Mission Partner Environment (MPE) Extension to the Tactical Edge
Description Challenge
Solution Status
Enduring MPE is a persistent information sharing and data exchange capability that facilitates Mission Partners collaboration at the strategic level.
Episodic MPE is a mission-specific set of resources enabling information sharing within a single information environment. It leverages a federation of partner capabilities and has an unknown duration based on mission requirements.
The current mission partner information sharing environment does not quickly provide the CJTF/CJSOTF Commander with the flexibility needed to direct operations for a wide array of mission partners. Rapidly establishing an Episodic MPE helps provide coalition and joint force commanders Phase 0 thru Phase V decision making/unity of effort and speed of command capability with mission partners operating in a common security domain.
JCSE’s vision is to use a phased approach to provide a standard method for tactical users to access and participate in an Episodic MPE. Building from existing Defense Information Systems Network-Tactical Edge (DISN-TE) capabilities allows JCSE to provide a sustainable solution flexible enough to satisfy short notice mission requirements. A critical component of JCSE’s Episodic MPE initiative is federation of the DISN-TE and Common Mission Network Transport (CMNT) black cores to provide deployed forces with access to required resources not located at the deployed location.
Episodic MPE through federation of DISN-TE and CMNT black core networks.
USPACOM – completed and operational. USSOCOM – completed and operational. USEUCOM – in planning; target completion 4QTRYF15. USAFRICOM – in planning; target completion 1QTRFY16. USSOUTHCOM – in planning; target completion 2QTRFY16.
Rapidly establishing an Episodic MPE provides commanders with the ability to direct operations with a wide array of mission partners .

Red, Gray, and Black
• A red network contains unencrypted classified data and is logically located behind an inner VPN Gateway. Red network are under the control of the solution owner
• A Gray network contains classified data that has been encrypted one. The Gray network resides between the Inner and Outer VPN gateways. Gray networks are under the control of the solution owner or a trusted 3rd Party
• Black Networks contain classified data that has been encrypted twice. Black networks are not necessarily under control of the solution owner and may be operated by an untrusted 3rd party
