This May 2005 Edition of the Constitution ofChama Cha Mapinduzi is the 11th Edition sincethe Constitution was first proclaimed in 1977.

It, therefore, incorporates and consolidates allamendments made to the Constitution of Chamacha Mapinduzi in the 1977, 1980, 1982, 1984,1987, 1990, March 1992, September 1992,January 1994, June 1995 and 1997 Editions.

RESOLUTION OF THE JOINT NATIONALCONFERENCE OF TANU AND ASP

WHEREAS WE, the delegates to the Joint NationalConference assembled, represent the entiremembership of TANU and the entire membership ofASP, do hereby in unison and wholeheartedlyunderstand and accept with boundless devotion, theglorious responsibility enjoined upon us by nationalhistory to consolidate national unity, carry out thesocialist revolution in Tanzania and to unflinchinglyrender support to the struggle for liberation in Africaand in other parts of the world;

AND WHEREAS we realise that the struggle for thebuilding of socialism in Tanzania and our ability toparticipate effectively in the African and WorldRevolution depend on the existence of a powerfuland dynamic instrument to spearhead and co-ordinate the revolutionary thought and actions of theworkers and peasants;

AND WHEREAS we acknowledge and treasure theimmortal revolutionary work already accomplishedby TANU and ASP in freeing our people from theindignities of unfettered exploitation, dehumanisationand humiliation, and thus restoring to them their

birth–right to freedom and human dignity;

AND WHEREAS we recognise that the solidaritybetween TANU and ASP on the one hand springsfrom the mutual recognition of our common heritageand destiny, characterised by our deep-rooted spiritof fraternal consultation and co-operation since thedays of our struggle for independence and, on theother hand emanates from our identical Policy ofUjamaa and Self–Reliance;

AND WHEREAS we recognise further that theexistence of two political parties in a One-Partysetting weakens our unity and strength and renders usunable to maximise our determination to carryforward the struggle to build socialism in Tanzaniaand to participate more effectively in the revolutionsthat are occuring in Tanzania, Africa and the world;

AND WHEREAS we are guided and inspired byearlier judicious and revolutionary acts of thefounding fathers of TANU led by Mwalimu Julius K.Nyerere in dissolving the Tanganyika AfricanAssociation and establishing TANU, and of thefounding fathers of ASP led by the late Sheikh AbeidAmani Karume in dissolving the African Associationand the Shiraz Association and establishing ASP, theiroverriding objectives being the formation of strongand dynamic political movements to resolutely carryout their popular struggles for freedom under theconditions then obtaining:

NOW THEREFORE(1) WE, the delegates to the Joint National

Conference of TANU and ASP meeting in Dar esSalaam on this 21st day of January, 1977 underthe joint Chairmanship of Mwalimu Julius K.Nyerere, the President of TANU, and NduguAboud Jumbe, the President of ASP, do herebyunanimously resolve and proclaim thedissolution of the Tanganyika African NationalUnion (TANU) and of the Afro Shiraz Party (ASP)with effect from the 5th day of February, 1977,and the simultaneous establishment of a new andsole political party for the whole of Tanzania,which shall have and exercise supreme authorityon all matters in accordance with theConstitution.

(2) TANU and ASP are being dissolved in dignifiedsolemnity, and they bequeath to us indeliblememories. Let it never be claimed that TANUand ASP resolved to dissolve themselves uponhaving failed to fulfil their objectives. Let theword go forth that TANU and ASP achievedsuccesses unique in Africa by accomplishing theirhistoric mission, and it is those successes whichhave inspired the self–dissolution of the twoparties. History will forever revere TANU andASP as important links in the process of ournational liberation and that of the African



Continent, and history shall forever pay heroictribute to the founding fathers of TANU andthose of ASP for their respective monumentalwork which has been a worthy contributionenabling us today to open this new chapter in thehistory of Tanzania.

(3) We have unanimously resolved to establish anew Party for carrying forward the socialistrevolution in Tanzania and the struggle for theliberation of Africa based upon the foundationconstructed and bequeathed by TANU and ASP.We intend to build the Party we are establishinginto a strong instrument organisationally, resolutein ideology and in its revolutionary actiondesigned to annihilate all forms andmanifestations of exploitation of man by man,and to combat and quell any attempt by anindividual or group of individuals or any nationalinstitution to intimidate, oppress or suppress thepeople or to undermine the economy or nationaldevelopment.

It is our intention that the Party we areestablishing shall have complete and supremeauthority over all public affairs so as to safeguardand further the authentic interests of the workersand peasants.

We intend that the Party we are establishing shallbe the bridge to link Tanzanian revolutionaries toour compatriots and fellow revolutionarieswherever they may be.



PART ONE

NAME, CREED AND OBJECTIVES

1. The name of the Party shall be CHAMA CHAMAPINDUZI, in short “CCM”.

2. CCM’s Headquarters shall be in Dodoma, andthere shall be a Head Office in Zanzibar and aSub-Office of the Headquarters in Dar esSalaam.

3. CCM’s flag shall be green in colour and shallcarry at the top corner of the mast, the symbolsof a hoe and a hammer to represent the peasantsand the workers respectively.

4. Chama Cha Mapinduzi believes that:-1) All human beings are equal.2) Every person is entitled to respect and

recognition of his or her human dignity.3) Socialism and Self–Reliance is the only way

to build a society of equal and freeindividuals.

5 The aims and objectives of CCM shall, therefore,be as follows:-1) To win central and local government

elections in Tanzania Mainland and Zanzibarin order to form and exercise control of both

the central and local governments in theUnited Republic of Tanzania on the onehand and Zanzibar on the other.

(2) To consolidate and defend theindependence of our country and thefreedom of its citizens.

(3) To promote the building of socialism andself–reliance on the basis of the ArushaDeclaration.

(4) To supervise implementation of CCM’spolicies and to maintain and carry forwardthe ideological line of the founding fathers ofTANU and ASP as enunciated in variouswritings of the two parties.

(5) To ensure that every person has the right toreceive from society the protection of his orher life and of property held in accordancewith the law.

(6) To ensure that every able-bodied person inour country works; and work means anylawful activity through which a person earnshis or her livelihood.

(7) To oversee and protect the right anddevelopment of the peasants, workers andother people engaged in lawful self-relianceactivities; and especially to ensure that everyperson has the right to receive a fair and justreturn to his labour.

(8) To ensure that through the use of organsduly established, every citizen enjoys theright to participate fully in decision-making



on national affairs and matters affecting himor her; and that he or she has the right tofreedom of expression, of movement, ofreligious belief and of association within thecontext of the law;

(9) To ensure that our country is governed inaccordance with democratic and socialistprinciples.

(10) To preserve, foster and maintain the creedand revolutionary spirit among Tanzaniansand co-operation with fellow revolutionarieswherever they may be.

(11) To safeguard the inherent dignity of theindividual in accordance with the provisionsof the Universal Declaration of HumanRights.

(12) To ensure that the State is the custodian ofthe national economy;

(13) To ensure that the Government and allpublic institutions actively assist in theformation and development of co-operativeand socialist ventures, and other lawful self-reliance activities of the people;

(14) To ensure that the national wealth is utilisedfor the development of the people, andprimarily for the eradication of poverty,ignorance and disease.

(15) To ensure that the Government and allpublic institutions provide equalopportunities to all citizens, women andmen alike, irrespective of a person’s colour,



tribe, religion or status;(16) To ensure that our country is free from all forms

of injustice, intimidation, discrimination,corruption, oppression and/or favouritism.

(17) To continue the fight against neo–colonialism,imperialism and all kinds of discrimination.

(18) To strengthen fraternal relations with allpolitical parties in other countries withsimilar ideological orientation and whichtruly oppose colonialism, neo-colonialism,imperialism and any form of discrimination.

(19) To co- operate with other parties in Africa forthe purpose of bringing about African unityand to ensure that Government promotesand strengthens good neighbourliness.



PART TWO

MEMBERS AND LEADERS

SECTION IMEMBERS

6. Every person who was a member of TANU orASP immediately before the dissolution of theseparties and who fulfilled the membershipconditions thereof shall become a member ofChama Cha Mapinduzi, unless he or she decidesotherwise.

7. Any citizen of Tanzania who has attained the ageof 18 years may, if he or she accepts the creed,objectives and aims of Chama Cha Mapinduzi,become a member of CCM.

8. A person admitted into CCM or who continuesto be a member thereof, shall satisfy thefollowing criteria:(1) Respects others.(2) Endeavours to understand, propagate,

defend and implement CCM ideology andpolicies.

(3) Believes that work is a measure of humandignity and actively puts that belief intopractice.

(4) Cooperates with others.

(5) Is always in the forefront in the discharge ofpublic affairs, in accordance with CCMGuidelines.

(6) By his words and deeds, is constantly ofexemplary conduct; is trustworthy and is neithera drunkard nor a loiterer.

(7) Is either a peasant or a worker or is engaged inany other lawful self-reliance activity.

9. A person who wishes to become a member, shall fillin an application form and submit it to the BranchSecretary within his or her residential area.

10. The Political Committee of the Branch ExecutiveCommittee shall consider the application andmake the final decision.

11. CCM shall have a training programme for itsmembers on the beliefs, aims and objectives ofCCM policy in general.

12. (1) A person who wishes to become a memberis obliged to do the following:-(a) Pay a membership admission fee.(b) Pay monthly membership fees but may,

if he or she so wishes, pay at oncemembership fee for the whole year.

(c) Pay any contributions as may be decided.(2) Rates for membership admission, monthly

subscriptions and other contributions shall beprescribed by the National Executive Committee.

13. (1) Membership shall cease upon:(a) Resignation.(b) Termination in accordance with the

provisions of this Constitution.(c) Expulsion in accordance with the

provisions of this Constitution.(d) Failure to fulfil membership conditions.(e) Joining any other political party.

(2) A member whose membership ceases forany reason, shall not be refunded theadmission fee, membership subscription orany other fee he or she may have paid.

(3) Where a member who has been terminatedor expelled wishes to rejoin CCM, he or sheshall have to reapply and submit his or herapplication to the District ExecutiveCommittee or the party organ whichterminated or expelled him or her.

(4) Where a member who has resigned wishes torejoin CCM, he or she shall have to reapply inkeeping with the membership applicationprocedure laid down in the CCM Constitution.

14. Every member shall be entitled to enjoy thefollowing rights:-(1) The right to participate in all CCM activities

in line with the prescribed procedure.(2) The right to attend and express views at

CCM meetings in which he or she is entitledto participate in accordance with theConstitution .

(3) The right to be elected as CCM leader andthe right to elect his or her party leaders inaccordance with the CCM Constitution,guidelines and procedures.

(4) The right to appear and defend himself orherself before the relevant CCM organs inrelation to any charges brought against himor her, and the right to appeal to higherCCM organs, if any, where he or she isaggrieved by the verdict given.

(5) The right to have access to any CCM leadersubject to complying with laid-downprocedures.

15. Every member shall have the followingobligations:-(1) To know that Chama cha Mapinduzi has

strength and capability which stem from theunity of its members, CCM’s correctideological line and its acceptability by themasses. Therefore to defend and enhancethese qualities is the foremost obligation ofevery member.

(2) To serve his or her country and all thepeople by discharging his or herresponsibilities without fear, ill-will or favourfor his or her own self, friends or relatives.

(3) To devote himself or herself to theelimination of poverty, ignorance, diseaseand injustice, and generally to actively co-operate with others in building our nation.

(4) To remain at all times a truthful, trustworthyand loyal citizen of Tanzania.

(5) To bear complete faith in and actively putinto practice CCM’s policy of socialism andself-reliance.

(6) To endeavour constantly to acquire moreeducation to the best of his/her ability and toput the education so acquired to the serviceof all.

(7) To exercise self- criticism and to accept to becriticised so as to have correct orientation ofCCM policy.

(8) To pay membership subscriptions promptlyand never to be in arrears.

(9) To attend CCM meetings which he or she isentitled to attend.



SECTION II

LEADERS

16. A CCM leader is any member who holds anyoffice in the party, whether elective or appointivein accordance with the provisions of theConstitution.

17. In addition to fulfilling membership conditionsstipulated in the Constitution, a leader is alsorequired to have the following attributes:-(1) He or she should be a contented person

who is not avaricious or overwhelmed byambition.

(2) He or she should be a person committed toextending the benefits derived fromIndependence to all the people for theirbenefit and national development ingeneral.

18. It is prohibited for a leader to:-(1) Use his or her leadership position for

personal gain or favouritism, or for anypurpose other than that for which the officeis intended.

(2) Receive any undeserved income, give orreceive a bribe, indulge in any illicit practiceor any other activity contrary to what theoffice is intended for.

19. (1) Leadership shall cease by:(a) Resignation(b) Termination in accordance with the

Constitution.(c) Expulsion in accordance with the

Constitution.(d) Voluntary retirement.(e) Joining another political party.

(2) A leader who has been either terminated orexpelled may re-apply for any leadershipposition and his or her application shall beconsidered and decided upon by the partyorgan which terminated or dismissed him orher from leadership.

20. (1) A member who contests for any singleleadership position in CCM shall not beaccepted as duly elected until he or she pollsmore than half of the valid votes cast.

(2) In an election to fill in a number of the samevacant posts at once, those who receivehigher votes shall be declared duly electedirrespective of whether the said votes areless than half of the valid votes cast.

