    In an effort to facilitate an efficient and successful implementation of the NationalWET Competency Assessment and Certification (NATCAC) Program, the followingguidelines is hereby issued:

    Program Description

    The NATCAC is a synchronized conduct of competency assessment andcertification at the regional and provincial levels in identified keysectors/qualifications in the months of May, August and November 2015.

    The assessment and certification services will be offered for free fundedby the Training for Work Scholarship Program (TWSP) per TESDA Order No.02, series of 2015, "Implementing Guidelines for 2015 Training for WorkScholarship Program".

    Objectives2.1 To promote Assessment and Certification Program at the

    company/enterprise level;

    2.2 To expand clients' access to assessment and certification program;

    2.3 To enhance the competitiveness, employability and productivity of workers;and

    2.4 To upgrade the qualification of existing workers, trainers and assessors toa higher level of qualification.

    III. Coverage

    3.1. The assessment shall cover all qualifications in NC II, Ill and IV includingthose covered by specific government regulations such as:

    Driving NC II and Driving (Passenger Bus/Straight Truck) NC IIIunder DOTC Department Order No. 2011-25 re: Inclusion of DriverProficiency Standard as Additional Requirement in the Exercise ofthe Regulatory Powers of the LTFRB to Issue Certificates of PublicConvenience (CPC).Automotive Servicing NC II, III and IV Joint Administrative Orderissued by DOTC, DENR and DTI Requirement of TESDA-CertifiedMechanics and Technicians for Automotive Repair Shops and PublicEmission Testing Centers (PETCs)

    TESDA and DepEd Joint Memorandum Circulars on Assessment ofDepEd Technology and Livelihood Education (TLE) for Grades 9 and10 Public Secondary School Teachers.

    DOLE Department Order No. 13 Series of 1994, GuidelinesGoverning Occupational Safety and Health in the ConstructionIndustry.

    Excluded in the coverage are Massage Therapy NC II, HouseholdServices NC II, Caregiving NC II, Ships Catering Services NC I/NC IIand other NC I qualifications.

    3.2. For 2015, targeted to be assessed during the assessment schedules aresixty thousand (60,000) candidates composed of Workers/IndustryPractitioners/Professional/Career shifters who want to undergo competencyassessment, trainers of private and public Technical Vocational Institutions(TVIs), DepEd Grades 9 and 10 TLE teachers, Public Utility Vehicle (PUV)drivers, Returning Overseas Filipino Workers (OFWs)/Filipino Expatriateswith relevant experience who want to undergo competency assessmentand Industry practitioners who are prospective competency assessors.

    3.3. Key sectors to be covered are those identified in the ImplementingGuidelines of Training for Work Scholarship (TVVSP) and other prioritysectors identified in the Regional and Provincial Skills Development Plan.

    3.4. The ROs shall allocate 35% of their respective regional targets for theassessment of Grade 9 and 10 TLE teachers in support to the smoothtransition of K to 12 implementation in the country. (Annex A RegionalTargets)

    3.5. The NATCAC will not be offered to graduating students/trainees of WTR-registered programs.

    IV. General Guidelines

    4.1. Free assessment and certification services under NATCAC can only beavailed once. Re-assessment or assessment fees for more than one (1)qualification shall be paid by the candidate as prescribed.

    4.2. The assessment cost shall be subsidized by the RO at P500.00 for each

    qualification being offered under the program except for Cookery NC II(P1,300.00) and TM I (P1,400.00).

    Specific Guidelines

    5.1 Process of Application

    5.1.1 An applicant may secure application form and list ofrequirements for assessment from the Accredited AssessmentCenters identified in the Regional Qualification Map and/or thenearest TESDA Provincial/District Office.

    The applicationform and the Self Assessment Guide (SAG) for identifiedqualifications may also be downloaded in the TESDA website(www.tesda.gov . ph)

    5.1.2 The qualification requirements stated in the CompetencyStandards (CS) and Competency Assessment Tools (CATS)shall be followed in admitting applicant-candidates.

    5.1.3 The applicant shall submit the duly accomplished applicationform, Self Assessment Guide (SAG), three (3) 2x2 passportsize pictures with name written at the back, and all otherrequirements, to the identified Accredited Assessment Centersor the nearest TESDA Provincial Offices.

    5.1.4 The identified Accredited Assessment Centers and/or theTESDA Provincial Office shall process the application andinform applicant of his/her assessment schedule.

    5.1.5 The RO, in coordination with the PO, shall set the deadline forthe filing of applications not later than one (1) week beforethe assessment schedule.

    Schedule of Assessment

    6.1. The national synchronized implementation for 2015 NATCAC Program shallbe based on the following schedule:

    during the identified assessment period.

    VII. Program Arrangements

    7.1 Pre-Assessment Activities

    7.1.1 The ROs shall select the qualifications to be offered during theschedule of assessment based on the market demand in theirrespective areas, except Massage Therapy NC II,Household Services NC II, Caregiving NC II, Ships'Catering Services NC I/NCII and other NC I qualifications.

    7.1.2 The RO shall submit to the Certification Office their respectiveRegional Qualification Maps (QM) corresponding to theidentified 2015 NATCAC covering assessment schedule(Annex B Qualification Map).

    7.1.3 The POs shall prepare the final list of applicants perqualification, per assessment center, per schedule and theassigned competency assessors.

    7.1.4 The schedule and list of Accredited Assessment Centers perqualification shall be determined by the POs. However, theschedule must be within the identified assessment schedules.

