weather and the Federal Government’s dissemination of best practices

to respond to extreme weather, thereby increasing resilience, improving

regional coordination, and mitigating the financial risk to the Federal

Government from such extreme weather, and for other purposes.

which was referred to the Committee on Transportation and Infrastruc-

ture, and in addition to the Committee on Oversight and Government Re-

form, for a period to be subsequently determined by the Speaker, in each

case for consideration of such provisions as fall within the jurisdiction of

the committee concerned

A BILL To enhance the Federal Government’s planning and prepara-

tion for extreme weather and the Federal Government’s

dissemination of best practices to respond to extreme

weather, thereby increasing resilience, improving regional

coordination, and mitigating the financial risk to the

Federal Government from such extreme weather, and

Be it enacted by the Senate and House of Representa-1

tives of the United States of America in Congress assembled, 2

SECTION 1. SHORT TITLE; TABLE OF CONTENTS. 3

(a) SHORT TITLE.—This Act may be cited as the 4

‘‘Preparedness and Risk Management for Extreme Weath-5

er Patterns Assuring Resilience and Effectiveness Act of 6

2017’’ or the ‘‘PREPARE Act of 2017’’. 7

IDENTIFICATION AND MANAGEMENT. 12

(a) ESTABLISHMENT.—There is hereby established a 13

council to be known as the ‘‘Interagency Council on Ex-14

treme Weather Resilience, Preparedness, and Risk Identi-15

fication and Management’’. 16

(b) MEMBERSHIP.—The Interagency Council shall be 17

(1) IN GENERAL.—The Interagency Council 1

shall be co-chaired by the Deputy Secretary of the 2

Department of Homeland Security and the Deputy 3

Director of the Office of Management and Budget. 4

The President may appoint one or more additional 5

members as co-chairs, as appropriate. 6

(2) DUTIES.—The co-chairpersons shall— 7

(A) oversee the Interagency Council’s re-8

sponse to the Government Accountability Of-9

fice’s recommendations under subsection (f)(5); 10

(B) use the evaluation framework and per-11

formance metrics developed pursuant to sub-12

section (f)(6) to evaluate agency progress in 13

meeting the goals and implementing the prior-14

ities described in subsection (f)(1)(A); and 15

(C) work to ensure that sufficient re-16

sources are available for agencies to— 17

(i) meet the goals and implement the 18

priorities described in subsection (f)(1)(A); 19

and 20

(ii) implement the recommendations 21

developed under subsection (f)(2). 22

(d) ADMINISTRATION.—The co-chairpersons of the 23

Interagency Council (or staff designed by the co-chair-24

persons) shall provide administrative support and addi-25

tional resources, as appropriate, to the Interagency Coun-1

cil to the extent permitted by law and within existing ap-2

propriations. The Interagency Council co-chairpersons 3

shall determine the amount of funding and personnel nec-4

essary for the Interagency Council to carry out its duties 5

and the amount of funding and personnel each agency rep-6

resented on the Interagency Council should contribute in 7

order for the Interagency Council to carry out such duties. 8

Agencies shall, upon the request of the co-chairpersons of 9

the Interagency Council, make available personnel, admin-10

istrative support services, and information to the Inter-11

agency Council. 12

(e) STRUCTURE.— 13

(1) STEERING COMMITTEE.—The co-chair-14

persons of the Interagency Council shall designate a 15

subset of members of the Interagency Council to 16

serve on a steering committee. Such steering com-17

mittee shall assist the Interagency Council in deter-18

mining its priorities and its strategic direction. 19

(2) WORKING GROUPS.—The co-chairpersons of 20

the Interagency Council and its steering committee 21

may establish working groups as needed. 22

(f) DUTIES OF THE INTERAGENCY COUNCIL.— 23

(A) IN GENERAL.—The Interagency Coun-1

cil shall establish Governmentwide goals and 2

priorities for extreme weather resilience, pre-3

paredness, and risk identification and manage-4

