Over the Next Six Years, the Army Reserve Will…

• Disestablish 12 Regional Readiness Commands & three Regional Readiness Groups

• Transfer CS & CSS units from Regional Readiness Commands (RRCs) to Operational and Functional Commands

• Establish four RRSCs beginning in FY06; transfer BASOPS functions from RRCs

• Activate eight Sustainment BDEs & five Sustainment Commands from existing structure NLT FY08

• Activate a Theater Military Police Command and Theater Aviation Command

• Relocate USARC Headquarters to Ft Bragg/Pope AFB, NC

• Relocate 84th Army Reserve Readiness Training Center (ARRTC) to Fort Knox, KY

Transformation Impacts

The Army Reserve must resolve key FP issues during Transformation:

BASOPS – Proper alignment of FP duty descriptions at the sustainment commands

Physical Security Inspection Program – Potential mission failure because of overhire positions

FP Funding – Resolving flow of BASOPS and Mission dollars (both OMAR and RPA) between the RRSC and Operational & Functional Commands

Full Time Support – Assigning FTP with FP duties at the Operational & Functional Command Headquarters

IDS Transformation Update

Since 1994, the Army Reserve IDS infrastructure has been built with Advantor CIDS components and operating systems. The depth of the program extends to:

All CONUS RRC’s as well as the 65th RRC and 9th RRC

All Army Reserve installations and sub installations (Ft. Dix, Ft. McCoy, CSTC Camp Parks/Ft. Hunter Liggett, Fort Buchanan, Charles Kelly 1 Support Facility, Devens RFTA)

All ARISCs (Western, Western DET 1, Southwest, Southeast, Southeast DET 1, Northeast, Northeast DET 1, and Central)

Advantage Suite for Networks (ASN) integrated monitoring systems have been installed at the USARC HQ Building at Ft. McPherson; Ft. McCoy; Ft. Dix; Ft. Hunter Liggett; 65th RRC at Ft. Buchanan; Ft. Buchanan PMO

Ongoing maintenance and support agreements at Ft. McCoy, 65th RRC, 70th RRC, 89th RRC and 99th RRC

OPA funded IDS improvement projects – Centrally Managed Firm Fixed Price Contracts let in 2006 W911SE-06-F-0075 - Analog to Digital Cellular Backup

- Execution aligns with RRC Regions