PART THREE

CCM ORGANS

SECTION ITHE CELL ORGANS

21. The primary organ of CCM shall be the Cell. It isat this level that each member shall be requiredto prove his or her commitment by fulfillingmembership obligations. Further, this is wherethe Party begins to display its identificationsymbols, such as the flag.

22. (1) There shall be the following categories ofParty Cells.(i) Cells within the Country

(a) Cells constituted in residentialareas.

(b) Special cells constituted at CCMoffices, mass organisations underCCM and other CCM institutions.

(c) Wakereketwa/Maskani Cellsconstituted by CCM members afterthe approval of the District PoliticalCommittee.

(ii) Cells outside the Country Cells outside the country in areas whereCCM members reside and which areconstituted with the approval of the

Central Committee of the NationalExecutive Committee.

(2) For a Cell to be constituted there should bea minimum of five members.

(3) Every cell within or outside the country andevery special cell, shall elect a leader accordingto established procedures who will be knownas the Ten Cell Leader.Further, every Wakereketwa/Maskani Cellshall elect a leader according to establishedprocedures who will be known as theChairperson.

(4) Every Cell with not less than ten members shallelect a committee entitled Cell LeadershipCommittee of five members including the TenCell Leader or Chairperson.The Committee Secretary shall be elected bythe Cell Leadership Committee.

23. In addition to discharging any other generalmembership obligations, every Cell shall becharged with the following duties;(1) To defend and enhance CCM policy at thecell level.(2) To ensure that there is protection and

security for the people in its area ofjurisdiction.

(3) To propagate the CCM ideology and policyin the cell.

(4) To implement fully decisions and directives ofhigher CCM organs and of the Government;

24. There shall be the following Cell meetings:(1) The Cell Annual Conference.(2) The Cell Assembly.(3) The Cell Leadership Committee where

applicable

25. (1) The Cell Annual Conference will consist ofthe following delegates:(a) Cell Leader / Chairperson.(b) Members of the Cell Leadership

Committee (where applicable)(c) All other cell CCM members.

(2) The Cell Annual Conference is the supremeorgan of the Party at cell level.

(3) The Cell Annual Conference shall ordinarilybe held once a year, but may be held anyother time whenever it is deemed necessaryor on the direction of higher party organs.

(4) The Cell Leader/ Chairperson shall presideover all meetings of the Cell AnnualConference. Where the cell Leader /Chairperson is unable to attend the meeting,the members present may elect one of theirnumber to preside over that meeting.

26. The Functions of the Cell Annual Conferenceshall be as follows:-(1) To consider reports on CCM activities at cell

level and give guidance on the

implementation of CCM policy for the nextperiod.

(2) To discuss all matters pertaining todevelopment in general at the Cell level.

(3) To ensure that resolutions and directivesfrom higher party organs are implementedaccordingly.

(4) During elections, the Cell AnnualConference shall perform the followingfunctions:-(a) To elect the Cell Leader/ Chairperson.(b) To elect members of the Cell Leadership

Committee where applicable

27. (1) There shall be a meeting of the cell Assemblyat each Cell.

(2) The Cell Assembly shall discuss issues ofinterest to CCM and the people in generalwhere the Cell exists, such as defence,security and development in the relevantarea and to submit members’recommendations to higher party organs.

(3) It shall cast preferential votes for CCMmembers who contest for the position ofChairperson of Kitongoji/ Mtaa in the LocalGovernment Elections.

(4) The Cell Assembly shall be held not less thanonce in a month.

(5) The quorum in all Cell meetings shall bemore than a third of the members eligible toattend such meetings.

(6) The Cell Leader/ Chairperson shall presideover all Cell meetings, but if the Cell Leader/Chairperson is unable to attend, one of theirnumber shall be elected to preside over themeeting.

28. The Cell Leadership Committee, whereapplicable in keeping with the Constitution, shallconsist of the following members:(1) The Cell Leader/ Chairperson(2) Four members of the Cell Leadership

29. The functions of the Cell Leadership committeeshall be:-(1) To guide and supervise implementation of all

CCM decisions and work performance at theCell.

(2) To prepare ground work for all CCMmeetings at the Cell.

30. (1) The Cell Leader/ Chairperson shall beelected by the party’s Cell AnnualConference. He/she shall hold office for aterm of five years, but may be re–electedupon expiry of that term.

(2) Shall have authority to oversee CCM mattersand work performance in the cell.

(3) Shall be the members’ link within the Cell.(4) Shall be responsible for publicity and

her area of jurisdiction. (5) Shall have the duty to keep cell members

informed about all CCM decisions, to leadand involve them in the implementation ofsuch decisions and to forward theirrecommendations to higher party organs.

(6) Shall have the duty to follow-upimplementation of all political issues at theCell.

(7) Shall have the duty to forge good relationsamong residents in his or her area ofjurisdiction with a view to creatingconditions for peace and tranquillity.

(8) Shall head the Leadership Committee whereapplicable.

(9) Shall be the Chairperson of the Cell AnnualConference and the Cell Assembly.

(10) At the meetings over which he or shepresides, besides having his or her ordinaryvote, the Cell Leader/ Chairperson shall castthe final vote if a tie in the votes occurs.



SECTION II

THE BRANCH ORGANS

31. (1) There shall be four types of CCM Branches,namely:-(a) Branches constituted in villages, which

shall be known as Village Branches.(b) Branches constituted in urban

residential areas, which shall be knownas Mtaa branches.

(c) Special branches constituted at CCMoffices, CCM organisations and otherinstitutions managed by CCM.

(d) Branches constituted outside thecountry, where there are many CCMmembers living in different areas andhaving their respective cells. TheseBranches shall only be constituted withthe approval of the Central Committee.

(2) A branch shall only be constituted wherethere are not less than fifty members and notmore than six hundred members.

32. There shall be the following Party organs at eachBranch:-(1) The CCM Branch Conference(2) The CCM Branch Assembly(3) The CCM Branch Executive Committee(4) The Political Committee of the Branch

(5) The Secretariat of the Branch ExecutiveCommittee.

33. (1) The Branch Conference shall consist of thefollowing delegates:(a) The CCM Branch Chairperson(b) The CCM Branch Secretary(c) The Branch Political and Publicity

Secretary.(e) All members of the CCM Branch

Executive Committee.(f) Chairperson of the Village or

Mtaa/Kitongoji government from CCMand who resides within the Branch or itsMtaa/Kitongoji.

(g) All delegates to the CCM WardConference who live in the Branch.

(h) All delegates to the CCM DistrictConference who live in the Branch.

(i) Cell Leaders in the Branch.(j) Chairpersons of CCM Wakereketwa/

Maskani Cells within the Branch.(k) Three CCM members from each of the

organisations affiliated to CCM andassociated with the Branch.

(l) A Ward Councillor endorsed by theBranch.

(m) All other Branch members. (2) The Branch Conference is the supreme

CCM organ at the Branch level.

(3) The Branch Conference shall ordinarily beheld once in a year, but may be held at anyother time when need arises or upon thedirection of a higher party organ.

(4) The Branch Chairperson shall preside overthe Branch Conference. But in case theBranch Chairperson is unable to attend, themembers present shall elect any one of theirnumber to preside over that meeting.

34. The functions of the Branch conference shall beas follows:-(1) To receive and discuss performance reports

of the Branch Executive Committee on CCMParty work in the Branch and providedirectives on the implementation of CCMpolitical work in the ensuing period.

(2) To ensure that resolutions and directivesfrom higher Party organs are implementedaccordingly.

(3) To discuss all issues concerning defence andsecurity and development in general at theBranch.

(4) During election time, the BranchConference shall discharge the followingduties:(a) Elect the CCM Branch Chairperson;(b) Elect five delegates to attend the CCM

Ward Conference;(c) Elect one delegate to attend the CCM

Executive Committee.(e) Cast preferential votes for CCM

members who seek to contest for theposition of Village Chairperson, VillageCouncil members, Mtaa Chairperson,Mtaa Committee members during localgovernment elections.

(5) To constitute CCM Branch Conferencecommittees whenever it is deemednecessary.

35. (1) There shall be a CCM Branch Assembly ateach Branch.

(2) This meeting shall discuss all issues ofinterest to CCM and the public within theBranch, such as defence and security anddevelopment issues.

(3) The CCM Branch Assembly shall beconvened once in every three months, butmay be convened more than once if it isnecessary or upon a directive of a higherParty organ.

(4) The quorum for the CCM Branch Assemblymeetings shall be more than one third of thebona fide members required to attend suchmeetings.

(5) The Branch Chairperson shall preside overall meetings of the CCM Branch Assembly. Ifhe/she is unable to attend, one of their

36. (1) The Branch Executive Committee shallconsist of the following members:-(a) The CCM Branch Chairperson;(b) The CCM Branch Secretary;(c) The Branch Political and Publicity

Conference;(f) Branch Chairperson and Secretary of

each Mass Organization affiliated toCCM;

(g) Five delegates to the Ward Conferenceelected by the Branch Conference;

(h) Chairpersons of the Village/Mtaagovernment from CCM who reside atthe Branch;

(i) One delegate of the CCM DistrictConference elected by the CCM BranchConference;

(j) Three delegates who are CCMmembers from each of the MassOrganizations affiliated to CCM, whorepresent their organizations at theCCM Branch Conferences;

(k) Mtaa Chairpersons from CCM whoreside at the Branch;

(l) A Councillor proposed by the Branch;(m) All Cell Leaders/Chairpersons from

within the Branch;(2) The Branch Executive Committee shall hold

ordinary meetings once in every threemonths but may hold an extraordinarymeeting at any other time when need arises.

(3) The Branch Chairperson shall preside overall meetings of the Branch ExecutiveCommittee. But when the Chairperson isunable to attend any meeting, the BranchSecretary shall preside over the meeting.

37. The functions of the Branch ExecutiveCommittee shall be:-(1) To guide and supervise the building of

Socialism and Self – Reliance within the areaof the Branch.

(2) To propagate party policy and explain CCMprogrammes to Branch members and to findappropriate ways of consolidating CCMwithin the Branch.

(3) To agitate on the implementation of theCCM Election Manifesto, participate inelection campaigns and in any othercampaigns within the Branch.

(4) To ensure that there are defence andsecurity arrangements in the area of theBranch.

(5) To observe the behaviour and conduct ofCCM members and leaders at the Branch in

(6) To provide leadership to all the Cells of theBranch in the practical and appropriate mannerfor the purpose of strengthening CCM.

(8) During elections, the Branch ExecutiveCommittee shall perform the followingfunctions:(a) To consider and make final nominations

for candidates seeking election to theCell Leadership.

(b) To elect the CCM Branch Secretary.(c) To elect the Branch Political and

Publicity Secretary; (d) To elect the Branch Economics and

Finance Secretary.(e) To consider and make recommendations

to the Ward Executive Committee onCCM members who seek to contest for theposition of Mitaa/Vitongoji Chairpersons inaccordance with the local governmentelection law.

(f) To elect from among its membershipfive members of the CCM BranchExecutive Committee.

(9) To fill in vacant leadership positions at the



Branch, except for the position of theBranch Chairperson.

(10) To establish such Committees as it maydeem appropriate for the betterimplementation of CCM policies andactivities within the Branch.

(11) To receive and discuss reportsfrom sub–Committees concerning theimplementation of Party work at the Branch.

(12) To receive, consider and decide onrecommendations of lower CCM organs.

(13) To establish the Branch Security and EthicsCommittee.

38. (1) The Political Committee of the BranchExecutive Committee shall consist of thefollowing members:(a) The CCM Branch Chairperson.(b) The CCM Branch Secretary.(c) The CCM Branch Political and Publicity

Executive Committee from among itsmembers.

(f) The Chairperson of the Village governmentfrom CCM and who resides at the Branch.

(2) The Political Committee of the CCM BranchExecutive Committee shall meet not lessthan once in a month.

(3) The CCM Branch Chairperson shall presideover all meetings of the Political Committeeof the Branch Executive Committee. But ifthe Chairperson is unable to attend, theCCM Branch Secretary shall preside overthat meeting.

39. The functions of the Political Committee of theCCM Branch Executive Committee shall be:-(1) To provide political leadership within the

area of the Branch.(2) To propagate CCM ideology and policy

within the area of the Branch.(3) To prepare strategies for election campaign and

other campaigns within the area of the Branch.(4) To supervise the day to day implementation

of the CCM policies and decisions under theCCM Branch Executive Committee.

(5) To prepare plans for revenue generation,exercises, proper supervision of theirimplementation, maintain proper control ofincome, expenditure and properties of theParty at the Branch.

(6) During elections, the Political Committee ofthe CCM Branch Executive Committee shallperform the following functions:-(a) To consider and make recommendations

to the CCM Branch Executive

(9) To ensure that there are defence andsecurity arrangements for the public withinthe Branch.

40. The Secretariat of the CCM Branch ExecutiveCommittee shall consist of the following members:(a) The CCM Branch Secretary who shall be the

Chairperson.(b) The Branch Political and Publicity Secretary.(c) The Branch Economics and Finance

Secretary.(d) Branch Secretaries of Mass Organizations

affiliated to CCM.


The BranchSecretariat


41. (1) The responsibilities of the Secretariat of theBranch Executive Committee shall be asfollows:(a) To guide and supervise CCM activities at

the Branch.(b) To organize for all CCM meetings at the

Branch.(2) Responsibilities of the Secretariat of the

Branch Executive Committee shall bedischarged through the following offices:-(a) CCM Branch Secretary.(b) Branch Political and Publicity

Department.(c) Branch Economics and Finance

Department.(d) Branch Organisation Department.

