Bishop Smith called the meeting to order at 10:35 a.m. Bishop Smith recognized outgoing Standing Committee and Diocesan Council members:

The Rev. Gil Stafford leaving Standing Committee Kathy Creath leaving Standing Committee but is up for re-election The Rev. Eugenia Durham leaving Diocesan Council Howard Morrow leaving Diocesan Council

Bishop Smith introduced The Most Rev. Valentine Mokiwa, Archbishop of Tanzania as our guest speaker. Archbishop Mokiwa addressed the delegation with greetings from his region and invited Bishop Smith to visit them. He also invited the delegation to visit Tanzania and that all are welcome. Bishop Smith encouraged the delegation to meet the Archbishop later today at the convention in addition to our other special guests here at convention. Bishop Smith called upon Clarke Greger, Diocesan Chancellor to explain the voting options for the election. Mr. Greger explained that the elections to fill the Standing Committee and the Diocesan Council can be done by majority or by plurality meaning the person with the most votes, wins. The Canonical changes must be voted by order. Bishop Smith asked for a motion to vote by plurality. Motion made, seconded. All approved. Bishop Smith called upon The Rev. Gae Chalker, Chair of the Nominations Committee to introduce the nominees for election. Secretary to Convention – elect 1 for a 3 year term. – Nominee is Jan Feltz from All Saints’, Phoenix. Standing Committee – Clerical Order, elect 1 for a 3 year term – Nominees are The Rev. Erica von Haaren from St. Barnabas, Scottsdale and The Rev. Jeremy Warnick from St. Mark’s, Mesa. Bishop Smith called upon Jack Colaric, Treasurer, to present the 2009 Statement of Mission. Mr. Colaric reminded everyone that the charitable rollover extension has been signed into law and extended to 2008 and 2009. Mr. Colaric explained how the staff and Finance Committee worked on the Mission Statement to arrive at its figures. Diocesan Council reviews the draft in

May for publication in the September Convention paper. A workshop was offered yesterday to discuss the Mission Statement. This year’s budget represents a 1 percent decrease from 2008. Mr. Colaric opened the floor for questions. There were no questions from the floor. Bishop Smith called for a motion to approve the 2009 Statement of Mission. A motion was made and seconded. All approved. The 2009 Statement of Mission was adopted. Bishop Smith called upon the representatives of the Diocese of Western Mexico with The Rev. Canon Carmen Guerrero interpreting. They expressed their appreciation for being invited to Convention and shared with us what their Diocese is currently involved in and their plans for the future. They have invited Bishop Smith and all to come and visit them. What we are doing is very important to them. Being in companionship is very important right now. Bishop Smith thanked the folks who are hosting our guests from the Diocese of Western Mexico. Bishop Smith announced that the plate offering this morning collected $2,759 for the Diocese of Western Mexico. Nancy Shumaker was called upon to report on the children’s ministry program at the Convention. She reported that the program at the Convention was successful and she thanked by name, her staff who assisted in making this weekend such a success. Bishop Smith announced the results from the election.

Bishop Smith called on Canon Cathy Black for housekeeping items. Noontime prayer was read by The Rev. Enrique Cadena, from Iglesia Episcopal de San Pablo. Convention recessed for lunch and will reconvene at 1:00 p.m. Bishop Smith reconvened the Convention at 1:07 p.m. Bishop Smith called upon Clarke Greger to give a presentation on Canonical changes. Mr. Greger reported that there is one proposed change to the Canons this year: An addition of section 7 to Canon 20. Mr. Greger explained what the addition of this section would permit the Bishop to do with the creation of new congregations.

