I love this time of year. Fall is full of posi-tive changes in my opinion. First and

foremost, the weather dramatically im-proves. Finally, we get relief from the op-pressive summer heat and move back out into nature without obsessing over hydra-tion. Just this week the leaves are starting to change in the Dallas metroplex. Yard work commitments are relaxing. High school, college, and professional football games are in full swing; baseball moves into the playoffs; the NBA and NHL sea-sons are launched. Tailgating is in full ef-fect! All seems right in the world again.

Cross country track teams are compet-ing. For hobby "ground-pounding" run-ners like me, it is also marathon season. We train purposefully with dreams of not only conquering our selected races, but hopefully even surpassing previous per-sonal records. The Houston Marathon is my destination in January, and a respect-able amount of mileage is still to be logged in preparation. YMCA Adventure Guide camping trips start back up with the kids, and they love returning home to Mom on Sunday sporting the same clothes worn to school a mere 72 hours prior. Some clothing items are not salvageable due to campfire smoke, rips, or s'more and mud stains too intense for restoration and re-pair. These campouts are a treasured Roy family tradition, and showers are strictly forbidden. The lovely Mrs. Roy's SUV

even needs comprehensive detailing upon return.

Playoff baseball has been especially ex-citing in north Texas as the Texas Rang-ers have finally made it to the American League Championship Series against the New York Yankees. I was born in 1969, and since 1972 when the franchise moved to Dallas, the team has been an integral part of my life. My dad had the Rangers game on every night of my formative years when we were not at the ballpark ourselves playing Little League. This is BIG for north Texans, and at the time of this writing, we lead the series three games to two.

I can't begin to tell you how big the Amer-ican League Pennant or even a World Series Championship would be to long suffering Rangers' fans. We are one of only three franchises to have never won a pennant and play in a World Series. The New York Yankees have been the American League gatekeepers with the unparalleled pedigree. We want just a taste of what they have. They win and play the game the way it should be played. Al-though I regret a system that allows them to seemingly buy success or a weighted ad-vantage, I do not blame them for succeed-ing by the rules. I’m sure my Houston friends are still aching from the NY grab of Lance Berkman and his “no trade” clause. I fear that our ace, Cliff Lee, will be right

behind him. I can only pray that our Rangers are suc-cessful and heading to the World Series by the time you read this, because the time is now. I will be proud of the year's progress regardless.

Fall represents changes at TAGD too. We've ushered in a dynamic and com-mitted leader in our new ace, Dr. Craig Armstrong. He's rallying TAGD forward with a both a solid vision and a creative game plan, not to mention a team of talented board members comprised of both new and experienced leaders. Like the Yankees, we are blessed with a great executive team and office, abounding leadership at the top, the best talent in the game, a reputable and storied organiza-tional history and a farm system growing and scouting future leaders. Our bench is deep. If only we had NY Yankees money!

Fall produces fresh ideas from fresh fac-es, and the next leader's chance to make a mark and guide us forward. To each of our members, the larger team, I hope that your strategically planned goals are met; and that a winning "season" is celebrated on personal, professional and organiza-tional levels.

It is with great pleasure that I bring you greetings from TAGD in my first ad-

dress as your new President. My name is Craig Armstrong and I am from Hous-ton, Texas. Representing the interests of the general dentist in the great state of Texas is something that makes me swell with pride. The list of past leaders of this great organization is awe-inspiring and I hope to follow in those great footsteps.

In September I had the honor of serving as emcee of a truly spectacular event, the Texas Dentist of the Year ceremony at our annual Lone Star Dental Conference. As I contacted the nominees throughout the state, I was struck by the level of humil-ity that each of them possessed. They re-sponded to my questions with an attitude that seemed to imply that their actions were not that remarkable, but they were! We have an unbelievable caliber of den-tist in this state, and in my opinion, each nominee was a winner. However, I would like to recognize our 2010 Texas Dentist of the Year, Dr. Stephen Caldwell of El Paso. Congratulations, Dr. Caldwell, and thank you for your extensive, selfless con-tributions to dentistry.

Future leadership development is crucial to the success of every organization and is something that I will invest time into this year. We are off to a great start already. During the Lone Star Dental Conference, we recognized one of those future leaders, Dr. Joshua Austin, as our New Dentist of the Year winner. Our congratulations go out to him.

Speaking of leaders, I came across a quo-tation from a great leader, Dr. Martin Lu-ther King Jr., which seems especially rel-evant to my year as president of TAGD. “The ultimate measure of a man is not where he stands in moments of comfort, but where he stands at times of challenge and controversy.”

