T he Victoria Real Estate Board’s
Commercial Division of REALTORS®
established the awards in 1991 out
of a desire to recognize commercial
development within Greater Victoria.
For over 20 years, the awards
competition has recognized developers,
architects, designers, builders,
contractors, owners and financiers for
enhancing commercial real estate stock,
for stimulating urban renewal and for the
risks they undertake to build and renovate
commercial space in South Island
communities.
Investment, commercial or industrial
building, development or renovation
projects located within the Capital
Regional District are eligible for an award.
Anyone can nominate a project.
Judges selected from various
disciplines within the industry visit
eligible projects and examine the overall
exterior design and how it fits in to
the surrounding area. Judging criteria
favours projects that are sensitive to the
environment, are aesthetically pleasing
and answer a specific development need
within the community.
Nominees and winners are recognized
at an awards luncheon event, where they
have an opportunity to network and
celebrate with industry representatives,
local mayors, leaders of related
national organizations such as the
Urban Development Institute (UDI), the
Victoria Home Builders’ Association
(VHBA), Canada Mortgage and Housing
Corporation (CMHC) and media
representatives from Page One Publishing
and Douglas Magazine.
Across Canada, housing development
has long been recognized with numerous
regional awards events such as the
VHBA Construction Achievements
and Renovations of Excellence (CARE)
Awards of Vancouver Island, the BC
Housing Awards of Excellence and
Recognition and the CHBA Tommie
Awards in Central Okanagan. There are
few awards that recognize commercial
real estate development.
Since their inception, the Commercial
Building Awards have been well received
by members of local industry. Over the
past eight years, the Victoria Real Estate
Board’s Commercial Division has received
238 nominations and has welcomed
hundreds of representatives at each year’s
event.
Those recognized through the awards
change the faces of communities,
enhance neighbourhoods, design new
spaces for business, create employment
opportunities and stimulate the local
economy. Recent reports estimated that
over $63.3 billion in economic activity is
generated annually from commercial real
estate transactions in Canada.

Victoria is a city rich in history and heritage. western Canada’s second oldest city grew from a small British outpost to the thriving twenty-first century city. it was the entrepreneurial spirit of individuals with true passion to build something great who helped develop the city we all enjoy today. They started with almost nothing but the willingness to push themselves to the limit to achieve big goals. i like to think this entrepreneurial spirit still drives the evolution of our city.
Building development is a complex and challenging process that requires determination and perseverance. This year’s nominees represent significant efforts in revitalizing areas in our communities, with superior levels of aesthetics, sustainability and architectural features. each of the buildings nominated will become part of Victoria’s

The Commercial Building Awards have grown over the years from 11 projects and 100 attendees in 1991 to 23 projects and 200 attendees this year. The Commercial Building Awards’ success is largely due to the ongoing support of our sponsors and the diverse knowledge and experience of the judges, whose understanding of changing market dynamics and community needs is invaluable to this process.

Wil PeereBooM what began as an Architectural technologist position some 30 years ago, flourished into a thriving enterprise. under owner and Chief designer wil peereboom’s creative direction, Victoria design group has produced over 5,000 residential and commercial buildings in and around Victoria. with experience as a framer and builder, wil’s understanding of construction enables him to create designs which are unique and functional while limiting the amount of material waste, lowering the overall construction cost and environmental impact.
Jason Kahl Jason kahl is the current Chair of the Victoria real estate Board Commercial division and has been a licensed reAlTor® since 1993. Jason lives and works primarily in the west shore area of greater Victoria, though he has many out of province clients as well. he has marketed and sold six of the major condominium/townhouse projects in the west shore and sold or leased a large number of commercial properties in the area as well. he has served as a director of the Chamber of Commerce, Chair of the Commercial division and sat on many other committees of the Victoria real estate Board. he is a member of the national Commercial Council of the Canadian real estate Association and currently owns and operates kahl realty and property management in langford.
Ken featherBY ken featherby is a property manager and leasing agent with nAi Commercial. his real estate portfolio consists of over 25 commercial, industrial and retail properties in the greater Victoria area. his understanding of owners’ and tenants’ requirements helps him to successfully negotiate leases and renewals that benefit all parties involved. he brings a wide array of personnel to ensure the job is done in a timely and efficient manner. ken presently serves on the Victoria real estate Board Commercial division’s executive Council.

