Introduction

As one of the world’s largest building materials providers, we are proud to publish this book to outline just a few of the actions we are taking to make our business -including our plants, landholding,products and logistics - moresustainable. Facts are wide ranging -from worldwide initiatives toindividual restorations of habitat for endangered species, to initiativesfor people and places. This book givesan insight into our ethos with regardto creating a more sustainable, addedvalue organisation ready for thechallenges of the mid 21st century.

#01 Climafuel

Climafuel is derived from domesticand industrial waste that wouldotherwise go to landfill. We useClimafuel to replace the use of fossilfuels, such as coal, to heat ourcement kiln. This is better for theenvironment. In 2009 it saved over160,000 tonnes of CO2.

#02 Carbon Labelling

Bagged and Bulk Rugby cement is now carbon labelled. Thesecertifications allow users tounderstand the CO2 reductionbenefits of CEM2 blended cements.

#03 Chipped Tyres

Used tyres are chipped and used as an alternative source of energy in our main cement production plantin Rugby. This began in 2007 andsaved around 23,000 tonnes of CO2emissions last year, the equivalentto the CO2 emissions that around9,000 cars produce in a year.

#04Compliance

All major CEMEX projects aresubject to an Environmental ImpactAssessment process as part of theapplication for planning permission.As such, CEMEX carried outassessments for 8 projects in 2009.For cement and aggregatesapplications, these assessmentsalso usually include socialimpact assessment.

#05 Conserving Primary Aggregates

At least a quarter of a million tonnes of by-products such as fly ash areused in blended cement to reducethe need for quarrying primary raw materials. Pulverised fuel ash(PFA) is a by-product of coal-firedpower stations.


#06 Coasts

We play an important role in thereplenishment of the UK’s beachesand protecting coastlines fromerosion. With climate change, this is a growing problem. We supplied85,000 cubic metres of sand andgravel to raise beach levels inSouthwold, Suffolk.


#08Construction Sustainability Strategy

The Government has demandingrequirements for the constructionindustry and its supply chain. Weaim to meet and exceed thesetargets where possible.

#09Conduct - Eco Training

Eco Training days were held in 2009for 350 mobile plant operators, tofurther reduce fuel consumption.This initiative has reduced our fuelconsumption by up to 15%.

#07Come In

CEMEX has an open door policy and during 2009 the companyreceived more than 500 visitors toits plants and quarries. As part of the Europe-wide ‘Heritage OpenDays’ initiative to celebrate Coventryand Warwickshire’s rich history andculture, local visitors enjoyed a tour of the Rugby cement plant,where they were given a bird’s-eyeview of the town from the plant’s400 foot tower.

#10 Blended Cement

Blended cements make use of by-products from other industries.This reduces the carbon footprint ofthe end product by between 30 and 50%.

#11Certification to Responsible Sourcing

The UK readymixed concretedivision meets the standard for the Responsible Sourcing ofConstruction Products BES6001.This BRE Standard certifies all our 230 concrete plants across the UK for quality, organisationalgovernance and supply chainmanagement in addition toenvironmental and social impact. We are extending this across ourother product divisions in 2010.

#12Cement Sustainability Initiative

We aim to minimise the impact on the environment on a local,national and international scale. We regularly participate in nationaland international forums concerningenvironmental issues, and aremembers of the CementSustainability Initiative. This is madeup of 18 global cement producers,pursuing more sustainable waysof working.


#13Collection

In 2009, around 220,000 tonnes of waste was processed to producethe Climafuel used to heat ourcement kilns. This diverted wastefrom landfill and would have beenenough to fill over 200 Olympic size swimming pools.

#14 Commitment

We have invested more than £30 million in recent years on UK Sustainability projects.

#15 CRC Energy Efficiency Scheme

We are one of the 5,000 companieswho are involved with this newgovernment scheme. As such, wefully support the scheme and arefocusing on reducing our carbonconsumption in incremental steps inbusinesses not currently covered byemissions trading schemes.

#16Capital Investment

We have demonstrated our longterm commitment to serving ourcustomers through innovation andinvestment, such as the new £49 million blended cement plant at Tilbury, and readymix plants atkey locations.


#17Changes to the BuildingRegulations

Change is a constant. The BuildingRegulations are no different. We arecurrently developing solutions to thechanges relating to our productrange and its applications withinPart L 2010. Looking forward, wewill help the building industry hit theeven more onerous targets for ZeroCarbon, Code Level 6 by 2016.

#18 Changing Behaviour - Idea Bank

Our employees at all levels areencouraged to generate new ideasaround sustainability. These ideascan be small scale local projects tocompany wide initiatives, such asimproving recycling of office waste.

