Projects with Russia using ISTC networkboundary conditions

DLR is a public organisation, which has to develop and to finance the German fundamental research and technology development for their fields of responsibility.Any cooperation has to be realized strictly without exchange of funds (In difference to the European Industry we are not allowed to pay for research work).Initiator of joint projects shall be the Russian/Ukrainian side, this is a limitation for our activity.The “DLR International Cooperation department” disposes of mobility funds for initiation of cooperation projects. Bearing a part of the Russian/Ukrainian travel costs – we could show our collaboration interest at ISTC/STCU.

Conclusions

• ISTC/STCU is a very convenient management instrument for cooperation with Russian and Ukrainian research Organisations (more for Ukrainian?).

• There is a really need for cooperation – especially in Aeronautics – to meet the European industrial requirements of the future (Association of European Research Establishments in Aeronautics (EREA) in the European Research Area).

• STCU could be very useful in the transformation process of the Ukrainian space industry and the process of military launcher utilization.
