Sindh Basic Education Program (SBEP)
The Sindh Basic Education Program (SBEP) is a five year program of Education and Literacy Department, Government of Sindh and funded by the USAID-Pak. The overall purpose of SBEP, as defined in the Planning Commission Form 1 (PC-1) and activity agreement, is “Increased and sustained student enrollment in primary, middle and secondary schools in targeted geographic locations in Sindh.” USAID and the GoS intend to accomplish this goal through seven components.

The 5th state - of - the art school building inaugurated at Kolab Jial, District Khairpur on Tuesday, 23rd of August, 2016. The US Consul General Brain Heath, Sindh Education Minister Jam Mehtab Hussain Dahar, Secretary Education Dr. Fazalullah Pechuho and Program Director, SBEP Mr. Rafique A. Buriro inaugurated the ceremony. All the SBEP partners, government officials, community members, students, teachers, parents and media persons have largely attended the event.
Jam Mehtab Hussain Dahar, Minister for Education & Literacy Sindh visited the Program Management and Implementation Unit (PMIU) on 19th of August, 2016. He chaired a detailed meeting with all SBEP partners and reviewed the program progress. The representatives from USAID, Sindh Reading Program (SRP), Community Mobilization Program CMP) and Sindh Capacity Development Project (SCDP) attended the meeting. The Minister appreciated the efforts of the SBEP team and assured his full cooperation in program execution.
The PD, SBEP Mr. Rafique Buriro called a meeting on 9th August, 2016. The meeting was attended by representatives of PMIU, SRP and USAID-COR. An overview about the meeting background was given by Dr. Christopher Ashford-Chief of Party. The meeting was aimed (1) to present SRP year four work plan and discuss on major plans, 2) to share updates vis-à-vis SRP proposals on Formative Assessment institutionalization and OTJ Model for cohort-2.
The Asian Development Bank (ADB) delegation visited the PMIU on 30th of August, 2016. The Senior Officials of ABD including Rie Hiraoka, Director, Social Sector, Jouko Sarvi, Lead Education Specialist / Mission Leader, Sofia Shakil, Senior Education Specialist,

Literacy Department, Government of Sindh.

Jam Mehtab Hussain Dahar, Minister for Education & Literacy Sindh visited the
Program Management and Implementation Unit (PMIU). An overview about the SBEP was given by Dr. Randy L.
Hatfield, Senior Advisor & Program Manager, USAID-SBEP.
A Hub School Library established in the GHS Kolab Jial, District Khairpur. More
than 300 books provided to the Library in collaboration with Rotary Literacy Mission Pakistan. The US Consul General Mr. Brain Heath had a tour of the library after which
he presented a set of books for the Hub School library to the SRP Chief of Party Dr Christopher Ashford. PD, BEP Mr. Rafique
Ahmed Buriro also participated in the event.

SBEP Partners’ ActivitiesSCDP’s first Year (August 2015 to July 2016) Annual progress review was held on August 16 -17, 2014. Spread over two days it was aimed to review of overall annual Project-SCDP Log frame Deliverable- M&E Indicators, Operationalizing the SCDP Rating Indicator with PMIU & PPP Node-principles and practice PPP Node progress, challenges and way-forward specifically roles and responsibilities, and Work Plan Major Activities for 2016-17.
A coordination and consultative meeting between the Pakistan Reading Project and the Sindh Reading Project was held at Sindh Reading Program (SRP) office, Karachi. Dr. Christopher Ashford-COP-SRP, Aftab Khushk-Assessment Advisor, and Zulfiqar Bachani- Adviser-CPD attended this meeting. The objectives of the meeting were to sharing of material between both programs, understand SRP's formative assessment model and the use of technology, and explore areas of collaboration & develop TORs.
After submission of SRP-Teaching & Learning Materials (TLMs) to PMIU and USAID, the PMIU submitted the TLMs to Curriculum Wing (CW) for validation. CW directed the Bureau of Curriculum (BoC) to constitute an expert-committees for review of SRP developed TLMs for validation. In this regard BoC suggested a 5- day review workshop. Consequently, this workshop was organized at Hyderabad from 22 to 26 August, 2016. At the end of the workshop all Sindhi and Urdu TLMs were reviewed by the assigned reviewers and handed over to SRP’s Component-1 for final editing and incorporation of recommendations. Now, BoC will submit a detailed report to CW and SRP will be followed with CW for copy of report, accordingly experts’ recommendation will be incorporated and reported to CW with final copy and a letter of validation.
The M&E teams of SCDP & PMIU prepared and circulated the Quarterly Progress Report, Monthly Progress Report and Quarterly Monitoring Report. Also the PMIU uploaded the M Quarterly Progress Data to the Pakinfo web based database period of April – June 2016 (3rd Quarter).