#19Cutting Energy

We have reduced the amount ofenergy required to make cement byminimising the amount of the keyingredient clinker (which is energyintensive) and supplementing it withbyproducts from other industries,such as fly ash.

#20 Complete Life Cycle

Life Cycle Analysis of products and their end uses is an increasinglyimportant feature. For example,around 80-90% of a building’stypical carbon footprint over its life is in the use phase, not itsinitial construction.

#21 Conversation

On developments, such as newplants, quarries, extensions andupgrades, CEMEX consults withrelevant organisations and localpeople with the aim of striking abalance between the need forbuilding materials and the effects on local communities.

#22Carbon Footprint

The carbon footprint created by our production processes hasdramatically decreased. We are well on target to reducing our CO2 emissions per metric tonne of product by 25%, between 1990and 2015.


#23Climate Change

Climate change is a key concern forus. Globally, our use of alternativefuels and renewable energy willincrease by 23% by the year 2020.Helping to meet the challengesposed by climate change.


#24 Calendar

Key dates for the future are Part LRevisions 2010, Strategy forSustainable Construction Targets2012, Code Level 6 (zero carbon) forSustainable Homes 2016 and ZeroCarbon Commercial Buildings by2019. CEMEX is committed to helpthe construction industry reachthese targets.

#25Carbon Reduction

We implement best practicesolutions to address climate change,including educating employees andthe wider world about environmentalissues - we aspire to be amongstthe leaders in our industry.

#26 Chertsey Lake

Amongst key restoration schemescompleted in 2009 were two CEMEXAngling sites, Chertsey Lake inSurrey and Little Moulsham Lake inHampshire. These are former sandand gravel pits that have beenrestored to create lakes.


#27 Carbon Emissions

CEMEX has taken many steps toensure that the carbon emissionsproduced from its operations areminimised. Since 2005, the use ofalternative fuels has more than quadrupled.

#28 Concrete Recycling

Concrete can easily be recycledat the end of its life and bereused for a variety ofconstruction applications.

#29Consultation

CEMEX works closely with itsregulators and takes a proactiveapproach to consultation andlobbying on key issues, throughdirect dialogue with stakeholders.This is encouraged by workingthrough its memberships ofassociations, such as the CBI,Construction Products Associationand Mineral Products Association.

#30Corporate Governance

CEMEX is committed to the higheststandards of corporate governanceand seeks to achieve the rightbalance between the benefits andimpacts of our operations. This is a constant challenge, focused onensuring we remain competitive andimprove operational excellence andefficiency. In doing so we follow highethical standards to achieve long-term growth, reduce impacts -including noise, dust and emissions- provide a healthy and safe place towork, manage land use responsibly,and develop and maintainstakeholder dialogue.

#31Continuity

We promoted conservation beforethe word came into common use.Mineral extraction started inNottinghamshire back in the1920’s and we have beenrehabilitating the gravel workings toa wetland site ever since, improvingbiodiversity and for the use of thelocal community.

#32 Convention on International Tradefor Endangered Species

With over 34,000 species of flora and fauna categorised by CITES as endangered in the WashingtonConvention, CEMEX worldwide is proactively participating inpreventing the trade of endangeredspecies, protecting rare andendangered species found at CEMEXsites across the world.


#33 Control Systems

We have introduced a number of new services to help makecustomer sites work moreefficiently. 24/7 load is our out ofhours delivery service, which allowsyou to start your working day withfull silos of cement and bins ofaggregate, whilst also easingpressure on congested sites.

Smart Silos measure and transmitthe levels of bulk cement theycontain directly to our CustomerService team, who then arrange for new deliveries to be sent to yoursite as and when required.

#34 Classroom

We run a number of school outreach programmes with localschools and organisations, such as Groundworks. Last year, Year 4 pupils from St Peters C of E Primary School in Aylesford,completed a project based on theirlocal CEMEX quarry. This included a plan for regeneration of the site,which is rich in fossils.

#35 Vertical Cement Mill

The new Tilbury vertical millincorporated sustainability from thedesign stage. The mill uses 42%less energy than the mill it replaced,saving around 3,300 tonnes of CO2per annum.

#36Cooper Hayman Cup

CEMEX had two sites (Bush Farm inEssex and Attenborough NatureReserve in Nottinghamshire)shortlisted for the 40th anniversaryof the Mineral Products Association

Showcase 2009 Restoration Awards. In the past, both these sites havebeen presented with the highestindustry restoration recognition bywinning the Cooper Hayman Cup.


