Part of the Memorial Hermann Health System, the hospital was the first to open in the Texas Medical Center. Known as the Breaking New Ground project, highlights include a new, state-of-the-art patient care tower and a sec- ond building with parking and infrastructure capabilities to support future growth and renovation of existing pavilions on the sprawling campus. The project began in 2014 and is cur- rently on schedule for a 2019 completion date. The contract was awarded to Balfour Beatty Construction. There will be two new buildings — one patient care tower and one parking and infrastructure building. The Construction and Demolition Recycling Ordinance is set to go into effect in October 2016. The action came about through recom- mendations proposed by the Zero Waste Advisory Commission (ZWAC). As the ordinance was being developed, Austin city staff members received input from people involved with architectural design, engineering, construction, demoli- tion, deconstruction hauling and material processing, as well as from civic groups. Numerous meetings were held throughout the year, and ordinance drafts were created and revised in August, September, October and November. Currently, it is reported that construction and demolition projects generate at least 20 percent of all materials that go into Austin’s area landfills. Under the new ordinance, con- struction projects larger than 5,000 sq. ft. (464.5 sq m) will be required to have a 50 percent diversion of materials. In 2019, requirements will also include commercial demolition projects. “This ordinance takes a huge step toward achieving Austin’s Zero Waste goal by requiring more recycling and reuse of valu- able materials,” said Bob Gedert, Austin Resource Recovery director. Gedert reported that the ordinance builds on two decades of construction material reuse and recycling guidelines championed by the Austin Energy Green Building (AEGB) program. Because many affordable housing developments are already required to comply with AEGB standards (including 50 percent materials diversion), the ordi- nance poses a neutral impact on affordable housing. Other new projects could experi- ence an increase of 0.1 to 0.2 percent in total construction costs. A workshop on deconstruction is planned for Feb. 4, 2016. Buy vs. Rent: Wheel Loader EconomicsTexas Firm Does the Math — Decides Leasing Is Best OptionFaced with the many unknowns in

the oil business, Ygriega FieldServices, a Texas company specializingin on-site services for the drilling indus-try, developed a strategy for the future.After taking a hard look at the eco-

nomics of heavy equipment, the com-pany turned its attention to a DoosanDL250-3 wheel loader. The decision topurchase the machine has alreadymade a significant impact on both thecurrent financial situation of the firmand the plan to expand its workload.“We previously rented wheel loaders

from local rental centers, primarily tohandle pipe and crushed rock at drillingsites,” said purchasing manager PabloAlmaguer. “A six-hour rental couldcost us as much as $1,200. We wouldusually do that twice a month. So, ourtotal cost of having limited access to awheel loader would be around $2,400 amonth. That seemed high in today’seconomic environment. Plus, we hadno motivation to look for other workthat would require a wheel loaderbecause most of the additional incomewould go to the rental company. That’swhy we began to consider alterna-tives.”Choosing the right wheel loader,

based on what it could do and what it

would cost, became the focus ofYgriega Field Services, which is part ofYgriega Energy Company.They looked at several brands, and

Doosan stood out as the clear choice.“For about the same money as we

were paying for a pair of six-hour

rentals each month, we now are leasing— with an option to buy — a very pro-ductive Doosan wheel loader. Thethree-year arrangement allows us touse our monthly payments as a downpayment if we want to purchase theloader. Or we can continue the leasingprogram with a new model after thecurrent lease expires.”The financing arrangement is not the

only benefit of having a top-of-the-linewheel loader available every day.“Once we got the DL250-3 wheel

loader, we informed the well-drillingcommunity that we were capable oftaking on a variety of additional assign-ments,” Almaguer said. “There aremany projects connected to welldrilling that we can do much easierwith our wheel loader. Our customerslike dealing with fewer vendors, so themore services we can provide the bet-ter.”He points out that if the company

can keep the wheel loader busy withone job a week, it can make the pay-ment and keep employees busy.“Instead of the dollars going to a rentalfirm, more of the income is staying inour own pocket,” he concluded.

Memorial Hermann-Texas Medical Center Expands

Munhausen explained that thebuilding type is uncommon: an 18-story hospital building containing aLevel 1 Trauma Center with a heli-pad on the roof.Construction has not yet started

on the tower, and the project is notfully awarded at this time.

GALVESTON, Texas (AP) GalvestonCounty has approved an agreement withGalveston for construction of two newbridges to Pelican Island.

The Galveston County Daily Newsreported that commissioners accepted a dealto use city property as a starting point for therail and road bridges.

The existing two-lane drawbridge forPelican Island, which is home to TexasA&M University-Galveston, was built in1957.

Commissioner Ryan Dennard said thenext step is reaching an agreement with thePort of Houston to use its property onPelican Island for bridge landing points.

Galveston County in 2013 estimated anew four-lane vehicular bridge could cost upto $30 million.

County commissioners approved the dealand county staffers will spend the next two

years on planning, engineering and environ-mental studies for the bridges.