(3) Every Department shall be headed by aSecretary of the Branch Executive Committee,except that the CCM Branch Secretary shall alsobe the Organisation Secretary at the Branch.

42. (1) There shall be the following CCMleaders ateach Branch:-(a) The CCM Branch Chairperson.(b) The CCM Branch Secretary(c) The Branch Political and Publicity

(4) In the meetings which he or she presides,besides having his or her ordinary vote, theBranch Chairperson shall cast the final voteif there occurs a tie in the votes.

44. (1) The CCM Branch Secretary shall be electedby the Branch Executive Committee. He orshe shall hold office for a term of five yearsand may be re–elected at the expiry of thatterm.

(2) He or she shall be the Chief Executive of theparty at Branch level and shall work underthe guidance of the CCM Branch ExecutiveCommittee. His/her responsibilities shall beas follows:(a) To co- ordinate all CCM activities at the

Branch.(b) To convene and preside over the

meetings of the Secretariat of the CCMBranch Executive Committee forpurposes of consultation, preparingagendas for the Branch Political

(c) To supervise administrative andoperational duties at the Branch.

(4) Shall be the Director of Elections at theBranch.

(5) Shall deal with all party matters pertaining toOrganisation at the Branch, namely:(a) All issues concerning party members.(b) Follow- up on party meetings and

decisions arising therefrom.(c) Supervision of Mass Organisations

affiliated to CCM and Party Elders.(d) Supervision of all issues concerning

elections within the Party at Cell andBranch levels and elections ofrepresentatives to State Organs.

(6) Overseeing the Constitution, Structure,Guidelines and Procedures of the Party andof Mass organisations affiliated to CCM.

45. The Branch Political and Publicity Secretary shallbe elected by the CCM Branch Executive

Committee and shall deal with all political andpublicity matters at the Branch. His or herresponsibilities shall be the following:-(a) To supervise, propagate and explain all

issues regarding party ideology, policy, andprogrammes at the Branch.

(b) To deal with the training and preparation ofparty cadres and members at the Branch.

(c) To follow-up on the implementation of CCMprogrammes on Community Developmentand the CCM Election Manifesto at theBranch.

(d) To come up with programmes to liaise withand mobilise the people at the Branch level.

(e) To follow-up the political environment andthe impact and strength of oppositionpolitical parties within the Branch area.

(f) To monitor the activities and impact ofNon–Governmental and Civil Organisationswithin the Branch.

46. The Branch Economics and Finance Secretaryshall be elected by the CCM Branch ExecutiveCommittee and shall deal with all economic andfinancial matters at the Branch. His or herresponsibilities shall be as follows:

(a) To sensitize and follow-up theimplementation of CCM economicprogrammes within the area of theBranch.

(b) To devise systems of raising revenue forthe Party in the Branch.

(d) To control income and expenditure ofparty revenue and furnish the BranchPolitical Committee with reports on thesame.

SECTION III

THE WARD ORGANS

47. Every ward in Mainland Tanzania with not lessthan two CCM Branches and every Ward inZanzibar shall have the following CCM organs:(1) The Ward Conference.(2) The Ward Executive Committee.(3) The Political Committee of the Ward

Executive Committee.(4) The Secretariat of the Ward Executive

Committee.

48. (1) The Ward Conference shall consist of thefollowing delegates:(a) The Ward Chairperson (b) The Ward Secretary(c) The Ward Political and Publicity

Secretary(d) The Ward Economics and Finance

Secretary. (e) The CCM Member of Parliament and

Member of the House of Representativesof the relevant Constituency.

(f) All CCM Branch Chairpersons in theWard.

(g) All CCM Branch Secretaries in theWard.

(h) All CCM Branch Political and PublicitySecretaries in the Ward.


Ward Organs

(i) All Branch Economics and FinanceSecretaries in the Ward.

(j) Five Delegates elected by each CCMBranch Conference to attend the WardConference.

(k) Five delegates elected by the CCMWard Conference to join the WardExecutive Committee.

(l) Ten delegates elected by the CCM WardConference to attend the CCM DistrictConference.

(m) Delegates elected by the CCM WardConference to attend the CCMRegional Conference, one from eachWard in Tanzania Mainland and fivefrom each Ward in Zanzibar.

(n) All Chairpersons of Village governmentsfrom CCM in the Ward.

(o) All Councillors from CCM who reside inthe Ward.

(p) All members of the District ExecutiveCommittee who reside in the Ward.

(2) The Ward Conference is the supreme organof CCM at the Ward level.

(3) The CCM Ward Conference shall ordinarilybe convened once in every year, but may beconvened more than once if it is necessaryor upon directive of a higher Party organ.



(4) The CCM Ward Chairperson shall presideover all meetings of the CCM WardConference. But in case the WardChairperson is unable to attend, themembers present shall elect any one of theirnumber to preside over that meeting.

49. The functions of the CCM Ward Conference shallbe as follows:-(1) To receive and discuss reports of the Ward

Executive Committee on CCM Party work inthe Ward and give direction on theimplementation of Party work in the ensuingperiod.


(3) To discuss all issues concerning defence andsecurity and development in general in theWard.

(4) During elections, the CCM WardConference shall perfom the followingfunctions:(a) To elect the CCM Ward Chairperson.(b) To elect five members of the Ward

Executive Committee.(c) To elect five delegates of the

Constituency Conference and tendelegates of the District Conference.

(d) To elect delegates of the RegionalConference, one from each Ward in

Tanzania Mainland and five from eachWard in Zanzibar.

(5) To form committees of the CCM WardConference whenever it is deemed fit.

(6) To cast preferential votes for CCM memberswho are contesting for the position ofCouncillor. For the purpose of castingpreferential votes, delegates to the WardConference shall be as follows:-(i) All delegates mentioned in Article 48 (1)

( a- p) of this Constitution. (ii) All members of the Political Committee

of each CCM Branch within the Ward.(iii) All members of the Implementation

Committees of the Ward MassOrganizations affiliated to CCM: Youth,Organisation, Women Organisation,and Parents Association.

(iv) All Cell Leaders/Chairpersons in theWard.



50 (1) The CCM Ward Executive Committee shallconsist of the following members:-(a) The CCM Ward Chairperson.(b) The CCM Ward Secretary.(c) The Ward Political and Publicity

Secretary.(d) The Ward Economics and Finance

Secretary.(e) CCM Member of Parliament and

Member of the House ofRepresentatives of the relevantconstituency.

(f) The Ward Councillors from CCM.(g) Five members elected by the Ward

Conference.(h) All CCM Branch Chairpersons in the

Ward.(i) All CCM Branch Secretaries in the

Ward.(j) All CCM Branch Political and Publicity

Secretaries.(k) All CCM Branch Economics and

Finances Secretaries.(l) Members of the District Executive

Committee who reside in the Ward.(m) Ward Chairperson, Secretary and one

CCM member from each massorganisation affiliated to CCM.

(2) The CCM Ward Executive Committee shallbe convened once in every three months,but may hold an extraordinary meeting atany other time when need arises.


Ward ExecutiveCommittee


(3) The CCM Ward Chairperson shall presideover all meetings of the CCM WardExecutive Committee, but in case theChairperson is unable to attend, the CCMWard Secretary shall preside over thatmeeting.

51. The functions of the CCM Ward ExecutiveCommittee shall be as follows:-(1) To lead and supervise the building of

Socialism and Self–Reliance in the Ward.(2) To oversee propagation of the CCM ideology

and Policy, to explain to all branches in theWard about CCM’s programmes and todevise appropriate strategies ofstrengthening CCM in the Ward.

(3) To formulate strategies for electioncampaigns and other campaigns.

(4) To agitate on the implementation of theCCM Election Manifesto and supervise theimplementation of CCM’s policies andresolutions in general .

(5) To ensure that there are defence andsecurity arrangement in the Ward.

(6) To provide leadership to the CCM BranchExecutive Committees on suitable means ofstrengthening the Party in the Ward.

(7) To monitor the behaviour and conduct ofCCM members and leaders and whenevernecessary report to appropriate Party organs.


Functions of theWard ExecutiveCommittee


(8) To deliver to the Branches resolutions anddirectives from higher Party organs andlikewise convey to higher Party organsrecommendations from Branches.

(9) During elections, the CCM Ward ExecutiveCommittee shall perform the followingfunctions:-(a) Elect the CCM Ward Secretary.(b) Elect the Ward Political and Publicity

Secretary.(c) Elect the Ward Economics and Finance

Secretary.(d) Elect three members from amongst its

membership to be in the PoliticalCommittee of the Ward ExecutiveCommittee.

(e) In respect of Mainland Tanzania it willconsider and make final nominations ofCCM Members who seek to contest forpositions of Mtaa Chairpersons in theWard.

(f) Make final nominations of CCMmembers who seek to contest for thepositions of Branch Chairperson andSecretary of mass organizationsaffiliated to CCM as well as memberswho wish to represent the massorganizations in the CCM Ward’sBranch organs.



(10) To fill in, on behalf of the CCM WardConference, all vacant leadership positions,save for the position of the WardChairperson.

(11) To receive, endorse and decide onrecommendations of lower CCM organs.

(12) To suspend membership of any memberwhose behaviour and conduct have erodedhis or her membership qualifications.However, a Ward in Tanzania Zanzibar shallobserve the behaviour and actions of bothCCM members and leaders and whenevernecessary to report on them to theappropriate organs.

(13) To establish small committees as it may seemappropriate for the better implementation ofCCM activities in the Ward.

(14) To receive and discuss reports from WardImplementation Sub-committees on CCMactivities as well as from CCM WardConference Committees.

(15) To establish the Ward Security and EthicsCommittee.

52 (1) The Political Committee of the WardExecutive Committee shall consist of thefollowing members:-(a) The CCM Ward Chairperson.(b) The CCM Ward Secretary(c) The Ward Political and Publicity

Secretary.

53. The functions of the Political Committee of theWard Executive Committee shall be as follows:(1) To provide political leadership in the Ward.(2) To propagate the CCM ideology and policies

of CCM in the Ward.(3) To prepare strategies for election campaigns

and other campaigns in the Ward.(4) To supervise the day to day implementation

of CCM activities in the Ward under theguidance of the Ward Executive Committee.


Functions of theWard PoliticalCommitee


(5) To suspend from leadership any leader at theBranch or Cell level when it is proved thatthe leader’s behaviour and conduct haveeroded his or her leadership qualifications.

(6) To prepare plans for revenue generation forthe Party, provide strict supervision of thesaid plans and to exercise control overincome and expenditure as well as Partyproperty in the Ward.

(7) During elections, the Political Committee ofthe Ward Executive Committee shallperform the following functions:-(a) To consider and make

recommendations to the PoliticalCommittee of the District ExecutiveCommittee on candidates contesting forleadership positions through the Ward.

(b) To consider and make recommendationsto the Political Committee of the CCMDistrict Executive Committee on thecandidates contesting for positionof Councillor, Mtaa Chairperson,membership to Mtaa Committee,Village Chairperson and membershipto the Village Council in accordancewith the local government law.

(c) To consider and make final decision onmembers in the Ward seeking to beelected members to the BranchExecutive Committee, delegates to theCCM Ward conference, Constituency



and District Conferences from eachCCM Branch.

(d) To consider and make recommendationsto the Ward Executive Committee onCCM members seeking to be electedBranch Chairpersons and secretaries ofMass Organizations affiliated to CCM,and to represent the Mass Organisationsin the CCM Ward organs.

(8) To organize meetings of the CCM WardExecutive Committee.

(9) To ensure that there are defence andsecurity arrangements in the Ward.

54. The Secretariat of the Ward ExecutiveCommittee shall consist of the followingmembers:-(a) The CCM Ward Secretary who shall be the

Chairperson.(b) The Ward Political and Publicity Secretary..(c) The Ward Economics and Finance Secretary. (d) Ward Secretaries of Mass Organisations

57. (1) The Ward Chairperson shall be elected bythe Ward Conference and shall hold officefor a term of five years and may be re –elected at the expiry of that term.

(2) Shall have overall responsibility for all Partyaffairs in the Ward.

(3) Shall preside over meetings of the WardConference, Ward Executive Committeeand the Political Committee of the WardExecutive Committee.


Ward Leaders

Ward.(b) Convene and preside over the meetings

of the Secretariat of the Ward ExecutiveCommittee for the purpose ofconsultation, preparation of agenda ofthe Political Committee and to takeaction on the implementation ofdecisions of CCM.

(c) Supervise administrative and operationalduties in the Ward.

(d) To co-ordinate issues on security andethics in the Ward.

(e) To exercise proper control of the financesand property of the Party in the Ward.

(3) To convene meetings of the PoliticalCommittee, Ward Executive Committee andWard Conference after consultations withthe Ward Chairperson.


The WardSecretary


(4) Shall be the Director of Elections in theWard.

(5) Shall deal with all Party matters pertaining toOrganisation in the Ward, which are:-(a) All issues concerning members.(b) Follow up on meetings and decisions of

Party meetings.(c) Supervise Mass Organisations affiliated

(6) Oversee the Constitution, Structure, andGuidelines of the Party and of MassOrganisations affiliated to CCM

59. The Ward Political and Publicity Secretary shall beelected by the Ward Executive Committee andshall deal with all political and publicity issues inthe Ward. His or her responsibilities shall be thefollowing:-(a) To supervise, propagate and explain all matters

on CCM ideology and policies in the Ward.(b) To prepare and supervise training

programme of Party cadres and members inthe Ward.

