Minutes of January 20, 1999 Meeting

DTSC and Boeing

Santa Susana Field Laboratory

Attendees are listed on the attachment .

A brief tour of the site was conducted prior to starting the meeting at Boeing's SantaSusana Field Laboratory (SSFL), Building 038 . Introductions of all the new teammembers were made and a summary of SSFL operating, regulatory, public outreach, andtechnical issues was presented by Boeing . During and following the presentation an opendiscussion raised several issues of current and long term relevance to the project . Theseare outlined below.

Standard Risk Assessment Methodolog(SRAM) Workplan

The significance of the application of the SRAM to the project and its connection to thesite remediation strategy were discussed. Review and approval of the SRAM is critical tomeeting the project schedule, as well as setting the overall project strategy . It wassuggested Boeing formalize its operable units concept of site remediation strategy asreflected in the SRAM .

Comprehensive Monitoring Evaluation (CME )

It was agreed that a formal CME report for the 1996 inspection would not be completed,but that the team would initiate a review of the current status of the sampling and analysisplan and the site-wide groundwater characterization program.

Master site EIR for CEOA review of Corrective Measures Study (CMS )

It was suggested Boeing evaluate the advantages of completing an EIR prior to theCEQA public review of the CMS .

Public Participation Program (PPP )

DTSC expressed interest in improving the PPP and working with Boeing to make theprogram more effective. One area of improvement would be to involve more communityleaders .

Former Sodium Disposal Facility FSDF) Interim Measures

The need for expediting approval of the interim measures workplan was discussed .DTSC committed to finishing review of the workplan so that work could begin during thecoming construction season.

The participants agreed to the following action items :

1 . Jose Kou will send the toxicologists' final comments on Standard RiskAssessment Methodology (SRAM) Workplan to Mike Sullivan within the

next two days . Jose will send his department's final comments within 30days. (Note: already received)

2. Watson Gin will amend the current draft agreement letter to clarify point ofcontact, responsibility, and dispute resolution and then sign within 30 days .Boeing will sign after receipt of the amended letter .

3 . Dave Dassler will revise the organization chart to include the Boeingmembers of the team and distribute within 2 weeks .

4. Dave Dassler will initiate an evaluation by Boeing of the suggestion toconduct an EIR for the upcoming CMS public review . This is a long termaction and no due date was set .

5 . Follow up contact will be made within the next two weeks as follows :

Between Mike Sullivan and Debbie Oudiz regarding the SRAM Workplanapproval .

Between Inger Hodgson and Jim Marxen regarding improvements to thePublic Participation and Community Outreach Programs .

Between Mike Sullivan/Art Lenox and Gerard Abrams regarding the FSDFInterim Measure workplan and access to all site documentation at SSFL forreview.

Although not explicitly stated at the meeting, follow up contact will be madewith Jim Pappas, Wade Cornwell, and Karen Baker by Dave Dassler todiscuss next steps regarding the RFI and Groundwater programs .