The adoption of this Canon does require a vote by order. Mr. Greger moved the adoption of adding section 7 to Canon 20. Seconded. The Clergy were called to vote. All in favor. None opposed. The Lay delegation was called to vote. All in favor. None opposed. Canon change was adopted. Bishop Smith called for annual reports/updates from:

Bishop Smith announced the clergy changes in the Diocese. (insert names) Bishop Smith called upon Dorothy Saucedo of Navajoland to give an update. Bishop Smith called upon The Rev. Glenn Jenks, Chair of the Resolutions Committee. Rev. Jenks announced one resolution was submitted by the Diocesan Program Group on Disability Concerns. The resolution was read by Rev. Jenks. A motion to accept this resolution was made by Rev. Jenks, seconded. The floor was open for discussion. The Rev. Martha Seaman, Deacon from Church of the Transfiguration in Mesa spoke in favor of the resolution. The Rev. Sue Youngblood, Deacon from St. Matthew’s in Chandler spoke in favor of the resolution. John Cox from St. James in Tempe spoke in favor of the resolution. Bishop Smith called for the vote. All were in favor. None opposed. The resolution was adopted. Bishop Smith called upon Cathy Black to present the first reading of proposed amendments to two articles to the Constitution. Canon Black read the amendments. Bishop Smith called upon The Rev. Canon Gordon McBride to speak on behalf of the Commission on Ministry. Canon McBride gave an update about the COM and encouraged the Clergy and Laity to seek out those who may be interested in the priesthood or diaconate. Bishop Smith called for any new business. Barbara Sanchez from the Church of St. Matthew in Tucson spoke about the absence of an update about the MDGs and the 0.7% budget line item to support the MDG. Bishop Smith asked how many parishes are currently working on the MDGs. Hands showed about half. The Rev. Lucie Thomas, from the MDG Committee reported that an MDG survey was sent to parishes by email but only 7 returned. May need to think of another way to communicate with the parishes. Bishop Smith reminded the delegation of what the MDGs are. Bishop Smith promised more details about the MDGs at the next convention.

Bishop Smith called for reports by title. Asked for a motion to accept the reports by title. Seconded. All in favor. Canon Cathy Black gave a report on the Program Groups which are mandated by Canon. The Program Groups are listed in the Convention packet. In addition to these groups, Canon Black read groups that had been inadvertently left off the list. Canon Black also made a few housekeeping announcements. Bishop Smith thanked all the volunteers who helped with convention. Thanked the registrars and tellers. Thanked Trinity Cathedral and Archdeacon, Veronica Ritson for the Eucharist this morning. Thanked choir members from St. Barnabas in Scottsdale and Ty Woodard. The Diocesan Staff and special thanks to Canon Cathy Black and Laura Smith. The 2009 Convention will again be at the Sheraton Crescent Hotel on October 16 and 17. The theme will be Stewardship of the Environment. Bishop Smith called upon a committee to help him plan for the Convention Motion to adjourn. All in favor. Adult Education Program Group Report: Annual Convention Report

Adult Education group conference call discussions began this year with a look at the state of adult education in the Diocese of Arizona. It was noted that there are missions and churches that do not have established on going adult education programs and that knowledge of the bible is a subject of concern for Bishop Kirk. Our primary action item this year is a plan to provide adult education videos to the diocesan communications officer for transmission over the internet using the Diocese of Arizona web site. Greg Foraker, the Adult Education Coordinator at St. Phillips of the Hills, has been working with Susan Nunn, a Department Chair at the University of Arizona, to coordinate university technical support for a video production of “Missionaries in Africa” which we hope will be available on the diocesan web site by convention time. Education for Ministry (EFM) became a part of the Adult Education Program Group two years ago. Father Bob Harvey reports that EFM has established an on line web capability. Kerry Neuhardt is on board as an EFM mentor to help manage the EFM on line program. Once courses are available on line, churches and missions around the Diocese may access them at their convenience and will be able to provide ready made adult education programs for parishioners and others by simply connecting to the Diocese web site with a computer attached to a digital projector. Diocesan course communication capability may also become a vehicle for the messages of our other mission and program groups. Please stop by the Adult Education Program Group and Education for Ministry tables in the exhibit hall for an update on our progress and for details about how to access on line courses or suggestions about how to produce web compatible courses. Jubilee Ministries 2007-2008

