Indeed, it is restricted by law to the publication of an official record of the transac-tions of the executive and legislative depart-ments of the municipal government. General news is by ¡the very act under which it is estab-lished excluded from its columns. I think it safer to give effect to the two laws in this respect, rather than to throw ©yrselves upon the idea that by implication, in the absence of any express repeal, the provision which I have .cited trom the later act Is to be regarded as abrogating the pro-vision quoted from the first statute.

NOTICE TO PRINTERS.

O E A L E D P R O P O S A L S W I L L B E R E C E I V E D A T 0 the office of the Clerk of the Common Council, Room N o 8 C i t y Hall, on or before Tuesday , the n t h d a y of November , 1873, a t 13 o'clock M., for the performance of the work specified below, viz.: 1 —For preparing index to the proceedings of the Boards

of Aldermen and Assistant Aldermen, for the year 1873, the price per page for such preparation, to be similar to specimen, to be seen at this office.

3 — F o r printing the said index, which is to accompany each of the 4 volumes of the proceedings of each B o a r d : the price per page for such print ing:— for an edition of 350 copies each volume.

F o r binding 250 copies of each volume of proceed-ings, in full sheep, as per specimen shown—in all for both Boards 2,000 volumes ; the price for bind-ing each volume.

For preparing index to the volume of documents for each Board for the y e a r 1872; the price per page for such preparation—similar to specimens furnished a t this office,

e — F o r printing such index, when prepared, which is to be bound.as part of each volume of documents: the price per page for an edition of 300 copies ot each volume. ,

6 — F o r binding 300 copies of each volume—600 volumes in al l—for both Boards ; half muslin b inding; to be equal to specimen furnished at this office.

7 — F o r printing, preparing index, printing the same, and binding the joint proceedings of the Common Council for the year 1872 (being volume 39 of the series); the price per page for such printing, including the index (the edition being j o o copies); the price per page for preparing the index, and the price per book for binding in full sheep—such printing, indexing and binding to be in all respects equal to the sample work to be seen at this office.

8 — F o r re-printing any portion of the proceedings of ei-ther Boards that may be required, the price per page for such re-print, for an edition of 250 copies, as per sample to be seen at this office.

Estimators may bid for each item of work separately, or may include all the work in one bid. N o bid will be received for separate portions of the work. Each esti-mator must bid for the entire work, as above stated.

T h e successful bidder will be required to furnish security for the due performance o f the work, which must be completed within 5 months from the date of his c o n t r a c t ; the joint proceedings must be first completed, and within a period of 3 months. , , ~

Pursuant to statutes in such case made and provided, the Department of Public Parks, for and in behalf of the Mayor , A l d e r m e n and Commonalty of the C i t y of r»ew Y o r k hereby g i v e notice that, in compliance with the act of the Legislature of the State of N e w York , entitled " A n a c t to alter the map or plan of the C i t y of N e w Y o r k b y laying out thereon a public place for a parade ground, and to authorize the taking of the same, passed April 20,1871, three-fifths being present, the Counsel to the Corporation of the C i t y of N e w Y o r k will j p p l y to the Supreme Court of the State of N e w York , a t a spe-cial term of said Court , to be held at the chambers thereof in the Court House of the C i t y of N e w Y o r k on Thursday, the aoth day of November , 1873, at 10 o'clock A. M., or as soon thereafter as counsel can be heard thereon, for the appointment of Commissioners ot Estimate and Assessment in the above entitled matter , and that the nature and extent of the improvement hereby intended, are the laying out and opening of a public place for a parade ground, between R i v e r street and Sherman avenue, and between In wood street and a certain N e w street in the C i t y of N e w York , the exact locality and extent of such parade ground being shown b y the duplicate maps thereof, filed pursuant to the third section of said act, one copy in the Department of Public Parks, and the other copy in the office of the Department of Public Works in said c i ty , to which maps reference is hereby made.
