The group prepared draft errata and corrigenda to the IMDG Code, finalized draft amendments (35-10) to the code and the supplement and prepared draft amendments to SOLAS regulation VII/4 taking into consideration the relevant decisions of the Committee and DSC 13. DSC 14/3/1 (Secretariat) - Harmonization of the IMDG Code with the UN Recommendations on the Transport of Dangerous Goods - Outcome of the ECOSOC Sub-Committee of Experts on the Transport of Dangerous Goods This document provides a summary of the outcome of the discussions, which took place at the thirty-fifth session of the ECOSC Sub-Committee of Experts on the Transport of Dangerous Goods, of relevance to the work of the Sub-Committee. DSC 14/3/3 (INTERTANKO) - Review of the requirements for the carriage of antidotes This document intends to highlight the reduction in the requirements for the carriage of antidotes as per the last revision of the guide in 1998. The document also emphasizes the consequent effects of the reduction in requirements and proposes a practical review of the requirements with a recommendation to incorporate a revised requirement for the carriage of antidotes in the forthcoming revision of the guide. DSC 14/3/4 (Dangerous Goods Advisory Council - DGAC) - Lithium Battery Marking Requirement in SP 188 This document proposes to except lithium button cell batteries contained in equipment from considerations to mark the outside package as required in special provision 188 paragraph .6 consistent with a recent decision by the UN Sub-Committee. DSC 14/3/5 (DGAC) - Lithium Ion Battery Watt-Hour Marking Requirement in SP 188 This document proposes to except lithium ion batteries subject to SP 188 made before 1 January 2009 from being marked with the Watt-hour rating consistent with a recent UN Sub-Committee Decision. DSC 14/3/6 (Germany, France and VOHMA) - Transport of nickel metal hydride batteries This document proposes to include provisions on the transport of nickel metal hydride batteries by sea in the amendment 35-10 to the IMDG Code, taking into consideration the decisions of the 35th session of the UN SCOE. The Sub-Committee will consider any proposal with regard to survey and certification provisions of the draft IMSBC Code. A working group will be established for this agenda item. The following items are to be the basis for discussions:

• Report on direct reduced iron (DRI(C)) by-product fines (DSC 14/4, DSC 14/INF.3 and DSC 14/INF.6)

• Inaccuracies in IMSBC Code (DSC 14/4/1) • Transport of pulp wood and timber (DSC 14/4/2) • Transport of granular ferrous sulphate monohydrate (DSC 14/4/3) • Wood pulp pellets (DSC 14/4/4) • Citrus pulp pellets (DSC 14/4/5) • “Hot areas” when transporting coal and brown coal briquettes (DSC 14/4/6, DSC

14/INF.7 and DSC 14/INF.8) • Ammonium nitrate (DSC 14/4/7, DSC 14/4/8, DSC 14/4/9 and DSC 14/4/10) • Survey and certification provisions (DSC 14/4/11)

LR position: To monitor discussions. In particular:

to note the developments concerning certification and survey; LR believes that it is essential that standard requirements for survey and certification are established to ensure consistency of application and uniform acceptance of certificates. to note the discussions about the definition of “hot areas”; LR is of the opinion that a clear definition of a “hot area” is required. The effect of restricting the carriage of coal and brown coal briquettes adjacent to “hot areas” on the incidence of spontaneous combustion in coal or brown coal briquette cargoes should be monitored. to note discussions about the requirements for carrying DRI(C)s;

Implications: The new IMSBC Code will become mandatory from 1 January 2011, with voluntary implementation already encouraged. Application: Ships carrying cargoes, other than grain, in bulk. (Document submitted) DSC 14/4 (Venezuela) - Report on data, information and experiences on high moisture (up to 12%) content DRI(C) (by-product fines) This document contains a report on the data, information and experiences discussed and analysed by the Bolivarian Republic of Venezuela and Trinidad and Tobago for further exploring the effects of high-moisture content DRI under inert conditions. DSC 14/4/1 (Russia) - Inaccuracies in the IMSBC Code This document contains marked inaccuracies in paragraph 1.6 of the IMSBC Code (Annex to resolution MSC.268(85), wherein the “full” quoted text of part A of chapter VI of the SOLAS Convention, as amended, does not correspond to the text of the relevant amendments, provided in paragraph 10 of Annex 2 to resolution MSC.269(85), as well as proposals to correct the inaccuracies. DSC 14/4/2 (Sweden) - Transport of pulp wood and timber This document proposes to add pulp wood and timber as a new schedule to the IMSBC Code as they are liable to cause oxygen depletion and increasing of carbon dioxide. DSC 14/INF.7 (Japan) - Interpretation of the stowage and segregation requirements for COAL and BROWN COAL BRIQUETTES This document provides comments of other Member Governments and non-governmental organizations on the draft interpretations of the stowage and segregation requirements for COAL and BROWN COAL BRIQUETTES related to “hot areas” provided in document DSC 14/4/6 submitted by Japan. DSC 14/INF.8 (Japan) - Interpretation of the stowage and segregation requirements for COAL and BROWN COAL BRIQUETTES This document provides the results of the investigations on incidents involving spontaneous ignition of coal cargoes, numerical simulation on spontaneous heating and surface temperature measurement on the boundaries of cargo holds engaged in the carriage of coal.