The Ministry of Jubilee is a ministry of joint discipleship in Christ with poor and oppressed people, wherever they are found, to meet basic human needs and to build a just society. In 2007-2008, the following Jubilee Ministry actions have taken place. Food for Life, a Jubilee Ministry based at St. Andrew’s in Tucson, was awarded a Jubilee grant in 2007. The Justa Center, co-sponsored by the Episcopal Diocese and the Desert Southwest Annual Conference of the United Methodist Church, based in Phoenix, is seeking approval as a Jubilee Center. It provides a range of services to move the homeless people to stability. In Tucson, the St. Philip’s in the Hills Jubilee Ministry to the Primavera Foundation is in the process of reaffirmation. The annual training for new Jubilee Centers and Diocesan Jubilee Officers was held at the Franciscan Renewal Center in May. The highlight for all was the field trip to Bridging Arizona, a furniture bank. Part of the later feed-back is that directors of other Jubilee Ministries found Bridging Arizona to be a refreshing and inspiring experience. Chapel Rock is most decidedly a piece of the environment that has been claimed by feelings. For almost 80 years, the magic of this special oasis has provided refreshment and re-creation for many a weary spirit. We made significant strides in the past year to increase our capacity to enhance the spiritual journeys of our guests:

• We touched the lives of over 400 children in our summer camp programs. • New educational initiatives to help learners care for God’s creation are underway. • Numerous facility improvement projects have been completed. • More than 100 contributors have become charter members of the Friends of

Chapel Rock, donating over $30,000 to support new program development. • Tens of thousands of adults, youth, and children found rest, renewal, and spiritual

growth in retreats and conferences at Chapel Rock. • A Chapel Rock Endowment Fund has been created to allow contributors to leave

a legacy that will ensure the Camp’s future. Plans for 2009 include a Diocesan-wide vestry retreat in January, new environmental and spiritual program offerings, the completion of a strategic plan to guide our work for the next three to five years, and the further development of a summer camp program that contributes to the growth of children’s and youth ministries in parishes throughout the Diocese. Annual Report for the Northern Mission Group 2008  

The Northern Mission Group of the Diocese of Arizona did not meet in 2008, because there were not any active plans to plant a new church in this region. The Clericus Group (a group of the active clergy in the region) did meet on a regular basis fulfilling many of the purposes of a gathering of the Northern Mission Group. We regularly discussed the events at each of our congregations, evidences of growth, and the status of existing programs. With fuel costs still a strain and housing actually in a decline, there are not any active plans to gather this group, until such time as the Bishop of the Diocese or the Canon to the Ordinary sees such a need and requests a meeting. Youth & Young Adults Program Update

Goals & Accomplishments:

1. Built a community of youth directors. Plan, purpose and result: a. Monthly youth director/youth program committee day: Youth directors meet to pray, share

expertise, network, plan, & play. These encourage and sharpen youth directors both professionally and spiritually.

b. Planned a volunteer youth workers weekend for fellowship, spiritual growth and team building. First one February 09.

c. Participated as a group in national ecumenical training events to sharpen youth directors and youth leadership teams. National Youth Workers Convention (October), Urban Youth Workers Conference (May)

d. Have a “summer camp assignment” during the 2 ½ weeks of youth camp in which diocesan paid youth directors worked together to build Christian community of youth directors, college counselors and students.

2. Built an annual calendar of quality, creative diocese-wide youth events. Called “e-church youth” events (code for “high school students”). These monthly events address a wide variety of needs including group building, service, and personal spiritual formation. A Google calendar is available online. High school is the group that the church is having the most difficult time retaining. We want to send a message to high school students, to quote one youth director: “that high school is the ‘crown jewel of our youth ministry.’”

3. Developed youth camping philosophy and implemented program designed to build parish youth participation. a. 4 goals of Diocese Youth Camping: 1) introduce kids to Christ/build faith 2) build parishes by

building youth groups 3) develop counselors as Christian leaders 4) develop diocesan youth director team

b. Building toward a model of “taking” kids rather than “sending” them to camp where possible c. Use camp as a high-energy opportunity for youth to engage and discover faith and its

implications for life. d. Build community and momentum prior to mission trips. e. Change HS/Jr high camps to beginning of summer to accomplish spacing for mission trips. f. Help parish youth programs utilize camp as a “launch pad” for the ministry year. g. Move to age appropriate camp schedule… separate youth camps and children’s camps. h. Staff for spiritual growth of entire camp: Head counselor to supervise, pastor, be a resource for

counselors. Implement daily counselor mtgs. to help counselors know what/why of the day’s program, how to utilize message in cabin time and have pull out time to be college students with one another. Organize use of a shared devotional.

