For three months now the Czechoslovak SocialistRepublic has been writh ing under the sinister yokeof the Soviet revisionist fascist invaders. The Czecho -Iovak people are faced today with the objectivenecessity of rising up to fight for the liberation ofthe country and th eir national independence.For the Soviet revisionists the invasion of Czechoslovakia is only the first step towards the achievement of their ultimate and far-reaching objectives.Now the whole country - its economy, foreign andinternal policies, the Czechoslovak army, the Government and Communist Party of Czechoslova kia.its whole social life - is subjected to the interests,to the policy of brutal dictation of invaders whoare trying hard to stabilize the situation and to consolidate their regime of occupation. They are tryingto create the illusion among the Czechoslovak peo ple that Czechoslovakia is allegedly free and equalamong equals.., that the invasion army is a friendlyarmy which has allegedly come to rescue socialismand Czechoslovakia from the counter-revolution andthe imperialists, that the stationing of foreign troopson Czechoslovak territory is allegedly temporary,and so on and so forth. In order to make these illusions believed they have trumped up the farce ofthe gradual withdrawal of the invading Soviettroops from Czechoslovakia, a thing which is a fraud

pure and simple, for the invaders hold the keyto the Czechoslovak borders in their pockets render-ing account to no one and coming to and going awayfrom Czechoslovakia day or night freely withoutbeing subjected to any control Or customhouse dues.as if they were at home.But what does stabilization of the situation inCzechoslovakia mean for the Soviet revisionists?What are their objectives? Under present conditions.Czechoslovakia represents an acute point of majorstrategic, military, political and economic signifi-cance. Due to its geographic position in the centerof Europe, Czechoslovakia holds an important placein the global strategy of the Soviet revisionist clique:it has direct bearings on the security of the bordersof the Soviet Union. it is a brigde between it andthe other European revisionist countries as well asbetween it and the West, As an advanced industrialand commercial country, Czechoslovakia i necessaryto the Soviet clique for direct economic advantagesand as a lever in their economic relations with thecountries under their zone of influence and withthe West.. Therefore, the ultimate objective of theSoviet revisionist clique is to take hold. throughmilitary dictate or other means , of the key po-sitions in Czechoslovakia so as to make of it a pro-vince subjected to the Soviet Union under the falselabel of the Czechoslovak Socialist Republic.In order to attain such stabilization, the Sovietrevisionist invaders are trying to turn the Cze-choslak army into an appendage, a disarmed armyobedient to Soviet orders and altogether incapableof playing any role in uprisings against the invaders .They are purging the Czechoslovak army of all

opposing cadres and are organizing within it SovietSecurity Service under the guise of the numerousSoviet advisers. Thus, they aim at turning theCzechoslovak army into a weapon serving the So-viet revisionist invaders and their tools against theCzechoslovak people who are rising to offer a growing and determined resistance.The economic subjugation of Czechoslovakia aswell as of the other satellite countries has beenthe permanent policy of the Khrushchovite chauvinist group of leaders of the Soviet Union. I t has givenrise to grave consequences. Following the overthrowof Novotny's bankrupt clique. Dubcheks group wasforced to admit its deep concern when it noticed that9 out 10 automobiles were running on Sovit fuel,that 2 out of every 3 loaves of bread were madeof Soviet flour and that the metallurgic plants wereabout to suspend their work in case the delivery ofSoviet minerals failed. The enslaving economicagreements signed by the Dubchek-Svoboda capitulationists with the Soviet Government during thedays when Czechoslovakia was invaded, tied upCzechoslovak economy more closely 'to the Sovieteconomy. But within the framework of stabilization, the Soviet revisionist leaders aim at suppressing even the slightest attempt for Czechoslo-vakian economic independence and at placing thewhole Czechoslovakian economy under the complete dependence of Soviet economy on the allegedform of socialist collaboration and of the socialist international division of labor through theCouncil of Mutual Economic Aid and its othermechanisms. Under the guise of numerous economicadvisers every branch of Czechoslovak economy