(c) To follow up the implementation of CCMpolicies on community development andthe CCM Election Manifesto in the Ward.

(d) To manage programmes of communicationsand mass mobilisation in the Ward.

(e) To follow up the political environment andmovements of political parties within the Ward.

(f) To monitor the activities and impact ofnon–governmental and civil organisations inthe Ward.

60. The Ward Secretary for Economics and Financeshall be elected by the Ward ExecutiveCommittee and shall deal with all economic andfinancial issues in the Ward. His or herresponsibilities shall be as follows:-(a) To mobilize and follow up the

implementation of economic policies ofCCM in the Ward.

(b) To implement CCM economic andinvestment policies in the Ward.

(c) To devise and implement ways and means ofgenerating revenue for the Party in theWard.

(d) To control income and expenditure of Partyrevenue and submit reports to the PoliticalCommittee of the Ward Executive Committee.

(e) To control Party finances and property andsubmit reports to the Political Committee ofthe Ward Executive Committee.

SECTION IV

THE CONSTITUENCY ORGANS

61. (1) In Tanzania Mainland, there shall be aConstituency Conference in eachParliamentary Constituency.

(2) Delegates to the Constituency Conferenceshall be the following:-(a) Delegates to the District Conference as

mentioned in Article 77 (1) ( a – e) ofthe CCM Constitution who are:- TheDistrict Chairperson, The DistrictSecretary, The District Political andPublicity Secretary, The DistrictEconomics and Finance Secretary andthe District Commissioner who is amember of CCM.

(b) All CCM Leaders of the District whoreside in the respective ElectoralConstituency.

(c) Delegates to the District Conference asmentioned in Article 77 ( 1) ( h – v) whoreside in the respective ElectoralConstituency.

(d) All members of the Political Committeesof the Ward Executive Committees inthe relevant Constituency.

(e) Secretaries of Mass Organisations ofUVCCM, UWT, and WAZAZI in therespective Constituency.

(f) The CCM Constituency Member ofParliament and other CCM Members ofParliament such as those for specialseats or nominated who reside in theConstituency.

Provided that where the whole Districtconstitutes one Constituency, the DistrictConference mentioned in Article 77 (1) ofthe Constitution shall cast preferential votesfor CCM members who seek to contest forthe position of Member of Parliament.

(3) This Conference will have a single functionof casting preferential votes for CCMmembers who seek to contest for theposition of Member of Parliament. Hence itsmeetings shall be held only during thosetimes when preferencial votes are to be cast

62. In Tanzania Zanzibar, there shall be the followingorgans of the Party in each Constituency .(1) The Constituency Conference.(2) The Constituency Executive Committee.(3) The Political Committee of the Constituency

(2) The Constituency Conference is thesupreme organ in the Constituency.

(3) The Constituency Conference shall beconvened once in every year, but may beconvened more than once if it is necessaryor upon direction of higher Party organs.

(4) The Constituency Chairperson shall presideover all meetings of the ConstituencyConference. But in case the ConstituencyChairperson is unable to attend, themembers present shall elect any one of theirnumber to preside over that meeting.

64. The functions of the Zanzibar ConstituencyConference shall be as follows: -(1) To receive and discuss reports of the

Constituency Executive Committee on Partywork in the Constituency and issuedirectives on the implementation of CCMpolitical work in the ensuing period.

(3) To discuss all issues concerning defence andsecurity and general developments in theConstituency.

(4) During elections, the ConstituencyConference will perform the following duties;(a) Elect the Constituency Chairperson.(b) Elect five delegates to attend the

Conference.(d) Elect five delegates from each Ward to

attend the Regional Conference.(e) Cast preferential votes for CCM

members seeking to contest for theposition of Member of Parliament orMember of the House ofRepresentatives in Zanzibar in eachrelevant Constituency. For the proposeof casting preferential votes, thedelegates of the ConstituencyConference shall be as follows:-(i) The CCM Constituency Chairperson.(ii) The CCM Constituency Secretary.(iii) All other members of the Political

Committee of the ConstituencyExecutive Committee.

(iv) CCM Member of Parliament.(v) CCM Member of the House of



Representatives.(vi) CCM Ward Councillors in the

Constituency.(vii) Members of the Political Committees

of Ward Executive Committees in theConstituency.

(viii) All members of the PoliticalCommittees of Branch ExecutiveCommittees in the Constituency.

(ix) Ten delegates elected by theConstituency Conference to attend theDistrict Conference.

(2) The Constituency Executive Committee shallbe convened once in every three months, butmay be convened more than once if it isdeemed necessary or upon the direction of ahigher Party organ.

(3) The Constituency Chairperson shall presideover all meetings of the Constituency ExecutiveCommittee, but in case the Chairperson isunable to attend, the Constituency Secretaryshall preside over that meeting.

66. The Functions of the Constituency ExecutiveCommittee shall be as follows:-(1) To lead and supervise the building of

(2) To supervise the propagation of the CCMideology and policies and to explain CCMprogrammes to the Wards and devisesuitable strategies to strengthen CCM in theConstituency.

(4) To agitate on the implementation of theCCM Election Manifesto and supervise theimplementation of CCM policies andresolutions in the Constituency in general.

(5) To ensure that defence and securityarrangements exist in the Constituency.

(6) To provide leadership to the WardsExecutive Committees in the Constituencyon suitable means of strengthening the Party.

(7) To suspend membership of any member,when it is proved that his/ her behaviour andconduct are not consistent with themembership qualities.

(8) To communicate and disseminate to theWards, resolutions and directives fromhigher Party organs and convey to higherParty organs recommendations from theWards.

(9) During elections, the ConstituencyExecutive Committee shall perform thefollowing functions:(a) Elect the CCM Constituency Secretary.



(b) Elect Constituency Political and PublicitySecretary

(c) Elect the Constituency Economics andFinance Secretary.

(d) Elect three members amongst itsmembership to be in the PoliticalCommittee of the ConstituencyExecutive Committee.

(e) Make nomination of CCM memberscontesting the positions of WardChairpersons and Secretary of eachMass Organisation affiliated to CCM andCCM members contesting for election torepresent each Mass Organisation intheir Ward Organs.

(10) To fill in on behalf of the ConstituencyConference all vacant leadership positions inthe Constituency, except the position of theCCM Constituency Chairperson.

(11) To receive, endorse and decide onrecommendations of lower CCM Organs.

(12) To establish sub-committees as it may deemappropriate for the better implementation ofCCM activities in the Constituency.

(13) To receive and discuss reports fromImplementation Sub–Committees on CCMduties in the Constituency and fromCommittees of the Constituency Conference.

(14) To constitute the Constituency Security andEthics Committee.



67. (1) The Political Committee of the ConstituencyExecutive Committee shall consist of thefollowing members:-(a) The Constituency Chairperson(b) The Constituency Secretary.(c) The Constituency Political and Publicity


Finance Secretary.(e) CCM Member of Parliament and

Member of the House ofRepresentatives of the Constituency.

(f) CCM Ward Councillors in theConstituency.

(g) CCM Councillors of Special Seats whoreside in the Constituency.

(h) Three members elected by theConstituency Executive Committee.

(i) Constituency Chairperson of each MassOrganisation affiliated to CCM.

(2) The Constituency Political Committee of theConstituency Executive Committee shall beconvened once in every two moths, but maybe convened more than once if its is deemednecessary or upon are directive of a higherParty organ.

(3) The Constituency Chairperson shall presideover all meetings of the Constituency PoliticalCommittee, but in case the Chairperson isunable to attend, the Constituency Secretaryshall preside over that meeting.


TheConstituencyPoliticalCommittee


68. The functions of the Political Committee of theConstituency Executive Committee shall be asfollows:(1) To provide political leadership in the

Constituency.(2) To propagate CCM ideology and policies in

the Constituency.(3) To supervise the implementation of day to day

CCM activities in the Constituency under theguidance of the Constituency ExecutiveCommittee.

(4) To prepare strategies for election campaignsand other campaigns in the Constituency.

(5) To prepare plans for revenue generation forthe Party, provide strict supervision andcontrol over income and expenditure andover the Party’s Properties in the Constituency.

(6) During elections, the Political Committee ofthe Constituency Executive Committee shallperform the following functions:-(a) To consider and make recommendation

to the Political Committee of the DistrictExecutive Committee on CCM memberswho seek constituency leadershippositions through the Constituency.

(b) To consider and make recommendationsto the Political Committee of the DistrictExecutive Committee on CCM memberswho seek to be elected as councillors orto any other representative position in thelocal government according to law.

(c) To consider and make recommendationsto the Constituency Executive Committeeon CCM members seeking to contest forthe position of Ward Chairperson orSecretary of Mass Organisations affiliatedto CCM, and CCM members who seekelection to represent each MassOrganisation in the CCM Ward Organs.

(7) To organize meetings of the ConstituencyExecutive Committee.

(8) To ensure that there are defence and securityarrangements in the Constituency.

69 The Secretariat of the Constituency ExecutiveCommittee shall consist of the following members:-(a) The CCM Constituency Secretary who shall

be the Chairperson.(b) The Constituency Political and Publicity Secretary.(c) The Constituency Economic and Finance

Secretary.(d) Constituency Secretaries of Mass

Organizations affiliated to CCM.

70 (1) The responsibilities of the Secretariat of theConstituency Executive Committee shall beas follows:-(a) To guide and supervise CCM activities

in the Constituency.(b) To prepare for all CCM meetings in the

Constituency.

Organisation(3) Every Department shall be headed by a

Secretary of the Constituency ExecutiveCommittee, except that the CCMConstituency Secretary shall also be theSecretary for Organization in theConstituency.

71. There shall be the following leaders of the Partyin each Constituency:-(1) The CCM Constituency Chairperson.(2) The CCM Constituency Secretary.(3) The Constituency Political and Publicity

Secretary.(4) The Constituency Economics and Finance

Secretary.

72. (1) The Constituency Chairperson shall beelected by the Constituency Conference.He/ She shall hold office for a term of fiveyears and may be re–elected at the expiry ofthat term.

(2) Shall have overall responsibility for all Partyaffairs in the Constituency.

(3) Shall preside over all meetings of theConstituency Conference, ConstituencyExecutive Committee and the PoliticalCommittee of the Constituency ExecutiveCommittee.

(4) In the meetings which he/ she presides, besideshaving his/ her ordinary vote, the ConstituencyChairperson shall cast the final vote if thereoccurs a tie in the votes.

73. (1) The CCM Constituency Secretary shall beelected by the Constituency ExecutiveCommittee. He or she shall hold office for aterm of five years and may be re–elected atthe expiry of that term.

(2) He/she shall be the Chief Executive of theParty in the Constituency and shall workunder the guidance of the ConstituencyExecutive Committee. His/Her responsibilitiesshall be the following:-(a) To co-ordinate all CCM activities in the

Ward.(b) To convene and preside over the

meetings of the Secretariat of theConstituency Executive Commetee, forthe purpose of consultation,preparation of Political Committeeagendas and take action on theimplementation of CCM decisions.

(c) To supervise the administration andoperational matters of CCM in the

in the Constituency.(e) To supervise the control of finances and

property of the Party in the Constituency.(3) To convene meetings of the Political Committee,

Constituency Executive Committee andConstituency Conference after consultation withthe CCM Constituency Chairperson.

(4) Shall be the Director of Elections in theConstituency.

(5) Shall deal with all Party matters pertaining toOrganisation in the Constituency, which are:(a) All issues concerning members.(b) Follow up on meetings and decisions of

Party meetings.(c) Supervise Mass Organisations affiliated

to CCM and Party Elders.(d) Supervise all election issues in the Party and

the election of members to State Organs.(e) Oversee the Constitution Structure,

Guidelines of the Party and of MassOrganisations affilliated to CCM.

74. The Constituency Political and Publicity Secretaryshall be elected by the Constituency ExecutiveCommittee and shall deal with all issues of politicsand publicity in the Constituency. His / herresponsibilities shall be the following:-(a) To oversee, propagate and explain all issues

regarding ideology, politics and policies ofCCM in the Constituency.

(b) To prepare and supervise trainingprogrammes of Party cadres and members inthe Constituency.

(c) To follow up the implementation of CCMpolicies on community development and theCCM Election Manifesto in the Constituency.

(e) To monitor the political climate and conductof political parties within the Constituency.

(f) To monitor the activities and impact of Non-Governmental and Civil Organisations in theConstituency.

75. The Constituency Economics and Finance Secretaryshall be elected by the Constituency ExecutiveCommittee and shall deal with all economic andfinancial issues in the Constituency. His/ Herresponsibilities shall be as follows:-(a) To mobilise and follow up on the

implementation of CCM economic policiesin the Constituency.

(b) To implement economic and investmentprogrammes of the Party.

(c) To devise and implement ways and meansof generating revenue for the Party in theConstituency.

(d) To control revenue and expenditure of Partyand submit reports to the PoliticalCommittee of the Constituency ExecutiveCommittee.

(e) To control party property and submit reportsto the Political Committee of theConstituency Executive Committee.

THE DISTRICT ORGANS

76. There shall be the following organs of the Party ineach District:-(1) The District Conference.(2) The District Executive Committee.(3) The Political Committee of the District

Committee.(5) The CCM Councillors’ Caucus in the District.

