We favor a gen eralregistration law and can see no reason why it should not ap ply to the country as well as to the cities Registration is a safe- guard against illegal voters and along the borders of our State as well as in the interior Such a requirement in our judgment is absolutely necessary and would not be a burden to the voters nor an impositition on any political party After registration is required Ye believe that every voter should vote by ballot either secretly or openly just as he chooses We do not believe that the law should specify that it should be open or closed but allow every man the right to determine K for himself Whatwe need is a f system that will give every man r the privilege to do as he prefers We have never favored the be- behindthe tainpo1icy neither have we everfelt that the law was a protection to the timid In our opinion it affords an op portunity to the floaters to sell to both parties and to cover up the crime As we see this secret system it serves as a cloak for manyto cover up the sale of their suffrage and claim respectability and to the open honest voter to independta ence We hope to see the system abolished and return to the un restricted the Japs So far as we are interested and so far as we are able to understand the situation we do not believe Japan to be wholely in the right nor Russia entirely wrong The ava rice of Russia has led her too far east has placed her in territory that should be free from her grasp and her aggressive busi ness methods are menacing toI the interests of Japan but Japan has been hasty and turned loose her guns before the workers for peace had reached the end or ex hausted all resources and hopes Russia is strong in arms and means but must fight her battles at great distance from home Japan may win Russia may be the victor but one thing cer thin millions of money will be squandered thousands of lives blotted out the world made poor er but likely wiser War is a dreadful game It strikes down the innocent as well as the guil- ty it leaves desolation despair and ruin it changes happiness to misery and leaves mourning in itsJ wake We trust that these na tions may early settle their troubI les