is being and will be placed under the strict supervision of the Soviets. The latter are trying toplace investments under their control so that theymay meet, first and foremost, their own needs andinterests. The Soviet revisionist leaders want to seeto it that the development of Czechoslovak industryshould depend mainly on the raw materials, oil,electric power and minerals which are supplied bythe Soviet Union, that this development is placedat the mercy of the Soviet leaders, that its distribution be controlled by them and that the Czhechoslovak crown be surbservient to and under thecontrol of the ruble. They also seek to place Cze-choslovak foreign trade under their strict supervision so that the bulk of it may be carried out withthe Soviet Union and its satellites and meet theeconomic and political needs of the Soviet leadersin compliance with conjunctures that are set upwithin the revisionist fold and with their relationswith the capitalist world. This is in fact the wayto turn Czechoslovakia into an industrial semicolony of the Soviet social-imperialist leaders.The Soviet revisionist invaders are exertinggreat pressure to place Czechoslovak public opinionunder strict censorship. This was one of the mainArticles of the Agreement of Occupation which theysigned with the capitulating Dubchek-Svoboda clique. Any public manifestation whatsoever againstthe invaders is brutally suppressed by the Czechoslovak police while the Soviet tanks stand behindready to take action. Every free expression of opinion is accompanied with repressive measures andwith shrewd demagogy about the counter-revolutionary and anti-socialist forces in action.

invaders, it assures them of the inalterable loyaltyto the friendship with the Soviet Union, it continuesto make one appeal after another to the Czechoslovakpeople not to put up resistance. it condemns popular demonstrations against the invaders and does nothesitate to resort even to violence and arrests ofthe diehards who disturb public order, in otherwords, of the genuine patriots who are rising tofight the invaders.

The Dubchek-Svoboda clique submitted on general lines to the dictate of the Soviet invaders astestified to by the capitulating agreements it hassigned with them, which it is implementing in aservile way but which have come up against thelawful and ever growing protest of the Czechoslovak people. But under the existing conditions andcircumstances, taking advantage of the people's resistance towards the invasion and trying to utilizethe patriotic sentiments of the Czechoslovak peoplefor its own benefit, this clique is offering resistancein order to wrest concessions from the Soviets. toforce them not to oust it from the leading posts itholds in the Party and in the State. The Soviet revisionist invaders are prepared to do something ifthe Dubchek-Svoboda clique submits to their enslaving schemes and, especially. what is of vita l importance to the invaders, if it agrees to admit publiclythat the Soviets have allegedly come as friends. asliberators, as defenders of socialism and of the Czechoslovak people. that they have acted as internationalists, and so on and so forth, in other words,i f the Dubchek-Svoboda clique agrees to justify theSoviet revisionist aggression before the Czechoslo-

vak people and world opinion. But this clique, whichrepresents the interests of the Czechoslovak nationalist bourgeoisie, refuses to do this for the time being,for otherwise it would tear off the mask that servesto deceive the masses and would sign its deathwarrant. That is why it resorts to demagogy, as wepointed out above, trying to utilize the nationalfactor, the patriotism of the Czechoslovak people toresist Soviet pressure, for its own interest.

This is then why the Soviet revisionists, regardlessof the services the traitorous Dubchek-Svoboda cliquehas rendered and is rendering to them by sabotagingarid quelling down all resistance movements of the'::zechoslovak people, have lost all faith in it and, toovercome the national feelings which are today themain obstacle for them, they have turned to No-votny's followers, to the clique of the so-calledveterans, direct and odedient tools of the Sovietrevisionist leaders, in order to justify and legalizetheir aggression against the Czechoslovak people.They have thus unleashed a factional fight withinthe Czechoslovak Communist Party. This fight isunfolding and becoming more intense with eachpassing day within and outside the party.