77. (1) The District Conference shall consist of thefollowing members:-(a) The CCM District Chairperson.(b) The CCM District Secretary.(c) The District Commissioner who is a

member of CCM.(d) The District Political and Publicity

Secretary.(e) The District Economic and Finance

Secretary.(f) CCM Member or Members of

Parliament and of the House ofRepresentatives representing theDistrict and other categories of CCMMembers of Parliament and/or of theHouse of Representatives who reside inthe District.


District Organs

Secretaries in the District.(p) Ten delegates elected by each Ward

Conference to attend the DistrictConference.

(q) One delegate elected by each BranchConference in the District.

(r) All CCM Branch Chairpersons andSecretaries in the District.

(s) All CCM Branch Secretaries in the District.



(t) All CCM Branch Political and PublicitySecretaries in the District.

(u) All CCM Branch Economic and FinanceSecretaries in the District.

(v) All other delegates to the RegionalConference who reside in the District.

(w) For Zanzibar Districts, there shall be thefollowing additional delegates to theDistrict Conference:-- CCM Constituency Chairpersons

and Secretaries;- CCM Constituency Political and

Publicity Secretaries;- CCM Constituency Economics and

Finance Secretaries;- Constituency Chairpersons and

Secretaries of Mass Organisationsaffilliated to CCM;

- Delegates to the District andRegional Conference from therelevant Constituencies.

(2) The District Conference is the supremeorgan in the District.

(3) All CCM Councillors in the District shall formthe CCM Councillors’ Caucus, the generalduty of which shall be to superviseimplementation of the CCM ElectionManifesto and CCM policies as part of theirresponsibilities in the District Council. In asituation whereby CCM does not have amajority in the Council, the CCM



Councillors’ Caucus shall be responsible forsupervising and defending CCM interests inthe Council. In Zanzibar, Members ofParliament and Members of the House ofRepresentatives of each District shall bemembers of the CCM Councillors’ Caucus inline with the procedure and modality laiddown by the District Executive Committee.

(4) The District Conference shall ordinarily meetonce in a year, but may be convened at anyother time when need arises or upondirectives of higher Party organs.

(5) The District Chairperson shall preside overthe District Conference. But in case theDistrict Chairperson is unable to attend, themembers present shall elect any one of theirnumber to preside over that Conference.

78. The functions of the District Conference shall beas follows:(1) To receive and discuss reports of the District

Executive Committee on CCM party work inthe District and give directives on theimplementation of political work in theensuing period.


(3) To discuss all issues concerning defence andsecurity and general development in the District.


Functions of theDistrictConference


(4) During elections, the District Conferenceshall :-(a) Elect the CCM District Chairperson.(b) Elect ten delegates to join the CCM

District Executive Committee.(c) Elect two delegates to attend the CCM

Regional Conference.(d) Elect five delegates to attend the CCM

National Conference.(5) To form commitees of the District

Conference whenever it is deemednecessary.

(6) The District Conference may delegate itsresponsibilities to the District ExecutiveCommittee on the implementation of itsduties as it may deem appropriate.

79 (1) The CCM District Executive Committee shallconsist of the following members:(a) The CCM District Chairperson.(b) The CCM District Secretary.(c) The District Commissioner who is a

CCM Member.(d) The District Political and Publicity



Parliament/House of Representativesrepresenting the District or CCMMembers of Parliament/House of

(i) The District Chairperson, Secretary andone delegate, who are CCM membersfrom each Mass Organisation affiliatedto CCM who represent theirorganisations in the District Conference.

(j) CCM Constituency and WardChairpersons in the District.

(k) CCM Constituency and WardSecretaries in the District.

(l) Constituency and Ward Political andPublicity Secretaries in the District.

(m) Constituency and Ward Economics andFinance Secretary in the District.

(n) The Chairperson of a Town Council, aMunicipality or the District Council who areCCM members.

(o) The Chairperson and Secretary of theCCM Councillor’s Caucus and all otherCCM Councillors in the District.

(p) All other members of the RegionalExecutive Committee who reside in theDistrict.



(2) The District Executive Committee shallordinarily meet once in every three months,but may hold an extraordinary meeting atany time it deemes necessary.

(3) The meeting of the District ExecutiveCommittee which shall be held in the first sixmonths of every year, shall also receive anddiscuss a report on the implementation ofthe CCM Election Manifesto undertaken bythe local government authority in the Districtfor the previous financial year of theauthority ending on the 31st December ofthat year. Implementation reports by a CityCouncil, whose jurisdiction extends to morethan one District, shall be received anddiscussed by the relevant Regional ExecutiveCommittee.

(4) The District Chairperson shall preside overall meetings of the District ExecutiveCommittee, but in case the Chairperson isunable to attend, the District Secretary shallpreside at that meeting.

80. The Functions of the District ExecutiveCommittee shall be as follows:-(1) To lead and supervise the building of

socialism and self –reliance within theDistrict

(2) To supervise the propagation of the CCMideology and policies and explain the partyprogrammes to the Wards, Constituencies of

the District and devise suitable strategies ofstrengthening CCM in the District.

(3) To formulate strategies for election campaignsand other campaigns.

(5) To ensure that there are defence and securityarrangements in the District.

(6) To provide leadership to the Ward ExecutiveCommittees in all the Wards in MainlandTanzania or Wards and Constituencies inZanzibar on suitable means of strengtheningthe Party in the District.

(7) To observe the behaviour and conduct ofCCM members and leaders in the Districtand whenever necessary to report on themto the appropriate organs of the Party.

(8) To communicate to the Constituency andWards, resolutions and directives fromhigher Party organs and convey to the higherorgans recommendations from theConstituency and Wards.

(9) During elections, the District ExecutiveCommittee shall perform the followingfunctions:-(a) Elect five of its members in respect of

districts on Mainland Tanzania andthree members in respect of districts inTanzania Zanzibar to become members



of the Political Committee of theDistrict Executive Committee.

(b) To consider and make final nominationsof CCM members seeking to contest forthe positions of Branch Chairperson,Branch Secretary, Membership of WardExecutive Committee, Ward Politicaland Publicity Secretary, WardEconomics and Finance Secretary, MtaaChairperson, Member of a MtaaCommittee, Chairperson and Memberof a Village Council.

(c) Make final nomination of CCMmembers seeking to contest for theposition of Ward Chairperson andSecretary of mass organisations affiliatedto CCM as well as CCM members vyingto represent the mass organisations inthe Ward CCM organs in the relevantDistrict.

(d) To elect the District Political andPublicity Secretary.

(e) To elect the District Economics andFinance Secretary.

(10) To fill, on behalf of the District Conference,all vacant leadership positions in the Districtexcept the position of the CCM DistrictChairperson.



(11) To receive, consider and decide onrecommendations of lower CCM organs.

(12) To form sub-committees as it may deemappropriate for the better implementation ofCCM activities in the District. Save that theDistrict Executive Committee shall form aSub-committee for each Parliamentary/Houseof Representatives constituency to be calledthe Constituency Committee. ThisCommittee shall comprise all members ofthe District Executive Committee who residein the relevant Constituency. The Committeeshall elect a Chairperson and a Secretaryfrom among its members. The main task ofthe Committee shall be to formulate tacticsof strengthening the Party in theConstituency and plan suitable campaignstrategies to enable CCM win elections.

(13) To receive and discuss implementationreports on CCM activities in the District andreports from the CCM Councillors’ Caucusin the District.

(14) To terminate or expel from leadership theCCM Branch Chairperson or BranchSecretary.

(15) To constitute the District Security and EthicsCommittee.



81. (1) The Political Committee of the DistrictExecutive Committee shall consist of thefollowing members:(a) The CCM District Chairperson.(b) The CCM District Secretary.(c) The District Commissioner who is a

member of CCM.(d) The District Political and Publicity



Parliament who represent the District inParliament or any other Members ofParliament who reside in the District.

(g) CCM Members of the House ofRepresentatives who represent the Districtin the House of Representatives or anyother Members of the House ofRepresentatives who reside in the District.

(h) Members elected by the DistrictConference to become members of thePolitical Committee of the DistrictExecutive Committee: five members inrespect of districts in Tanzania Mainlandand three members in respect ofdistricts in Tanzania Zanzibar.

(i) The Chairperson of a Town Council, aMunicipality or the District Council who isa CCM member..

(j) The District Chairperson of each Mass

Organisation affiliated to CCM.(k) The Chairperson and the Secretary of

the CCM Councillors’ Caucus.(2) The Political Committee of the District

day CCM activities in the District under theguidance of the District ExecutiveCommittee.

(3) To propagate the CCM ideology and policiesin the District.

(4) To prepare strategies for election campaignand other campaigns in the District.

(5) To prepare plans for revenue generation forthe Party, supervise implementation of thesaid plans, oversee proper control of Partyrevenue and expenditure and of Partyproperties in the District.

(6) During elections, the Political Committee ofthe District Executive Committee shall

(e) Consider and make recommendations tothe District Executive Committee on CCMmembers seeking to contest for theposition of Ward Chairperson andSecretary of each Mass Organisationaffilliated to CCM and on membersseeking to represent these Organisations inCCM Ward organs in the District.

(7) To suspend from leadership any leader at theWard level when proved that his / herbehaviour and conduct contravene therequisite leadership qualifications.

(8) To organize meetings of the DistrictExecutive Committee.

(9) To ensure that there are defence andsecurity arrangements in the District.

83. The Secretariat of the District Executive Committeeshall consist of the following members:-(1) The CCM District Secretary who shall be the

Chairperson.(2) The District Political and Publicity Secretary.(3) The District Economics and Finance

Secretary.(4) District Secretaries of Mass Organisations

affiliated to CCM.

84. (1) The responsibilities of the Secretariat of theDistrict Executive Committee shall be asfollows:-(a) To guide and supervise CCM activities

in the District.(b) To make preparations for all CCM

Meetings in the District.(2) The responsibilities of the Secretariat of the

District Executive Committee shall bedischarged through the following offices:-(a) The CCM District Secretary.(b) The District Political and Publicity

Department.(c) The District Economic and Finance

Department.(d) The District Department of Organisation

(3) Every Department shall be headed by theSecretary of the District ExecutiveCommittee except that the CCM DistrictSecretary shall also be the Secretary forOrganisation in the District.

85. There shall be the following District leaders of theParty in each District:-(1) The CCM District Chairperson.(2) The CCM District Secretary.(3) The District Political and Publicity Secretary(4) The District Economics and Finance

Secretary.


Responsibilitiesof the DistrictSecretariat

District Leaders


86. (1) The CCM District Chairperson shall beelected by the District Conference. He/ sheshall hold office for a term of five years andmay be re–elected at the expiry of that term.

(2) He/she shall have overall responsibility for allParty affairs in the District

(3) He/she shall preside over all meetings of theDistrict Conference, District ExecutiveCommittee and the Political Committee ofthe District Executive Committee.

(4) At the meetings which he/ she presides,besides having his/ her ordinary vote, theDistrict Chairperson shall cast the final voteif there occurs a tie in the votes.

87. (1) The CCM District Secretary shall beappointed by the Central Committee of theNational Executive Committee.

(2) Shall be the chief Executive of CCM in theDistrict and shall work under the guidance ofthe District Executive Committee. His / herresponsibilities shall be the following:-(a) To co-ordinate all CCM activities in the

District(b) To convene and preside over the

meetings of the Secretariat of theDistrict Executive Committee for thepurpose of consultation, preparation ofagenda of the Political Committee andtake action to implement CCMdecisions.

Party meetings.(c) Supervise Mass Organisations affilliated

to CCM and Party Elders.(d) Supervise all election issues in the Party

and those for representation in StateOrgans.

(6) To oversee the Constitution, Structure, andGuidelines of the Party and of MassOrganisations affilliated to CCM.

88. The District Political and Publicity Secretary shallbe elected by the District Executive Committeeand shall deal with all issues relating to politicsand publicity in the District. His / her

responsibilities shall be the following:-(a) To deal with all matters related to CCM

ideology, politics and policies in the District.(b) To plan and supervise programmes for the

training of party cadres and members in theDistrict

(d) To maintain good relations with the massmedia and devise programmes of masscommunications and mobilisation in theDistrict.

(e) To monitor the political environment andconduct of political parties in the District.

(f) To monitor the activities and impact of NonGovernmental and Civil Organisations in theDistrict.

89. The District Economics and Finance Secretaryshall be elected by the District ExecutiveCommittee and shall deal with all economic andfinancial matters in the District. His/ herresponsibilities shall be the following:-(a) To mobilise efforts and follow up the

implementation of economic policies ofCCM in the District.

(b) To formulate and follow up CCM’seconomic ventures and investmentprogrammes in the District.

(c) To implement the Party’s investment

90. There shall be the following organs of the Party ineach Region:-(1) The Regional Conference.(2) The Regional Executive Committee.(3) The Political Committee of the Regional

Executive Committee.(4) The Secretariat of the Regional Executive

Committee.

91. (1) The Regional Conference shall consist of thefollowing members:-(a) The CCM Regional Chairperson.(b) The CCM Regional Secretary.(c) The Regional Commissioner who is a

member of CCM.(d) The Regional Political and Publicity

Secretary.(e) The Regional Economics and Finance

Secretary.(f) Member or Members of the National

Executive Committee elected by theRegion and other Members of theNational Executive Committee whoreside in the Region.

(g) All CCM Members of Parliamentrepresenting Districts in the Region andother CCM Members of Parliament whoreside in the Region.