ment. In establishing such goals and priorities, 5

the Interagency Council shall consider the Na-6

tional Oil and Hazardous Substances Pollution 7

Contingency Plan, agency continuity of oper-8

ations plans, the National Preparedness Goal, 9

the National Preparedness Report, the National 10

Global Change Research Plan, the Mitigation 11

Framework Leadership Group’s National Miti-12

gation Investment Strategy (if available), State 13

and local mitigation plans, and all relevant pro-14

visions of the Government Accountability Of-15

fice’s High-Risk Series. 16

(B) COORDINATION.—In executing the du-17

ties pursuant to this subsection, the Inter-18

agency Council shall coordinate with other 19

groups in the Federal Government focused on 20

extreme weather mitigation and recovery (in-21

cluding the Mitigation Framework Leadership 22

Group, the Recovery Support Functions Lead-23

ers Group, and the Emergency Support Func-24

tions Leaders Group), to avoid duplication 25

among Federal activities to the extent prac-1

ticable. 2

(C) INCORPORATION INTO AGENCY ACTIVI-3

TIES.—In carrying out subparagraph (A), the 4

Interagency Council shall, in order to ensure 5

that information relating to extreme weather re-6

silience, preparedness, and risk identification 7

and management is incorporated into everyday 8

agency activities— 9

(i) work with agencies to assist such 10

agencies in considering the goals and prior-11

ities described in subparagraph (A) in 12

agency strategic, programmatic, and budg-13

et planning; 14

(ii) identify details to be included in 15

agency extreme weather plans; and 16

(iii) work to identify and communicate 17

localized extreme weather and natural haz-18

ard risk to the extent possible using the 19

best available information regarding risk, 20

and encourage the development of thor-21

ough, updated maps, models, and tools to 22

measure and evaluate risk. 23

(2) PRIORITY INTERAGENCY FEDERAL AC-24

TIONS.—The Interagency Council shall develop, rec-25

ommend, coordinate, and track implementation of 1

priority interagency Federal Government actions re-2

lated to extreme weather resilience, preparedness, 3

and risk identification and management. 4

(3) SUPPORT REGIONAL, STATE, AND LOCAL 5

ACTIONS.—The Interagency Council shall support 6

regional, State, and local action to assess extreme 7

weather-related vulnerabilities and cost effectively in-8

crease extreme weather resilience, preparedness, and 9

risk identification and management of communities, 10

critical economic sectors, natural and built infra-11

structure, and natural resources, including by— 12

(A) conducting inventories under section 6; 13

(B) convening meetings under section 7; 14

(C) providing guidance to agencies to 15

produce tools and products that enhance ex-16

treme weather resilience planning, risk knowl-17

edge, and actions for use in all levels of govern-18

ment, including guidance on how to prioritize 19

funding in order to produce such tools and 20

products; and 21

(D) reviewing State and local mitigation 22

plans. 23

(4) METEOROLOGICAL AND EXTREME WEATHER 24

SCIENCE.—The Interagency Council shall facilitate 25

the integration of meteorological and extreme weath-1

er science, in addition to other scientific disciplines 2

such as physical, natural, and social science that the 3

Council determines to be appropriate, in the policies 4

risk evaluation and communication, and planning of 5

agencies and the private sector, including by— 6

(A) promoting the development of innova-7

tive, actionable, and accessible Federal extreme 8

weather resilience, preparedness, and risk iden-9

tification and management-related information, 10

data, tools, and examples of successful actions 11

at appropriate scales for decisionmakers; and 12

(B) providing such information, data, 13

tools, and examples to the agency or agencies 14

designated under section 4 to include on the 15

website established and maintained or des-16

ignated pursuant to such section. 17

(5) HIGH-RISK REPORT RECOMMENDATIONS.— 18