During the early period of the Soviet revisionistinvasion, the supporters of the Novotnyite revisionist trend, obedient servants of the Soviet leaders,faced with the people's protest and stigmatized ascollaborationists, kept aloof and out of sight. Now,at the instigation and with the support of the So-viet invaders they have become active and have revolted against the Dubchek-Svoboda revisionist cli-que. They are conducting a big campaign in the

Party to undermine the positions of the Dubchekgroup, organizing meetings and open manifestationsagainst it and in favor of the Soviet invasion. Bydemagogically speculating on the slogan of defenseof socialism, the veteran revisionists accuse theDubchek-Svoboda revisionist clique of having pavedthe way to counterrevolution in Czechoslovakia, ofhaving jeopardized the socialist gains of the Czechoslovak people and , consequently, of having obliged theSoviet Union and other allies from the Warsaw Treaty to intervene in order to save socialism and defendCzechoslovakia, etc . Thus, one revisionist clique the Novotny clique - is striving to undermine andoust from power the other revisionist clique - theDubchek-Svoboda clique - in order to regain thepositions it lost in January, to deceive the Czechoslovak people, to break down their resistanceand to compel them to bow to the Soviet revizionistsand submit to their fascist invasion.

Sensing the danger, the Dubchek-Svoboda revisionist clique is counter-acting by all the meansat its disposal with a view to discrediting and gettingthe better of its opponent and to maintaining theirposts in the Party and in the State. I t acts in ahighly demagogical way, trying to describe its postJanuary revisionist course as a real socialist onewhich allegedly enjoys the support of the broadmasses of the Czechoslovak people and which, allegedly, meets their interests. At the same time, ittries to create the impression that the problem ofthe independent development and sovereignty ofCzechoslovakia rests, allegedly, on the implementation of this anti-Marxist and counter-revolutionary10

course. Thus, by unscrupulously speculating on thenational sentiments of the Czechoslovak people, it istrying to set the opposing revisionist clique of theveterans against the people while posing, on itspart. as the representatives of the interests and willof the people.

Thus, each revisionist faction tries with all itsmight to waylay and win over the Czechoslovakpeople, to exploit them for its own counter-revolutionary interests and to settle accounts with theopponent clique.Meanwhile, the resistance of the Czechoslovakpeople to the Soviet revisionist invaders is growing.In spite of the ruthless oppressive measures takenby the invaders and the revisionist capitulationistr ulers, demonstrations broke out against the invadersand for freedom and independence in many citiesduring the festive days commemorating the 50thann iv ersary of the Proclamation of the Czechoslo-

vak Republic and, particularly, during the festivedays commemorating the 51st anniversary of theOctober Revolution. Clandestine organizations arebeing set up in various regions of the country inord er to launch an organized war against the in-vaders . In the process of this growing popular re-sis tance, the real traitorous and capitulationist fea-t ure s of the Dubchek-Svoboda revisionist clique arebecoming more and more evident to the Czechoslo-vak people, its demagogic and fraudulant positionwith regard to the national cause is coming moreand more to the fore. I t is becoming and will con-ti nue to becom e more obvious to the broad massesof the Czechoslovak people that the country's real

freedom and independence can be attained onlythrough a resolute struggle not only against theSoviet revisionist invaders but also against the localrevisionist cliques, both against the Novotnyite cli-que of the veterans who are obedient tools of theinvaders as well as against the capitulationist andtraitorous revisionist Dubchek-Svoboda clique.

Under present conditions. two lines of struggleare thus taking shape in Czechoslovakia: on the onehand, the ever growing resistance of the Czechoslovak people which will turn into a struggle for li-beration against the Soviet revisionist invaders forthe freedom and the independent socialist development of the country and, on the other, the ideological struggle for state power between the tworevisionist cliques, which may develop into a civilwar between them. Boh revisionist clans. one backedby the Soviet invaders and the other backed by thelocal nationalist bourgeoisie and foreign imperialistreaction, may get along by making temporary concessions to each other or they may come to grips.In order to disguise themselves and to deceive themasses with the illusion of socialism, both theseclans will try to utilize the name and authority ofthe old Czechoslovak Communist Party.