To say that the practice of dentistry is fac-ing challenge and controversy is an un-derstatement. Our response to these chal-lenges and controversies will define us and our profession. One of the challenges we face is the open attack on our profession

by outside forces, namely very pow-erful non-profit foundations. These foundations are professing to have solutions to the ac-cess to care prob-lem in the United States and their solution is the introduc-tion of so called “mid-level providers.”

These organizations are very well funded and have the support of many members of the academic community, as well as many in public health dentistry. While coming up with their solution the foundations neglected to include one important group in their discussions; the dentist in private practice. We were never given an oppor-tunity to offer solutions or give input to the foundations. How can one arrive at a solution to such a complex issue without the input of the very people who treat pa-tients, day in and day out in their offices? It's beyond my comprehension, but that is exactly what the foundations have done.

In order to protect the interests of our members and the public, the TAGD has taken a proactive approach to the chal-lenges we are facing. In January of this year, the TAGD Advocacy Fund was es-tablished. Thank you so much to those who have contributed! Your support has been overwhelming. We have collected well over $50,000 so far and the contri-butions keep on coming. These funds are used to employ the services of a legislative consultant and to draft position papers on subjects that specifically affect general dentists in the state of Texas. I can’t tell you how significant this is for us, as we’ve never had such a sophisticated level of fo-cused advocacy for TAGD.

The TAGD has always been the “Voice of General Dentistry" in Texas; that voice just became louder. We are continuing to work with our colleauges at the TDA and encouraging our shared members in both organizations to continue to support DENPAC, as we have done in the past.

SPOTlIGHT ON THE PRESIDENTIt's my distinct pleasure to acknowledge and spotlight Dr. Craig Armstrong, the 2010-2011 President of TAGD. Dr. Armstrong brings an unwavering if not unparalleled commitment to organized dentistry, serving and representing the general practice dentist on a multitude of levels, past and present.

A UT graduate, he held true in his UT allegiance by receiving his DDS at UT Dental Branch in Houston in 1989. Upon graduation, he was in-ducted into the National Dental Honor Society, Omicron Kappa Upsilon. He received four other awards for academic and clinical excellence and was honored as a Scholastic All-American. From his first year of graduation, he has rolled up his sleeves and volunteered, starting within the Greater Houston Dental Society, then moving on to the TDA, and now the TAGD and ADA. He has held positions in Peer Review, DENPAC, and as president within the GHDS.

He has been a delegate and board member with-in TDA. Currently, he is deeply involved with the Subcommittee on ADA Workforce issues and serves on the absolutely critical Council on Dental Practice, at a time when mid-level pro-vider issues abound. He's been a clear leader in his time on the TAGD board and has quickly risen to the highest leadership position based on his merits. He chaired the Advocacy Fund for TAGD that garnered over $50,000 in donations in its inaugural year.

He is the 2007 Jack Harris Award Recipient for his dedication and commitment to organized dentistry and the community. He has obtained Fellowship and Mastership within the AGD and is a member of both the American and Interna-tional Colleges of Dentistry. As encompassing as his list of organizational involvements may seem, it represents merely a snapshot of his lengthy ac-complishments.

Dr. Armstrong is married to Lana and they have two daughters. They are eagerly anticipating the birth of their first grandchild in January of 2011. Dr. Armstrong likes to golf, play tennis, travel, and experience fine dining. He has a fascination for travel stemming from being born in France and spending 12 years in Europe. Dr. Armstrong processes what keeps him motivated like this, "I love organized dentistry and the people I have met in my service to the profession."

Our Advocacy Fund is not a PAC, thus we cannot contribute any funds to support candidates. It is critical to support DEN-PAC at the same time that you are support-ing our Advocacy Fund.

As we all know, every two years in Texas we have a legislative session that lasts 140 days. Our next legislative session begins in January and your TAGD is developing an impressive legislative agenda.

We are helping you practice dentistry, and provide the highest quality dental care for our patients by addressing the following is-sues:

The capping of non-covered dental ser-1. vices by insurance companies. Some insurance companies are trying to limit

what you can bill for procedures by cap-ping fees on services not covered. This is outrageous and TAGD is fighting this!

The practicing of dentistry by non- 2. dentists. There are situations where non-licensed individuals are practic-ing dentistry in a warehouse or even in the kitchen of a private home. The people of Texas deserve bet-ter than this and we intend to ad-dress this issue in the legislature.

Last, we will be addressing the estab-3. lishment of mid-level providers. We do not need the introduction of a lesser trained team member to care for our patients. The patients of Texas do not want a two-tiered delivery system of care. They want the quality oral health care that we have provided for years.

We have the manpower; we just need to utilize it in a more efficient manner.

