works to be done?

4. What will require the option to have video and voice channels combined accordingly?

5. What will be the technical requirements to channels/storage capacities/ etc.?