#38Contributing to SustainableCommunities

We act as good neighbours byregenerating and restoring usedland. Our education andengagement programmes contributeto the development and creation ofsustainable communities.

#39Control Systems – Environmental Footprint Tracker

We have developed a bespokecomputer-based environmentalfootprint reporting system called Environmental Footprint Tracker. It calculates the specific sustainablecredentials in our materials byrecording power, fuel and waterusage along with waste volumes at site level. It shows how processimprovements will benefitsustainability performance.

#37Computers

As part of our ‘UK SustainabilityEssentials’ programme, we ranscreensavers on all of thecomputers throughout our officesand operations in the UK, whichencouraged our staff to recycle,prevent pollution and conservenatural resources.

#40Cement Plant Efficiency

Production reliability has increasedby 14% since 2004 at our cementplants and with more efficientproduction comes greaterenvironmental benefits.

#41Cycling Safety

In 2009, CEMEX linked up withpolice forces and local authoritiesacross the country during NationalCycling Week and advised morethan 1,200 cyclists on how to staysafe around large vehicles.

#42Channel

We make over four million deliveriesa year across a national supplynetwork of nearly 450 locations.This provides local deliveries andminimises transportation distances,traffic and emissions. We also locateour manufacturing plants in themost appropriate locations to fulfilllocal market needs. For largerconstruction projects, this oftenmeans placing them on site.

Consultation throughout thesupply chain for our products hasdriven improvements with oursuppliers, and has enabled us toachieve responsible sourcingcertification BES6001.

#44Cement

Did you know that the UK cementindustry has reduced its CO2emission by 40% since 1990? In2009, CEMEX UK’s alternative fuelssubstitution was nearly double theindustry average.

#45Impermeable Concrete

CEMEX offers impermeableconcrete, Permatite, formulated toact as an effective waterproof basefor sustainable structures, such asgreen roofs.


#46Considerate Construction

We work with customers to meet their requirements of theConsiderate Constructors Scheme,for example timing deliveries toreduce local nuisance.

#47Culture of Change

To promote and encouragesustainable behaviour, we provide training and education for staff. During a tree plantingscheme we ran to mark ourcentenary, each staff member wasgiven a tree of their own to plant in their garden, or donate to a local school, park or forest.


#48Credits

Achieving BRE’s BES6001Responsible Sourcing accreditationallows customers and clients toscore more credits under thematerials section of both the Codefor Sustainable Homes and BREEAM.

#49Cooperation

We depend on close workingrelationships with local and central government, our regulators,neighbours and other keystakeholders to maintain ourlicence to operate.

#50Carbon Calculator

In 2009, we launched a CarbonCalculator, which allows us to model the carbon generationthroughout our supply chain withdifferent mixes and logisticssolutions. This allows our customersto make informed decisions on theirmaterial choices and meet CO2reduction objectives.

#51 Conservation at Denge Quarry

At Denge Quarry, CEMEX hasworked with the RSPB over many years to restore and develop a site that encourages a wide rangeof flora and fauna and is home to the endangered and iconicPeregrine Falcon.


#52Consumption of Fuel

Last year over 300,000 tonnes of cement and aggregates weredelivered out of hours as part of our 24/7 service to reduce trafficcongestion and fuel consumption.

#53Crew

We support local economies throughthe employment of nearly 4,000people across 450 UK sites, many of which are in rural areas whereemployment is scarce.

#54Combustibles: Secondary Liquid Fuels (SLFs)

In 2009 we used over 23,000tonnes of Secondary Liquid Fuels(SLFs), which are made fromindustrial liquid wastes that can’t be recycled, such as paint thinnersand varnishes. We have used SLFsat our South Ferriby plant since2002. This has reduced emissionsby 15%, compared to using fossilfuels and saved around 7,000tonnes of CO2.

#55Corporate Social Responsibility

Good CSR management is critical to our own and our customers’ longterm business success. CEMEX UKis committed to complying with legalenvironmental requirements, Codesof Practice and industry guidelines,and improving them where possible.Our company is also committed tocaring for the environment, byconsidering the environmentalimplications of decisions made atall levels.

We chair industry initiatives such as the UK Sustainable ConcreteForum and the Mineral ProductsAssociation (MPA) EnvironmentalManagement Group.

#57Beyond Compliance

CEMEX strives to go beyondcompliance. Improving sustainabilityperformance beyond legislation has many benefits such as costsaving, protection of resources and enhancement of productcredentials to help customers meet their sustainable construction requirements.


#58Control of Noise

The introduction of CEMEX EvolutionTM

self levelling and self compactingconcrete has reduced site noise, as it needs no vibration equipment.Other key benefits include speed ofinstallation, improved health and safety and better surface finish.

