Managed a federal government-funded employment resource centre for 5 years, during which time I began to learn and adopt Web 2.0 tools in my work.
I’ve presented on this topic in various training sessions and conference workshops.

Blogs
You don’t need to be “technically savvy” to create and operate a blog.
Blogs are like journals - messages are posted and organized in chronological order (most recent posting first).
You can post text, audio, video, picture. Viewers can comment on your postings (if you let
them). Blogs can be managed by one person, or a group
of people.