4. Care and encouragement of college (Canterbury) and young adult ministry and ministers around the diocese. (U of A and NAU open. ASU, ASU Downtown: active)

5. Helped parishes fill youth director positions: (three positions filled in 08) 6. Helping parishes move to a missional model of youth ministry through parish visitation and the

development of tools and training. (ongoing) 7. Functioned as a liaison to the broader Christian community by maintaining friendships and

presence with other organizations (Grand Canyon U, Urban Youth Workers Inst., para-church contacts, etc.) (ongoing)

8. Experimented: Started a missional church for youth and young adults from socio-economically and ethnically diverse, un-churched backgrounds: St. Jude’s. (ongoing)

Archivist/Historiographer Annual Report Diocesan Convention 2008

I am constantly surprised and amazed by the history of the Episcopal Church in Arizona. Each time I am asked to research information I get to know the diocese and the state of Arizona a little better. The amount of information in the basement of Diocesan House is phenomenal and there is much more to be found in storage in the archives at ASU, Iron Mountain and the State Historical Society. We had a wonderful surprise this year. I was contacted by the Episcopal Diocese of Connecticut. Believe it or not they had copies of our Diocesan Journals some of them dating back to 1900. Of course when they asked if would like some or all of them I replied “All of them please.” They were shipped to us for free and now reside with the rest of our collection. Below is a list of what was sent: Individual Journals by Year 1900 – 1920 1927 – 1931 1943 1945 – 1946 1949 – 1958 1960 1985 Winnie Follett our ECW President also brought in a lot of historical information and yearbooks regarding the Episcopal Church Women in Arizona. This will be one of the projects I will be working on in the future. Unfortunately due to budget restraints our plans to have various records hardbound in 2007 had to be put on hold until a more feasible time. Respectfully submitted, Sharon K. Border, Migration, and Immigration Program Group 2008 Report

Greetings in the name of the Lord. The Border, Migration, and Immigration Program Group continued in its important and fruitful ministry as it seeks to pursue its stated goals: To continue to encourage advocacy, education, and involvement surrounding the important issues of the border, immigration, and migration in the Diocese of Arizona. To this end we involved ourselves in important projects along the border and in the diocese:

• “God Has No Borders” Annual Border Procession, Naco Sonora, April, Between 70-100 participants from around the diocese gathered at the small Sonoran town of Naco to process and witness for migrant justice and to bless the recently opened Migrant Resource Center. Bishop Kirk Smith offered the homily to an ecumenical gathering while other groups participated in song and celebration. Canon Carmen Guerrero presided at an Agape Meal which included all participants and the afternoon concluded with a “comida” meal provided by a local Roman Catholic Church.

• “Convenio” (accord) Signed with the State of Sonora Migrant Ministry, June Leadership of the Naco Wellness Initiative (NWI) entered into a collaborative relationship and agreed to work at attending to migrants’ health needs along the border. NWI has a history of working along the border by providing health clinics and health screening services. In partnership with the State of Sonora, NWI is poised to continue its important work.

• The 5th Border Initiatives Conference, Douglas, September The program group hosted the border conference in Douglas, AZ, along the border in order to be closer to the actual migrant ministries that occur there. Our conference was experientially based and included excursions into Agua Prieta, Sonora, and other parts of Mexico. Participants gathered for meals, prayer, and reflection at St. Stephen’s, Douglas and participated in “action tables” to strengthen existing border ministries and explore the possibilities of new endeavors.

• Border Sundays Two parishes of the diocese, St. Michael’s and All Angels and Grace St. Paul’s, both of Tucson hosted “Border Sundays” this past year. The Sundays were designed to bring attention to border issues and interest and engage parishoners in this ministry

• Young Adult Intern We are currently in conversation with the Episcopal Church Center in New York City regarding the possibility of utilizing a young adult intern for border ministry. The hope is to have a young person in place to partner with other border ministries and to help strengthen the efforts of the program group and diocese.

As I begin my third year as Canon for Children’s Ministries of this diocese I take delight in knowing that I have a better understanding as to the vision our parishes and the persons who work with our children have. I see many wonderful things and some that excel in their programming. Positions Presently Serving:

Activities and programs in 2008

Addressed Central and Southern Clericus’ in the importance of clergy involvement with their parish’s children and support the children’s program and the persons who worked in them.