#59Congestion

Last year CEMEX increased rail transportation to over 10% of its overall transport to reduce congestion.

CEMEX also delivers aggregates and cement by sea and river.


#60Community Liaison

In line with our aim to putCommunity Advisory Panels in allmajor cement and aggregatesoperations, there are now 24 formalpanels in place, which meet atregular intervals. In Rugby, CEMEXhas been working with theEnvironment Council, EA and arange of its key stakeholders todevelop an innovative and moreeffective engagement model, whichis due to be implemented in 2010.

#61Copenhagen

As a result of the CopenhagenConference (COP15) held in 2009,CEMEX signed the CopenhagenCommuniqué, stating ourcommitment to low carbon businesspractices. The statement was signedby a number of internationalbusinesses and establishes acollaborative approach to reducingcarbon emissions.

#62Collaboration

CEMEX favours partnerships withstakeholders and other industries to enhance performance. We takewaste material from processes,such as steel and power generationand use household and industrialwaste materials, to power plants.We also work closely with ourregulators, local and centralgovernments and organisations,such as the BRE and conservationpartners like the RSPB and TheWildlife Trusts.

#63Community Affairs Managers

We have staff dedicated to liaisingwith the communities whichsurround our plants, promotingdialogue and understandingaround day to day operations andnew developments.

#64Chelsea Readyflow

Sustainable Urban DrainageSystems (SUDS) require rainwater to drain through the pavement andenter the ground, to reduce waterbuild up and flooding. CEMEX’sChelsea Readyflow is suitable forresidential applications, such asdriveways and commercialapplications, including car parks.

Having a clear vision and deeply-embedded culture of sustainability is essential for us to continue toraise standards across our globalbusiness. Our vision is of asuccessful, sustainable CEMEX that has a positive impact on peopleand the environment. #66Carbon Capture and Storage

Carbon capture and storage is one of the innovative ways in whichwe have the potential to reduce our carbon emissions. We aredetermined to collaborate and leadin the research of this technique,which involves the capture ofcarbon, that is then permanentlystored away.

#67Campaign - Smart World Together

We aim to be the company of choice for each of our keystakeholder groups and work on competitiveness, impactreduction and reaching out tostakeholders to make this happen.

#68COSHH

The safety of our people and ourneighbours is of paramountimportance. Each of our plantsadheres to the Control ofSubstances Hazardous to Health(COSHH) and to all the latest 2002Health Regulations.

#69Capacity

Our lorries are filled to a minimum of 95% of their rated payload before travelling.


#70Creation of Lakes and Islands

CEMEX Angling, dates back to a 1960’s scheme to restore sandand gravel pits. Today it has 60,000members and offers over 70 mature, fish-filled lakes and 20 stretches of river, with purpose-built disabled access and swims atour day ticket fisheries.

#71Local Deliveries

We deliver 80% of our ready mixedconcrete within a 5 mile radius ofour plants.

#72Code of Ethics

Ethical behaviour is seen as key to our success and all employeesare expected to comply with theCEMEX Code of Ethics. This providesguidance to behaviour, conflict ofinterest, confidentiality, employeerelations, the environment, externalstakeholders, legal and financialcompliance, company property and workplace health and safety.

#73Changed Attitudes

Our sustainability trainingprogrammes have led to a greater focus on environmentalperformance. In 2009, this resulted in a 59% reduction in environmental incidents.

#74Cycling to Work

Our employees have demonstratedtheir commitment to helping usreduce our carbon emissions in anumber of ways. This includes a‘cycle to work scheme’, which over100 employees joined last year.

#75Comfort and Thermal Mass

It is a well established fact thatconcrete, with its greater thermalmass, is excellent in reducing heatfluctuations in any structure. Thisprovides greater comfort to the userand reduces the need for heatingand cooling. CEMEX has workedwith many customers to maximisethe benefits of this characteristic.


#76Customer Benefits

Our bulk cement delivery window is now as little as 10 minutes and with innovations such as Smart Silo, we are looking toeliminate downtime for customerson site. We have also changed ourphone systems to reduce waitingtimes, meaning a more efficientcustomer service, which saves you time and inconvenience.

#77Conserving the Bittern

The bittern is an iconic bird and one of the rarest breeding birds in the UK. Our partnership with The Wildlife Trust, particularly in the development of the reed bedhabitat at Attenborough Lakes,has encouraged its reintroduction in this area.


#78Controlling Impacts

We aim to minimise our impact on the environment. For instance,we have invested £6.5 million in a new bag filter in our Rugby plant.This has reduced dust emissions by 80%.