5. Amendments to the CSS Code and associated recommendations (Agenda Item 5) (Target completion date – 2009)

Executive synopsis on this agenda item Background: Following the progress made at DSC 13, the Sub-Committee will consider issues relevant to the CSS Code and associated recommendations including guidance on providing safe working conditions for securing containers. LR position: To monitor discussions. To note in particular discussions on the size of working platform required for stevedores lashing containers and whether the requirements are to be applicable to existing ships. Implications: Depending on the size of working platform which is decided upon, and the applicability to existing ships, there could be significant impact on container ships. The two proposals currently debated are 750 mm and 600 mm. The majority of existing container ships and designs have a maximum distance between cargo holds of 600 mm. Application: The CSS Code is not mandatory but is expected to be applied. (Document submitted) DSC 14/5 (Sweden) - Unified instructions on safe packing of cargo transport units This document contains a proposal on unified instructions on safe packing of cargo transport units. DSC 14/5/1 (ILO) - Guidance on providing safe working conditions for securing of containers This document contains comments on access ways and working spaces for placing and removing lashing equipment on containerships and refers to the dimensions specified in paragraph 7.8.2.3 of the “Safety and Health in Ports: ILO Code of Practice, 2005”. DSC 14/5/2 (United States) - Minimum dimensions for lashing positions and bridges This document suggests an alternative solution for specifying minimum dimensions for lashing positions and permanent lashing bridges. DSC 14/5/3 (ICHCA International) - Draft new Annex on Guidance on providing safe working conditions for securing of containers This document provides comment on issues that were left in abeyance following DSC 13.

DSC 14/INF.10 (ICHCA International) - Draft new annex on Guidance on providing safe working conditions for securing of containers – risk studies during freight container lashing operations This document provides a research report on studies of risks during the lashing of freight containers on the decks of containerships.

6. Casualty and incident reports and analysis (Agenda Item 6) (Target completion date – Continuous)

Executive synopsis on this agenda item Background: The Sub-Committee will consider incident reports and analysis submitted, in accordance with MSC/Circ.559, and any other proposal from Member Governments. Member Governments are also urged to submit information on container inspection programmes in accordance with MSC.1/Circ.1202, which was approved at MSC 81, and, in addition, to complete the Questionnaire on inspections of containers/vehicles carrying packaged dangerous goods (MSC/Circ.1147) which should be returned, as soon as possible and in accordance with the guidelines, so as to enable the Secretariat to collate and compile the results for consideration at DSC 14. Reports on inspections on dangerous goods have been submitted by 11 countries. Reference should also be made to Agenda Item 17 “Consideration for the efficacy of container inspection programme” LR position: To note the information provided. 7. Review of the BLU Code (Agenda Item 7) (Target completion date – 2009)

Executive synopsis on this agenda item Background: The Sub-Committee will primarily consider the report of the correspondence group that has been asked to finalize and prepare, as appropriate, amendments to the BLU Code and the Manual on loading and unloading of solid bulk cargoes in light of the envisaged mandatory IMSBC Code; and to consider the need to prepare amendments to SOLAS chapter VI, and issues relevant to the alleged high loading rates of bulk-carrier.

It is noted that the changes proposed are mainly editorial in nature (e.g. changing references from the BC Code to IMSBC Code) and are not expected to make a significant impact. A draft circular has been prepared to address the issue of loading and unloading plans not being followed. LR position: To monitor the discussions. Implications: Port operators and ship owners/managers should agree and adhere to a loading/unloading plan so that the ship structure is not overstressed during cargo operations. 8. Review of the Recommendations on the safe use of pesticides in ships (Agenda Item 8) (Target completion date – 2009)