every year, the commercial building awards subcommittee selects a panel of industry experts to review the nominated buildings and select the winners. their judging criteria includes: the buildings’ aesthetic appeal, whether green initiatives have been incorporated, how the building addresses the needs of the area and how it complements the surrounding neighborhood and landscape.
the judges devote a full day to evaluate the sites. they then group projects into categories and deliberate the results. thank you to all of our judges, who with their diverse backgrounds and expertise in the industry make each year’s awards a unique and creative process.

2950 Jutland road is a six storey Class AA office and retail building that sits on the water’s edge on the selkirk waterfront. The building features curved architecture, robust and high quality materials and an expansive glass curtain wall which showcases stunning views of the gorge waterway. The main floor features retail space and the upper floors accommodate office space and a pedestrian bridge which connects to an adjacent building. Building amenities include underground parking, secure bicycle storage and change facilities. This project is targeting leed gold certification. The most notable green feature is the ocean loop exchange system. This underwater geothermal system uses the water temperature from the gorge waterway to aid in the heating and cooling of the building. Automatic blinds work in conjunction with a solar sensor and are integrated with the building’s hVAC system to help the building use less energy.

The Argus office building was designed to complement the existing yarrow Building and old Town building guidelines. Built in less than one year, this four storey 42,000 sq. ft. building is targeted for leed gold Commercial interiors designation. The concrete and steel building with aluminum glazing and brick veneer was built to existing property lines and various construction techniques were employed so as to not undermine the existing footing of the heritage designated yarrow Building and neighbouring buildings. The ground floor consists of the entry lobby to the offices above and three retail units. The ground floor retail units on the street will help to create more vitality on fort street.

midtown Court uses quality finishing to create a Class A office, retail and warehouse space. Built on an infamous site in Victoria this new development leads the way for the redevelopment of the Burnside-gorge area. with 100,000 sq. ft. of mixed use space, the building covers eight stories plus one level of underground parking. exterior finishes of glazing and granite paneling provide a clean modern feel. Building amenities include a daycare, common 40 seat boardroom, gym, change and shower rooms. The building is currently being certified as leed silver. its unique green features include solar heating, high efficiency cooling, recycled rain and ground water for flushing of toilets and irrigation, high efficiency lighting, low emissivity window glazing and dry, secure bicycle storage.

The two level Bin 4 Burger lounge design features top floor office units and a lower level restaurant. green initiatives include the installation of low flow toilets, a low temperature dishwasher unit, dyson air blade dryers to reduce paper towel use, frylow deep fryer equipment to reduce oil use, biodegradable take out packaging, the adoption of a recycling program and a 100 per cent paper free payroll system and online forms management. The restaurant makes 90 per cent of their products in house to reduce packaging and transport emissions. Bin 4 supports local suppliers who share the same quality and business ethics upheld by the restaurant.

Victoria’s Jim pattison Auto group’s new flagship dealership is a three storey Toyota dealership and a two storey lexus dealership. The 75,000 sq. ft. building is clad in glass and metal panels. As many as 30 cars can be showcased through 22 foot high showroom windows that look out onto the corner of finlayson and douglas streets. A full height glazed opening car “spine” on the third floor displays up to ten cars parallel to finlayson street. The dealership includes an enclosed two lane service drive through and 32 state-of-the-art service bays, the majority of which are located on the third floor. A mezzanine in the showroom sits above three new car delivery bays and provides an aerial view of the showroom from the cafe and administrative offices. The creative design takes full advantage of the sloping site, and allows easy access to parking spaces and the automatic car wash located on the roof of the building.

