3. Introduction

The climate changing has been observed a challenging issue in the world. Some researchers argue that this change has been created by artificial using HAARP technology, before understand the HAARP Technology we see the statement of HAARP technology inventor about climate change:

He says that “Carbon dioxide in the atmosphere is at a level that is 30% greater than it was at the start of the industrial age” (Dr.Barnard J.Estlund-1998).Its believable statement about Climate change but on another side we can ignore the HAARP Technology,

4. About the HAARP Technology

The High Frequency Active Auroral Research Program (HAARP) is an ionospheric (ionosphere is a part of the upper atmosphere, it is ionized by solar radiation) research program jointly funded by the US Air Force, the US Navy, the University of Alaska and the Defense Advanced Research Projects Agency (DARPA). Its purpose is to analyze the ionosphere and investigate the potential for developing ionospheric weapons technology for weather modification and surveillance purposes (such as missile detection). The HAARP program operates a major Arctic (cold) facility, known as the HAARP Research Station, on an Air Force owned site near Gakona, Alaska.

The inventor of this technology is Dr.Barnard J.Estlund, The patent own by US Company ARCO (The Atlantic Richfield Company). ARCO sold this subsidiary, the patents and the second phase construction contract to E-Systems in June 1994. E-Systems is one of the biggest intelligence contractors in the world -- doing work for the CIA, defense intelligence organizations and others. $1.8 billion of their annual sales are to these organizations.

5. What is the HAARP?

HAARP is stand for “High Frequency Active Auroral Research Program”. This is patent secured technology;

HAARP is a phased-array ionospheric heater that is capable of focusing large quantities of electromagnetic energy into much localized regions that are very far away from the source. It is entirely possible that the HAARP heaters were directed at the power grid's bottleneck while the grid was operating near peak capacity.

6. How HAARP works?

“HAARP will zap the upper atmosphere with a focused and steerable (pushable) electromagnetic beam. It is an advanced model of an "ionospheric heater." (The ionosphere is the electrically-charged sphere surrounding Earth's upper atmosphere. It ranges between 40 to 60 miles above

the surface of the Earth.) Put simply, the apparatus for HAARP is a reversal of a radio telescope; antenna sends out signals instead of receiving. HAARP is the test run for a super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything -- living and dead” (Dr. Nick Begich and Jeane Manning).

According to DR.Eastlund's (inventor of this technology) , "Thus, this invention provides the ability to put unprecedented (unique) amounts of power in the Earth's atmosphere at strategic locations and to maintain the power injection level particularly if random pulsing (vibration) is employed, in a manner far more precise and better controlled than heretofore accomplished by the prior art, particularly by detonation (explosion/ignition)of nuclear devices of various yields at various altitudes ( height/elevations)”, "...it is possible not only to interfere with third party communications but to take advantage of one or more such beams to carry out a communications network even though the rest of the world's communications are disrupted. Put another way, what is used to disrupt another's communications can be employed by one knowledgeable of this invention as a communication network at the same time."

"... large regions of the atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter unexpected and unplanned drag forces with resultant destruction."

"Weather modification is possible by, for example, altering upper atmosphere wind patterns by constructing one or more plumes (cloud) of atmospheric particles which will act as a lens or focusing device.

7. What are the Susceptible Applications of HAARP

According to patent applications, HAARP was created to manipulate (control) the upper atmosphere of earth, to control the weather, and to disrupt communications over large areas. It could quite possibly be the prototype for a particle beam weapon with military applications.

HAARP is also expected to communicate with submarines submerged some 12,000 miles away. At the risk of sounding Cassandra-like, many people believe that HAARP portends (mean) very bad things, for us and for our world. But how do we know? A concerned reporter at OMNI magazine asked HAARP's inventor, MIT physicist Dr. Bernard Eastlund about HAARP'S destructive capabilities. To many, it is the instability of the project that

poses the greatest threat. "You can virtually lift part of the atmosphere," he told to OMNI. "You can make it move, do things to it." But not always the things that the project engineers want it to do.

Phase one of the HAARP Project has already been completed. One- to three-million volts of electrons were transmitted via an inverted cone into the ionosphere just "to see what will happen," according to one engineer who is working on HAARP Project. None of us know what will happen in the future because of the HAARP Project, and that's part of the problem.

According to environmental investigative reporter Mr. William Thomas, the previous electromagnetic experiments have already disrupted the path of the jet stream, resulting in weird (strange) weather all over the globe.

Alaskan pilots fear (panic) the electronic navigation anomalies that will result from the HAARP tests, causing pilots to become deaf and dumb, if not blind, in the air. Or, they fear that their planes could suddenly plunge (throw) to the ground because of electrical interference.

