Mrs.RachelErdmanSt.Martin’s-in-the-Field,SevernaParkOccupation:administrativeassistant,TheCorporation

IamrunningforGeneralConventiondeputybecausetoooftenIseelaypeoplewhoarepassionateabouttheirfaithassumetheonlywaytobeactiveinministryistobecomeordained.I’dliketobeanexampletoshowthatthelaitycanandshouldembracetheirroleasleadersintheChurch.

Mycontributionwouldbemyperspective:Ihaveafootinthemany“worlds”oftheEpiscopalChurch.I’vebeenactiveinmanyparishes,

varyingfrombroadchurchtohighAnglo-Catholic;working-classmidwesterntowealthyeastcoast,andeverywhereamixofsociopoliticalbeliefs.I’malsoactiveonalargerscale:receivingaMaster’sinTheologyfromSewanee,ontheboardofGBEC,andsupportingclergyfamiliesthroughTheCorporation.

NominatedbytheRev.MatthewRHanisianRachel’suniquevantagewithinourChurchatnationalandlocallevelswillserveuswellasoneofourdeputiestoGeneralConvention.WithherMAintheologyfromSewaneeandserviceontheGeneralBoardofExaminingChaplains,sheseesclearlytheissuesfacingTheEpiscopalChurchtoday.Locally,she’sservedtwochurchesinoutreachandliturgyandisactiveacrossthreediocesesworkingfortheCorporation.Finally,Rachelbringsboundlessenergyandasenseofgreatdutytoservinginthiscapacity.Shewrites,"IwanttohelpshapethekindofChurchwe'regoingtobe—onethatembraceschangethatneedstobemadewithoutforgettingthetraditionsthatconnectustotheverybeginningsofourfaith."

AsamemberofTheEpiscopalChurchsincechildhood,I’vebeenluckyenoughtobeinvolvedinafewdioceses,inmychildhoodhome,thediocesesofRhodeIsland,Massachusetts,andConnecticutandhereinmynewhome,theDioceseofMaryland.ThishasgivenmeauniqueperspectiveandabilitytoseethedifferentculturesthatexistwithinthegreaterChurch,andhowimpactfullarge-scaledecisionscanbeonthesecultures.I’vealwayswantedtobeinvolvedinthegovernmentofThe

EpiscopalChurchbecauseIfeelpassionatelyaboutourdesiretoberepresentativesofthewhole—strivingforjusticeandtruthasawelcoming,inclusivecommunity.IbelievethatthebestwaytocontinuetogrowandthriveistopushourselvestoexpandperceptionsanduserepresentationandacceptancetosharetheboundlessloveofGod.

NominatedbyMs.KateRileyKaitisonfirefortheEpiscopalChurch!Herpassion,dedication,andcareforhowtheChurchworksintheworldmakesheraperfectdeputyforGeneralConvention.Asalayministerwhoworksforacongregation,sheisfocusedontheeverydaylifeoftheChurch.HeryearwithEpiscopalServiceCorpsfannedherheartforjusticeandservice.Andasayoungpersoninourdiocesanministrysheisfamiliarwiththevoiceofournextgenerationofleaders.Kaitwillbringagreatenergyandcriticalthinkingtoourdeputationfor2021.

TheRev.DianaE.CarrollSt.Luke’sChurch,EastportOccupation:rectorAsalifelongEpiscopalian,IcaredeeplyaboutmakingconnectionsbetweenourtraditionsandthenewplacesGodiscallingustogo.TheGeneralConventionisoneoftheprimaryopportunitiesforthatworktobecarriedout.In2015,IrepresentedtheDioceseofMarylandasadelegatetotheEpiscopalChurchWomen(ECW)TriennialMeetinginSaltLake

City.Whilethere,IparticipatedactivelyinthelegislativeprocessoftheECWandtestifiedataGeneralConventionhearingonmarriageritesforsame-sexcouples.Thisexperiencegavemeagreatdesiretobecomemoreinvolvedatthechurchwidelevel,particularlyasaGeneralConventiondeputy.Ialsohaveexperiencenavigatingthelegislativeprocessatthestatelevel.NominatedbytheRev.CanonScottGSlaterDianarepresentedourdiocesein2015atthetriennialgatheringoftheEpiscopalChurchWomenatGeneralConventioninSaltLakeCity.ThisgavehertheopportunitytoobservetheworkingsofGeneralConventionanddevelopafoundationforpotentiallyservingasadeputy.Asayoungercleric,DianawouldbringthesamegenerationalperspectivetoourdeputationintheHouseofDeputiesasshedidforECW.

