Surrey Access for All Committee
Ms. Wegleitner, President of the Surrey Access for All Committee, and Mr. Grove, Past President, were in attendance in connection with National Access Awareness Week.
Ms. Wegleitner outlined the special needs group represented by the organization and outlined the history of the Committee. The activities of the Committee have included reviewing the Building Code to assist the disabled. The aim of National Access Awareness Week is to focus on access to transportation, housing, education and recreation, as well as employment for the disabled.
Mr. Grove, Past President, spoke to the right. of the disabled to education.
Alderman Fomich entered the meeting at 7:23 p.m.
Alderman Kerr recognized Mr. Dennis Nystad, who was in the audience, and commended him on the work he has done in the community.
It was Moved by Alderman Robinson Seconded by Alderman Kerr That the Municipal Manager report on
the feasibility of passing a by-law, similar to the one passed in Richmond, to have unauthorized vehicles towed away from designated handicapped parking spaces.

This application is associated with subdivision application 6087-231 requesting subdivision into two one-acre parcels, with one lot fronting 172 Street and the other lot obtaining access from the proposed cul-de-sac terminus on 21A Avenue.

The applicants were requesting rezoning from C-L to R-F(R) of a .18-hectare (.44-acre) property consisting of four existing lots located on 28 Avenue, east of 127 Street near Crescent Beach, to permit the construction of four single family units.

Council recently denied a zoning to' RT-1 for the subject site, which proposed five units und.er strata development.
The Environment & Land Use Committee recommended that Application 5687-507 be approved to' proceed.

The applicants were requesting an amendment to Development Permit No. 6787-312 to allow the construction of two high-rise apartment buildings with a revised design; one a 60-unit seven-storey building, and the other a 100-unit twenty-storey building. Both buildings are located within a 242-unit apartment/townhouse complex between 100 Avenue and 101 Avenue at approximately 139 Street in Whalley.
The Environment & Land Use Committee recommended that Application 6788-0222-00 be referred to the Planning Department.

referred to the Planning Department to address the parking requirement, on-grade visitor parking, and providing sprinklers for the building.

The applicant was requesting rezonj.ng from 1-4 to I-G to permit the construction of a machine shop. Council considered this application on March 9, 1987 and tabled the proposed rezoning from 11-4 to I-G until a report on the 1-4 zone has been considered. A report on the 1-4 zone was considered and approved by Council on March 21, 1988. line with the 1-4 zone review recornmendations and wishes to proceed with the rezoning application.

The applicants were requesting rezclning from R-F to RM-2 of a three-lot site with a total of 2,580 square metres (.64 acres) located at 15334 - 16A Avenue in Semiahmoo, to permit the construction of a 29-unit apartment building.

Mayor Bose advised the Council that he had authorized the removal of acid from Surrey Memorial Hospital to Stokes Pit, where the acid was detonated by the RCME].

Item No. R145 - Revised 1988 Budget for Surrey Museum & Archives. Operation (0290-088)
The Municipal Manager submitted a report from the Parks and Recreation Administrator concerning a revised 1988 Budget for the Surrey Museum and Archives Operation.
The Municipal Manager commented that the report says we have received a $20,000 operating grant for the Museum operation, so we want to allocate these monies as shown in the report. These grants tend to become annual contributions, once an initial award has been made.
The Parks and Recreation Administrator was recommending that the revised 1988 Budget for the Surrey Museum and Archives operation be granted.
The Municipal Manager concurred with the! recommendation of the Parks and Recreation Administrator.

Item No. R150 - Relief Trunk Sanitary Sewer Extension, 149 Street, South of 104: Avenue (4788-852)
The Municipal Manager submitted a report. from the Municipal Engineer indicating a proposed high-rise development at 149 Street and 104 Avenue will include the reconstruction of 149 Street to 103A Avenue, and prior to the completion of the roadworks, it would be prudent to complete the extension of the 600mm trunk sanitary sewer on 104 Avenue, west of 152 Street, stubbed out across 104 Avenue for future extension along 149 Street.

The Municipal Engineer was recommending that the relief trunk sanitary sewer on 149 Street be extended south of 104 Avenue for approximately 100 metres, at an estimated cost of $70,000.
The Municipal Manager commented that the high-rise project (Sunwest) is proceeding in the design process.

The Municipal Manager submitted a report: from the Municipal Engineer indicating tenders were received on April 15th for the supply and placement of dust palliative from the following suppliers:
(1) SHADE TANKERS $0.1386/I4itre $67,636.80 (2) UNITED OIL SERVICES $0.139/IAitre $67,832.00 (3) IMPERIAL PAVING LTD. $0. 189/IJitre $92,232.00
The fourth bid from McTAR PETROLEUM was rejected as they did not meet specifications.
The Municipal Engineer indicated that in light of the small ($195.20) difference between the two lowest tenders, we feel it reasonable to select the second lower bidder who is known and proven to Surrey over the unknown lowest bidder.
The Municipal Engineer was recommending that tender MS.1.11.88, for the supply and placement of approximately 488,000 litres of dust palliative, be awarded to United O i l Services Ltd.
The Municipal Manager concurred with the recommendation of the Municipal Engineer.

Item No. R153 - West Newton Route Change. (4100-001)
The Municipal Manager submitted a report from the Municipal Engineer indicating B.C. Transit had announced changes to Routes 322 (Newton Exchange/Scottsdale Mall) and Route #325 (Newton Exchange/Whalley), planned for implementation on June 27, 1988.
The Municipal Manager commented that in January and February 1988, Council received complaints from residents of Panorama Ridge about reductions in bus service (Route 322). B.C. Transit has now deleted Route 322 and will revise Route 325, severely reducing bus service on Panorama Ridge and providing no bus access along 72 Avenue to Scott Road.
The Municipal Manager was recommending that B.C. Transit be asked to appear before Council to explain the route changes and reductions in service.

The Municipal Manager submitted a report concerning the recommendation of the Municipal Engineer regarding the dedication and construction of a lane by subdivision applicant, Mr. Gurmail Tawana, pursuant to Subdivision By-law No. 8830.
The Municipal Manager commented that:
1. The property that is to be subdivided into Lots 1 though 6 is in a single ownership. That owner will retain Lot 1 after the subdivision has taken place.
2. If the lane is turned to 128A Street, rather than to 128 Street, it would adversely affect the future further subdivision of Lot 1. restrictive covenant. It is intended that it could in future be combined with a portion of Lot 1. If the lane were to cross it, there would be no potential for a further lot fronting on 128A Street.

"WHEREAS every contractor working for the Corporation is legally bound to pay "fair wages" as required by Section 939 of the Municipal Act, to which reference is made i n every Corporation Contract; and
WHEREAS it is essential that the Corporation ensure that all conditions possibly affecting the determination of the suitability of tenderers are clearly set out ahead of time in the tender documents ;
NOW, THEREFORE, BE IT RESOLVED that the Corporation of the District of Surrey negotiate a fully-detailed "fair wage" scale; and be it finally resolved that staff continue to mclnitor the contracting procedures, practices and! fair wage provisions on an ongoing basis. 'I
4. Alderman Higginbotham submitted the following Notice of Motion:
That no further action be taken on 152 Street, between 16 and 20 Avenue, until the Engineering Department has contacted all the merchants along the corridor and considered their opinion; and that the drawings be displayed at the South Surrey Information Meeting. I'