The Interagency Council shall assess the specific 19

recommendations relating to extreme weather in all 20

relevant provisions of the Government Accountability 21

Office’s High-Risk Series, identify the feasibility of 22

revising Federal programs to implement such rec-23

ommendations, and develop a plan to address such 24

recommendations when feasible that does not dupli-1

cate the National Preparedness Goal. 2

(6) FRAMEWORK AND PERFORMANCE 3

METRICS.—The Interagency Council shall use exist-4

ing and emerging science to develop or adopt— 5

(A) a framework for evaluating the 6

progress and success of extreme weather resil-7

ience, preparedness, and risk identification and 8

management-related efforts that is complemen-9

tary to and not duplicative of any local or na-10

tional indicator system developed as part of the 11

National Preparedness Goal; and 12

(B) performance metrics that allow track-13

ing of the actions taken and progress made to-14

ward meeting the goals and implementing the 15

priorities described in paragraph (1)(A). 16

(7) RECOMMENDATIONS FOR THE CEQ AND 17

OMB.—The Interagency Council shall provide to the 18

Council on Environmental Quality, the Office of 19

Management and Budget, and the Department of 20

Homeland Security recommendations on how agen-21

cies should— 22

(A) develop or update agency extreme 23

weather plans; 24

(B) remove barriers to State and local ex-1

treme weather resilience, preparedness, and risk 2

identification and management, in agency regu-3

lations, guidance, and policies; and 4

(C) avoid duplication among Federal ac-5

tivities to the extent practicable. 6

(8) PUBLIC INPUT AND COMMENT.—The Inter-7

agency Council shall solicit and incorporate public 8

input and comment as appropriate into the decisions 9

of the Interagency Council. 10

(9) INVENTORY AND MEETINGS.—The Inter-11

agency Council shall conduct inventories under sec-12

tion 6 and convene meetings under section 7. 13

(10) DEFINITION OF EXTREME WEATHER.— 14

The Interagency Council shall consider and may up-15

date, not less frequently than every two years, in 16

consultation with appropriate scientific bodies, the 17

definition of ‘‘extreme weather’’ and what other 18

weather events (in addition to those described in sec-19

tion 9(3)) qualify as extreme weather for purposes 20

of this Act. The definition of ‘‘extreme weather’’ 21

shall be published and updated, as necessary, on the 22

website of the Council and in the Federal Register. 23

(11) OTHER DUTIES.—The Interagency Council 1

shall carry out any other duties the co-chairpersons 2

of the Interagency Council determine appropriate. 3

(12) PUBLIC INFORMATION.—The Interagency 4

Council shall— 5

(A) make information available online— 6

(i) for tracking implementation of 7

agency extreme weather plans and Govern-8

mentwide goals and priorities described in 9

paragraph (1)(A); 10

(ii) on recommendations relating to 11

extreme weather in all relevant provisions 12

of the Government Accountability Office’s 13

High-Risk Series; and 14

(iii) on the results of the Council’s ef-15

forts to identify nationwide and localized 16

risks (including updated mapping efforts); 17

and 18

(B) make such High-Risk Series and the 19

reports submitted under paragraph (13) avail-20

able as the Council determines appropriate. 21

(13) ANNUAL REPORT.—Not later than one 22

year after the date of the enactment of this Act, and 23

annually thereafter (concurrently with the United 24

States Global Change Research Program Annual Re-25

port and the National Preparedness Report), the 1

Interagency Council shall submit to Congress, and 2

make available to the United States Global Change 3

Research Program and the Federal Emergency Man-4

agement Agency, a report that— 5

(A) describes how the goals and priorities 6

described in paragraph (1)(A) are being met 7

and implemented using— 8

(i) the performance metrics developed 9

under paragraph (6)(B); and 10

(ii) information on— 11

(I) agency expenditures, broken 12

down by program activity level if prac-13

