1.1 Core Information and Mission Statement
1.1.1 Name 1.1.1.1 The official name of this group is the Chemistry Graduate Student
Association, or CGSA for short.
1.1.2 Logo 1.1.2.1 The official logo of the CGSA is shown below in Figure 1. The logo must be
used in all official communications the CGSA publishes in any format including
(but not limited to) emails, newsletters, event listings, and letters.

1.1.3 Mission Statement 1.1.3.1 The CGSA aims to fulfill following for its members, consisting of the
graduate students of the chemistry department:
• 1.1.3.1.1 Be a recognizable platform for the members wherein they
can express their needs and opinions
• 1.1.3.1.2 Advocate for the concerns and issues on behalf of the
members
• 1.1.3.1.3 Provide the members with academic and/or social events
and services
• 1.1.3.1.4 Represent members’ issues and concerns with the
administration of the chemistry department as well as other University
of Western Ontario organizations

1.2 Powers and Jurisdictions
1.2.1 Authority 1.2.1.1 The jurisdiction and powers assumed by the CGSA in this constitution and
any amendments thereto arise from an autonomous, self-governing authority
and does not require the approval of any authority other than that of the CGSA
itself.
1.2.2 Bylaws and Polices 1.2.2.1 The Bylaws and Polices attached to this constitution are derived from the
self-governing authority from within the constitution.

1.3 Membership
1.3.1 General Members 1.3.1.1 General members are full- and part-time students who have been
enrolled in a graduate program offered by the chemistry department at the
University of Western Ontario.
1.3.1.2 General members may attend the monthly executive member meetings.
1.3.1.3 These members can present their issues and concerns to the Executive
Council but hold no voting rights during the executive member meetings.
1.3.1.4 General members are eligible to be elected to executive member
positions following the election process in Section 2.1.1 and Section 2.1.3.
1.3.2 Executive Members 1.3.2.1 Executive members are general members who were nominated and
elected for the position as outlined in Section 2.1.4 through Section 2.1.6 and
make up the Executive Council.
1.3.2.2 No one can hold more than one (1) executive membership during their
term unless a position is unfilled. In such a case, the executive members will
either spilt the roles and/or duties amongst themselves or choose who will fulfill
the role.
1.3.3 Executive Council 1.3.3.1 The Executive Council consists of the executive members as well as the
non-executive members, consisting of the SOGS and PSAC representatives, that
fill the positions shown below.
1.3.3.2 Each position holds one vote so long as the position holder attends the
meetings or assigns a proxy.
1.3.3.3 If an executive member misses a meeting, they can select another
executive member to place their vote as a proxy.
1.3.3.4 If a Vice President creates a sub-committee from the general members
population to help complete a task; the sub-committee members have no
voting power on the Executive Council

1.4 Duties of the Executive Council
1.4.1 President The President shall:
• 1.4.1.1 Act as the liaison between the CGSA and different groups including the
chemistry graduate program administrative faculty, the faculty of the
department of chemistry, the Faculty of Science, the Undergraduate Chemistry
Club, etc.;
• 1.4.1.2 Work with the Vice Presidents in any activity that relates to their portfolios;
• 1.4.1.3 Liaise with any group that could affect the research/teaching
assistantships of the members;
• 1.4.1.4 Facilitate and call all Executive Council meetings, with a meeting being
held at a minimum of once per month during the executive term;
• 1.4.1.5 Oversee the functioning of the Executive Council;
• 1.4.1.6 Act as the elections officer when elections are held;
• 1.4.1.7 Hold co-signing privileges of financial documents and payments with the
Vice President of Finance;
• 1.4.1.8 Maintain and distribute the meeting minutes of executive meetings;
• 1.4.1.9 Send reminders when necessary to the SOGS Student Representatives
and the PSAC Local 610 Departmental TA Stewards to ensure that they go to
their meetings;
• 1.4.1.10 Become the CGSA alumni advisor after the next election who answers
questions from the new Executive Council;
• 1.4.1.11 Author, maintain, and submit a DOL as outlined in Section 2.2;
1.4.2 Vice President of Academics The Vice President of Academics shall:
• 1.4.2.1 Act as a liaison and work with the chemistry graduate program
administrative faculty on topics that concern the members of CGSA and their
graduate student experience;
• 1.4.2.2 Gather and track scholarships/grants that the members can apply to and
the requirements needed to apply to them;
• 1.4.2.3 Gather and update the information pertaining to research-based
activities/events such as scholarship event days, major conference deadlines,
funding deadlines, and campus visits from journals/publishers;
• 1.4.2.4 Organize and host academically-oriented events with assistance from the
Vice President of Social such as a FAQ for the fourth-year students to talk about
applying to graduate studies in Chemistry, an orientation event for the incoming
graduate students, research days, conferences, symposia, or Masters/Ph.D.
thesis writing, etc.;
• 1.4.2.5 Answer general questions from CGSA members applying to
scholarships/grants;
• 1.4.2.6 Work with the graduate coordinator to streamline information sources for
the members of CGSA;