The PMIU finalized the handing and taking over of Package-5 for the construction of 5 schools in Karachi. The Contract was awarded in January 2015 with a planned date of completion by July 2016. By the end of May 2016, the contractor – M/s Badar Engineering Services – was able to show a physical progress of only 30% against the planned target of 99% despite being reminded time and again of the obligation to engage enough resources for timely completion of work. Disciplinary action was taken against the contractor in consultation with and on advise of

USAID and the Engineer (Halcrow Pakistan); the contract for Package-5 was terminated.
Arranged 3rd Technical Round Table on 10th August, 2016 to discuss 3rd August draft of ALP/NFE Policy for Sindh, which was attended by 25 educationists.
The Quarterly Monitoring visit to target districts of the program to validate and verify data reported by implementing partners against indicators defined in the Logical Framework of SBEP M&E plan the PMIU and SCDP M&E team conducted a Field Monitoring Visit (April to June 2016) to visit intervention areas in five districts Dadu, Sukkur, Khairpur and Karachi from August 31st to Sep 9th 2016.

106 schools are being constructed in 15 packages Out of 106 schools 65 schools in 10 packages in 5 districts and Karachi are in different stages of construction. Remaining schools in five packages are in advance stage of planning and procurement.
Five (05) schools have already been completed and handed over to the Education and Literacy Department, Government of Sindh. Another batch of 5 schools will be ready for handing over by September, 2016. The progress varies across different packages. The following graph depicts the status of ongoing packages 1 to 10 as of 31st August, 2016. The details of all packages are provided in Annex-A.

Future.A motivated community leader’s generous contribution is a step in the
direction of sustained and bright future for the children and society
iljan Malik a village of Taluka Tangwani in District Kashmore is blessed with unsung hero
M.Sallah who demonstrated par excellence for the greater good of the community. The CMP team explored him when they shared that their school is selected among one of the newly construction schools. Having new school was definitely a reason of happiness for 100 households and their children, but the main issue was land for new school construction.

In one of the meetings they shared this challenge with Mohammad Sallah, SMC chairperson of GHS Diljan Malik. Mr. Sallah, without any further delay, offered his one acre agriculture land of worth more than Pak Rupees 2.0 Million as donation for the construction of new school building. Though the land was one of his major source of income, besides his public service pension he didn’t hesitate for a moment and contributed the land for the betterment of education.
This is one of the many examples of his dedication towards the improvement of education, during his service as a teacher and after retirement his efforts as SMCs chairperson he has been striving to put every child in the school. He believes and shared that “an act of empathy and devotion can enable and inspire a child to achieve this dream and become whatever he/she aspires to be and set a new destination for the society” He also motivates the community to send their all children, especially girls to school. Community members, especially women and children are so happy that Mr. Sallah contributed his biggest assets. “Hadn’t he donate his land, we would have lost the state-of-the art building. In a remote

Mr. Mohammad Sallah expressed that, “it is a huge contribution of the American people in educating our children, if they can contribute by providing new building, then why can’t we the local inhabitants contribute to the future of our own children.” He utterly believes that this new school will ensure the brightest future for the coming generations.