TheRev.AdrienPDawson AllSaints’Church,Frederick Occupation:rectorIoffermyselfforleadershipasadeputyforGeneralConvention,2021.Ihaveservedasadeputyin2009,2012and2015.Itookabreakin2018afteracceptingthecalltoserveasrectorofAllSaints’,Frederick.Ihaveservedfourparishesinthedioceseoverthelast24years.Currently,Iam

servingthedioceseontheStandingCommitteeandtheCongregationalVitalityCohort.IrecentlycompletedtheCollegeforCongregationalDevelopment(CCD)andIamcommittedtoassistinplantingCCDinthediocese.Thegrace-filledworkofGeneralConventionhappenswhentheintimacyandtransformationalpowerofparishlifeisnurturedandmaturedbytheoverarchingsupportandconnectivityofabroadconventionpeople.Itcanhappeninanewlyformedrelationship,awell-craftedresolution,oratruereflectionspokenovertheJumbotron,touchingeveryone’sopenheart.NominatedbytheRev.KristoferHLindh-PayneIhaveknownAdrienforfifteenyearsandmyrespectforandtrustofherasaleaderseemsonlytoincreasewitheachpassingyear.HavingservedasGeneralConventiondeputythreeothertimespreviously,Adrienhasextensiveexperienceinthisrole.Aseasonedrector,sheisagiftedcommunicatorandabletoeffectivelybalancethepastoralandpropheticinwordanddeed.AsamemberoftheStandingCommittee,sheexemplifiescarefuldecision-makingandcreativethinking.Adrien’sministrycommitmenttowide-rangingareaslikecongregationalvitality,anti-racism,liturgy&music,andtheEpiscopalServiceCorpsreflectbroadknowledgeandexperience.Herthreeyearsasco-chairofplanningforDiocesanConventioncouldproveinvaluableinthepreparationprocessforourhostingofGeneralConvention.

tounderstandhowthedecisionsmadeatconventionaffectsourdioceseandhowtobringwhathappensatconventionbacktoMaryland.IamenergizedbywhatGodisdoinginthewiderChurch–letmerepresentyou.NominatedbytheVeryRev.RobertJBoulterIbelieveRuthElderwouldbeanexcellentdeputyforGeneralConvention.Ruthisadedicated,faith-filled,theologically-groundedpersonwholovestheChurch.SheisawareoftheimportantresponsibilityofthispositionandsheispreparedtoputinthetimeandefforttorepresenttheEpiscopalDioceseofMaryland.Ruthcurrentlyservesasthearchdeaconforformationandassuchhashelpedthediaconalprogramgrowinourdiocese.SheiscommittedtobeabridgebetweentheChurchandtheworldandsheseesthepositionofconventiondeputyasanothermanifestationofhercall.

TheRev.RamelleLMcCallChurchoftheHolyTrinityOccupation:diocesanurbanmissioner;rector IwouldbehonoredtoserveasdeputyatGeneralConvention2021!I’mtrulyprivilegedtoserveasrectorofHolyTrinityandurbanmissionerallowingmetobuildrelationsindisenfranchisecommunitieslikeWestBaltimore.IamalsointerimdeputyfortheStateoftheChurchCommitteeaddressingtrendsinourparochialreport.I’veservedas