In the situation created, when the Czechoslovakpeople have come up against the Soviet revisionistinvaders and the traitorous Dubchek-Svoboda andNovotnyite revisionist cliques, when they are facedwith the historic necessity of a life and death struggle for the freedom of their country and the idealsof socialism, faced with this situation, the Czechoslovak revolutionary Marxist-Leninists are aware of the12

role they must play, they are aware that the earliestpossible creation of the genuine Czechoslovak Marxist-Leninist revolutionary Party is an imperativeand vital obligation. Without this there can be noreal struggle for national l iberation and socialismin Czechoslovakia. one cannot pass over from passiveand spontaneous resistance to active and revolutionary actions organized on a national level. The circumstances to set it up are favorable. Iron shouldbe beaten while it is hot, for the Soviet invadersand local Quislings are getting up still graver con-junctures and conditions for Marxist-Leninists andfor the Czechoslovak people.

I t is not hard to foresee that, in order to remainin power and evade direct blows by the invaders,the Dubchek-Svoboda clique will be making furtherand numerous concessions to them. This capitulatingclique is very much afraid of internal clashes, of people's actions and struggle which will bring aboutnew interferences and pressures on the part of theSoviet revisionists since this struggle and theseactions are spearheaded against the invaders. I t willthus continue to refrain from putting up any resistance to the pressures, threats and blackmail ofthe invaders. Thus, it will not hesitate to take repressive measures. as it is doing. against popularresistance in order to thus preserve its leading postsin the Party and in the State.But the adoption of repressive measures againstthe resistance movement will inevitably expose anddiscredit the Dubchek-Svoboda treacherous cliquewhich will undoubtedly be taken advantage of bythe Soviet invaders to settle accounts with these

suspicious collaborators and to place the reins ofthe Party and of the State in the hands of theNovotnyite clique of veterans, obedient servitorsof the revisionist leaders and Quislings par ex-cellence.When restored to power, this revisionist bandwill try to create a situation similar to that of No-votny's time but, this time, with new persons loyalto the present course of the Soviet leaders. In agreement with the invaders, this band of renegades willproclaim its allegedly new, independent policy, itssocialist solidarity with the Soviet Union, etc.,taking stock also of some positive moments of thepost-January course. Behind all this demagogicalfuss, this revisionist band, allegedly on behalf ofsocialism and the dictatorship of the proletariatwill deal hard blows at the revolutionary resistanceof the Czechoslovak working class and people whichthey will dub counter-revolution.

Such is the situation. It is complicated but fa-vorable as well for the creation of the party of theCzechoslovak Marxist-Leninists and for the organization of the revolutionary struggle of the Czechoslovak people. This is dictated and favored first ofand above all by the present course of events inCzechoslovakia. The situation there is very tense.The people's resistance against foreign occupation,against the Soviet revisionist invaders, for liberationand national independence has affixed its seal to thecountry's whole political life. It has become themain axis around which events are gravitating. Thisis a determinating internal factor, a vital elementon the basis of which the Czechoslovak Marxist-14

Leninists can and must unite the broad masses ofthe Czechoslovak people.Thus, the present situation dictates and facilitates the formation of the Communist (Marxist

Leninist) Party of Czechoslovakia. It allows theunfolding of its legal and clandestine activity, theorganization of the struggle against the invaders andtheir activities as well as against the two renegadecliques which are clashing inside and outside therevisionist Czechoslovak Communist Party.The proletarian party of the new type built onsolid Marxist-Leninist ideological and organizationalfoundations, of an iron unity and conscious proletarian discipline, the new Czechoslovak MarxistLeninist Party will rally in its ranks the best andmost determined elements of the working class andof the other laboring masses, men of revolutionaryaction, of self-denial, and prepared to make sacrifices for the sake of revolution and socialism, people who know that only such a party is capable ofguiding and carrying the great and difficult strugglefacing the Czechoslovak people today through tothe end.The Czechoslovak Communist (Marxist-Leninist)Party will have to wage a consistent all-round andfrontal war. For the struggle for national liberation,the struggle against the Soviet revisionist invaderscannot be waged without, at the same time, -Waging and linking the struggle of liberation with theideological and political struggle against the Soviet and Czechoslovak revisionists who are trying tojustify and perpetuate the occupation of the country,as well as with the ideological and political strug-