Held regional meetings with DCE’s and teachers in an effort to introduce these persons to those who are in their regional parishes.

Established Southern Children’s Ministries Program Group - Plans will begin in October 2008 for the 2010 Diocesan Children’s Christian Formation Conference to be held at St. Philips in the Hills in Tucson.

Developed, designed, wrote trained, and programmed “Wizards and Wonders” based on the curriculum by the Episcopal Leaders Resources for all children’s summer sessions at Chapel Rock. This program was well received and executed with the full support of the Chapel Rock Staff. The theme for the summer program of 2009 will be “The Gift of Love” the story of Jesus’ birth.

“A Child Shall Lead Them” a Diocesan wide DCE and Children’s Teacher Training and support Conference was held on Friday and Saturday, August 15 and 16 at St. Barnabas on the Desert in Scottsdale. There were 40 conference participants, 23 persons on staff and 9 children in attendance totaling 72 persons involved over the two day period.

Ministry Fair - Workshops offered – Curriculum Overview and Starting a Children’s Christian Formation Program - Children’s Program officered.

2007 CONVENTION - Children’s Program - Theme – “Every Human Being” - Emphasis on MDG’S and special outreach program for St. Andrew’s Children’s Clinic in Nogales.

Parish Visitations included St. Barnabas on the Desert, Scottsdale, Church of the Holy Innocents, Phoenix, Church of the Good Shepherd, Cave Creek, St. Luke’s Prescott, St. Matthew’s Chandler, Christ Church of the Ascension, Paradise Valley, Church of the Nativity-Desert Ridge, Scottsdale, St. Luke’s on the Mountain, Phoenix, St. Peter’s Litchfield Park, Church of the Epiphany, Tempe, St. Paul’s Payson, Church of the Epiphany, Flagstaff, St. Augustine’s, Tempe, St. Mark’s, Mesa, St. Philip’s In The Hills, Tucson, Church of the Transfiguration, Mesa.

A Lenten Spiritual Retreat for DCE’s, Teachers and Youth Ministers was held on February 15,16,and 17 , 2008 beginning Friday after dinner and ending on Sunday after the morning Eucharist.

Communications Program Group 2008 Annual Report

The Diocesan Communications Program Group has been very quiet this past year and I am looking for new members to help bolster the group. Meanwhile, communications is a busy area for our geographically dispersed Diocese. In the past year there have been six issues of Arizona Life, the diocesan newspaper that wraps around Episcopal Life, the national newspaper. Great effort has been made to make it cost effective and reader friendly as well as more visually appealing. The website, www.azdiocese.org, has been updated and now includes slide shows as well as short movies. (The old website episcopal-az.org is no longer used although we still own the domain name.) A fulfilled goal was that every congregation within The Episcopal Diocese of Arizona now has at least a very basic website. Bishop Smith’s E-pistle continues to be sent out weekly and has grown by 68% in the past year from 960 subscribers in October 2007 to 1406 subscribers in October 2008. A new printer was tried in an effort to cut costs but did not fit our needs so a new search is underway for a Phoenix-area printer to fulfill the Diocesan printing needs. Other large projects included the printing of the 2007 Episcopal Community Services Annual Appeal and the 2008 Alleluia Fund appeal. Problems with the printing of both projects helped lead us to our decision to find a new local printer. News and events from the Diocese of Arizona are once again being regularly printed in the magazine, The Living Church, and its editor is in frequent communication with our Diocese. Contacts have also been made throughout the country and Episcopal Life via the Episcopal Communicators April conference and its list-serve. PROGRAM GROUP ON DISABILITY CONCERNS, DIOCESE OF ARIZONA Annual Report 2008 This new Program Group presently has seven members: Some have a disability themselves; others have a family member with a disability. Of these, several additionally have worked professionally with persons with disabilities, at the local, state, and/or national level. Five members are lay persons; two are ordained. One comes from Tucson; the others are from the greater Phoenix area. All have a passion to see accessibility and inclusion of persons with disabilities achieved in our congregations. This passion is expressed in the vision statement our group created:

The universal call to holiness leads us to recognize that the Body of Christ is not whole when some members are not invited to full participation; therefore we envision that every person with disabilities will experience full inclusion in the parishes, missions, church properties and programs of the Episcopal Diocese of Arizona. After becoming familiar with the national Episcopal Disability Network (to which we, being a disability-related diocesan group, now belong), reviewing descriptions of key diocesan disability groups and examining statements from other faith-based disability organizations, our Program Group agreed on two initial goals and later added a third:

• Identify those missions and parishes in the diocese that have a designated person or group responsible for disability concerns.

