CHAPTER VII

GUIDELINES FOR CARRIAGE OFPSYCHIATRIC CASES

SOPs’ for air transportation of psychiatric patients are anecessary requirement, to reduce the probabilities of theirbecoming a threat to the safety of the flying public,aircraft orcrew. Mentally challenged, for whom a competent medicalauthority has determined the need of an escort, should not becarried unless the following conditions are met.

The air carrier should be furnished the following information atleast 48 hours before planned departure, in addition to MEDIF.In an emergency, the airlines should be notified as soon aspractical.

(i) Assurance by competent medical authority that a mentallychallenged passenger accompanied by an escort can betransported safely.

(ii) The escorted person should be adequately sedated for theflight and does not have on or about his person or propertyan article that could be used as a deadly or dangerousweapon during flight.

(iii) The escort is equipped with adequate restraining devices tobe used in the event that restraint is necessary.

(iv) The escorted person and escort (as far as possible) should beboarded before all other passengers and deplaned after allother passengers have left the aircraft.

(v) Seated in the rearmost passenger seats that are not locatednext to or directly across from any aircraft exit.

(vi) The captain and the IFS need to be advised in advance, thatan escorted mentally challenged passenger is beingtransported.

(vii)The escort and the psychiatric case shall be seated togetherand not on adjacent seats separated by the aisle or anotherpassenger.

(viii)At all times accompany the escorted person and keephim/her under survelliance; and make a personal inspectionof the restroom / lavatory prior to its being used by thepatient and determine from the cabin attendant the bestmeans to unlock the lavatory door from the outside.

(ix) The air carrier should not serve food or beverages, orprovide sharp cutlery, to an escorted person unlessauthorized by the escort.

(x) The air carrier should not serve alcoholic beverages to anescort, or the person being escorted.

Persons escorting mentally challenged passenger are urged to follow theadditional procedures below:

(i) Arrive at the airport with the patient in sufficient timebefore flight departure to assure a smooth process ofticketing, security check and early boarding.

(ii) In the event of an interline connection, make certain that theconnecting airline is advised in ample time to implementnecessary special procedures.

(iii) Escorts carrying any article that may trigger the securitymetal detector or require a search of carry-on baggageshould request assistance from security/ airline personnel inclearing the passenger screening point.

(iv) Brief cabin crew members regarding the handling of apatient in the event of an occurrence that might affect safetyof the occupants.