(n) All District Commissioners who aremembers of CCM.

(o) District Political and PublicitySecretaries in the Region.

(p) District Economics and FinanceSecretaries in the Region.

(q) Chairpersons of Town Councils, Mayorsof Municipalities and Chairpersons ofDistrict Councils in the Region.

(r) Five Delegates to the NationalConference elected by each DistrictConference.



(s) Constituency Chairpersons and Secretariesof the Region in Tanzania Zanzibar.

(t) Ward Chairpersons and Secretaries inthe Region.

(u) Constituency Political and PublicitySecretaries and ConstituencyEconomics and Finance Secretaries inthe Region of Tanzania Zanzibar.

(v) All CCM Councillors who reside in theRegion.

(w) Ward Political and Publicity Secretariesand Ward Economics and FinanceSecretaries in the Region.

(x) One member from each Ward inTanzania Mainland and five membersfrom each Ward in Tanzania Zanzibarelected by respective WardConferences in the Region.

(y) Three members elected by eachConstituency Conference in theRegion in Tanzania Zanzibar.

(2) The Regional Conference is the supremeCCM organ in the Region.

(3) The Regional Conference shall ordinarilymeet three times in five years. Two meetingsshall be for elections and one to deliberateon CCM activities. But an extraordinarymeeting may be convened at any timewhere need arises or upon a directive of ahigher Party organ.



(4) The Regional Chairperson shall preside overall meetings of the Regional Conference, butin case the Chairperson is unable to attend,the members present shall elect one of theirnumber to preside at that meeting.

(5) All CCM Councillors who reside in a City or a Town with a City status, shall constitute theCCM Councillors’ Reginal Caucus for theCity or Town. The function of the Caucusshall be to supervise implementation of theCCM Election Manifesto and policies withinthe City or Town with a City status.

92. The function of the Regional Conference shall beas follows:-(1) To receive and discuss the report of the

Regional Executive Committee on CCMparty work in the Region and give guidanceon the implementation of CCM Politicalwork in the ensuing period.


(3) To discuss all defence and security issues andgeneral development in the Region.

(4) During elections, the Regional Conferenceshall perform the following duties:-(a) Elect the CCM Regional Chairperson.(b) Elect Members of the National Executive

Committee, one from each Region ofTanzania Mainland and four from eachRegion of Tanzania Zanzibar.

(c) Elect two members from each District ofTanzania Mainland and five membersfrom each District of Tanzania Zanzibarto become members of the RegionalExecutive Committee.

(5) To form commitees of the RegionalConference whenever it deemes necessary.

(6) The Regional Conference may delegate itspowers to the Regional Executive Committeeon the implementation of its duties as it maydeem appropriate.

93. (I) The Regional Executive Committee shallconsist of the following Members:-(a) The CCM Regional Chairperson.(b) The CCM Regional Secretary.(c) The Regional Commissioner who is a

CCM Member.(d) The Regional Political and Publicity



Executive Committee elected by theRegion.

(g) All CCM District Chairpersons in theRegion.

(h) All CCM District Secretaries in the Region.


The RegionalExecutiveCommittee


(i) All District Political and PublicitySecretary and Economics and FinanceSecretaries in the Region.

(j) All CCM Constituency Members ofParliament or other CCM Members ofParliament who reside in the Region.

(k) All CCM Constituency Members of theHouse of Representatives or otherMembers of the House of Representativeswho reside in the Region.

(l) City Mayor or Mayor of a Town withCity status who is a CCM member.

(m) Chairpersons of Town Councils, MayorsMunicipalities or Chairpersons ofDistrict Councils who are CCMmembers.

(n) Members of the Regional ExecutiveCommittee elected by the RegionalConference, two from each District ofTanzania Mainland and five from eachDistrict of Tanzania Zanzibar.

(o) The Chairperson and Secretary of theCouncillors’ Caucus in a City or a Townwith a City status.

(p) Regional Chairperson, RegionalSecretary and a member or membersfrom each Mass Organisation affiliatedto CCM in the Region who aredelegates to the General Councils of therespective Mass Organisations.

(2) The Regional Executive Committee shall hold



ordinary meetings once in every threemonths, but may hold an extraordinarymeeting at any other time when it is deemeddirective necessary or upon a directive of ahigher Party organ.

(3) The Regional Chairperson shall preside overall meetings of the Regional ExecutiveCommittee, but in case the Chairperson isunable to attend, the Regional Secretaryshall preside over that meeting.

94. The Functions of the Regional ExecutiveCommittee shall be the following:-(1) To lead and supervise the building of

socialism and self–reliance in the Region.(2) To supervise the propagation of the CCM

ideology and policies, explain CCMprogrammes to the Region’s Districts anddevise suitable strategies of strengtheningCCM in the Region

(3) To plan strategies for election campaigns andother campaigns in the Region.

(4) To agitate on the implementation of theCCM Election Manifesto and to supervisethe implementation of CCM policies andresolutions of both the CCM RegionalConference and the CCM NationalCongress.

(5) To ensure that development, defence andsecurity arrangements are given dueconsideration in the Region.

(6) To receive, discuss and decide on

recommendations from lower Party organs.(7) To guide District Executive Committees

along proper lines of strengthening the Partyand bringing about development in theRegion.

(9) To communicate resolutions and directivesby higher organs of the Party to lower organsand to transmit recommendations fromlower organs to higher Party organs.

(10) During elections, the Regional ExecutiveCommittee shall perform the followingfunctions:(a) To elect the Regional Political and

Publicity Secretary.(b) To elect the Regional Economics and

Finance Secretary.(c) To elect members of the Political

Committee of the Regional ExecutiveCommittee, five from each of theTanzania Mainland Regions and threefrom each of the Tanzania ZanzibarRegions.

(d) In respect of Tanzania Mainland, it shallconsider and make final nomination ofMembers contesting for the position ofCCM Ward Chairperson, CCM Ward



Secretary, Ward Political and PublicitySecretary, Ward Economics and FinanceSecretary, Councillors, District Politicaland Publicity Secretary, District Economicand Finance Secretary, Member of theExecutive Committee of a Ward, Districtand the Region, Member of the Districtand Regional Conference and of theNational Congress.

(e) In Tanzania Zanzibar, it shall consider andmake final nominations of Memberscontesting for the positions of CCM WardChairperson, CCM Ward Secretary, WardPolitical and Publicity Secretary, WardEconomics and Finance Secretary,Councillor, CCM ConstituencyChairperson, CCM Constituency Secretary,Constituency Political and PublicitySecretary, Constituency Economics andFinance Secretary, District Political andPublicity Secretary, District Economics andFinance Secretary, Member of theExecutive Committee of a Ward,Constituency, District and the Region; andMember of the District and RegionalConference and of the National Congress.

(f) To make final nomination of CCMmembers contesting the position ofDistrict Chairperson of each Mass



Organisation affiliated to CCM andmembers seeking to represent the MassOrganisations in District Party Organs ofrespective Regions.

(11) To fill in on behalf of the RegionalConference all leadership vacancies in theRegion except the position of the CCMRegional Chairperson.

(12) To form sub-committees as it may deemnecessary for the better discharge of thefunctions of party activities in the region.

(13) To receive and discuss reports ofSub-committees charged with theimplementation of CCM party work as wellas reports from the CCM Councillors’Caucuses in the Region.

(14) To terminate or expel from membership anymember upon proof that his or herbehaviour and conduct are contrary to theCCM membership attributes. A memberwho has been either terminated or expelled,shall have the right to appeal to the CentralCommittee of the National ExecutiveCommittee.

(15) To terminate or expel from leadership anyleader whose final nomination for election isdone by the Regional Executive Committee.

(16) To form the Regional Security and EthicsCommittee.

(17) The Regional Executive Committee maydelegate its powers to the PoliticalCommittee of the Regional Executive



Committee on the implementation of itsduties as it may deem appropriate.

95. (1) There shall be the Political Committee of theRegional Executive Committee which shallconsist of the following members:-(a) The CCM Regional Chairperson.(b) The CCM Regional Secretary.(c) The Regional Commissioner who is a

member of CCM.(d) The Regional Political and Publicity



Executive Committee elected by theRegion.

(g) Regional Chairperson of each MassOrganisation affilliated to CCM in theRegion.

(h) Members elected by the RegionalExecutive Committee to becomeMembers of the Political Committee ofthe Regional Executive Committee, fivemembers from each Region of TanzaniaMainland and three members fromeach Region of Tanzania Zanzibar.

(i) A Mayor, who is a CCM member, of aCity whose boundaries extend to morethan one District.

in the Region.(3) To prepare strategies for election campaign

and other campaigns in the Region.(4) To supervise the implementation of day to

day CCM activities and all resolutions passedin the Region under the guidance of theRegional Executive Committee.

(5) To prepare plans for revenue generation forthe Party, supervise implementation of thesaid plans, provide strict supervision andcontrol over revenue and expenditure andproperties of the Party in the Region.

(6) During elections, the Political Committee ofthe Regional Executive Committee shallperform the following functions:-(a) In Tanzania Mainland, it shall consider and

make recommendations to the Regional

(b) In Tanzania Zanzibar, it shall considerand make recommendations to theRegional Executive Committee onmembers seeking to contest for theposition of CCM Ward Chairperson,CCM Ward Secretary, Constituency andWard Political and Publicity Secretary,Constituency and Ward Economics andFinance Secretary, Councillor, DistrictPolitical and Publicity Secretary, DistrictEconomics and Finance Secretary,Member of the Executive Committee ofthe Ward, Constituency, District or theRegion; and Member of a District or theRegional Conference and of the NationalCongress.

(c) To consider and make recommendationsto the Central Committee of theNational Executive Committee on CCMMembers seeking contest for leadership



positions in each Region of TanzaniaMainland and whose final nomination ismade by higher Party organs.

(d) To consider and make recommendationsto the Special Committee of the CCMNational Executive Committee onmembers seeking to contest forleadership positions in each Region ofTanzania Zanzibar and whose finalnominations are made by higher Partyorgans.

(e) To consider and make recommendationsto the Central Committee of theNational Executive Committee on CCMMembers from Tanzania Mainlandseeking to contest for the position ofMember of Parliament.

(f) To consider and make recommendationsto the Special Committee of theNational Executive Committee on CCMMembers from Tanzania Zanzibarseeking to contest for the position ofMember of Parliament or Memberof the House of Representatives.

(g) To consider and make recommendationsto the Regional Executive Committee onCCM Members seeking to contest forleadership positions in the MassOrganisations affilliated to CCM at Districtlevel, which require final nomination to bemade by the Regional ExecutiveCommittee. Also to consider and make



recommendations to CCM higher organson members seeking to contest forregional leadership positions in MassOrganizations affilliated to CCM.

(7) To suspend from leadership any leader atdistrict level upon proof that his/ herbehaviour and conduct are contrary to therequisit leadership qualifications. But it shallhave no powers to suspend a leader whosefinal nomination for election was not madeby the Regional Executive Committee.

(l) All CCM Members of Parliament or ifParliament has been dissolved, all thosewho were CCM Members of Parliamentimmediately before Parliament wasdissolved.

(m) All CCM Members of the House ofRepresentatives or if the House ofRepresentative has been dissolved, allthose who were CCM Members of theHouse of Representatives immediatelybefore the House of Representativeswas dissolved.

(n) The Regional Political and PublicitySecretaries.

(o) The Regional Economics and FinanceSecretaries.

(p) All CCM District Chairpersons.(q) All CCM District Secretaries.



(r) All District Political and PublicitySecretaries.

(s) All District Economics and FinanceSecretaries.

(t) The Chairperson and Secretary of theCCM Parliamentary Caucus.

(u) The Chairperson and Secretary of theCCM House of Representatives Caucus.

(v) The Chairperson, Secretary General andVice–Chairperson who are CCMmembers from each Mass Organisationaffiliated to CCM.

(w) Five members elected by each CCMDistrict Conference.

(x) The Regional Chairperson, RegionalSecretary and one Member who areCCM members elected by each Regionin Tanzania Mainland and in Zanzibarfrom Mass Organisations affiliated toCCM.

(2) The National Congress shall be the supremeorgan of the Party and shall have the finalauthority in all the affairs of the Party.

(3) The National Congress shall hold its ordinarymeetings three times in five years. Two of thethree meetings shall be for election purposesand the remaining one shall be devoted toCCM party work. The Party Calendar shallindicate the time each meeting will be held.However, an extraordinary meeting may be



convened at any time by the Chairperson ofChama Cha Mapinduzi or if requested bytwo thirds of the members of the NationalExecutive Committee.

(4) Notice of the meeting of the NationalCongress shall be given in not less than threemonths prior to the date of the meeting. Buta short notice may be given if the meeting isextraordinary.

(5) The National Congress may assign any Partyorgan to discharge any of its functions butwithout prejudice to its right to exercise thefunction so delegated.

(6) All CCM Members of Parliament shall, inunison, constitute the CCM ParliamentaryCaucus, whose main function shall be tosupervise the implementation of the CCMElection Manifesto and policies in allactivities conducted in Parliament. In caseCCM is in opposition, the CCMParliamentary Caucus shall be involved insupervising, defending and promotingCCM’s interests in Parliament.

(7) This Caucus shall have the authority to makeits own Rules for proper management of itsaffairs. The rules shall have to be approvedby the National Executive Committee beforethey become operational.

(8) The CCM Chairperson may decide toconvene a Joint Meeting between the



Members of the National ExecutiveCommittee and those of the CCMParliamentary Caucus to deliberate on issuesas it may deem necessary.