• Encourage and assist congregations who have not yet done so in assigning this responsibility.

• Equip and train congregations to be inclusive of people with disabilities.

Highlights of this year’s activities:

• Conducting a site visit at two Phoenix churches in response to the requests to evaluate their present accessibility and to make recommendations

• Developing a site visit kit (“magic box”) with tools for those doing evaluations, and with photos and samples to explain accommodation options

• Staffing an exhibit table with disability-related materials at diocesan convention • Assisting the Episcopal Disability Network in their applying the Millennium

Development Goals to our work with people with disabilities • Establishing contact and communication with the Episcopal Conference of the Deaf

(ECD) and the Episcopal Mental Illness Network (EMIN). • Developing and presenting a resolution, at our 48th annual diocesan convention,

which was passed unanimously by that body • Preparing an online Congregational Survey about contact persons and information

needs regarding disability concerns, to be sent early in 2009 to each mission and parish in the diocese.

Elder Ministry Program Group We are perhaps the smallest of all program groups. Ironic, in a way, since a large percentage of our parishioners fall into this age bracket. Ministry by and for the elderly has a special relevance for all of us. So where are we headed? We are in the process of constructing a PB Wiki site – a web site that requires no knowledge of HTML or special web site software. Where all of us can contribute our thoughts, ideas, and projects. (PB, by the way, stands for Peanut Butter. See http://pbwiki.com/ ). As part of the PB Wiki site we plan to teach elders how to construct a family PB Wiki. For their families to share vacation ideas, photos, recipes, movie recommendations, and so on. A related feature is to show how elders can videoconference with their families, with only a $50 investment in computer hardware. We have done this ourselves, and we have first hand experience of the glitches that arise. But it works! We plan to share things that are fun, like “life writing,” social events, and entertainment. And things that we need to think about, like long term care insurance and estate planning. We want to share “best practices” of elder ministry by surveying the diocese. Because we are located in various parts of the diocese, our monthly meetings are held by conference call. In compiling the results of our parish survey we have begun using “Google documents.” In this way we can each input our findings directly into a shared document which resides on the web. For 2008 Christ Church of the Ascension, Paradise Valley assessment be set at $15,000. 2008 new initiative grants were awarded to: St Thomas Clarkdale, $3,300; St Stephen’s Douglas, $3,500; Price of Peace, Peoria $3,500; Church of the Advent Sun City West $3,500; St Andrew’s Glendale up to $3,500. Liturgy and Music Program Group Report – 2008  The Liturgy and Music Program Group conducts most of its business via e‐mail, but we met once with Bishop Smith to hear his thoughts on our work.  Following that meeting, the Program Group continued with planning for our presentation at the Ministry Fair, held March 1st.  The theme for our presentation was “Music Resources for Smaller Congregations.”  After opening remarks by me, Kaze Galway and a group of young people from the northern part of the diocese gave a DVD presentation showing the use of the Hip Hop Prayer Book and appropriate music.  Kaze gave a live example of what the liturgy sounds like in person.  Following that presentation, Chad Sundin and a small choir made a musical presentation displaying the potential for choirs of limited size.  Lastly, I gave a presentation on musical resources available from Church Publishing including the books, Hymnal Studied Three, What Would Jesus Sing, and Simplified Accompaniments for 97 Hymns from Hymnal 1982.  Sample copies were passed around the room as questions were asked and answered.  If you might be interested in participating in this program group, please contact me at the e‐mail address below.  Blessings, and keep on singing!  Fr. William K. Young,  Convener, Liturgy and Music Program Group