The roundabout square Commercial Building offers 3,400 sq.ft. of high visibility retail space and is a modern and aesthetically pleasing update to the commercial offerings of Brentwood Bay’s main village core. one of the region’s original villages, the walkable main core was in need of some commercial revitalization as the face of Brentwood Bay continued to change. roundabout square is part of a phased development, and as such, the exterior finishes with cedar accents, natural stone features and a natural, elegant colour scheme were selected to maintain the continuity of the existing aesthetic. unique features include concrete tilt-up construction (used to match the look of an existing adjacent building), two storey clerestory windows to maximize light and cedar arbour details to add interest.

This single storey, 4,982 sq.ft. physiotherapy clinic and ceramics studio complements the existing services provided by mattick’s market. designed by leed accredited professionals, this project incorporates a wide range of sustainable features as fundamental components of its central concept. its curvilinear “V” shape was conceived to minimally disturb existing mature trees, while its granite rock cladding utilizes materials local to the site. The monolithic roof is comprised of cross laminated timber, harvested and manufactured in BC. The project has an energuide 89 rating and includes a variety of supplementary sustainable components. The interior of the building features recycled content materials and low VoC finishes, led lighting on dimmers, energy efficient hVAC heat recovery, programmable control for hVAC and low flow fixtures. exterior sun shading, operable windows for natural ventilation and an optimized pan configuration for daylight and views decrease the building’s dependence on active heating and ventilation systems, while the integration of new rain gardens into the existing landscaping decreases storm water run-off.

The speed street - Brizo 19 design is driven by its context. The site is at the end of a dead end street which was once residential but is now surrounded by service and industrial developments. The design needed to provide a visual terminus for the street and establish an appropriate relationship to the neighbouring properties. The solution was to set the building at a 45 degree angle to the street and back the building into the corner of its lot. The first three levels look out from the corner while the top two floors face out on all sides and use the roof below as deck space. The building offers lofts, condos and townhomes close to amenities and downtown.

4 mile estates is a 23 unit townhome development in View royal. phase one introduced a wall of townhouses that separate the interior of the site from the busy roadway. These units have a front door and deck facing the street with a garage off the rear. The entrance leads into a paved courtyard that is primarily open space with parking. nestled between green fields and picturesque valleys, the Aura Townhouses offer the best of country “village” life combined with a modern, urban style. Three clusters of five units back on to each other and create a house-like form that faces all directions. A unique colour palette identifies the individual homes, and the unit clusters are spun at different angles to create a random character. As all the parking is surface, it was important to visually control the space through the use of carports which cover over 50% of the stalls. The new district of highlands Community hall is a versatile and elegant facility aimed at serving the needs of highlands residents. The district is a rural municipality, and as such site servicing is minimal. To lessen the reliance on the municipal infrastructure, the building makes use of green initiatives such as roof top solar panels, a heat recovery unit and electrical occupancy sensors. site drainage is accommodated by a ground level garden storm water retention system, which doubles as an attractive landscape feature. The building provides a measure of emergency self-sufficiency by means of on-site water storage and an emergency generator. large building overhangs provide protection from summer heat loading and winter rainfall. Concrete floors, pre-finished non combustible cladding panels and metal standing seam roofing were incorporated in an understated manner so the hall will last well into the future.