ticable, that are directly related to ex-14

treme weather resilience, prepared-15

ness, and risk identification and man-16

agement, including extreme weather 17

resilience, preparedness, and risk 18

identification and management of 19

Federal facilities; and 20

(II) the effectiveness of such ex-21

penditures, along with associated fi-22

nancial impacts and community, in-23

frastructure, and environmental bene-24

fits, to the extent such data are avail-1

able; 2

(B) provides recommendations to enhance 3

the effectiveness of such implementation and 4

sets benchmarks to meet; 5

(C) describes the progress of the regional 6

coordination efforts described in sections 6, 7, 7

and 8; and 8

(D) includes a summary of public com-9

ments solicited under paragraph (8) and any 10

action the Interagency Council took to respond 11

to such comments. 12

(g) CONSULTATION.—In carrying out paragraphs (2) 13

through (12) of subsection (f), the Interagency Council 14

shall consult with agencies, State and local governments, 15

academic and research institutions, and the private and 16

nonprofit sectors. 17

(h) OMB GUIDANCE.—The Director of the Office of 18

Management and Budget, taking into consideration the 19

recommendations provided by the Interagency Council 20

under subsection (f)(7), shall issue guidance to agencies 21

on— 22

(1) developing agency extreme weather plans, 23

which shall incorporate existing agency reports, 24

where appropriate, to prevent duplication and reduce 1

overlap; and 2

(2) developing agency regulations, guidance, 3

and policies to remove barriers to State and local ex-4

treme weather resilience, preparedness, and risk 5

identification and management. 6

SEC. 3. AGENCY PLANNING FOR EXTREME WEATHER-RE-7

LATED RISKS. 8

(a) AGENCY EXTREME WEATHER RESILIENCE, PRE-9

PAREDNESS, AND RISK IDENTIFICATION AND MANAGE-10

MENT PLANS.— 11

(1) AGENCY SUBMISSION.—Not later than 1 12

year after the date of the enactment of this Act, and 13

every 2 years thereafter, the head of each agency, in 14

coordination with the Director of the Federal Emer-15

gency Management Agency to avoid duplication with 16

the National Planning Frameworks, shall submit to 17

the Director of the Office of Management and Budg-18

et and to the Interagency Council a comprehensive 19

plan that integrates consideration of extreme weath-20

er into such agency’s operations and overall mission 21

objectives (hereinafter referred to as an ‘‘agency ex-22

treme weather plan’’). 23

(2) HEARING.—Not later than 1 year after the 24

date of the enactment of this Act, and every 2 years 25

thereafter, the Director of the Office of Management 1

and Budget shall convene an interagency budget 2

crosscut and policy hearing to review and integrate 3

all the agency extreme weather plans and to ensure 4

that such extreme weather plans and the activities of 5

agencies align with the goals and priorities estab-6

lished under section 2(f)(1)(A). 7

(3) OMB SUBMISSION.—The Director of the 8

Office of Management and Budget, upon receipt of 9

all agency extreme weather plans in a given year, 10

shall consolidate and submit to Congress such plans. 11

(b) INCLUSIONS.—Each agency extreme weather plan 12

shall include— 13

(1) identification and assessment of extreme 14

weather-related impacts on, and risks to— 15

(A) the agency’s ability to accomplish its 16

missions, operations, and programs over time 17

periods to be designated by the Interagency 18

Council; and 19

(B) State and local entities; 20

(2) identification and assessment of barriers 21

posed by Federal programs the agency administers 22

to State and local extreme weather resilience, pre-23

paredness, and risk identification and management 24

efforts; 25

(3) a description of programs, policies, and 1

plans the agency has already put in place, as well as 2

additional actions the agency will take, to manage 3

extreme weather risks in the near term and build re-4

silience in the short and long term; 5

(4) a description of how the agency will con-6

sider the need to improve extreme weather resilience, 7