gle against imperialism, West German revanchism,the Czechoslovak bourgeoisie and all the differentreactionaries seeking to restore the order of bourgeois exploitation in and hitch Czechoslovakia tothe chariot of the international bourgeoisie. Thus, inside the country the Czechoslovak Communist (Marxist-Leninist) Party has to fight on a tri-fold front ofthe class struggle: against the Soviet revisionist invaders, against the Dubchek-Svoboda revisionist clanand against the revisionist clan of the veterans.

The merciless tit-for-tat struggle against theSoviet revisionist invaders, the ideological and political struggle to expose their demagogical allegedlysocialist and internationalist phraseology andthe armed struggle to drive them away from Czechoslovakia to a man - this is the only correctmotto under which the broad masses of the Czechoslovak people will unite and take action. Nocompromise with and no concessions whatsoever tothe invaders!This struggle is the main weapon also for exposing and smashing politically and ideologically thetwo Czechoslovak revisionist groups, especially theDubchek-Svoboda clique which is trying to speculateon the national moment. In the background of thisstruggle against the invaders the Czechoslovak people will clearly see the real features of this revisionist clique as traitors to the country and collaborators with the invaders in sabotaging and suppressing the people's war.The struggle of the Czechoslovak Communist(Marxist-Leninist) Party can not help being spearheaded also against imperialism and the world reac-16

t ionary bourgeoisie, in particular against U.S. andWest Ge rman imperialism which remains always adan gerous en emy of the freedom of the Czechoslovakpeople and of social ism . The Czechoslovak revolut ionaries will have to see to it that th e Czechoslo-vak wor ki ng class and people keep their vigilancehig h agains t th e enslaving aims of the imperialistsand resolutely expose the aggressive int ent ionscovered up by their demagogy of th e aid theypretend to give them against th e invasion by th eSovi et revisionists.Mapping out aright the tactics of th e revolut ionary struggle, bearing always in mind the struggle against th e invaders and the national moment,all this is of first-rate importance. In this respect,th e Czechoslovak revolutionary Marxist-Leninistshav e a rich expe rie nce accum ulated under th e critical conditions of fighting the nazi invaders as wellas in their struggle for the triumph of socialist revolution in Czechoslovakia. It is obvious that evenunder the actual conditions of Czechoslovakia, subjugated by force of arms , the l ib er at io n s tr ug gl eof the Czechoslovak people can not be waged withsuccess except in the form of an arm ed st ruggle.Th erefore, to train the masses spiritually and materially for the armed struggle, to organize variousacts of sabotage, to secure weapons, r ad io b ro ad ca st ing stations and other means of propaganda andcommunication, to find suitable forms of organizingand linking with the masses of th e people on asbroad a scale as possible under conditions of ruthlessviolence an d repressions by the invaders and theQuisling forces, these are today the major and vital

problems that await solution. And these problemscan be solved only by a genuine Marxist-LeninistParty which, under the existing circumstances, isforced to be set up and act under conditions ofclandestinity without neglecting also the legal meanswhen circumstances allow it.The historical experience has confirmed that,for a correct organization and guidance of revolution and the struggle for liberation, it is essentialto properly determine its motive forces and itsalliances, guarding against all and every sort ofopportunist and sectarian deviation, be theyrightist". or leftist. This is especially importantunder the present complicated conditions in Czechoslovakia where a whole range of contradictionsand forces are at loggerheads. What determines thesuccessful outcome of any combat or endeavor isthe creation by the grassroot organization of a broadpeople's front under the indivisible leadership ofthe Czechoslovak Communist (Marxist-Leninist)Party. Only people's front based on the direct collaboration of the broad masses of workers and of thepatriotic forces under the guidance of the revolutionary Marxist-Leninist Party and not an allianceof chieftains in saloons, can be effective and stable,only such a front can be a powerful factor in thestruggle for freedom and national independence andfor the triumph of socialism.In Czechoslovakia there is a highly developedworking class of fine traditions in revolutionarymovements which can and must be in the van of allthe laboring masses. Under the leadership of theCzechoslovak Communist (Marxist-Leninist) Partyand in alliance with the peasantry and all the patrio-13

