January 26, 2016 RE: Bill 36, an Act to amend the Trespass to Property Act At the regular meeting of Council for the Township of Wellington North held January 25, 2016 the following resolution was passed: RESOLUTION 2016-033 Moved by: Councillor Burke Seconded by: Councillor McCabe WHEREAS the Township of Wellington North recently passed a resolution to permit Sunday Gun Hunting in Wellington North be effective April 1, 2016; AND WHEREAS in the process of public consultation on permitting Sunday Gun Hunting in the municipality, the issue of trespassing on private property by the general public and hunters was raised; AND WHEREAS a private member’s Bill 36, being an Act to amend the Trespass to Property Act has received first and second reading in the legislature and has now been referred to the Standing Committee on Justice Policy; AND WHEREAS the amendments to the Act in Bill 36 include amending fines ranging from $500.00 to $1,000.00 under Section 2(1) b) and increasing fines to $25,000.00 under Section 12 (1) of the Act; NOW BE IT RESOLVED THAT the Township of Wellington North hereby requests that the Minister of the Attorney General support the provisions in Bill 36 to discourage trespassing on private property; AND FURTHER THAT copies of this resolution be sent to the Standing Committee on Justice Policy, the Minister of the Attorney General, Minister of Natural Resources and Forestry, all municipalities in Ontario, MPP Sylvia Jones, Dufferin-Caledon, MPP Randy Pettapiece Perth- Wellington, MPP Ted Arnott Wellington-Halton Hills, the Ontario Federation of Agriculture and the Ontario Federation of Angler’s and Hunters. February 4th, 2016 VIA EMAIL Honourable Kathleen Wynne Premier and Minister of Agriculture and Food 111 Wellesley Street West Room 281 Toronto ON M7A 1A1 RE: Resolution Requesting that Ontario Cancel RFP for Added Wind Power Generation Dear Premier Wynne, Please be advised that the Council for the Township of Wainfleet, at its meeting held on January 26th, 2016, passed the following resolution:

WHEREAS the Independent Electrical System Operator, under Ministerial Directive, issued an RFP for additional renewable energy generation including 300 MW of wind generation and is considering issuing further RFPs for 2016; AND WHEREAS the December 2015 Auditor General’s report confirmed that Ontario is generating surplus electricity with capacity increasing by 19% in the last 8 years while demand fell by 7.5% in the same period. Additional capacity is not required at this time; AND WHEREAS the Auditor General also reported that the existing Feed In Tariff (FIT) contracts mean that Ontario power consumers will pay a premium of $9.2 billion for renewable power with wind power pricing that is double the prices paid in other jurisdictions; AND WHEREAS the Ontario Chamber of Commerce reports that the escalating price of electricity is undermining their members’ capacity to grow, hire new workers, and attract investment, and that Ontario’s electricity costs are among the highest in North America, making the province uncompetitive for business growth; AND WHEREAS adding wind to Ontario’s grid drives CO2 emissions higher. The Ontario Society of Professional Engineers estimated that wind with natural gas backup produces base-load electricity at about 200 grams of CO2 emissions/kWh compared with the current system average level of 40 grams CO2 emissions/kWh; AND WHEREAS Nature Canada reports that wind power facilities have a substantial negative impact on endangered species including migrating bats and birds as well as destroying habitat for species at risk; AND WHEREAS wind power is an intermittent source of electricity generation meaning that it cannot be used to replace dependable generating capacity without natural gas as a back-up;

NOW THEREFORE BE IT RESOLVED THAT the Council of the Township of Wainfleet requests:

1. That the Province of Ontario exercise its rights in Section 4.13 (12) of the current LRP I RFP to ‘cancel the process at any stage and for any reason’ and not issue any new wind generation contracts;

2. That the Province of Ontario hold off any further renewable procurement process until the capacity is actually required and focus on sources that will actually reduce carbon emissions;

3. That the IESO review the outstanding FIT contracts that have not achieved ‘Commercial Operation’, and vigorously enforce the terms of the FIT contract with a view to eliminating further expensive wind generation capacity being added to the grid.

Council has requested that a copy of this resolution be forwarded to all 444 municipalities in Ontario for their endorsement and support, as well as to local MPP’s, the Progressive Conservative Party of Ontario and the Ontario NDP. Describe your Drinking-Water System

Treated water is supplied to the Town of Aylmer from the Elgin Water Treatment

Plant via the Elgin Area Primary Water Supply System, the Elgin- Middlesex

Reservoir, and the Aylmer Secondary System. When required, two pumps, located at

the Elgin-Middlesex Pumping Station in St. Thomas, pump water to Aylmer through a

450 mm dia. secondary transmission main (the Aylmer Secondary System). The main

leaves the Pumping Station and proceeds along the north side of Hwy #3, through the

Municipality of Central Elgin and Malahide Township until it connects to the Aylmer

Distribution System at Bodkin Ave. Depending on system pressure and demand, the

Secondary System may be used to directly feed the Distribution System or may be used

to fill a 4,300 m3 standpipe located at 23 Myrtle Street. There is a continuous chlorine

monitor, a tower level indicator and pressure sensor located at the standpipe.

The Aylmer Distribution System consists of approximately 42 kilometers of water main

of varying sizes (50 mm to 450mm) and types (cast iron, ductile iron, DR-18 plastic,

transite). There are nine meter chambers, 206 fire hydrants and approximately 350

street valves within the system.