• 1.4.2.7 Provide assistance to members of CGSA when there is a conflict between
academic/research requirements and personal commitments;
• 1.4.2.8 Author, maintain, and submit a DOL as outlined in Section 2.2
1.4.3 Vice President of Finance The Vice President of Finance shall:
• 1.4.3.1 Hold co-signing privileges of financial documents and payments with the
President;
• 1.4.3.2 Maintain the funds of CGSA and ensure sound fiscal responsibility;
• 1.4.3.3 Find and propose new ways to earn money for CGSA;
• 1.4.3.4 Ensure money is accessible for future events;
• 1.4.3.5 Provide budgetary reports to the CGSA during their meetings with a
report being given at least once a month;
• 1.4.3.6 Maintain the receipts, monthly reports, and other financial paperwork in a
physical/online drive;
• 1.4.3.7 Author, maintain, and submit a DOL as outlined in Section 2.2;
1.4.4 Vice President of Communications The Vice President of Communications shall:
• 1.4.4.1 Maintain the CGSA social media pages and work with Vice President of
Social to advertise upcoming events;
• 1.4.4.2 Be the primary voice between the CGSA and the members through
email/social media with at least one update to both once a month;
• 1.4.4.3 Work with the other executive members to create an annual newsletter
that covers CGSA events, conferences, awards gained by CGSA members, and
activities of the executive members which is to be released at the beginning of
the spring term;
o 1.4.4.3.1 This newsletter may be separated into three parts where each
part is released at the end of each term (fall, winter, and summer);
• 1.4.4.4 Act as a transition officer alongside the Vice President of Policy and
Records during the transition period (Section 2.1.1);
• 1.4.4.5 Author, maintain, and submit a DOL as outlined in Section 2.2;
1.4.5 Vice President of Social The Vice President of Social shall:
• 1.4.5.1 Plan social events that engage the members with a minimum of two (2)
CGSA hosted events per year, excluding academically oriented events that are
co-planned by the Vice President of Academics;
• 1.4.5.2 Gather feedback about events and make plans on how to improve
future events;
• 1.4.5.3 Work with the Vice President of Finance to create and adhere to budgets
for each event;
• 1.4.5.4 Work with the chemistry department’s social committee and/or the
Undergraduate Chemistry Club when planning events if needed;
• 1.4.5.5 Author, maintain, and submit a DOL as outlined in Section 2.2;