Executive synopsis on this agenda item Background: The Sub-Committee will continue to review the Recommendations on the safe use of pesticides in ships, taking into consideration suitable proposals on the control of rodent pests on board all kinds of ships. Also, MSC.1/Circ.1265 on Recommendations on the safe use of pesticides in ships applicable to the fumigation of cargo transport units will be updated in the light of amendments to the IMDG Code. A drafting group will be established to finalize proposals after discussion. LR position: To monitor the developments, noting that these are primarily operational issues for owners / managers. Implications: Owners / managers may need to consider including any changes to current practice into the safety management system for their ship(s). Application: To cargo ships where fumigation is required. 9. Guidance on protective clothing (Agenda Item 9) (Target completion date – 2009)

Executive synopsis on this agenda item Background: The Sub-Committee, on the basis of relevant proposals, will consider the development of an IMO standard on guidance on protective clothing in co-operation with ISO, as appropriate. LR position: To monitor discussion. Implications: May have an impact on the IBC and IGC Codes which also contain requirements for protective clothing. Application: To all chemical protective clothing required to be provided under SOLAS or 2000 HSC Code. (Document submitted) DSC 14/9 (Sweden) - Requirements for personnel protection This document proposes a way forward in developing the standards developed by the Organization as specified in SOLAS regulation II-2/19.3.6.1. The proposal is that a correspondence group be established to develop an IMO standard and report to DSC 15.

10. Revision of the Code of Safe Practice for Ships Carrying Timber Deck Cargoes (Agenda Item 10) (Target completion date – 2010)

Executive synopsis on this agenda item Background: On the basis of the report of the correspondence group, the Sub-Committee will review the Code of safe practice for ships carrying timber deck cargoes and consider other relevant proposals with the view to replacing outdated methods for securing timber deck cargoes with new methods for safe, rational and efficient securing of such cargoes. A working group will be established to discuss this agenda item in detail. LR position: To monitor developments. Implications: Ship owners/managers with responsibility for ships which carry timber deck cargoes will have to take into account any agreed revisions to the code. It highlights Canadian concerns in regards to such trade, particularly on the Pacific coasts in regard to the outcome of the report. This proposal is submitted to address these concerns. DSC 14/10/2 (United States) - Comments on the report of the Correspondence Group and the proposed revisions of the Code of Safe Practice for Ships Carrying Timber Deck Cargoes This document provides comments on the report of the Correspondence Group and on the proposed revision of the Code of Safe Practice for Ships Carrying Timber Deck Cargoes. It highlights United States concerns regarding the proposed use of web lashings and potential inconsistencies in calculation of lashing requirements. It also, focuses on upright strengths, particularly with respect to their use on larger vessels with large deck stows, such as, those predominate in the Pacific coast timber trade and includes proposals to address them. DSC 14/INF.4 (Sweden) - Report on practical tests with timber deck cargoes This document contains a report on practical tests with timber deck cargoes carried out in Sundsvall, Sweden, 5 to 7 February 2008. The aim of the tests was to gain a better understanding of cargo properties and other parameters influencing the design of securing arrangements for timber deck cargoes. In the opinion of Sweden, these results will be of valuable help when specifying the basic design parameters for securing arrangements for timber deck cargoes. DSC 14/INF.5 (Finland) - Strength of uprights holding timber deck cargoes - formulas and model tests This document contains a study on the strength of uprights holding timber deck cargoes for the revision of the Code of Safe Practice for Ships Carrying Timber Deck Cargoes. The study is made by Philippe Chanfreau, The Maritime Academy of Åland University of Applied Sciences, Finland. The Maritime Academy concentrates in this study on the task of determining formulas for the required strengths of stanchions holding timber deck cargoes.

11. Stowage of water-reactive materials (Agenda Item 11) (Target completion date – 2009)

Executive synopsis on this agenda item Background: Some substances will react with water or carbon dioxide, making the use of traditional fire fighting media potentially dangerous. The Sub-Committee will review the cargo stowage, segregation and packing requirements for certain substances covered by the IMDG Code, with a view to developing specific requirements for stowage of water-reactive materials, noting that there is an urgent need to review the stowage, segregation and/or packing of substances covered by EmS Fire Schedule Golf. Executive synopsis on this agenda item Background: The Sub-Committee will primarily consider the report of the correspondence group that has been asked to develop guidelines for the approval, management, and auditing of container maintenance and examination schemes and the review the CSC and associated circulars; and if appropriate, prepare a draft consolidated text of CSC/Circ.100, CSC/Circ.134 and MSC/Circ.860. A working group will be established to discuss these amendments in detail. LR position: To closely monitor discussion. There are some areas where LR considers that the requirements are too lenient or may be used to declare a container safe for transport when it would not be safe when at sea.