NATURE & SPIRITUALITY PROGRAM THE DIOCESE OF ARIZONA

ANNUAL REPORT FOR OCTOBER, 2008 The Nature & Spirituality Program (NAS) has as its mission “spiritual wholeness through Nature.” We aim to raise the Diocese of AZ’s awareness of the harmony that exists between God, Nature, and all people, and how we can embrace and respect that harmony in our actions at church and at home. NAS milestones in 2008: • Caroline Ramsey completed a “Living in Harmony” survey of congregations to gauge interest and

status in green ministry. Out of 54 parishes contacted, 40 participated for a response rate of 70%. Thanks to Caroline and all of you who participated! From this endeavor, we realized that most congregations are engaged in recycling and minimizing the use of disposable items, energy, water, and toxic substances, as well as using native plants and natural materials in landscaping and Creation-friendly liturgies. However, we learned that congregations needed our help in launching green teams and finding green resources for formation programs and stewardship.

• As 2008 progressed, we learned that there was a burst of energy for green ministry throughout the diocese, so we contacted congregations once again to see if they have a green team, and if so where have they focused their efforts. Special thanks to Lisa Browning of St. James for her hard work on this. We learned that the number of green teams in the diocese had doubled from 6 to 12! Also, many parishes without a green team are taking steps to reduce the ecological impact of “when two or three are gathered together.”

• At the May clericus meetings, we offered a presentation entitled “The Green Thing: Healing the Earth

and Renewing the Church,” which will also be offered at the diocesan convention in October 2008. • We sponsored two programs at the Ministry Fair in March, attended by over 60 lay leaders and clergy. • We attended two national conferences, including the interfaith “Renewing Hope” event at Yale

Divinity School in February and the Episcopal Church- sponsored “Healing Our Planet Earth” event in April. These events were invaluable for learning what others are up to and green ministry successes.

• We are assisting Province VIII Bishops’ efforts to work expand green ministry in the Province. • NAS Chair Phyllis Strupp taught teleclasses for congregation greening tips. She also launched a new

green spiritual formation curriculum entitled “Adventures in Grace” that engages all ages in the leading ecological issues of today with an Anglican approach of scripture, tradition, reason, experience -- and fun! Please let us know if you are interested in offering this program at your parish.

Report to the Episcopal Diocese of Arizona San Andres Mission 2008 I am still half time with the English speaking congregation of St. Andrew’s Tucson. Many things have to be seen to with this congregation as pertains to church records, office administration, stewardship, and general maintenance of property, Christian education and leadership training. I am blessed with a good working vestry that is making decisions and taking responsibility. I have a good working relationship with clergy and lay volunteers and things are going well. We have been blessed with many new members and people understand that in a small congregation everyone needs to participate. I was originally called here to work in Hispanic ministry and this is still my passion and dream. We have begun a Spanish service at noon on Sunday. We have all that is needed to do Hispanic ministry. We have altar books, gospel book, prayer books and hymn books, all in Spanish. I have been blessed with two professional Latino guitarists both graduates of the music program at the university. I have two faithful disciples that have helped me from the beginning. We now average between 25 – 30 people on a given Sunday. We have begun a new young couples group drawing from the English speaking and Spanish speaking congregations. In total we have four couples with their four children participating. They gather once a month and are beginning to make friendships and new ministries in the church. In all I love the work of church planter and know Hispanic work can take root here in Tucson. Of late we have been attracting a middle class bilingual crowd and our services have been bilingual English and Spanish. This last year we had the blessing of our first baptism, two quinceanera celebrations and one memorial service. These family occasions have been opportunities to draw people in and to teach about the Episcopal Church. I am getting known in the community but still need to do a lot of education to the Hispanic community about what the Episcopal Church is and is not. I am working on these challenges and know that with God's help and a little patience this can be done. I have not lost my passion and desire to do this work and as long as the good people of the diocese and our bishop are willing to stand with me, I will continue the work here. The Rev. Jorge Sotelo+

TREASURER’S REPORT TO

THE 48TH Convention Of

The Episcopal Diocese of Arizona

It is amazing how quickly a year can go by. 2007 saw the Diocese end the year in the red by approximately 1% of our budgeted amount. Everyone throughout the Diocese helped to minimize this result by being good stewards of the resources that were available to them. They are all to be commended and I ask their continued perseverance as we struggle in these difficult financial times.