However, after a number of crashes were linked to electrical interference, the Joint Electromagnetic Interference (JEMI) investigation revealed that "radio waves at certain frequencies can bring down an aircraft by putting it into an uncommanded turn or dive, or by turning off its fuel supply."

Harvard-trained physicist Dr. Richard Williams, He says that HAARP tests, "irresponsible acts of global vandalism (damage), atmosphere”. With experiments on this scale," Williams said, "irreparable (permanent) damage could be done in a short time."

Alaskan physician, Dr. Nick Begich, concurs. His book, ANGELS DON'T PLAY THIS HAARP, co-written by investigative reporter Jeane Manning, contends that ever- increasing electromagnetic pulses could punch a hole in the planet's magnetic field, leaving us completely vulnerable (weak) to intense solar radiation.

One Russian political scientist Ashley Cleek (Article - July 30, 2010) Has claimed the “United States may be using climate-change weapons to alter the temperatures and crop yields of Russia and other Central Asian countries.” Areshev's article also references an unmanned spacecraft X-37B, an orbital test vehicle the Pentagon launched in April 2010. The Pentagon calls X-37B a prototype for a new "space plane" that could take people and equipment to and from space stations. Areshev, however, alleges that the X-378 carries "laser weaponry" and could be a key component in the Pentagon's climate-change arsenal.

According to Dr. Rosalie Bertell, HAARP is part of an integrated weapons' system, which has potentially devastating (disturbing) environmental consequences.

The United States Congressional record deals with the use of HAARP for penetrating the earth with signals bounced off of the ionosphere. These signals are used to look inside the planet to a depth of many kilometers in order to locate underground munitions (underground weapons), minerals and tunnels. According to Dr.Begich and Manning brought to light USA government documents indicating that the military has weather-control technology. When HAARP is eventually built to its full power level, it could create weather effects over entire hemispheres. A point to remember is that the ionosphere is an active electrical shield protecting the planet from the constant bombardment (shower) of high-energy particles from space. This conducting plasma, along with Earth's magnetic field,

traps the electrical plasma of space and holds it back from going directly to the earth's surface.

8. Criticized on the HAAR Technology from different peoples those who know about HAARP

Independent scientists such as Elizabeth Rauscher. She has a Ph.D., a long and impressive career in high-energy physics, and has been published in prestigious science journals and books. Rauscher commented on HAARP. "You're pumping tremendous energy into an extremely delicate (Thin/slight) molecular configuration that comprises these multi-layers we call the ionosphere."The ionosphere is prone to catalytic reactions," she explained, "If a small part is changed, a major change in the ionosphere can happen." Dr. Rauscher shared her mental picture of it -- a soap-bubble-like sphere surrounding Earth's atmosphere, with movements swirling over the surface of the bubble. If a big enough hole is punched through it, she predicts, it could pop.

Physicist Daniel Winter, Ph.D., of Waynesville, North Carolina Earth is spinning relative to thin electric shells of the multilayer membrane (covering) of ion-o-speres that absorb and shield Earth's surface from intense solar radiation, including charged particle storms in solar winds erupting (blow up) from the sun. Earth's axial spin means that HAARP -- in a burst lasting more than a few minutes -- will slice through the ionosphere like a microwave knife. This produces not a hole but a long tear -- an incision (cut)."

Another scientist interviewed said there is a super-powerful electrical connection between the ionosphere and the part of the atmosphere where our weather comes onstage (in performance), the lower atmosphere. One man-made electrical effect -- power line harmonic resonance -- causes fallout of charged particles from the Van Allen (radiation) belts, and the falling ions cause ice crystals (which precipitate rain clouds).

9. Email corresponding with the inventor of HAARP Dr. Eastlund

Dr. Eastlund,

I was wondering, since you say HAARP is a small version of what is in your patent #4,686,605 - what, if any are the potential effects of HAARP on the weather in its present form of DP, the full DP, and the full IRI?

Our research would indicate that HAARP in all of its developmental and complete stages will have no effect on the weather, as it is just too small. I would appreciate any comments you might have about this.

The plans for HAARP as I understand them are to go to 980 KW this year, and ultimately about 3.6 MW. Significant direct interactions with tropospheric weather patterns would require power levels of 100 MW or more. However, even at 3.6 MW significant experiments

could be performed.

It has also been suggested that upper atmosphere winds (above 50KM) play a role in the motion of the lower altitude jet stream.(J. R. Herman and R. A. Goldbert. sun, Weather and Climate, National Aeronautics and Space Administration, Washington, D. C. ) Balsley etc all have studied the modulation of the auroral electrojet and found correlation with modulation of the zonal winds at 88 KM altitude. (B. B. Balsley, et al, 1983. "On the Potential of Radar Observations for Studying Coupling Processes Between the Ionosphere and the Middle Atmosphere," Weather and Climate Responses to Solar Variations, Colorado Associated University Press, Boulder, Colorado. USA)

The HAARP antenna as it is now configured modulates the auroral electrojet to induce ELF waves and thus could have an effect on the Zonal winds.