tic strata, it will play the decisive role in the strugale for the liberation of the country and the triumph~ f socialism. The Czechoslovak youth, who are of-fering more and energetic and resolute resistance tothe Soviet revisionist invaders and are undertaking bold actions against them, are likewise a majorand active force in the present liberation struggleof the Czechoslovak people, a powerful backing forthe Marxist-Leninist Party. Under the auspices ofthe Party and the working class, they will rejectany poisoning influence by the revisionists and,giving vent to their juvenile enthusiasm, will throwthemselves into the heat of battle for the causeof revolution and socialism in Czechoslovakia.In utilizing the suitable political conjuncturecreated by the occupation regime. an important fieldof action lies also in the campaign to win politicaland ideological positions among the ranks of thepresent Czechoslovak army where most of the sol-diers, sons of workers and peasants, have been filledwith indignation and are revolting against the So-viet revisionist invaders. But one should not nurtureexaggerated illusions about a bourgeoitized army

which is under the command of officers who obeycapitulating orders by Svoboda and other renegadeslike him. Therefore, as the historical experience ofliberation and revolutionary wars points out, theonly correct course to follow is to set up, in the heatof battle, an entirely new, genuinely revolutionaryarmy made up of militants from the rank and file,tempered in battle and actions and not trained inbourgeois and revisionist schools and academies.Without the creation of such an army, brought up,

molded and led by the Marxist-Leninis t revolutionary party it is futile to speak of a liberationstruggle.As an integral part of the great struggle of the

workers and peoples of the whole world who arefighting against their common enemy - the U.S .-ledworld imperialism and its dangerous agents, themodern revisionists, headed by the Soviet leadingclique -, as part and parcel of the world revolutionary movement, the Czechoslovak people's liberation struggle is interlaced and integrated into aclose internationalist unity with the great principledanti-imperialist and anti-revis ionist f ight of theParty of Labor of Albania, of the Communist Partyof China and of all the Marxist-Leninist partiesand revolutionary forces of the world, enjoying theirreliable and unreserved support.

The Czechoslovak Marxist-Leninist revolutionaries consider the creation of the new MarxistLeninist Party and the organization of the liberationstruggle against the invaders and the local revisionisttraitorous clique as their high national and international duty. Czechoslovakia has become today atouchstone and a neuralgic point for all the revolutionary and progressive forces in the WarsawTreaty clan, one of the most important arenas ofthe struggle between revolution and counter-revolution in the revisionist fold. Therefore, the Czechoslovak example, the revolutionary course ofevents in that country can not help exert a directinfluence also in the other countries militarilysubjugated to the Soviet modern revisionists and runby them through revisionist traitorous cliques. to r-ealize that it is their imperat ive duty to launcha l iberation struggle as well.The revolutionary uprising in Czechoslovakia, thefight against the Soviet revisionis t invaders andtheir tools for national liberation and social emancipation, will facilitate and speed up in a particularway the revolutionary process to spread in the SovietUnion, the process of the decomposition and liquidation of the revisionist order in that country and inthe other revisionist countries, they will facilitatethe contacts and ties of the Marxist-Leninists ofthese countries, they will organize and coordinatethe joint actions of the revolutionary vanguard and.finally, they will weaken the moth-eat/ill revisionistfortress in breadth and in depth.
