1 The Grant Support Programme In order to fulfil the IPC‘s strategic goal of Athlete Development and in accordance with the IPC Development Strategy, since 2013 the Agitos Foundation has introduced an annual grant programme under the name Grant Support Programme (GSP). The GSP aims to provide IPC Member Organisations with financial resources to implement development projects that support the IPC strategic priorities on athlete development and that align with their own organisational strategy. Building on the great success of the 2013 projects the Agitos Foundation is proud to open the call for proposals for the 2014 Grant Support Programme.

Last year we received over 60 applications and approximately half were funded. This year we expect to receive over 100 applications which will result in a very competitive selection process. Therefore we would like to ask you to first read carefully the following guidelines, and then use the application form to submit your organisation’s project. Be aware that only projects that stick to the following guidelines will be considered.

2 Eligible Project Areas This year we strongly encourage Member Organisations to work collaboratively through joint projects. Projects that include more than one National Paralympic Committees will be given priority. Single Member Organisations are also eligible for funding, but the collaborative principle emphasizes that the Agitos Foundation believes that joining forces through cooperation and networking will benefit the Paralympic Movement in a more impactful manner. In addition, the 2014 GSP call for proposals again emphasizes the importance of gender balance. In line with the IPC Policy on Development applicants must ensure that both genders benefit equally from projects. Positive consideration will be given to projects specifically focused on increasing female participation.

The 2014 GSP will receive applications coming only from Member Organisations divided into two target groups: 1) National Paralympic Committees and Regional Organisations and 2) International Federations and IOSDs. Any other organisations that work in sport for people with an impairment and would like to benefit from the GSP must contact one of the aforementioned.

In order to build on successes and learnings from last year the focus areas for the 2014 GSP remain very similar to those in 2013. Following the IPC Survey and 2013 GSP outcomes, the focus areas for this year’s GSP have been described more thoughtfully in an attempt to create a greater impact on the identified needs of the Membership. Nevertheless, Member Organisations are eligible to propose projects in any area that further develop the Paralympic Movement and that align with their strategic goals even if it is not described here. On the other hand those

listed in this document are the areas where the Agitos Foundation would like to see proposals and therefore will be prioritised. All the focus areas are described in detail in the Annex 1 of this document. The focus areas for the GSP 2014 are:

3 Financial conditions The total budget for the 2014 GSP is 650,000 EUR. The budget available for NPCs and ROs is of 450,000 EUR while the IFs and IOSDs will have an available budget of 200,000 EUR. As in last year the maximum grant per individual project will be limited to 20,000 EUR and collective projects could add 4,000 EUR per NPC up to a maximum total grant of 40,000 EUR only if extra expenses are incurred.

4 Budget The budget must indicate clearly the costs that are eligible for funding. The grant is limited to a maximum co-financing of 80% of eligible costs by the Agitos Foundation. The part not covered by the Agitos Foundation should be funded by the organisation itself and/or by third party partners. The grant will not exceed the amounts described in the section above. The budget must be drafted in euros. Applicants not based in the euro zone must use the exchange rate from an official currency convertor with date April 1 2014.

5 Eligible direct costs Eligible costs of a project are those incurred during implementation, provided that they are identifiable and assigned to the project. These may include but not be limited to, reasonable costs of staff directly assigned to the project, reasonable subsistence allowances, reasonable travel costs, purchase or renting costs of equipment (new or second-hand), and subcontracting when strictly needed. Please note that staff costs should not exceed 30% of other direct eligible costs. For further information please refer to the budget template.

6 Eligible indirect costs Eligible indirect costs of a project are those incurred during implementation that are not identifiable or those that do not have a receipt to be proven. A flat-rate amount, not exceeding 7% of the eligible direct costs of the project, is eligible under indirect costs.

7 Ineligible costs Costs arising from any institutional meeting such as General Assemblies or Executive Boards meetings, as well as excessive, unnecessary or reckless expenditure are non-eligible for funding. The IPC reserves the right to determine which costs are considered ineligible.

8 Timeline The GSP call for proposals will be announced to the Membership and published on the Agitos Foundation website on 1 April 2014. The deadline for applications will be the 15 May 2014. Applicants will be informed not later than 15 June 2014 of the result of their application.

The project must start after 1 July 2014 and be finalised (including delivery of final report) before 30 June 2015. Any project started before 1 July 2014 (but after 1 January 2014) might also be considered. All expenses incurred before 1 July 2014 will not be covered by the Agitos Foundation.

9 Selection process The review of the submitted projects will be undertaken by a committee composed of the Chairpersons of the IPC Development Committee, the IPC Athletes’ Council and the CEO of the Agitos Foundation who will act as the Chairperson of the selection committee.