We must have your support to be effective on all of these fronts. Our opponents will be very well funded.

The TAGD members are a well informed group. I have no doubt that you will step up and contribute to our Advocacy Fund so your voices can be heard on these issues.

As President, I am guided by a strong stra-tegic plan and want to assure each of you that your TAGD is in good hands. I have a dedicated board of directors that is commit-ted to “Building Excellence” this year, and we plan on making the TAGD the envy of every constituent in the nation. I thank you for the honor of serving as president of the TAGD.

Mrs. Carol Rogers, wife of AGD Past President Dr. Sam Rogers, passed away on September 15. Carol was a dear friend to the AGD, as well as many of its mem-bers, and was instrumental in creating the strong organization we have today.

Carol was very supportive of Dr. Roger's

professional activities and travelled with him throughout the country in atten-dance of meetings and other activities. Dr. Rogers began participating in the TAGD in 1969 when it was a relatively small or-ganization. Seeing the need for better or-ganization and an executive office, Carol volunteered her time to get the Houston

component up and running acting as their executive secretary.

Once Carol had the local and state chapters set, she assisted with the national office. Before Dr. Rogers took office as AGD President, Carol volun-teered her time with the AGD and helped with everything from record keeping to tax information and logistics, even creating an AGD cookbook. She set up the operational systems that trickled down to the other state constituents as well. Carol later returned to Chicago when Dr. Rogers served as AGD presi-dent in 1984.

Sam and Carol’s love for each other continued to grow over their 63 years of marriage. She was Sam’s inspiration, business secretary, bridge partner, lover, hunting and fishing buddy, gin rummy

adversary, golf competitor and all around best friend.

2010 (Grant Funded Fiscal Year) Project Schedule

This has been an exciting year for the Jack T. Clark Foundation as we have made great strides in our efforts to serve the state of Texas.

In January, Dr. Catherine Flaitz’s term as chairwoman of the Jack T. Clark Foundation (JTCF) went into effect. Under her leadership, JTCF has experienced many successes, from participation in our biggest annual oral cancer screen-ing event, Dallas’ Hispanic Advisory Council’s Feria de Salud, to our collaborative work with Texas Dental Associa-tion Smiles Foundation’s Texas Missions of Mercy and Smiles on Wheels.

On August 31, we successfully completed a three year grant from the Cancer Prevention and Research Institute of Texas (CPRIT). Within this grant, JTCF, in affiliation with the Dental Oncology Education Program (DOEP) hosted doz-ens of oral cancer screenings and continuing education lectures across the state. In this year alone, we distributed 250,000 oral cancer brochures and screened over 3,500 Texans for oral cancer.

As JTCF wrapped up our CPRIT grant, we began to look forward and assessed the needs of the Texas public. It was widely agreed that through the membership of the Texas Academy of General Dentistry, JTCF can best serve the public by supporting the oral health of all Texans affected by cancer through education, access to appropriate care and collaborative research. Be on the lookout for new projects and join us as we continue our service throughout the state.

The Jack T. Clark Foundation is thankful to all who have contributed through volunteerism and donations. It is through the generosity of our donors that we are able to fulfill our mission. Over 40 dentists gathered at Fort Worth’s Reata Res-

taurant on September 28 for TAGD’s Town Hall. Texas House Representative Dr. Mark Shelton provided a legislative update, with the 82nd Legisla-tive Session of the Texas Leg-islature set to convene for 140 days beginning in January. Dr. Shelton, the Director of Pediat-ric Infectious Diseases at Cook Children’s Hospital, is prepar-ing for his second session rep-resenting southwest Fort Worth and Benbrook.

The two most pressing agenda items for the 82nd Session will be, in Dr. Shelton’s words, the state deficit of approximately $18 billion and political redis-tricting, which is required after each biennial census. Most of us remember when the demo-cratic legislators left Texas and stayed in an Ardmore, Oklaho-ma hotel during Texas’ last ef-fort to rearrange Texas political districts. Hopefully, this year will be less eventful. Governor Perry requested an across the board five percent decrease in state governmental spending for 2010-2011, so all state agencies are considering every means to decrease spending and increase revenue. Even before the leg-islature convenes, committees have met to discuss, among other things, a tax on cosmetic dental services. At that hearing both TDA and TAGD submit-

ted testimony refuting the need and practicality of such a tax.