(9) The Chairperson and the Secretary of theCCM Parliamentary Caucus shall beMembers of the Central Committee of theNational Executive Committee of CCM

(10) During elections, the CCM Parliamentarycaucus shall elect ten (10) of its membersfrom amongst themselves to becomeMembers of the National ExecutiveCommittee.

(11) All CCM Members of the House ofRepresentatives shall, in unison, constitutethe CCM House of Representatives Caucus,whose main function shall be to supervisethe implementation of the CCM ElectionManifesto and policies in all activitiesconducted by the House of Representatives.In case CCM is in opposition, the CCMHouse of Representatives Caucus shall beinvolved in supervising, defending andpromoting CCM interests in the House ofRepresentatives.

(12) This Caucus shall have the authority to makeits own rules for proper management of itsaffairs. These rules will have to be approvedby the National Executive Committee beforethey become operational.



(13) The CCM Chairperson may decide toconvene a Joint Meeting between Membersof the National Executive Committee andthose of the CCM House of RepresentativesCaucus to deliberate on issues as it maydeem necessary.

(14) The Chairperson and the Secretary of theCCM House of Representatives Caucus shallbe Members of the National ExecutiveCommittee.

(15) During elections, the CCM House ofRepresentatives Caucus shall elect five (5) ofits members to become Members of theNational Executive Committee.

(16) The quorum for the National Congress shallbe two thirds of the delegates from TanzaniaMainland and two thirds of the delegatesfrom Tanzania Zanzibar.

(17) The Chairperson of the National Congressshall be the CCM Chairperson but in casethe CCM Chairperson is unable to attend ameeting of the National Congress one of theVice–Chairpersons shall preside over thatmeeting of the National Congress. In case allthree are unable to attend any meeting ofthe National Congress, members of theNational Executive Committee shall electfrom amongst themselves any member topreside over that meeting. The NationalExecutive Committee may convene even ifthe CCM Chairperson and Vice –Chairpersons are not present.



106 The functions of the National Congress are asfollows:-(1) To lay out CCM policies and oversee

implementation of all CCM activities.(2) To receive and deliberate on reports of the

National Executive Committee on CCMparty work and give directives regardingconcrete plans and the implementation ofCCM policies in the ensuing period.

(3) To confirm, modify, reject or revoke anydecision made by any of its lower organs orby any CCM leader.

(4) To amended any section of the CCMConstitution by a decision of two thirdsmajority of eligible Members from TanzaniaMainland and two thirds majority of eligibleMembers from Tanzania Zanzibar.

(5) During elections, the National Congress shallperform the following duties:-(a) To elect the Chairperson and two

Vice–Chairpersons of Chama ChaMapinduzi.

(b) To elect one CCM Member who shallcontest for the position of President ofthe United Republic of Tanzania.

(c) To elect form a national list, a total ofeighty five (85) Members from bothTanzania Mainland and TanzaniaZanzibar to become members of theNational Executive Committee.


Functions of the NationalCongress


(6) To form Committees of the National Congresswhenever it is deemed appropriate.

(7) The National Congress may delegate itspower to the National Executive Committeeon the implementation of its duties as it maydeem appropriate.

107 (1) The National Executive Committee shallconsist of the following members:-(a) The CCM Chairperson.(b) The President and Vice – President of

the United Republic of Tanzaniaelected on a CCM ticket.

(n) All other members of the NationalExecutive Committee whose membershipis stated in Articles 92 (4) (b), 105 (10)105 ( 15); 106 ( 5) (C) and 108 (13) (e).

(o) The Chairperson and the Secretary ofthe CCM Parliamentary Caucus and theChairperson and the Secretary of theCCM House of Representatives Caucus.

(p) The Speaker of the National Assemblyof the United Republic of Tanzania andthe Speaker of the House ofRepresentatives of Zanzibar who aremembers of CCM.

(2) The National Executive Committee shall holdits ordinary meetings once in every fourmonths, but may hold an extraordinarymeeting at any time it deems necessary orupon directives of a higher Party Organ. TheNational Executive Committee which shallmeet during the last six months of the year,shall have a special function of receiving anddiscussing the Implementation Report of theCCM Election Manifesto carried out by theGovernment of the United Republic ofTanzania and the RevolutionaryGovernment of Zanzibar during the previous



financial year ended 30th June of the sameyear.

(3) During all the meetings of the NationalExecutive Committee, decisions shall bereached by general consensus, or bymajority votes of the members present. Butwhere a decision is to be made regarding theorgans of the Government of the UnitedRepublic of Tanzania, or the RevolutionaryGovernment of Zanzibar, or regarding thestructure of the Government of the UnitedRepublic of Tanzania and the RevolutionaryGovernment of Zanzibar, such decision shallbe passed by a resolution approved by two-thirds of the Members from TanzaniaMainland and two–thirds of the Membersfrom Tanzania Zanzibar.

(4) The CCM Chairperson shall preside over allmeetings of the National ExecutiveCommittee but if the Chairperson is unableto attend, one of the Vice – Chairpersonsshall preside over that meeting.

108 The functions of the National ExecutiveCommittee shall be the following:(1) To provide general political leadership on

CCM policies throughout Tanzania. It shall,therefore, have the authority to formulate,deliberate on, decide and issue guidelines

on the CCM policies in various fields.(2) To disseminate the CCM ideology and

policies, spearhead political training andelaborate on the theoretical framework ofthe CCM ideology of Ujamaa and Self –reliance.

(3) To spearhead and supervise the building ofUjamaa and Self–reliance in the country.

(4) To prepare the CCM Election Manifesto andpush forward its Implementation.

(5) To deliver CCM resolutions and directives tothe Regions and to consider and makedecisions on recommendations receivedfrom lower Party organs.

(6) To ensure that there are development,national defence and security arrangementsin the nation.

(7) To plan strategies for election campaigns andother campaigns at national level.

(8) To maintain surveillance on the behaviourand conduct of CCM members and leadersand when it is proved that the behaviourand conduct of a member or a leader arenot consistent with the membership andleadership qualifications, it may terminate orexpel such a person from membership orleadership. The National ExecutiveCommittee shall have the final authority torestore a person’s membership upon proofthat the person has reformed.

(9) To guide Regional Executive Committees on



suitable actions and means of strengtheningthe Party and bringing about development.

(10) To prepare the Constitution, Guidelines andlay down procedures of guiding the variousactivities of CCM

(11) To prepare meetings of the NationalCongress.

(12) To appoint CCM Regional Secretaries.(13) During elections, the National Executive

Committee shall perform the followingfunctions:(a) To nominate one CCM Member to

contest for the position of CCMChairperson, and two CCM Members tocontest for the positions of ViceChairpersons of CCM.

(b) To recommend and present to theNational Congress not more than threenames of CCM members who areseeking to contest of the position ofPresident of the United Republic ofTanzania.

(c) To elect one CCM member to contestfor the position of President of Zanzibar.

(d) To elect the CCM Secretary General,Deputy Secretaries General, Secretaryof the National Executive Committeefor Organisation, Secretary of theNational Executive Committee forIdeology and Publicity, Secretary of theNational Executive Committee for



Political Affairs and InternationalRelations and Secretary of the NationalExecutive Committee for EconomicAffairs and Finance.

(e) To elect not more than ten Membersto become Members of theNational Executive Committee fromrecommendations of the CCMChairperson.

(f) To elect fourteen Members of theCentral Committee of the NationalExecutive Committee from among itsmembers, among whom not less thanfour should be women, two fromTanzania Mainland and two fromTanzania Zanzibar.

(g) To consider and make final nominationof candidates for Parliamentaryelections as well as for the ZanzibarHouse of Representatives elections,according to election laws.

(h) To consider and make final nominationof CCM members seeking to contest forthe following positions: Members of theNational Executive Committee, CCMRegional and District Chairpersons,Regional Political and PublicitySecretaries and Regional Economicsand Finance Secretaries.

(i) To consider and make final nominationof CCM Members contesting for the



positions of Regional Chairperson,National Chairperson and SecretaryGeneral of each Mass Organisationaffiliated to CCM who will be elected torepresent the Mass Organisations atRegional and National CCM organs.

(j) To elect from Tanzania Mainland andZanzibar a total of eight people to beMembers of the Board of Trustees ofCCM.

(14) To fill on behalf of the National Congress anyleadership position at the National levelexcept the position of CCM Chairperson andCCM Vice Chairpersons.

(15) To constitute Committees or Commissionsfor special functions in the Party, withoutprejudice to the functions of the CentralCommittee.

(16) To receive and discuss reports from CCMSpecial Committees and Commissions, theCCM Parliamentary and House ofRepresentatives Caucases.

(17) To determine the amount of Membershipfees, Membership subscriptions and specialcontributions.

(18) To suspend for the interest of CCM the useof any provision in the CCM Constitution orto allow any section to be used before beingformally incorporated into the Constitution.Such a decisions has to be approved by atwo thirds of the Members from TanzaniaMainland and two thirds of the members



from Tanzania Zanzibar. Nevertheless theNational Executive Committee is bound topresent that decision to the NationalCongress for final approval.

(19) To oversee relations between CCM and thevarious civic organisations and register thoseaffiliated to CCM.

(20) To amend, constitute and adjust the CCMstructure in various areas it may deemappropriate.

(21) To interdict the CCM Chairperson or ViceChairperson when his/her behaviour andwork performance falls short of theleadership qualifications. All the same, theNational Executive Committee shall forwardits recommendations in that regard to theNational Congress for the final decision.

(22) To terminate or expel from leadership anyleader whose final nomination for his/herelection was done by the NationalExecutive Committee.

(23) To form the Security and Ethics Committee.(24) To approve Regulations of the CCM

Parliamentary Caucus, the CCM House ofRepresentatives Caucus,the CCMCouncillors’ Caucases, Constitutions andRegulations of Mass Organisations affiliatedto CCM and approve amendments to thoseConstitutions and Regulations.

(25) The National Executive Committee maydelegate its power to the Central Committee



on the implementation of its duties as it maydeem appropriate.

109 (1) The Central Committee of the NationalExecutive Committee shall consist of thefollowing members:-(a) The Chairperson of CCM.(b) The President and Vice-President of the

United Republic of Tanzania elected ona CCM ticket.

(3) The CCM Chairperson shall preside over allmeetings of the Central Committee, but incase the Chairperson is unable to attend,one of the Vice – Chairpersons shall presideover that meeting.

110 The functions of the Central Committee of theNational Executive Committee shall be asfollows:-(1) To provide political leadership in the country.(2) To supervise the implementation of day to day

CCM activities.(3) To disseminate the CCM ideology and

policies in the country.

(4) To supervise election campaigns and othercampaigns in the country.

(5) To appoint CCM District Secretaries,Secretary to the Secretariat of the NationalExecutive Committee, Principal AssistantSecretaries and Heads of Units at the PartyHeadquarters.

(6) During elections, the Central Committee ofthe National Executive Committee shallperform the following functions:-(a) To consider and make recommendations

to the National Executive Committee onCCM Members seeking to contest forthe position of CCM Chairperson.

(b) To consider and make recommendationsto the National Executive Committee onnames, not exceeding five, of CCMMembers seeking to contest for theposition of President of the UnitedRepublic of Tanzania.

(c) To consider and make recommendationsto the National Executive Committee onCCM Members seeking to contest for thepositions of CCM Vice-Chairperson.

(d) To consider and make recommendationsto the National Executive Committee onnames, not exceeding three, of CCMMembers seeking to contest for theposition of President of Zanzibar.

(e) To consider and make recommendationsto the National Executive Committee on



CCM Members seeking to contest forpositions whose final nominations aremade by the National ExecutiveCommittee.

(f) To consider and make recommendationsto the National Executive Committeeon CCM Members who seek tocontest for Parliamentary or House ofRepresentatives seats.

(g) To consider and make recommendationsto the National Executive Committee onCCM Members who seek to contest forRegional and National leadershippositions in the Mass Organisationsaffiliated to CCM, those whose finalnomination is made by the NationalExecutive Committee.

(7) To suspend from leadership any leader, withthe exception of the CCM Chairperson andVice Chairpersons, upon proof that his orher behaviour and conduct are inconsistentwith the leadership qualifications.

(8) To ensure that there are in place defence,security and national developmentarrangements in the whole country.

(9) To prepare meetings of the NationalExecutive Committee.

(10) To ensure that sustainable income generationplans for the Party are in place, to exercisecontrol over the Party’s revenue and propertyand to approve expenditure at National level.



111 There shall be the Secretariat of the NationalExecutive Committee which shall consist of thefollowing members:-(1) The Secretary General who shall be the

Chairperson.(2) The Deputy Secretaries General.(3) The Secretary of the National Executive

Committee for Organisation.(4) The Secretary of the National Executive

Committee for Ideology and Publicity.(5) The Secretary of the National Executive

Committee for Political Affairs andInternational Relations.

112 (1) The responsibilities of the Secretariat of theNational Executive Committee shall be asfollows: (a) To supervise all CCM operations in the

Nation.(b) To prepare CCM meetings at the

National Level.(2) The responsibilities of the Secretariat of the

National Executive Committee shall bedischarged through the following offices:-(a) The CCM Secretary General.(b) The Department of Organisation.(c) The Department of Ideology and

Publicity.

113 The functions of the Departments of theSecretariat of the National Executive Committeeshall be as follows:(1) Department of Organisation

(a) To deal with all matters pertaining toCCM members.