To be considered for funding, proposals must score at least 60 points. Furthermore, they must score at least half of the maximum points in each of the categories (i.e. minimum 15 points for Relevance of the project). Eligible applications will be assessed on the basis of the following criteria:

Relevance of the project (Maximum 30 points)

• The relevance of the proposal to: o the objectives and priorities of the 2014 GSP as

described in Section 2. o the needs and objectives of the applicant organisation

• The extent to which the proposal is suitable for: o producing high-quality outcomes for participants o raising the capacities of the organisation

Quality of the project design and implementation (maximum 40 points)

• The clarity, completeness and quality of all the phases of the project proposal (preparation, implementation activities and reporting)

• The consistency between project objectives and proposed activities

• The consistency between the timeline and the proposed activities

• The consistency between the project proposal and the budget

• The quality of the project management team and leader • The number of NPCs involved in the project

Impact and dissemination (maximum 30 points)

• The potential impact of the project • The quality of measure for evaluating the outcomes of the

project • The quality of measures aimed at disseminating the

outcomes of the project within and outside the organisation • The potential to raise awareness of the Paralympic

10 Documents Checklist

Make sure you provide all documents below when submitting your project proposal.

If any of the mandatory documents is missing afte the deadline, the application will not be considered.

Annex 1

This document outlines a set of focus areas and priority activities. Member Organisations are eligible to propose projects in any area that further develop the Paralympic Movement and that align with their strategic goals even if it is not described here. On the other hand those listed in this document are the areas where the Agitos Foundation would like to see proposals and therefore will be prioritised. The focus areas are:

1 Focus Areas for National Paralympic Committees and Regional Organisations

1.1 Paralympic Movement Awareness

Description

An awareness project refers to specific actions aimed to generate consciousness of the Paralympic Movement in a country or region. This could be done through several activities such as, but not limited, Paralympic School Days, Paralympic Festivals, Sporting Exhibitions at public plazas, media campaign in radio/TV, etc.

Motivation and expected goals

Following the IPC Strategic Goal on Paralympic Brand it is imperative to promote a strong image of the Paralympic Movement while acknowledging Agitos Foundation for its contribution. The goal is to further promote the positive association of sport, social awareness and the Paralympic values. With this the Agitos Foundation aims to further empower the athletes and therefore the NPCs within the society providing them with leverage to access to funding and recognition.

Suggestions and considerations

Proposals should follow IPC and the Agitos Foundation guidelines on branding and must put the athletes and their sporting achievements on the centre of the project.

1.2 Athlete Education

Description

Athlete Education refers to programmes targeting the athlete’s development beyond sport training, targeting programmes that support athletes to become positive role models, live healthy balanced lifestyle and have the skills to advocate and proudly represent Paralympic Movement. Programmes areas may include, but are not limited to the following:

1. Anti-Doping: awareness and education opportunities in collaboration with national/regional/world Anti-doping agencies to promote drug –free sport.

2. Fair-Play: promotion of Paralympic values, respect, ethics, sportsmanship conduct, etc. 3. Healthy lifestyle: Sport nutrition, hydration, injury prevention, safe guarding in sport. 4. Paralympic Movement Ambassador Transform athletes into ambassador through media

training, public speaking, Paralympic Values, etc.

Motivation and expected goals

The IPC vision statement, “enable athletes to achieve sporting excellent and inspire and excite the world” shows Para-athletes as having the ability to change perceptions through their performances. The goal of this area is to prepare athletes to be ambassadors for the Paralympic Movement, empowered with the skills and training to act ethically, compete healthily and become positive role models. By doing this, we aim to encourage NPCs to support their athletes both on and off the playing field helping them to strengthen the Paralympic Movement’s presence in their country.

Suggestions and considerations

Proposal should be achievable and utilise existing Paralympic education material when available and applicable.

1.3 Athlete Development

Description All projects that impact athletes’ performance are considered part of the focus area Athlete Development. In order to make the projects impactful the Agitos Foundation has spotted five priority activities on Athletes Development. The following list outlines the priority activities but it is in no way exhaustive. Therefore if an NPC wants to apply for funding to support a different activity it will be also eligible but priority will be given to projects in the following themes:

1. Classification Opportunities: Increase athlete international classification opportunities. 2. Grassroots Sport Camps: Increase entry level/grassroots sport opportunities that link

rehabilitations centres and schools to NPCs through the National Federations. 3. Talent Identification: Systematic and structured approach to find new athletes to increase

the athletic pool. 4. High-Performance Training Camps: Camps should aim to raise the competitiveness of

athletes preparing to regional Games or Paralympic Games and should be done In coordination with IFs,

5. Competitions: National, regional or sub regional competitions will be financially supported by the Agitos Foundation. All these activities must be endorsed by the respective IF/IOSD and priority will be given to regional and sub-regional events.