The purpose of the town hall was to gain member input be-fore the TAGD brings its po-litical agenda forward. TAGD’s Advocacy Council and Board of Directors have considered many aspects. Before moving forward, we wanted to make sure the political agenda focus is relevant to dentists across the state. Unless member emphasis and feedback results in a last hour shift and based on previ-ous town hall meetings, TAGD will focus efforts on three po-litical priorities for the 82nd Legislative Session. Opposing legislation that promotes den-tal mid-level providers is a top priority to the TAGD. We also oppose the illegal practice of dentistry along two lines, those being the practice by unlicensed dentists and the use of whiten-ing kiosks in shopping malls. Lastly, we oppose the capping of non-covered dental services by insurance companies.

Over the course of the evening I was proud to call myself a gen-eral dentist, proud of the agenda the TAGD will bring forward, and proud of the thoughtful questions and input by those that gathered. These forty-plus dentists were well informed and asked insightful questions that showed their knowledge. The evening showed me that general

dentists are becoming informed about issues relevant to their daily practice. That’s what the night was all about, dental edu-cation. Not the education that can be used on the next crown prep but education that will en-able general dentists to continue providing exceptional care to our patients, uncompromised by political edict or incursion by those that oppose the dentist as the head of a dental team. Indeed, after this town hall and others across Texas, perhaps general dentists will be, what a colleague suggested, the sleep-ing giant that is awakening.

The American Dental Association (ADA) held its Annual Session in Orlando on October 9 - 12, 2010. As a member of the Council on Dental Practice, I was able to participate in instrumental testimony on resolutions that would have affected the ADA’s stance on dentists’ scope of practice. The following is a summary of workforce issues discussed during the House of Del-egates and in the reference committee.

Stemming from the 2009 House of Dele-gates at the ADA Annual Session in Hawaii, resolutions on workforce issues, specifically the Comprehensive Policy Statement on Al-lied Personnel, were referred to the Council on Dental Practice (CDP) for further dis-cussion. From this council, a subcommittee of eleven council members was created.

The subcommittee of the CDP was formed and reviewed the allied personnel policies of the ADA “line by line” and four resolutions were created and submitted to the Board of Trustees. All of the resolutions pertained to workforce issues that would have dramati-cally changed the ADA Policy with regard to mid-level providers.

As a member of the subcommittee, a main concern was the new wording brought forth in the resolutions which would poten-tially open the door for mid-level providers. I, along with other representatives (from Florida, Georgia and Delaware), drafted a minority report, which was submitted to the Board along with a report from the CDP containing the new resolutions. The minority report primarily addressed the delegation of functions section of the exist-ing ADA policy. The intent of the minority

report was to maintain that only a dentist could perform irreversible/surgical proce-dures.

The Board voted 12-8 against the resolu-tions presented by the CDP and both the resolutions and minority report were then sent to the House of Delegates. While this was occurring, the AGD’s Professional Re-lations Council (PRC) was implementing grass roots initiatives, thus joint AGD and ADA members serving in the House of Del-egates were informed of the issues at hand.

By the time the House received these re-ports, attitudes about the resolutions began to change. Evidence of a change in direc-tion within leadership was also apparent from the moment the House of Delegates convened. Previously, two of the four presi-dential candidates had not offered support to the oppositional movement of mid-level providers. In their address to the House, however, all four candidates categorically stated that they were opposed to mid-level providers.

The workforce resolutions landed in refer-ence committee where numerous support-ers of the minority report were able to share their concerns. The reference committee lasted two and a half hours, to review the four resolutions at hand. Stakeholders, who provided instrumental testimony against the resolutions during the reference com-mittee hearings, included ADA members, members of the Austin Group, the AGD’s PRC, the president of the American Stu-dent Dental Association (ASDA) and the president of the National Dental Associa-tion (NDA). A concerted effort was made

by all of the aforementioned stakeholders to oppose changes in ADA policy regarding workforce issues. At this point, it was espe-cially remarkable that these diverse groups were now coming together to work toward a common goal, the betterment of the pro-fession.

Ultimately, the minority report of the CDP was vindicated and received tremendous support from many of those who testified. The main issue, left intact in ADA policy, was that surgical/irreversible procedures must only be performed by a dentist. This was our “line in the sand” and we prevailed in having that language remain intact. The minority report, and resolutions created from that, successfully addressed any prov-ocation with allied personnel.

Another notable result from the 2010 ADA House of Delegates was a run-off in the presidential election between Dr. Bill Cal-non and Dr. Russ Webb, with Dr. Calnon ultimately prevailing. In the other election for 2nd Vice President, our own Texan Dr. Pat Blanton defeated her opponent from Minnesota.

By my account, it was a successful House of Delegates. Although we didn’t get every-thing we wanted, we maintained the core pieces reaffirming ADA policy that the dentist is the leader of the oral health team, and that only the dentist shall perform ir-reversible/surgical procedures.