preparedness, and risk identification and manage-8

ment, including the costs and benefits of such im-9

provement, with respect to agency suppliers, supply 10

chain, real property investments, and capital equip-11

ment purchases, including by updating agency poli-12

cies for leasing, building upgrades, relocation of ex-13

isting facilities and equipment, and construction of 14

new facilities; 15

(5) a description of how the agency will support 16

any ongoing or future public-private partnership to 17

improve extreme weather resilience, preparedness, 18

and risk identification and management, including 19

the cost and benefits of technology and methodology 20

improvements, hardening, or rapid restoration; 21

(6) a description of how the agency will con-22

tribute to coordinated interagency efforts to support 23

extreme weather resilience, preparedness, and risk 24

identification and management at all levels of gov-25

ernment, including collaborative work across agen-1

cies’ regional offices and hubs, and through coordi-2

nated development of information, data, and tools, 3

consistent with sections 6, 7, and 8; and 4

(7) any other details identified by the Inter-5

agency Council under section 2(f)(1)(B)(ii). 6

SEC. 4. WEBSITE. 7

(a) IN GENERAL.—The Interagency Council shall 8

designate an agency or agencies to establish, maintain, or 9

designate a website that provides timely, actionable, and 10

accessible information, data, and tools on current and fu-11

ture risks related to extreme weather, preparedness, resil-12

ience, and risk identification and management, to support 13

Federal, regional, State, local, private sector, and other 14

decisionmakers. 15

(b) INTERAGENCY PROGRESS.—The website de-16

scribed under subsection (a), shall identify interagency 17

progress, and propose the next interagency steps, towards 18

responding to threats posed by extreme weather. 19

(c) BEST PRACTICES.—The website described under 20

subsection (a) shall provide best practices and examples 21

from Federal, regional, State, and local decisionmakers in 22

the public and private sectors about how to use extreme 23

weather-related information in planning and decision-24

making. 25

(d) INTERAGENCY COUNCIL INFORMATION AND 1

TOOLS.—The website described under subsection (a) shall 2

include the information, data, tools, and examples pro-3

vided by the Interagency Council pursuant to section 4

2(f)(4). 5

(e) BEST AVAILABLE METEOROLOGICAL SCIENCE.— 6

The website described under subsection (a) shall identify 7

best available meteorological science relating to extreme 8

weather resilience, preparedness, and risk identification 9

and management. 10

(f) PUBLIC OUTREACH AND EDUCATION.—The 11

Interagency Council shall designate one or more agencies 12

to conduct outreach and educational activities to inform 13

the public and regional, State, and local decisionmakers 14

about the tools and information available on the website 15

described under subsection (a). 16

SEC. 5. PROVIDING ADEQUATE RESOURCES AND SUPPORT. 17

The Director of the Office of Management and Budg-18

et shall ensure that each agency provides adequate re-19

sources to the Interagency Council, including administra-20

tive services and personnel support, as appropriate— 21

(1) for the website described under section 4; 22

and 23

(2) to otherwise carry out this Act. 24

SEC. 6. INVENTORY. 1

(a) IN GENERAL.—Not later than 1 year after the 2

date of the enactment of this Act, and every 2 years there-3

after, the Interagency Council, or a working group of such 4

Interagency Council established by the co-chairpersons 5

thereof, shall conduct and publish an inventory of all re-6

gional offices, centers, and programs of agencies that are 7

assisting with extreme weather resilience, preparedness, 8

and risk identification and management efforts at the 9

State or local level, including— 10

(1) the National Oceanic and Atmospheric Ad-11

ministration’s regional programs; 12

(2) the Department of the Interior’s Fish and 13