1.4.6 Vice President of Policy and Records The Vice President of Policy and Records shall:
• 1.4.6.1 Ensure all CGSA activities adhere to the rules and regulations of the
University, Chemistry Department, and/or the venue where an event is held;
• 1.4.6.2 Store CGSA documents throughout the years in an orderly and
searchable manner using a physical/online drive;
• 1.4.6.3 Collect and ensure the completion of the DOLs by the other executive
members;
• 1.4.6.4 Work with the President and Vice President of Communications to ensure
the meeting minutes are completed in a detailed and usable fashion;
• 1.4.6.5 Act as a transition officer during any transition period (Section 2.1.1);
• 1.4.6.6 Act as an elections officer during elections processes should the president
have a conflict of interest;
• 1.4.6.7 Author, maintain, and submit a DOL as outlined in Section 2.2;
1.4.7 SOGS Student Representatives The SOGS Student Representative(s) shall:
• 1.4.7.1 SOGS councillors must be SOGS members in good standing for the
duration of the position;
• 1.4.7.2 Serve as councillors at the SOGS council (11/year);
• 1.4.7.3 Voice the issues of and concerns of the chemistry graduate students at
council;
• 1.4.7.4 Attend all eleven (11) the SOGS meetings, or ensure that someone stands
in for them;
o 1.4.7.4.1 Should attend at least six (6) of the SOGS meetings themselves;
• 1.4.7.5 Complete the roles and responsibilities as stated by the society’s bylaws;
• 1.4.7.6 Summarize and communicate the council proceedings to the executive
members and highlight decisions that affect CGSA members;
• 1.4.7.7 Go to the executive meetings when possible to give updates;
• 1.4.7.8 Work with the other executive members to understand the concerns of
the CGSA members;
• 1.4.7.9 Attend councillor orientation, if new to the position, and attend the first
meeting of the year with the previous member (if possible);
• 1.4.7.10 Author, maintain, and submit a DOL as outlined in Section 2.2;
1.4.8 PSAC Local 610 Departmental TA Stewards The PSAC Local 610 Departmental TA Stewards shall:
• 1.4.8.1 Serve as the liaison between the Graduate Teaching Assistants (GTAs) of
the chemistry department and the PSAC Local 610 Executive Officers;
• 1.4.8.2 Assist the GTAs with workplace issues and ensuring the work
environment/conditions adhere to the collective agreement;
• 1.4.8.3 Assist the GTAs with any grievance processes when needed;
• 1.4.8.4 Communicate any changes to and/or with PSAC Local 610 that could
affect the GTAs;
• 1.4.8.5 Complete the roles and responsibilities as stated by the PSAC Local 610’s
bylaws;

• 1.4.8.6 Attend as many of the PSAC Local 610’s meetings as possible (4 per
year);
• 1.4.8.7 Go to the executive meetings when available to give updates on the
meetings that they have attended;
• 1.4.8.8 Work with the other executive members to understand the concerns of
the members;
• 1.4.8.9 New stewards must attend the mandatory training for new members, and
attend the first meeting of the year with the previous member (if possible);
• 1.4.8.10 Author, maintain, and submit a DOL as outlined in Section 2.2;
1.4.9 Responsibilities of the Executive Council All members of the Executive Council shall:
• 1.4.9.1 Attend all executive meetings and be active during the meetings;
o 1.4.9.1.1 If it is not possible to attend a meeting in person, then an
alternative such as a proxy or online chat can be used;
• 1.4.9.2 If absent for two (2) meetings in a row, the executive member may be
required to forfeit their position, at to the discretion of the President and Vice
President of Policy and Records. The remaining executive members will choose
the most appropriate means of replacement;
• 1.4.9.3 Keep all other members of the council informed of current tasks that they
are overlooking;
• 1.4.9.4 Fulfill their duties in a proper and timely manner;
• 1.4.9.5 Fairly split the roles/duties amongst themselves or fairly select an
executive member to take over the role if unfulfilled;
1.4.10 Suspension and Termination of Executive Members 1.4.10.1 Should a member of the Executive Council not be performing their duties as
outlined above, they are subject to either suspension or termination as outlined below:
• 1.4.10.1.1 If a member of the Executive Council is not performing their duties as
outlined above, the council may call for a vote of non-confidence; • 1.4.10.1.2 If the results in a two-thirds (2/3) majority, the Executive Council
member in question will be suspended, and an investigation will be held as to
whether they have upheld their responsibilities; o 1.4.10.1.2.1 To be carried out by Vice President of Policy and Records, the
President, or a suitable proxy as determined by the Executive Council; • 1.4.10.1.3 Following the investigation, the results will be presented to the
Executive Council in a follow-up meeting, where another vote will be held to
determine whether the member remains in their position or is to be terminated.
This vote must reach a two-thirds (2/3) majority vote for termination; • 1.4.10.1.4 The remaining executive members will choose the best means of
replacement;
1.5 Amendments to the Constitution, Bylaws, and Polices
1.5.1 Amendments to the Constitution

1.5.1.1 For an amendment to be made, it must first be written as a proposal document.
The proposal document must be separated into two parts: the reasoning and the
amendment. This document must also include the information of the author, the date
the amendment was written, and page numbers. In the reasoning, the author must
provide an overview of what the amendments will affect, why they are being made,
and what they mean.
1.5.1.2 In the amendment, the original piece/section of the constitution must be cited,
with the affected area highlighted in some way, and the amendment written
underneath. An example of this is as followed:

The Vice President of Social and Events will be expected to complete the following duties during their term:
1.5.1.3 The proposal document must be sent to all members of the Executive Council
at least one (1) week before the next executive meeting for review. At the meeting,
the Executive Council will vote on the amendment(s).
1.5.1.4 Amendments cannot change the intent of the constitution, the core purpose of
the CGSA, or go against any regulation currently in place by the chemistry
department, Western University, or the City of London. The writer of the amendment
may ask the Vice President of Policy of Records for help with regulation checking.
1.5.1.5 If approved, the members of CGSA must be informed of the amendment, and
its effects.
1.5.2 Amendments to the Bylaws and Polices 1.5.2.1 The Bylaws and Polices are complementary to this constitution. Amendments to
them will be dealt with in the same way as constitution amendments, noted in Section
1.5.1.
1.5.3 Record of Amendments 1.5.3.1 All amendments, accepted or rejected, must be submitted to the CGSA official
records by the Vice President of Policy and Records.
1.5.3.2 A note on why the amendment was accepted/rejected must be added along
with the date that the amendment was addressed on, and the vote tally of the
amendment.
1.5.3.3 A summary of the amendment/changes should be noted in the “Document
Edition and Notes” section of this document.

1.6 CGSA Alumni Advisor 1.6.1 This position is to be fulfilled by past Executive Council members on a volunteer-
basis.
1.6.2 This position is an advisory role only to answer questions from the current Executive
Council members.
1.6.3 CGSA Alumni Advisors do not hold voting rights regarding decisions being made
by the Executive Council.
1.6.4 The position may be filled by current and/or graduated members of the CGSA.

2.1 Election of Executive Members for Executive Council
2.1.1 Election Seasons/Table 2.1.1.1 The elections of the executive members will occur during the
spring/summer term (May to August of the same calendar year). The elections
of the student representatives are done through CGSA for SOGS and PSAC
Local 610. The timeline for the elections is as follows:

2.1.2 Eligibility for Nomination 2.1.2.1 All CGSA members are eligible to run for any of the executive
memberships/council positions. Incoming students are also eligible as long as
they have proof of acceptance to the department.
2.1.2.2 They must to attend the CGSA meetings, including the transition
meetings, that lay between the date they are elected and their official start
date.
2.1.3 Nomination Process
2.1.3.1 Nominee Highlights 2.1.3.1.1 The Presidents are self-nominated only. If someone wants to nominate
another person for this position, they must inform their nominee of their intention.
2.1.3.1.2 If the nominee is unable to complete the nomination process
themselves, they can give their nominator or a third party their proof of consent
to complete the process on their behalf.
2.1.3.1.3 The nominee must submit a nominee highlight that contains their
platform and why the CGSA Members should elect them. The nominee highlight

can contain any information that the nominee believes is relevant to the
position nominated for.
2.1.3.1.4 The nominee highlight must contain the following information and
formatting:
• Position nominated for;
• Their name;
• Program (MSc vs PhD);
• Year (Incoming/1st, 2nd, 3rd, 4th, 5th);
o If incoming, they must include their start date;
• Research group;
• Election platform;
• No smaller than 12pt Times New Roman or a similar font;
• Margins must not be smaller than 1.87 cm;
• The page limit is one (1) page (Presidential nomination), 250 words (Vice-
presidential nomination), or 150 words (SOGS/PSAC nomination);
2.1.3.2 Nomination Period 2.1.3.2.1 The Presidential nomination period opens at the beginning of June and
closes after seven (7) days. One (1) day after the nomination period ends, the
nominee highlights will be sent out and the election process begins the day after
this.
2.1.3.2.2 Anyone who is not elected may still be elected to a Vice President
position in July.
2.1.3.2.3 The Vice Presidents are nominated in the same format noted above,
where one (1) member can be nominated for one (1) position. However, if there
is an unfilled position after the election period is over, then all non-elected
nominees may be considered for the role. If a nominee wishes to be either
included or excluded from this consideration, they must make a note of this in
the submission email when sending the current Executive Council, the nominee
highlight. The nomination period opens at the beginning of July and closes after
seven (7) days. One (1) day after the nomination period ends, the nominee
highlights will be sent out and the election process begins the day after this.
2.1.3.2.4 Representatives of SOGS and PSAC Local 610 follow the same
nomination process as above with the nomination period beginning at the third
week of September and closes three days after that. One (1) day after the
nomination period ends, the nominee highlights will be sent out and the election
process begins the day after this.
2.1.4 Election for President