Duringthe79thGeneralConventionoftheEpiscopalChurch,meetinginAustin,agreatmanyresolutionswereproposedcondemningIsrael’spoliciesandtheirimplementation.OurBishop,theRt.Rev.EugeneTaylorSutton,speakingintheHouseofBishopsonthefinaldayofConvention,expressedhisdeepconcernabout“thefixationonIsrael”andnotedthe“senseofpilingon”conveyedbythetenoroflegislationanddiscussionatthatConventionrelatedtotheIsraeli-Palestinianconflict.WeshareinourBishop’sobservationsandhisconcern,notleastbecauseweareawareoftheprofoundconsequencesofanti-Semitism,especiallyastheyhavebeensharedwithusbyourJewishneighborsintheDioceseandbeyond.GiventhedegreetowhichourJewishneighborsareconcernedwiththecontentandtoneofwhatwasexpressedatourlastGeneralConvention,wethinkitwouldbeappropriateforGeneralConventiontodeclareunequivocallythatanti-SemitismhasnoplaceinourChurch. OurcallbyGodastheBodyofChristintheworldtodayistoparticipateinGod’sreconcilingworkintheworld.ThecenturiesofdamageandharmcausedbyinstitutionalracismcallsforourcontinuedleadershipasaChurchtodoourparttobringrestitution,beginninginourowndiocese.

SinceaninitialreparationresolutionwasreferredtoDiocesanCouncilin2016,DiocesanCouncilhasbeenworkingdiligentlytoexplorethisissue,createeducationalandformationalopportunitiesthroughoutthediocese,anddiscussanddecideonfurtherconcreteactions.Theoverwhelmingsupportoflastyear’sresolutiontoaffirmthebishop’sstatementonracialreconciliationhasmovedCounciltobringforththisresolutionatthisyear’sconvention.

DiocesanCouncilischargedwithoverseeingthefinancialandprogrammaticlifeofthediocese,withtheannualaffirmationoftheConventionandtheassistanceandsupportofotherdiocesancommittees,suchastheInvestmentCommittee,FinancialAdvisoryBoardandGrantsCommittee.Aswehavecontinuedtodiscusstheestablishmentofafund,weseektheinputandaffirmationoftheconventionanditscongregationalrepresentatives.

Tooverseesuchafund,CouncilwillappointaspecificcommitteetomakerecommendationstoCouncil,toincluderepresentativesfromtheReparationsCommittee,theTruthandReconciliationCommissionandthePauliMurrayChapteroftheUnionofBlackEpiscopalians.

Ifafternominationsaremade,anelectionbyballotofthemembersoftheConventionisrequiredtodetermineachoice,theelectionshallbepostponed,unlessotherwiseordered,untilsuchhourasmaybeappointedfortheelectionintheOrderofBusiness,andthesecretaryshall,beforethehourappointedforsuchelection,havepreparedandprintedfortheuseofthemembersinvotingofficialballotscontainingnamesofnomineesfollowedbythenameoftheparishormissionfromwhicheachnomineecomes.

9.Nomembershallspeakmorethantwiceinthesamedebate,norlongerthanfiveminutesatonetime,withoutleaveoftheConvention.

Attheconclusionofanyspeech,thepresidentalone,oranymemberoftheConvention,ifthemember’smotionissupportedbyatleastfourseconds,maycallforavotewithoutdebateonaproposalforarecessofConventionsothatthemembersmayinformallyconferanddiscusstheissuesofthedebate.Ifpassedbyatwo-thirdsmajorityofthosepresentandvoting,themembersoftheConventionwillformsmallgroupsfortenminutesattheendofwhichdebatewillresume.

10.Nomotionshallbedebateduntilthesamebeseconded,and,ifdesiredbyanymember,reducedtowritingandreadbytheSecretary.

11.Whenamotionismadeandseconded,noothermotionshallbereceived,excepttoadjourn,tolayonthetable,topostponetoacertaintime,topostponeindefinitely,tocommitortoamend;andmotionsforanyofthesepurposesshallhaveprecedenceintheorderhereinnamed.Ifamotiontolayonthetableanamendmentbecarried,thematterbeforetheConventionshallbeproceededwithasifnosuchamendmenthadbeenoffered.Themotionstolayonthetableandtoadjournshallbedecidedwithoutdebate.Themotiontoadjournshallalwaysbeinorder,ifthemoverhasthefloor.

