Bank overarching objective: Help countries move from
fragility
I. BACKGROUND
• Peaceful and stable environment is a precondition for effective implementation of Bank’s mandate
• War and conflicts are inimical to development goals
• The Bank used to provide a standardized lending program to countries, including conflict affected countries.
• It moved to the Fragile States Facility following the approval of its Strategy for Enhanced Engagement in Fragile States in March 2008.

Objectives:
• Provide supplemental resources
• Clear arrears, provide technical assistance
• Support service delivery
• Provide capacity building
THE FRAGILE STATES
FACILITY Strategy:• Pillar I: recovery operations,
infrastructure, state capacity building and accountability, regional projects
• Pillar II: arrears clearance
• Pillar III: resources for capacity building, and knowledge management
III. MAJOR ACHIEVEMENTS
As of December 2009:
• Additional resources to 9 fragile states
• Cleared arrears of Togo (UA 14.57 million) and of Côte d’Ivoire (UA 241.01 million)
• Technical assistance, institutional capacity building operations to 15 countries
MAJOR ACHIEVEMENTS
• Lungi-Port Loko Road in Sierra Leone
• Economic Governance Reforms in Burundi
• Community Development Project in Central African Republic
• Health Project in Guinea Bissau
IV. FINANCIAL VOLUME
• Fund volume: UA 647.80 million
contributors:
• ADF -11 allocation (UA 408.43 million)
• AfDB Post Conflict Country Facility (PCCF) carry-over: UA 165.64 million
• Net income on PCCF funds: UA 13.72 million
V. THE WAY FORWARD
• FSF on track in achieving its 2008 goals
• OSFU continues to orient the Bank to better serve the fragile states in Africa.
• FSF has built strong partnerships with regional and non-regional organizations working in fragile states in Africa