The new highlands fire hall facility exemplifies a positive response to a site with limited servicing. site drainage is accommodated by an extensive rock swale around the building which naturally percolates site and roof water drainage prior to it entering the local waterway. The driveway and parking lot is free draining granular fill, which minimizes storm water surface run-off. An emergency generator provides self-sufficiency for the volunteer fire department and the emergency first responder. green initiatives include a mechanical heat recovery ventilation system, on-site storm water management, septic system and occupancy sensors. The district of highlands fire station project demonstrates elegant and simple design solutions that are affordable to construct, and cost effective on a year to year basis. Building systems utilized are conventional, straightforward and of high quality — a simplified building frame layout, polished concrete floors, pre-finished non-combustible cladding panels and metal standing seam roofing.

kaare norgaard Boys & girls Club of Central saanich is a new 1,469 sq. ft. facility which features a kitchen/dining area, lounge/open gathering space, two washrooms and a 12 workstation computer lab. while the new building has no unique architectural features, the history behind the project is noteworthy. rather than trying to remediate their old, rotting building, the Boys & girls Club of Victoria sought assistance from the district of Central saanich to identify a brand new site location. The result of this outreach was that more than half of the construction costs for services, materials and equipment required were provided by in-kind donation with the remainder of need covered by cash donations. even the project management was largely donated by mahoe properties. This is truly a facility that the community built with major donors — district of Central saanich, The norgaard foundation, the saanich fruit growers Association, rogers, peninsula Co-op and mahoe properties.

The new four bay state-of-the-art fire hall includes a four-storey hose tower, a two-storey administration wing, four future suites and a large training ground. The rocky site has been carved away to set the fire hall into the tiered landscape which allows second floor access from the tiered parking lots. The hall’s exterior is clad in clear cedar, swiss pearl, metal panel, extira, brick and architectural finished concrete. The four automated bays have coloured concrete radiant heat floors and storefront windows from the floor to the vertical grain fir ceiling. The building houses multiple offices, locker rooms, a fitness room, sleep rooms, an association room, a kitchen, climate controlled turnout gear room, shop, a laundry facility and a large multi-purpose meeting room. notable systems include an automated audio visual call out alarm system, facility lighting controls and access control.

CArsA is a world-class venue with more than 190,000 sq. ft. (the equivalent of three football fields) of floor space to house training, recreation, research and learning facilities. CArsA was built to leed gold standards and includes technologies to reduce water consumption by 40 per cent (this represents approximately 7.5 million liters of drinkable water each year). The venue derives half of the energy needed for cooling and heating through a geothermal system which will save 340 tons of emissions per year. extensive use of natural light reduces the facility’s dependency on artificial lighting, and low volume and natural ventilation systems reduce the need for air conditioning. led lighting fixtures are installed throughout and over 100 new bike spaces are provided in the parkade. uViC will also plant 282 trees as part of the project. The entire facility including the high performance gym is accessible to people with disabilities (CanAssist) and will provide customized technologies, programs and services for people from across the disability spectrum.

The mcCauley lodge redevelopment replaced a building that was in service from 1906 through the mid-70’s. The building is classified as a group home and is compliant to the current VihA standards. The building was modeled using the leed checklist and BomA BesT® guidelines. sustainable elements include a north/south building orientation that allows for passive solar gains in winter and solar cooling in summer, a 90 per cent high efficiency condensing boiler with radiant panel heating, individual control and hot water tanks and an energy efficient led and T-8 lighting system with occupancy sensors in staff rooms and washrooms. The building now operates at 27 per cent less than original simulated model. The building envelope consists of an air-tight exterior, triple glazed windows with 13% opening, r26 wall insulation value and r40+ roof insulation.

hope Centre in sooke’s downtown core is a mixed-use development made possible through a partnership between the society of saint Vincent de paul of Vancouver island and the m’akola housing society. The project maximizes land use and density in its urban location. The Centre includes 3,122 sq. ft. of commercial space and 14,982 sq. ft. of residential space which provides 25 units of affordable housing for at-risk youth. A number of local first nations artists are featured in two commissioned art pieces in the building. Various sustainable and energy conserving initiatives were incorporated such as energy sTAr® windows with low emissivity coatings, a large overhang on the main floor to reduce solar gain in the summer months, low maintenance factory painted fibre cement siding and storm water detention provided on-site to retain water and minimize water run-off during heavy rain.