12.Whenaproposedamendmentisunderconsideration,amotiontoamendthesamemaybemade.Nootheramendmentsshallbeinorder,butasubstituteforbothamendmentsmaybereceived,which,ifadopted,shalloperateasanamendmenttotheoriginalproposition.Nopropositiononasubjectdifferentfromtheoneunderconsiderationshallbereceivedundercolorofanamendmentorsubstitute.

13.Ifaquestioncontainsseveraldistinctpropositions,thesameshallbedividedattherequestofanymember,andavotetakenseparately,exceptthatamotiontostrikeoutandinsertshallbeindivisible.

14.Allquestionsofordershallbedecidedbythepresident,withoutdebate;butanymembermayappealfromsuchdecisions,andonsuchappealnomembershallspeakmorethanonce,withoutexpressleaveoftheConvention.

15.Whenanymemberrisestoapointoforder,thememberwhohasthefloorshallbeseateduntilthepointoforderisdecidedbytheChair.

16.Aquestionbeingoncedetermined,shallstandasthejudgmentoftheConvention,andshallnotbeagaindrawnintodebateduringthesession,exceptwiththeconsentoftwo-thirdsoftheConvention,uponamotiontoreconsidermadebyamemberwhovotedwiththemajorityandsecondedbyamemberwhoalsovotedwiththemajority.

17.Noquestionsshallbetakenonanyreportunlessuponamotiontoprintorrecommitit;butreportsshall,asofcourse,lieuponthetable.IfacommitteedeemanyactionoftheConventiondesirable,itshallbeitsdutytopresentinwritingsuchresolutions,acts,orcanons,asitmaythinkitshouldadoptwhichonlyshallbesubjecttotheactionoftheConvention.Everyactwhichdividesaparish,orinanywayaffectsparishboundaries,shalldistinctlysetoutthenewboundarieswhichitisintendedtoestablish.TheConventionwillnotactuponanyproposedresolution,act,orcanonwhichdoesnotconformtotheprovisionsofthisrule.

18.Allelectionsshallbebyballotunlessotherwiseordered;thevotesoftheClergyandLaityshall

becountedseparately,butthevoteshallberegardedasajointone,andtheelectionshallbedecidedbyamajorityofthewholenumberofvotestakentogether,exceptwhereavotebyordersshallberequiredundertheprovisionsoftheConstitution.NominationsfromthefloorshallnotbeallowablebyamemberoftheConventionshallconformwiththerequirementsofCanon1-240,OfNominations.AfteropportunityaccordingtotheOrderofBusinesshasbeengiventonominationforanyelection,if

thereshallbenogreaternumberofnomineesthanthereareplacestobefilledintheelection,onmotionunanimouslyadopted,thesecretaryorsomeotherpersondesignatedinthemotionmaybeinstructedtocasttheballotoftheConventionforthepersonorpersonssonominated,andsuchpersonorpersonsonaballotsocastshallbedulyelected.

Ifafternominationsaremade,anelectionbyballotofthemembersoftheConventionisrequiredtodetermineachoice,theelectionshallbepostponed,unlessotherwiseordered,untilsuchhourasmaybeappointedfortheelectionintheOrderofBusiness,andthesecretaryshall,beforethehourappointedforsuchelection,havepreparedandprintedfortheuseofthemembersinvotingofficialballotscontainingnamesofnomineesfollowedbythenameoftheparishormissionfromwhicheachnomineecomes.

Ballotsmaybeprintedorprovidedthroughsecureduseofelectronicdevices.