I recently have revisited the potential for electromagnetic beam modification of weather in a series of papers written with the support of the European Space Agency. They asked me to investigate potential applications in which a Solar Power Satellite was the source of energy. (They have been designed for 1,000 MW)I have published two papers on the use of what I call the "Thunderstorm Solar Power Satellite" and have done numerical simulations of its use to prevent tornado formation in mesocyclones. They are: "Systems Considerations of Weather Modification Experiments Using High Power Electromagnetic Radiation", Published in Proceedings of "Workshop on Space Exploration and Resources Exploitation-Explospace 20-22 October, 1998, Cagliari, Sardinia, Italy.Last week I presented:"Mesocyclone Diagnostic Requirements for the Thunderstorm Solar Power Satellite Concept" Published in the Proceedings of "The Second Conference on the Applications of Remote Sensing and GIS for Disaster Management", Jan. 19-21, 1999, Sponsored by NASA and FEMA.

10. Summary-1 in perspective of climate change

Avalanche instabilities of energy dislodge (remove) by such radio waves could hit us hard. Their work suggests that technicians could control global weather by sending relatively small 'signals' into the Van Allen belts (radiation belts around Earth).World-recognized scientist MacDonald had a number of ideas for using the environment as a weapon system and he contributed to what was, at the time, the dream of a futurist. When he wrote his chapter, "How To Wreck The Environment," for the book Unless Peace Comes, he was not kidding around. In it he describes the use of weather manipulation, climate modification, polar ice cap melting or destabilization, ozone depletion techniques, earthquake engineering, ocean wave control and brain wave manipulation using the planet's energy fields.

11. Summary -2 HAARP could be used as a weather weapon

According to Dr.Begich and Manning brought to light USA government documents indicating that the military has weather-control technology. When HAARP is eventually built to its full power level, it could create weather effects over entire hemispheres What this means is that HAARP could potentially be applied by the US military to selectively modify the climate of an "unfriendly nation" or "rogue (Trouble maker) state" with a view to destabilizing its national economy. It is important to understand the linkage between the economic, strategic and military processes of the New World Order. In the above context, climatic manipulations under the HAARP program (whether accidental or deliberate) would inevitably exacerbate these changes by weakening national economies, destroying infrastructure and potentially triggering the bankruptcy of farmers over vast areas. More recently, China and France put their people's money to destructive use in underground nuclear tests. It was recently reported that the US government spent $3 trillion dollars on its nuclear program since its beginnings in the 1940's. What new breakthroughs in life science could have been made with all the money spent on death?

12. Research Methodology used in Proposed Research

Both research methodologies were used in this proposed research

12.1 Quantitative Methodology: Data will be collected from reliable sources for analysis as in depth as possible.

12.2 Qualitative Methodology: All gathered data will be measured in scientific way ,comparison will be made of different scientist views about HAARP and objective will be set to initiate the research program in perspective of human betterment as well as to value add in our national defense system.

14. Definition of used Terms

14.1 Ionosphere

The ionosphere is a part of the upper atmosphere; it is ionized by solar radiation. It plays an important part in atmospheric electricity and forms the inner edge of the magnetosphere. It has practical importance because, among other functions, it influences

radio propagation to distant places on the Earth.

14.2 Auroral: is a natural light display in the sky, particularly in the polar regions, caused by the collision of charged particles directed by the Earth's magnetic field. An aurora is usually observed at night and typically occurs

in the ionosphere. It is also referred to as a polar aurora or, collectively, as polar lights. These phenomena are commonly visible between 60 and 72 degrees north and south latitudes,

Phased Array: A group of antennas in which the relative phases of the respective signals feeding the antennas are varied in such a way that the effective radiation pattern of the array is reinforced in a desired direction and suppressed in undesired directions

14.3 Electromagnetic waves: The waves produced by the acceleration of an electric charge and propagated by the periodic variation of intensities of, usually, perpendicular electric and magnetic fields. Any electromagnetic wave is characterized by two parameters: its frequency and its wavelength.

14.4 Plasma

The word ‘plasma‘ comes from the Greek and means ‘form‘ or ‘shape

Plasma is often referred to as the fourth state of matter. When a solid material is heated, it typicallyTransforms first into a liquid and, at a higher temperature, into a gas. If further energy is supplied.to the gas, it becomes electrically conducting, even though overall electrical neutrality is maintained.This is due to the fact that the electrons gain sufficient energy to separate from the atoms or moleculesof the gas. The plasma thus consists of a mixture of mainly positively charged ions, electrons,and neutral particles.