Many of our congregations continue to struggle with their own finances. This trickles down to the Diocese. We continue to work together to confront and resolve the issues that face all of us. It appears to be a daunting task to grow our Church and live the life of mission that we are called to. My unending thanks go to those on the Diocesan staff who continue to reach out and assist our congregations in meeting our goals. An independent audit of our financial position as of December 31, 2007, and the related statement of activities, changes in net assets, cash flows and functional expenses for the year then ended has been completed. A copy, including the auditor’s report and opinion will be included in the Journal for the convention. My thanks again to the dedicated group of volunteers who serve on the finance and investment committees. The finance committee acts as an advisory arm of the Diocesan Council. The investment committee is an independent committee that monitors the results of the investment firm that manages Diocesan funds. I think there is something in the bible about the waves rocking the boat. That boat is where your investment committee has been for a number of months now. Remember them and all our volunteers in your prayers.

Thank you to Bishop Smith for his leadership in these difficult times. He has the vision to blend our financial decisions with our goals and aspirations for our Church. He keeps us focused on the “things” that our really important.

And last but not least, thank you Cathy, Vicki, Theresa, Sharon and Shantae for your

many contributions to the life of this Diocese and without whom the Diocese would be a less blessed place.

West Central Mission Group 2008 Report

The Rev. John F. Maher, Jr. Vicar, Prince of Peace, Peoria

The West Central Mission Group did not hold formal meetings this past year. Prince of Peace did enjoy the support of the parishes of this Mission Group in some very rich and informal ways:

1. Members of West Central Mission Group parishes visited Sunday worship occasionally.

2. Church of the Advent continues to allow us some storage space as well as the use of their projector each Sunday morning.

3. Father Bill Krieger supplies on Sundays the Vicar is away. 4. Many of the parishes send parishioners to our fundraisers.

We look forward to the coming year as a year of growth and development at Prince of Peace.

REPORT OF THE WORLD MISSION/COMPANION DIOCESE

PROGRAM GROUP The Convention of this diocese in 2007 voted to develop a Companion Diocese Relationship with the Diocese of Western Mexico. This is the second such relationship we have established, the other being with the Diocese of Dar es Salaam in Tanzania. In furtherance of our relationship with the Diocese of Western Mexico our group sent a team of five people to Guadalajara, Mexico. They attended the Diocesan Convention of the Diocese of Western Mexico where that diocese passed a similar resolution. The team consisted of The Rev. William Krieger, The Rev. Harry Way, Messrs. Paul Charlton, Peter Johnson and John Selman. The team also visited a number of churches and had a number of meetings with Bishop Lena-Rodriguez to discuss the future of our relationship. One of the suggestions that came from these meetings was to explore the planting of a new church and ministry in Nogales, Sonora, Mexico. Conversations were held with the Mayor of Nogales. He informed the team that one of the greatest needs in Nogales, Sonora is for a soccer field that is accessible to the children in the poorest sections of the city. The Mayor offered to provide the church with a piece of land in this area where they could build soccer field AND a church. This project is currently being investigated by this team from our group. In addition our group made several grants to support some outstanding ministries in various parts of the world. We made two grants from the Millennium Development Goal funds: One was a grant of $7500 to support the Bugurni Medical Clinic, a ministry of the Diocese of Dar es Salaam. This clinic provides direct medical care including obstetrics and a host of general medical and surgical services to the poor. It has also developed an extensive program of community education and disease prevention services, including clean water and mosquito nets.

The other grant was for $2000 to the Bullrushes Children’s Hospital in Kampala, Uganda. This ministry is an extension of the Watoto Children’s Ministry of the Kampala Pentecostal Church, in which they rescue children orphaned by the AIDS pandemic and provide them with new families, in new homes in new villages with a quality education within a Christian context. The Bullrushes Hospital is a place where infants who have been found in garbage dumps and latrines can be taken, nursed to health and cared for until they can be moved into one of the Watoto villages. We also made a grant of $5000 from our program budget to support a ministry of the Diocese of Central Ecuador which is located in one of the poorest sections of Quito, the capital city. This ministry provides an affordable day care center with meals and pre-school classes for children of low income, single mothers in the neighborhood. These mothers are only able to work and support their children because their children are cared for by the church. This same church also provides a medical center for the poor in the community.