19.ThepresidentshallappointachieftellerandsuchadditionaltellersasarerequiredfromtheClericalOrderorfromcommunicantsingoodstandingasdefinedinCanon2170,andneitherthechieftellernorsuchadditionaltellersneedbedelegatestotheConvention.Aftertheclericalandlayvotesshallhavebeencountedbytherespectivetellers,thetellerfirstnamedbytheChairshallcombinetheminonejointballot,whichthetellershallpresenttotheConvention,readingoutthenamesofthepersonsvotedfor,thenumberofclericalandlayvotesforeachseparately,andthesumtotalofvotesreceivedbyeachperson.TheChairshallthenstatetotheConventiontheresultofthejointballot.Afterthefirstballotandbeforethenextballotistaken,thetellerseliminatefromtheofficialballotsuchnomineesineachorder,beginningwiththenomineeineachorderwhoreceivedtheleastnumberofvotesonthefirstballot,asmaybenecessarytoreducethenumberofnomineesineachordertotwicethenumberofvacanciestobefilledfromthatorder.Ifafterthefirstsecondballotallvacancieshavenotbeenfilled,bytheconsentofamajorityofthosepresentamotionmay,thenorafteranysucceedingballot,beentertainedfortheunanimouselectiontothevacancyorvacanciesstillexistingineachorderthenomineeornomineesofthatorderwhohavereceivedthehighestnumberofvotes,butlessthanamajority,ontheprecedingballotandthesameshallbedeclareddulyelected.Ifalternatesarenecessary,thenbytheconsentofamajorityofthosepresent,amotionmaythenbeentertainedfortheunanimouselectionasalternatesineachordersuchnumberofthosenomineesineachorder havingthenexthighestnumberofvotesonthelastfullballotandthesameshallthereuponbedeclareddulyelected.

20.TheBishop’sAnnualAddressshallbegivenatsuchtimeasmaybedesignatedbythebishop,theCommitteeonArrangements,andthedispatcherofbusiness.

21.ResolutionsshallbebroughttotheflooroftheconventionintheorderinwhichtheResolutionsCommitteedeemsexpedienttothebusinessofconvention.Noresolutiontoreceive,acknowledge,affirmorreaffirmanactofapreviousGeneralConventionorconventionoftheDioceseofMarylandwillbebroughtforthforconsideration.

22.Amajorityoftwo-thirdsofthememberspresentshallberequiredtosuspendanyRuleofOrderorshallmakeanychangeintheOrderofBusiness;but“OrdersoftheDay”maybeintercalatedintheOrderofBusinessbyamajorityvote.

23.“Robert’sRulesofOrder”shallbetheparliamentaryguidesinallcasesnotprovidedforintheforegoingrules.

24.TheforegoingRulesofOrderaretemporaryandshallnotbedeemedtheRulesofOrderforallfutureConventionsuntilalteredorrescinded,andthesameshallbepublishedintheJournalofeachConvention.TheOrderofBusinessasannexedshallbegenerallyfollowedbutmaybealteredfromtimetotimeuponrecommendationofthedispatcherofbusiness.

Becausewearepreventedfromgatheringin-personduetoCOVID-19,wewillbeusingavarietyofelectronicvotingmeansforballoting.PriortotheconveningofConvention,youwillbeaskedaspartoftheonlineregistrationprocessforconventiontovotetoacceptthemodifiedRulesofOrdertoallowustoconductConventionvirtually.Presumingamajorityapproval,thisvotewillberatifiedoncetheconventioniscalledtoorderbythebishop.

Aboutamonthpriortoconvention,youwillreceiveanemailwithalinktoanonlinevotingsoftwarecalled“SimplyVoting”thatwillallowyoutocastyourballotforallpersonsrunningforelectedoffices.PresumingthataminimumquorumhasvotedbythetimeConventionconvenes,thatelectronicvotewillbesufficienttoelecteveryoneaslongasthereisnotatieandthatvotewillbeannouncedandratified.

Resolutionscannotbevotedoninadvancewithoutthebenefitofdebate,butwemayaskpeopletounofficially“weighin”(astrawpollofsorts)inadvancetogiveeveryoneasenseofthewholepriortodebatingresolutions.WeplantousetheZoomplatform’spollingoptiontotakevotesonresolutions,butshouldcircumstancingmerititoursecondary(butslightlymorecomplicated)methodwillbetouseSimplyVoteiftheZoompollingisinsufficient.