(b) To follow up on Party meetings anddecisions made there by.

(c) To oversee Mass Organisations affiliatedof CCM and CCM Party Elders.

(d) To supervise all electoral issues in theParty as well as elections of CCMrepresentatives in the State Organs.

(e) To oversee the Constitution, Structure,Guidelines and Procedures of the Partyand of the Mass Organisations affiliatedto CCM.


Functions of theDepartments ofthe Secretariat


(2) Department of Ideology and Publicity.(a) To deal with fundamental issues

concerning the Ideology and Policies ofChama Cha Mapinduzi.

(b) To disseminate and elaborate on theCCM ideology and policies.

(c) To plan and supervise the training,agitation and involvement of CCMcadres and members in party work.

(d) To supervise the Party’s mediainstitutions, communication andmobilisation of the masses in general.

(e) To guide and supervise the preparationof CCM policies, programmes and theParty’s Election Manifesto.

(f) To supervise research, library serviceand Party literature/documents.

(3) The Department of Political Affairs andInternational Relations: -(a) To monitor political developments in

the country.(b) To follow up the implementation of the

Election Manifesto and CCM socialpolicies.

(c) To monitor the activities of politicalparties in the country.

(d) To monitor the trend and developmentof civil organisations in the country.

(e) To co-ordinate the relationship andco-operation between CCM andfraternal, friendly and progressivepolitical parties in other countries.



(f) To monitor the political developmentsin neighbouring countries and othercountries of the World.

(g) To follow up and be acquainted withthe development of Friendship andSolidarity Committees betweenTanzanians and citizens of friendlyCountries.

(h) To deal with issues of protocol withinthe Party .

(4) Department of Economic Affairs andFinance.(a) To follow up the implementation of

CCM economic policies.(b) To co-ordinate and exercise control

over the Party’s revenue at all levels forthe purpose of making properinvestment decisions.

(c) To supervise economic ventures andinvestments by the Party.

(d) To exercise control and supervision overParty properties in the country.

(e) To oversee income and expenditure atall levels of Party leadership.

114 (1) The Special Committee of the NationalExecutive Committee in Zanzibar shallconsist of the following members:-(a) The Vice Chairperson of CCM

(Zanzibar).(b) The Deputy Secretary-General

(Zanzibar).

(h) All members of the National ExecutiveCommittee from Zanzibar.

(2) The Special Committee of the NationalExecutive Committee shall ordinarily meetonce in every two months.

(3) The Chairperson of the Special Committeeof the National Executive Committee shallbe the CCM – Vice - Chairperson (Zanzibar).The Secretary of the Special Committee ofthe National Executive Committee shall bethe Deputy Secretary General (Zanzibar).

(4) The Chairperson of the Special Committeeof the National Executive Committee shallpreside over all meetings of the SpecialCommittee of the National ExecutiveCommittee. In case the Chairperson isunable to attend, the members present shallelect any member from among themselvesto preside over that meeting.



115 The functions of the Special Committee of theNational Executive Committee shall be thefollowing:-(1) To assist the Central Committee of the

National Executive Committee in providingpolitical leadership in Zanzibar.

(2) To disseminate the CCM ideology andpolicies in Zanzibar.

(3) To assist the Central Committee of theNational Executive Committee insupervising the implementation of the day today CCM activities in Zanzibar.

(4) To seek and devise different means ofmaking CCM self–reliant financially inZanzibar.

(5) To devise strategies for election campaignsand other campaigns in Zanzibar.

(6) To ensure that there are in place defence,security and other developmentarrangements in Zanzibar.

(7) During election, the Special Committee ofthe National Executive Committee shallperform the following functions:-(a) To consider and make recommendations

to the Central Committee of the NationalExecutive Committee on CCM Memberscontesting leadership positions fromZanzibar, whose final nomination is madeby the National Executive Committee.

(b) To consider and make recommendationsto the Central Committee on CCMmembers seeking to contest for the

(c) To recommend to the Central Committeeof the National Executive Committeesuspension from leadership of any CCMleader in Zanzibar, except the CCMVice-Chairperson, if it proves that theleader’s behaviour and conduct is notconsistent with the leadershipqualifications.

(d) The Special Committee of the NationalExecutive Committee may form Sub-committees as it deems appropriate. Inaddition, it may set up its ownoperational procedures for the betterexecution of its functions in Zanzibar.

(e) To appoint from among its members theSecretary of the Special Committee of theNational Executive Committee forOrganisation in Zanzibar, the Secretary ofthe Special Committee of the NationalExecutive Committee for Ideology andPublicity in Zanzibar, the Secretary of theSpecial Committee of the NationalExecutive Committee for Political Affairsand International Relations in Zanzibar,and the Secretary of the SpecialCommittee of the National ExecutiveCommittee for Economic Affairs andFinance in Zanzibar.



(f) To receive and discuss reports fromCCM Sub-committees.

(g) To consider and make recommendationsto the Central Committee of the NationalExecutive Committee on CCM memberscontesting for Regional and NationalLeadership positions in Mass Organisationsaffiliated to CCM in Zanzibar and theleadership positions whose finalnomination is made by the NationalExecutive Committee.

116 The Secretariat of the special Committee of theNational Executive Committee shall consist of thefollowing members:-(1) The Deputy Secretary-General (Zanzibar)

who shall be the Chairperson.(2) The Secretary of the Special Committee of the

National Executive Committee forOrganisation.

(3) The Secretary of the Special Committee of theNational Executive Committee for Ideologyand Publicity

(4) The Departments of the Secretariat of theSpecial Committee will perform duties andresponsibilities which in Tanzania Mainland

118 CCM shall have the following NationalLeadership(1) The CCM Chairperson.(2) Two Vice - Chairpersons.(3) The CCM Secretary General .

119 The CCM Chairperson shall be the supremeleader and the chief spokesman for the Party.(1) He/She shall be elected by the National

Congress and shall hold the office for a termof five years and may be re – elected at theexpiry of that term.

(2) He/she may be removed from leadership bya resolution approved by the NationalCongress, supported by two thirds majorityof the delegates from Tanzania Mainlandand two thirds majority of the delegatesfrom Tanzania Zanzibar.

(3) Shall preside over all meetings of the NationalCongress, the National Executive Committeeand the Central Committee of the NationalExecutive Committee.

(4) In all Meetings which he/ she shall preside,besides having his / her ordinary vote, theCCM Chairperson shall cast the final vote ifthere occurs a tie in the votes.

120 (1) There shall be two Vice – Chairpersons ofCCM who will be elected by the NationalCongress. There shall be the ViceChairperson who shall reside and work inTanzania Mainland and there shall be theVice Chairperson who shall reside and workin Zanzibar.

(2) A Vice Chairperson shall hold the office for aterm of five years and may be re elected atthe expiry of that term.

(3) A Vice Chairperson may be removed fromoffice by a resolution approved by theNational Congress, supported by two thirdsmajority of the delegates from TanzaniaMainland and two thirds majority of thedelegates from Tanzania Zanzibar.

(4) The Vice Chairpersons will be the chiefassistants of the Chairperson and will carryout functions to be assigned by theChairperson.

121 (1) The Secretary General shall be elected bythe National Executive Committee.

(2) Shall be the Secretary to the NationalCongress, the National Executive Committeeand the Central Committee of the NationalExecutive Committee.

(3) Shall be the Chief Executive of CCM and willwork under the guidance of the NationalExecutive Committee.

(4) Shall have the duty to convene meetings of

(6) Shall be the Director of Elections CCM inthe country.

(7) Duties and responsibilities of the CCMSecretary General Shall be the following:-(a) To co-ordinate all aspects of CCM party

work in the Country.(b) To supervise administrative and

operational work in the Party.(c) To follow up and co ordinate matters

concerning security and ethics in theParty.

(d) Shall be the Financial and PropertyController of Chama Cha Mapinduzi.

122 There shall be other National Leaders of CCM asfollows:(1) The Deputy Secretary General (Tanzania

Mainland) and Deputy Secretary General(Tanzania Zanzibar.)

(2) The Secretary of the National ExecutiveCommittee for Organisation.

(4) The Secretary of the National ExecutiveCommittee for Political Affairs andInternational Relations.

123 (1) There shall be two Deputy SecretaryGenerals.

(2) There shall be the Deputy SecretaryGeneral who shall reside and work inTanzania Mainland and the DeputySecretary General who shall reside and workin Tanzania Zanzibar. Except that their placeof residence shall not limit the power of theiroperations in dealing with Party work at theNational level.

(3) The Deputy Secretary General (Zanzibar)shall have the duty to prepare and convenemeetings of the Special Committee of theNational Executive Committee, and shallconvene and preside over the meetings ofthe Secretariat of the Special Committee ofthe National Executive Committee.

(4) The Deputy Secretaries General will be thePrincipal assistants of the Secretary Generaland will perform all duties to be assigned tothem by the Secretary General.

124 (1) The Secretary of the National ExecutiveCommittee for Organisation shall be electedby the National Executive Committee.

(2) Shall be the principal supervisor andco-ordinator of Organisation in the Party.

(3) Shall be the Deputy Director of Elections inthe Country and will work under theguidance of the Secretary General who isthe Director of Elections.

125 (1) The Secretary of the National ExecutiveCommittee for Ideology and Publicity shallbe elected by the National ExecutiveCommittee.

(2) Shall deal with the fundamental issues ofCCM Ideology and Policies.

(3) Shall be the principal supervisor ofdissemination of the CCM Ideology, Policiesand Political matters in general.

126 (1) The Secretary of the National ExecutiveCommittee for Political Affairs andInternational Relations shall be elected bythe National Executive Committee.

(2) Shall be the principal supervisor andco-ordinator of Political Affairs andInternational Relations in the Party.

(3) Shall deal with issues of consolidatingfraternal and good relationship betweenCCM and political parties in other countries;monitoring trends and activities of political

parties and the developmental impact ofcivil organisations in the country.

127 (1) The Secretary of the National ExecutiveCommittee for Economic Affairs and Financeshall be elected by the National ExecutiveCommittee.

(2) Shall be the principal supervisor of mattersconcerning economics, finances andproperties of the Party.

(3) Shall follow up the implementation of CCMeconomic policies and co-ordinate Partyrevenue in the whole country for thepurpose of making proper investmentdecisions.

SECTION VIII

PARTY ELDERS AND MASS ORGANIZATIONS

128 There shall be a section of Elders which shall beformed by all the Elders who accept the creed,aims and objectives of CCM.

129 Chama Cha Mapinduzi shall have relations withvarious Mass Organizations:-

(1) There shall be Mass Organisations affiliatedto CCM which for the time being are asfollows:(a) The CCM Youth League (UVCCM).(b) The Women Organization of Tanzania

(UWT).(c) The Parents Association (WAZAZI).

(2) There shall be other Organizations affiliatedto CCM.

(3) The National Executive Committee has theauthority to increase or decrease thenumber of Mass Organisations which areaffiliated to CCM.

(4) The National Executive Committee shall havethe authority to advise, give generalguidance as well as issue special directives toany Mass Organisation affiliated to CCM.

(5) The National Executive Committee shallapprove the Rules/ Constitutions of eachMass Organisation affiliated to CCM beforethey become operational.



SECTION IX

GENERAL PROVISIONS:

130 (1) There shall be a Board of Trustees of ChamaCha Mapinduzi.

(2) The Board shall consist of the followingmembers:(a) The Chairperson, who shall be

appointed by the CCM Chairpersonfrom amongst the Members of theBoard.

(b) Eight Members elected by the NationalExecutive Committee.

(c) Chairpersons of the Board of Trustees ofMass Organisations affiliated to CCM.

(3) The Board shall have and exercise all thepowers which are by law conferred to theTrustees.

(4) All the property of the Party, whethermovable or immovable shall be entrusted tothe Board of Trustees.

(5) The Board shall perform its functions underthe guidance of the Central Committee ofthe National Executive Committee and shallreport its activities to that Committee.

(6) A member of the Board shall hold office for aterm of five years but shall be eligible forre – election upon the expiry of that term.

(7) Where the Chairperson of the Board isunable to attend any of its meetings themembers of the Board shall elect one oftheir members to preside over that meeting.

131 Except where this Constitution providesotherwise, the quorum at all meetings of allorgans of the Party shall be more than half of themembers entitled to attend the meeting of theorgan in question.

132 Except where this Constitution providesotherwise, decisions of the Party shall be reachedby consensus, or by the majority of the votes cast.Save that in all elections of leaders, voting shallbe by secret ballot.

133 Whenever there occurs a vacancy amongst theleadership positions of the Party, the appropriateorgan shall forthwith fill that vacancy incompliance with the established procedures.

134 (1) Any member who wishes to resign frommembership of the Party, will do so bysubmitting a written notice of his resignationto the Secretary of the Branch where he is amember.

(2) Any leader who weshes to resign fromhis/her leadership position, will do so bysubmitting a written notice of his/herresignation to the Secretary of the organ thatelected/appointed him/her.

135 (1) Any leader who wishes to retirevoluntarily will do so by submitting a writtennotice to the Secretary of the Party Organwhich elected or appointed him/ her; or

(2) By making a formal declaration of theintention to retire in a meeting of the Partyorgan which elected him/ her.

136 A member of any organ established by or underthis Constitution, shall cease to be such memberif he fails to attend three consecutive meetings ofthe organ in question save where the reasons forfailure to attend are acceptable to that organ.