#79Cylindrical Isoveyors

At our Tilbury cement plant in theThames Gateway, we are using aninnovative transport solution,isoveyors, to transport pulverisedfuel ash by rail from West BurtonPower station. This transport systemsaves around 600,000 miles of roadtransport and approximately 720 tonnes of CO2 annually.

We are challenging the perception of cement and concrete beingunsustainable by our initiatives toreduce CO2 and energy, increasinguse of waste derived fuels,innovating on products and showingthe benefits of concrete in abuilding's life cycle.

#81Carefuel

Our ‘Be Carefuel’ drivers’ trainingprogramme ensures our driversbehave safely on the roads whilstminimising the amount of fuel theyuse. The training programme hasbeen extended into our Safe andFuel Efficient Driver trainingprogram (SAFED) and has resultedin a 9% improvement in fuel usage.

By using concrete containingblended cements, contractors and builders can achieve bettereCopoints ratings according to the BRE Green Guide.

#83CEMEX UK Foundation

The CEMEX UK Foundation invests in not-for-profit community projects which improve local air, land and water quality near CEMEX operations.

#84Conservation Charities

CEMEX has signed up to a three-year partnership withButterfly Conservation to promote and protect the increasingly rare Small BlueButterfly in Warwickshire.


#85Lifetime Cost

Effectively designed and constructedconcrete buildings have a highenergy efficiency and can requirelittle to no maintenance for decades,meaning the lifetime cost of thesestructures is very low.

#87Consumption of Water

We monitor our water usage monthly to reduce consumption, minimise wastage and conserve resources. In addition we implement and maintain systems to recycle water where possible. Over 75% of our readymix plants now have water recycling facilities.

A high quality blended cement from our new generation of cementproducts uses recycled fly ash toreduce CO2 emissions by up to 25%for each tonne produced.


#88Sustainable Construction

At CEMEX, we are fully committed to taking a leading role in sustainable construction, by helping to deliver a sustainable built environment that is profitable,socially responsible and functionswithin environmental limits. In practice, this means providingsustainably sourced materials,reducing greenhouse gas emissions,protecting natural resources andenhancing the environment, creatingsustainable communities.

#89Chalk Slurry

A 57 mile high pressureunderground pipeline runs from Dunstable to Rugby. It pumps chalk slurry from the source in Bedfordshire to the Rugby plant and saves up to 400 lorry journeys per day.

#90Countryside Management

Good stewardship and therestoration and returning of land to beneficial use once operationshave been completed, areresponsibilities CEMEX takesseriously, working with localpartners and conservation groups.

#92Commitment

CEMEX lives up to its promises in a practical way, with continuousimprovements to plant, production,distribution and products. Our plansconfirm our commitment to furtherimprovements for the future acrossall operations.

#93Compliance with European Standards

Our building materials alreadycomply with relevant Europeanstandards, which are a set ofbuilding codes developed by theEuropean Committee ofStandardisation. These will becomemandatory in 2010.

#91 Certifications

Our certification programmes toISO14001 and BES6001 responsiblesourcing schemes mean customerscan be confident that both our ownoperations and our supply chainsare working to the highestsustainability standards.

#94Consultation with Local Communities

A great example of communityconsultation is last year’s opening of the new tunnel at CEMEX’s TaffsWell Quarry near Cardiff. The 200metre, two lane tunnel wasdesigned following consultation withthe local community, to take all lorrytraffic off the minor roads and awayfrom the nearby village of Pentyrch, and onto the major road network.


#95Commercial Building Carbon Zero Legislation 2019

Our improved product portfolio andplanned future developments willhelp our stakeholders meet theGovernment’s Zero Carbon target forcommercial buildings by 2019.Examples include blended cement,self compacting concrete, recycledaggregates and responsiblesourcing of products, along with theinherent benefits of thermal mass ofconcrete for the building in use.

#96Considerate Sourcing

We source 88% of our purchasesfrom local suppliers to reduce theamount of emissions generatedthrough transportation.

#97Climate Change Act 2008

The UK is the first country in theworld to have a legally bindingframework that ensures carbonemissions are cut by 34% by 2020and 80% by 2050. We support thiseffort across all our operations.


#98Communities

Plant improvements across morethan 20 sites in the UK have led to awide range of environmental andsocial benefits for the localcommunities that co-exist with ourplants and works. An example isplant replacement to reduce noiseand emissions.

We have developed a hundred facts about our sustainability, past,present and future in this booklet.Our aim is to ensure that the nextcentury will show a continuation andacceleration of improvements to theenvironment and our productionprocesses, to help build a better future.