Wildlife Service Landscape Conservation Coopera-14

tives; 15

(3) the United States Geological Survey’s Cli-16

mate Science Centers; 17

(4) the Department of Agriculture’s Climate 18

Hubs; 19

(5) the regional offices of— 20

(A) the Environmental Protection Agency; 21

(B) the Federal Emergency Management 22

Agency; 23

(C) the Department of Transportation; 24

and 25

(D) the Forest Service; 26

(6) the division offices of the Army Corps of 1

Engineers; and 2

(7) such other offices, centers, and programs or 3

other agency efforts as determined appropriate by 4

the Interagency Council. 5

(b) ASSISTANCE DESCRIBED.—An inventory con-6

ducted and published under subsection (a) shall include 7

a description of the assistance each agency office, center, 8

or program is providing to assist with extreme weather 9

agement efforts at the State or local level. 11

SEC. 7. MEETINGS. 12

Not later than 6 months after the publication of each 13

inventory under section 6, the Interagency Council shall 14

convene a meeting of representatives of the offices, cen-15

ters, and programs included in such inventory and invite 16

other local and regional stakeholders to participate and 17

develop plans to coordinate the efforts of such offices, cen-18

ters, and programs and facilitate efficient services to 19

stakeholders. At such meetings, such representatives 20

shall— 21

(1) share information regarding their office, 22

center, or program’s extreme weather resilience, pre-23

(2) identify opportunities for collaboration and 1

coordination of research agendas, extreme weather 2

assessment activities, vulnerability assessments, data 3

collection and analysis, and planning and imple-4

menting extreme weather resilience, preparedness, 5

and risk identification and management projects; 6

(3) identify extreme weather resilience, pre-7


information needs, research gaps, and decision sup-9

port needs that are not met by any of the offices, 10

centers, or programs included in the inventory under 11

section 6 and make available such identification for 12

purposes of information to be submitted to the 13

Interagency Council under section 7; 14

(4) identify common and complementary goals 15

for extreme weather resilience, preparedness, and 16

risk identification and management within each re-17

gion to be prioritized for the coming year and be-18

yond; 19

(5) identify barriers to regional extreme weath-20

er resilience, preparedness, and risk identification 21

and management planning and implementation that 22

can be overcome or minimized through Federal ac-23

tion and specific suggestions for improvement; 24

(6) evaluate progress and jointly develop a 1

strategy for realizing extreme weather resilience, 2

preparedness, and risk identification and manage-3

ment-related goals, including clearly identified re-4

sponsibilities by each collaborating regional office, 5

center, or program; and 6

(7) share experiences and best practices in 7

stakeholder engagement and communication, deci-8

sion support, and science-practice interactions that 9

support the realization of identified extreme weather 10

resilience, preparedness, and risk identification and 11

management goals. 12

SEC. 8. PROGRESS UPDATES. 13

Not later than 90 days after each meeting under sec-14

tion 7, each agency that participates in such meeting shall 15

submit to the Interagency Council, and make available to 16

the United States Global Change Research Program and 17

the Federal Emergency Management Agency, information 18

describing progress in regional coordination and collabora-19

tion in aligning Federal resilience, preparedness, and risk 20

identification and management efforts at the State and 21

local level, and the benefits of such regional coordination 22

and collaboration. 23

SEC. 9. DEFINITIONS. 24

(1) AGENCY.—The term ‘‘agency’’ has the 1

meaning given the term ‘‘Executive agency’’ under 2

section 105 of title 5, but does not include the Gov-3

ernment Accountability Office. 4

(2) AGENCY EXTREME WEATHER PLAN.—The 5

term ‘‘agency extreme weather plan’’ means a plan 6