Motivation and expected goals Athlete Development is the core activity of the Agitos Foundation and therefore we foresee many projects being supported in this focus area. The Agitos Foundation is convinced that Paralympic athletes are the engine that drives change through sport towards an inclusive society. Therefore the motivation behind this focus area is to help our Members to raise the level where para-athletes compete and train as well as to motivate an increment on the number of people practicing para-sport in their countries.

Suggestions and considerations NPCs must work closely with their NFs for these projects and in some cases endorsement from IF/IOSDs will be required. We encourage these projects to be done cooperatively between several NPCs engaging the neighbouring countries. For example, coordinate with the IF/IOSD a tour of an international classifier within a sub-region going into several countries during a certain period of time, run classification opportunities around a competition involving several countries, or training camps are great opportunities to cooperate bringing athletes from different countries.

1.4 Sport Technical Education (Coaches, Classifiers and TOs)

Description Organised education opportunities for coaches, classifiers and technical officials on a national and international level for countries or regions where there is great need of these individuals. Motivation and expected goals

Increasing the number of certified technical officials and classifiers will significantly lower the costs of hosting competitions opportunities and will consequently raise the sporting level in the country. The Agitos Foundation expects to see an increase in the number of national classifiers, coaches and technical officials in regions where it is most needed. Suggestions and considerations All activities in this focus area must be approved and coordinated in cooperation with the relevant IF and NF of the desired sport. In case of international courses only sub-regional and regional projects will be funded. A document proving that the IF has approved and will support the activity is required. We encourage NPCs to work cooperatively with other Committees in the region to maximise technical education opportunities.

1.5 Capacity Building and Leadership

Description

Capacity building refers to projects that strengthen the internal management and administration of the NPCs in areas such as marketing, language, IT skills, financial management, leadership, etc.

Motivation and expected goals

Having strong internal management and administration capabilities will make of the NPCs a more reliable and productive organisations. Therefore, through supporting projects in this focus area, the Agitos Foundation expects to see a positive change in the NPCs.

Suggestions and considerations

Content of the capacity building trainings must be pre-approved by Agitos Foundation and could be facilitated by third parties specialist in the desired topic. Preference will be given to NPCs that have Membership Fee of 110 EUR and 750 EUR.

1.6 National Classification Strategies

Description

Under the IPC Classification Code the National Paralympic Committees are responsible “to promote the development of a national Classification strategy, including education”.

The Agitos Foundation welcomes any initiatives hereto that built on the provisions of the IPC Classification Code. Initiatives can address sport-specific approaches as well as concepts or structures that address multisport demands.

Motivation and expected goals

The IPC Classification Code recognizes the pivotal role that athletes play in classification and acknowledges that it is the responsibility of all athletes, athlete support personnel and Classifiers to familiarize themselves with their rights and obligations related to classification. In this regard, accurate classification information and an assessment of the athlete as early as possible in his/her career are considered crucial. Outcomes of the projects can be:

- development of national classification structures

- development of educational tools

- initiatives for increased classification awareness amongst diverse groups of stakeholders, incl. media, spectators, (para-medical) professionals, …

Suggestions and considerations

The applicant should engage the International Federation(s) and the IPC Medical & Scientific Department in the development of national classification strategies to ensure outcomes match with the provisions of the IPC Classification Code, and should seek for models that can be applied across sports on the national level. The development of interactive tools should be considered (web-applications, video, …).

2 Focus Areas for International Federations and IOSDs The following focus areas refer to those projects in which IFs and IOSDs are eligible to receive funding. We encourage IFs and IOSDs to think long term when making a proposal. Solutions to increase sport participation, to promote competition opportunities and the certification of professionals working in para-sport are main priorities. IFs and IOSDs should build stronger links to their national counter parts through this programme while working together with several NPCs. The priority areas for the 2014 call of proposals for IFs and IOSDs are:

2.1 Education Tools (Technical Officials, Coaches and Classifiers)

Description

The objective of this focus area is to find solutions through technology (e.g. internet) to mass distribute educational courses for technical officials, coaches and classifiers.