2.1.4.1 After the nomination period, all submitted nominee highlights will be sent
out to the members of CGSA mid-June and the digital election polls will open
one (1) day after.
2.1.4.2 Each member may submit one (1) vote to the CGSA email:
2.1.4.3 The election polls will remain open for seven (7) days after the nomination
highlights are released. Votes will be counted one (1) day after the polls close,
and the results will be released two (2) days after the polls close.
2.1.5 Election for Vice Presidents 2.1.5.1 The election for the Vice Presidents is done in the same manner as the
election for the President but with the process taking place in July.
2.1.5.2 In the case where there are still unfilled positions and not enough
nominees to fill them, the duties of that Vice President will be fulfilled by another
executive member or spilt between the executive members as previously stated
in Section 1.4.9.
2.1.6 Election for Student Representatives 2.1.6.1 One (1) day after nominee highlights are released, the election polls will
be open for seven (7) days. The day after the polls close, the votes will be
counted, and the results will be released the following business day.
2.1.6.2 Elected representatives must sign the appropriate forms, found on the
website of SOGS (http://sogs.ca/council/) and PSAC Local 610
(https://www.psac610.ca/resources).
2.1.6.3 Once elected, if the members, councillors, or stewards are new, they
must attend the mandatory training for their respective positions. The
previous/returning representatives may bring the new representatives to the first
meeting of the year to assist with the transition.
2.1.7 Elections Officer 2.1.7.1 Should the need arise, and the President or Vice-President of Policy and
Records cannot call the vote due to a conflict of interest, the Executive
Members will hold a vote to pass the duty to the either an internal elections
officer or a neutral third-party.
2.1.7.2 If a third-party is selected, they must be selected from the CGSA
members.
2.1.7.3 This third-party will be referred to as the Elections Officer and will only be
an active executive member during the election period.

2.1.7.4 The Elections Officer must have access the CSGA email to count the
votes during this time but holds none of the normal responsibilities or privileges of
the Executive Members.
2.2 Decision and Operation Log (DOL)
2.2.1 What is a DOL 2.2.1.1 The DOL is a document created by the executive members that outlines
what they did during their term.
2.2.1.2 the DOL must contain the decisions, reasoning, and other such
information written out in a clear and concise manner.
2.2.1.3 The final draft must be completed by the start of the transition period and
given to the Vice President of Policy and Records to present all DOLs to the
Incoming Executive Council.
2.2.1.4 The incoming executive members will be able to ask the out-going
executive members questions about the content and what they have done
throughout their term during the transition period.
2.2.2 What is Included in the DOL 2.2.2.1 As stated in Section 2.2.1, the executive members should write in detail
what they did during their term on the Executive Council as well as the
reasoning behind it.
2.2.2.2 It must be assumed that the DOL will be the only way for the incoming
executive members (and all future executive members) to understand what
and why events happened during their term.
2.2.2.3 All DOLs must be written clearly and in lay language, such that any
executive member (or third party) can understand the content.
2.2.2.4 If receipts, checks, images, etc. are produced during the executive
member’s time, these should be scanned and added into the document as
appendices.
2.2.2.5 The DOL should also include a year-end review that is a brief summary of
the content of the DOL.
2.2.3 What Is NOT Included In the DOL • 2.2.3.1 Overdetailing/redundant information should be excluded;

executive members during a meeting;

2.2.4.1 All DOLs must follow the general format below and must be submitted as
a PDF document. The exact details can differ based on the position that the
Executive Member held.
- 2.2.4.1.1 Notes:
o The Table of Contents can be omitted;
o The Title Page can be replaced with a detailed header and footer;
o The President can request the DOL be of a certain length or format
depending on what has occurred during the elected term;
2.2.4.2 Format:
• No smaller than 12pt Times New Roman or a comparable font;
• Footer with page numbers;
• Title page;
o Group Name and Logo;
o Executive Role;
o Full name;
o Degree Information (M.Sc./Ph.D., background, Supervisor);
o Term start date;
o Term end date;
• Year End Review;
o Summary of the events/actions that transpired and the reasons
why;
• Table of Contents;
o An outline of where each section is based on the page number
that they start on;
• Body of the DOL;
o Entries based on date and/or event;
• Appendices;
o Extra space for receipts, checks, images, etc.;
o Entry numbers are referenced in the body when necessary;