required under section 3(a). 7

(3) EXTREME WEATHER.—The term ‘‘extreme 8

weather’’ includes observed or anticipated severe and 9

unseasonable atmospheric conditions, including 10

drought, wildfire, heavy precipitation, wave, high 11

water, snowstorm, landslide, mudslide, hurricanes, 12

tornadoes and other windstorms (including 13

derechos), extreme heat, extreme cold, sustained 14

temperatures or precipitation that deviate from his-15

torical averages, and any other weather event that 16

the Interagency Council determines qualifies as ex-17

treme weather pursuant to section 2(f)(10). 18

(4) INTERAGENCY COUNCIL.—The term ‘‘Inter-19

agency Council’’ means the Interagency Council on 20

Extreme Weather Resilience, Preparedness, and 21

Risk Identification and Management established 22

under section 2(a). 23

(5) MITIGATION PLAN.—The term ‘‘mitigation 24

plan’’ means the mitigation plan required under sec-25

tion 322 of the Robert T. Stafford Disaster Relief 1

and Emergency Assistance Act (42 U.S.C. 5165). 2

(6) NATIONAL GLOBAL CHANGE RESEARCH 3

PLAN.—The term ‘‘National Global Change Re-4

search Plan’’ means the National Global Change Re-5

search Plan developed under section 104 of the 6

Global Change Research Act of 1990 (15 U.S.C. 7

2934), or any revision thereof. 8

(7) NATIONAL OIL AND HAZARDOUS SUB-9

STANCES POLLUTION CONTINGENCY PLAN.—The 10

term ‘‘National Oil and Hazardous Substances Pol-11

lution Contingency Plan’’ means the National Oil 12

and Hazardous Substances Pollution Contingency 13

Plan described under part 300 of title 40, Code of 14

Federal Regulations, or any revision thereof. 15

(8) NATIONAL PREPAREDNESS GOAL.—The 16

term ‘‘National Preparedness Goal’’ means the na-17

tional preparedness goal developed under section 643 18

of the Post-Katrina Emergency Management Reform 19

Act of 2006 (6 U.S.C. 743). 20

(9) NATIONAL PREPAREDNESS REPORT.—The 21

term ‘‘National Preparedness Report’’ means the re-22

port required by section 652(a) of the Post-Katrina 23

Emergency Management Reform Act of 2006 (6 24

U.S.C. 752(a); Public Law 109–295). 25

(10) PREPAREDNESS.—The term ‘‘prepared-1

ness’’ means actions taken to plan, organize, equip, 2

train, and exercise to build, apply, and sustain the 3

capabilities necessary to prevent, protect against, 4

ameliorate the effects of, respond to, and recover 5

from extreme weather related damages to life, 6

health, property, livelihoods, ecosystems, and na-7

tional security. 8

(11) RESILIENCE.—The term ‘‘resilience’’ 9

means the ability to anticipate, prepare for, and 10

adapt to changing conditions and withstand, respond 11

to, and recover rapidly from disruptions. 12

(12) SENIOR OFFICIAL.—The term ‘‘senior offi-13

cial’’ means a Deputy Secretary (or an equivalent of-14

ficer) of an agency. 15

(13) STATE.—The term ‘‘State’’ means each of 16

the several States, the District of Columbia, each 17

commonwealth, territory, or possession of the United 18

States, and each federally recognized Indian Tribe. 19

(14) UNITED STATES GLOBAL CHANGE RE-20

SEARCH PROGRAM.—The term ‘‘United States Glob-21

al Change Research Program’’ means the United 22

States Global Change Research Program established 23

under section 103 of the Global Change Research 24

Act of 1990 (15 U.S.C. 2933). 25

(15) UNITED STATES GLOBAL CHANGE RE-1

SEARCH PROGRAM ANNUAL REPORT.—The term 2

‘‘United States Global Change Research Program 3

Annual Report’’ means the report required by sec-4

tion 102(e)(7) of the Global Change Research Act of 5

1990 (15 U.S.C. 2932(e)(7)). 6

SEC. 10. REQUIREMENT TO INCLUDE AGENCY EXTREME 7

WEATHER PLAN IN AGENCY PERFORMANCE 8

PLAN. 9

A description of the most recent agency extreme 10

weather plan, as required under section 3, shall be in-11

cluded in the performance plan of an agency (as defined 12

in section 9) required pursuant to section 1115(b) of title 13

31, United States Code. 14

SEC. 11. SUNSET AND REPEAL. 15

This Act ceases to be effective and is repealed on the 16

date that is 5 years after the date of the enactment of 17

this Act. 18