Motivation and expected goals

International certification of technical officials, coaches and classifiers can be at times somehow challenging and expensive. It requires participants to travel, English proficiency, and other professional credentials that are hard to find in developing countries. The motivation of this focus area is to exhort IFs and IOSDs to create tools and platforms to distribute TOs, coaching and classification courses within their pathways towards international certification. The goal is reduce the costs associated to certify as many people as possible to improve the national quality of Paralympic sport.

Suggestions and considerations

The Agitos Foundation suggests projects around online tools for educational courses. If needed, the IF/IOSD will be asked to consult IPC Medical and Scientific Department for pre-approval.

2.2 Certification of ITOs and International Classifiers

Description

This focus area refers to activities generating international certification opportunities for ITOs and International Classifiers.

Motivation and expected goals

International Classifiers and ITOs are an asset for all the Paralympic Movement especially for those regions where competitions costs can be steep due to the lack of ITOs or where pre-classification of athletes is not accurate previous to a major competition. The Agitos Foundation is committed to increase the number of ITOs and International Classifiers around the world providing all countries with the same opportunities.

Suggestions and considerations

Only applicable for countries, regions or sub-regions where there is a need for more ITOs and International Classifiers. Cooperation with the National Federation is required as well as with the NPCs. Only multinational activities (i.e. impacting more than one NPC) will be supported.

2.3 Organisation of Youth or Development Competitions

Description

The Agitos Foundation will support projects that provide competition opportunities to youth athletes or new competitions that generate development within a region or sub-region. Competitions eligible should not be high-performance or professional and must be in need of financial support to be held. Competitions focused on professional sports or that correspond to a pre-established competition calendar are not eligible. Multi-sport competitions are eligible if the corresponding IF/IOSDs work in a coordinated manner.

Motivation and expected goals

Paralympic athletes are the center piece of our Movement. Providing equal opportunities to compete across the globe is an essential step in the development of athletes and sport. The expected goal of this focus area is to support new competitions not established in the sporting calendar that will promote the participation in new regions with great emphasis on youth athletes.

Suggestions and considerations

Projects could include the organisations of sub-regional events or invitational events where several countries take place to promote participation of the youth in pre-selected sports. It would be considered a plus if an education component is included in the competition for the young participants.

2.4 Sport Equipment

Description

Projects in this focus area must provide low cost solutions for Paralympic sport equipment. This could be through research on new technologies, building partnerships, or find best practices to lower the impact of the equipment costs. For example, projects could focus on creating frameworks or blueprints of methodologies to increase the access to para-sport specific equipment through partnerships like Motivation UK, a current partner of Agitos Foundation. Projects could also be production of low cost equipment as well as low cost solutions programmes to access equipment (e.g. reuse, renew, distribution and other good practices).

Motivation and expected goals

Access to sport equipment for Paralympic sports is often a challenge for developing NPCs. Finding solutions to distribute equipment either for training or competition will greatly benefit the participation numbers in various sports. The expected goal is to motivate IFs and IOSDs to generate solutions that will provide countries with sport equipment promoting an increase on the participation rate of para-sports.

Suggestions and considerations

Applicants could consider using good practices such as the redistribution of value in kind donations following a mayor competition that is still suitable for at least entry level training. Ideally the production of low cost equipment (e.g. goalballs, running blades, etc.) will be done through partnerships with manufacturers.

2.5 Classification Research

Description

The IPC Classification Code requests all sports and International Federations have a classification system in place that is sport-specific and evidence-based (art. 15.2.2). In order to do so, sports and IFs are invited to engage with research institutes and academic centres to review the actual classification systems and revise them accordingly based on recent sport-specific research findings.

Motivation and expected goals

In order for classification systems to be fair and for athletes to be assessed against transparent criteria, all possible efforts should be made to ensure decision-making of eligibility, minimum disability criteria and sport class allocation is based on factual evidence. Such evidence-based classification system is one in which the purpose of the system is stated unambiguously; and which scientific evidence indicates the methods used for assigning a class thus achieving the stated purpose.

The goals are:

- to identify sport-specific parameters on the impact of impairment on the sport/discipline based on research outcomes

- to identify how these research outcomes will be considered by the sport for implementation in classification rules and regulations.

Suggestions and considerations Sports and IFs must initiate research projects with universities and academic research centres, and are encouraged to seek for cooperation across sports/impairment types where appropriate (e.g. some research findings apply across wheelchair sports).

All projects must be initiated in accordance with the IPC position stand on ‘Background and Scientific Rationale for Classification in Paralympic Sports’ (IPC Handbook, Section 2, 4.4), and must address in sufficient detail how each component of athlete assessment will be dealt with:

- measurement of impairment - measurement of determinants of the activity assessment, training history and other

personal and environmental factors affecting how well the athlete will do the activity.
