Compensation and Benefits

The salary range for the Community & Economic Development Director is $127,219 to $202,620 annually. Initial salary placement is dependent upon the selected candidate’s experience and qualifications. The City also provides an outstanding benefits package that includes:

♦ Retirement: CalPERS, 2% @ 55 for Classic members and 2% @ 62 for new members (as defined by PEPRA). Employee pays employee portion.

♦ Cafeteria Benefits: $9,450 per year, plus 4.5% of annual salary towards purchase of medical, dental and vision insurance, or cash (with proof of other medical coverage).

♦ Deferred Compensation (Section 457 and Section 401a): Employee may use unused benefit dollars and/or pre-tax dollars reduced from salary.

♦ 296 hours of annual leave in lieu of vacation, sick, and administrative leave.

♦ 11 paid holidays.

♦ Life Insurance: City pays full premium for employee, three times the annual salary, maximum benefit is $300,000 and dependent life insurance is also available.

♦ Car Allowance: $500 per month.

♦ Retiree Medical: City contributes $75 per month into a VEBA.

♦ Tuition Reimbursement: $1,500 annually.

The Community

Moreno Valley, a rapidly growing city with a diverse population of nearly 200,000 residents is located east of Los Angeles and is shadowed by the spectacular San Bernardino Mountains. Moreno Valley has become the residential hub for the rapidly expanding Inland Southern California region, and is the second largest city in Riverside County. The City’s motto is “People, Pride, Progress.”

Moreno Valley’s strong population growth has given it a large retail and service sector. The City’s economy also features a growing industrial sector, as well as an expanding medical community that is flourishing around the Riverside County Regional Medical Center and the Kaiser Permanente Moreno Valley Medical Center. The March Air Reserve Base is located adjacent to the City.

The City housing market offers a wide variety of options, with an average existing home value of approximately $186,000 and new homes starting in the low $300,000’s. Moreno Valley’s demographic information reveals a solidly middle class growing community with a diverse population of young families living in a safe and prosperous environment. The average household income in Moreno Valley is $62,315 with more than 33% of its families earning over $75,000. Residents are served by two school districts; the campus of UC Riverside is minutes away as are several excellent private universities. The City Government

Moreno Valley was incorporated as a General Law City in 1984, merging the communities of Moreno, Sunnymead, and Edgemont. The City operates under a Council/Manager form of government and has a five-member City Council

comprised of members elected by district. Each Council Member is elected for four years with staggered terms.

The City has a cohesive, customer-service and team oriented workforce of over 469 career and temporary employees, who provide a wide-range of municipal services including public works, community and economic development, parks and community services, animal control and library. Police and fire services are provided through contracts with Riverside County. The City’s fiscal year 2014-15 operating budget is approximately $163 million, which includes a $79 million general fund budget.

The Position and Ideal Candidate

T h e C o m m u n i t y a n d E co n o m i c Development Director is an at-will position reporting to the City Manager and oversees a staf f of 42 employees within three divisions consisting of Administration/Economic Development; Planning; Building & Neighborhood Services (including Code Compliance). The department is fortunate to have strong management and leadership heading up the divisions, which allows this role to focus on the bigger-picture city issues related to growth, development and economic vibrancy.

A priority for this assignment relates to the city’s desire for an economic development effort that creates quality jobs. Since 2013, nearly 3,000 jobs have been created as Amazon, Aldi Foods, Procter and Gamble and other major corporations have selected Moreno Valley as the locale for new operations. One key aspect of this initiative is the development and implementation of the Economic Development Strategic Plan. The City has tremendous growth potential as it is currently built to only 50% of capacity, with large parcels available for development. There are also a number of signif icant projects in “the pipeline” with major corporations evaluating additional possibilities.

The City is seeking a progressive, creative and strategic leader to guide the Community and Economic Development department. The position requires a collaborative, engaged and team oriented management style with excellent oral, written and interpersonal communication skills. This is a “hands on” management position where the Director also functions as an active and energetic member of the operational team. The successful candidate will be loyal, with strong professional and personal ethics, possess excellent analytical skills and a sense of humor and have the ability to consider issues from differing perspectives. As a leader, the new director will be an active partner on the executive management team. The expectation is to help develop, implement and foster citywide initiatives including a customer care initiative related to greater service levels.

This opportunity essentially represents a “Type A” job for a “Type A” manager who cares for people. The desired candidate will possess extensive high-level experience in actively leading all facets of community

development and a proven track record of successful economic development initiatives. The ideal background will include solid and extensive experience in planning, building, community development and economic development, consisting of 10 or more years of increasing responsibility in the development services f ield. This includes at least two years in a management capacity. The position will require a Bachelor’s degree in public or business administration, planning or a closely related f ield. A Master’s degree and experience at the executive level working for a medium to large local government agency is preferred.