    7.1.5 The CO and the ROs shall promote/advocate the NATCACthrough advertisements and announcements in national and/orregional newspapers, radio/TV stations or integration inprovince-wide events. The POs shall also coordinate withLGUs for increased awareness and endorsement of theProgram to the workers in the province.

    7.2 Conduct of Assessment

    7.2.1 The Certification Office shall monitor the conduct of NATCACthrough the Regional NATCAC Monitoring andAccomplishment Reports (RNMAR-Annex C).

    7.2.2 The RO shall monitor the conduct of assessment activities atthe provincial level and submit accomplishment reports to theCertification Office using the RNMAR form in the followingschedule:

    7.2.3 There shall be a minimum of ten (10) candidates per batch.However, the number of candidates per batch may beincreased depending on the qualification and the availabilityof assessment requirements (tools, equipment and space)provided that the integrity of the assessment and certificationprocess is strictly preserved and not compromised.

    7.2.4 Consistent with the provision of the existing ProceduresManual, each competency assessor shall be given honorariaof P100.00 per candidate.

    7.2.5 The RO and PO must ensure the presence of a designatedTESDA Representative during the entire duration ofassessment.

    7.3 Post Assessment Activities

    7.3.1 The Certification Office shall upload the profiles of certifiedworkers in the online Registry of Certified Workers (RCW).

    7.3.2 The ROs shall facilitate payment of assessment subsidy toidentified assessment centers upon submission of thefollowing documents:

    Billing StatementAttendance SheetRWAC

    7.3.3 The DepEd and TESDA Joint Circulars shall be madereference for the assessment of DepEd Grades 9 and 10TLE Teachers.

    VIII. Roles and Responsibilities

    8.1 TESDA Central Office

    8.1.1. Develop implementing guidelines for the conduct of the NATCAC.

    8.1.2. Facilitate approval of the NATCAC Regional Qualification Maps

    submitted by the ROs.

    8.1.3. Monitor and process the submission of Regional NATCAC Monitoringand Accomplishment Reports (RNMAR).

    8.1.4. Subsidize the cost of assessment and certification as indicated inSection 4.2. The budget for the assessment subsidy is included in theregional TVVSP allocation.

    8.1.5. Provide timely release of blank certificates to ROs.

    8.1.6. Organize nationwide synchronized conduct of NATCAC in August, incoordination with the RO/POs to drumbeat the importance ofAssessment and Certification.

    8.2 TESDA Regional Office

    8.2.1 Provide administrative and technical assistance relative to the conductof NATCAC to the POs.

    8.2.2 Ensure proper announcement/promotion of the assessmentactivities/schedules, including process of application and deadline forfiling of applications through posters, tarpaulin, radio and TV plugs,etc.

    8.2.3 Ensure timely updating and submission of the Regional NATCACMonitoring and Accomplishment Report (RNMAR) to the CertificationOffice.

    8.3TESDA Provincial/District Office

    8.3.1. Assist RO in ensuring that proper announcement/promotion of theassessment activities/schedules, including process of application anddeadline for filing of applications through posters, tarpaulin, radio andTV plugs, and inclusion in province-wide events.

    8.3.2. Network with social partners, i.e. industry associations, businessenterprises, private TVIs for increased awareness and acceptance ofthe National Certificate.

    8.3.3. Accept and process applications for assessment

    8.3.5. Facilitate identification of Accredited Assessment Centers and thedesignation of assessment venues (by the Accredited AssessmentCenters) participating in NATCAC.

    8.3.6. Assign Competency Assessors and TESDA Representatives for theassessment.

    8.3.7. Reproduce the required assessment tools and other assessmentforms.

    8.3.8. Issue the National Certificate or Certificate of Competency tosuccessful candidates in accordance with the provisions of theProcedures Manual on Preparation and Issuance of NC and COC bythe end of the assessment.

    8.3.9. Submit required assessment and certification reports to RO forsubmission to Certification Office.

    IX. Effectivity

    This Circular shall take effect as indicated.

    SUBJECT: Assessment of DepED Technology and Livelihood Education(TLE) Grade 9 Public Secondary School Teachers

    In line with the goal of the K to 12 Basic Education Program (BEP) to producegraduates who are ready for higher education, middle level skills development, employmentand entrepreneurship, the Department of Education (DepED) and Technical Education andSkills Development Authority (TESDA) hereby issue a joint circular to hold the Assessmentof Grade 9 TLE Teachers. All TESDA Regional Offices (ROs) are hereby instructed tofacilitate the assessment of the DepED teachers through DepED Regional Offices (ROs) andDivision Offices (Dos).

    I. Rationale

    Section 13.2 of the Implementing Rules and Regulations of the Enhanced BasicEducation Act of 2013 provides that teachers who will teach specialized subject in thesecondary education shall possess the necessary certification issued by TESDA.

    The provision in TESDA Circular No. 09, series of 2014, Implementing Guidelines onthe Conduct of the 2014 National Competency Assessment and Certification (NATCAC);states that one of the target clients for NATCAC is the Department of Education publicschool teachers.

    TESDA is committed to assist the Department of Education in the assessment of itsTechnology and Livelihood Education (TLE) Grade 9 teachers, including the implementationof mandatory assessment of students under the K to 12 BEP. All TESDA Regional Officesare hereby instructed to facilitate the assessment of the DepEd teachers through DepEDROs and DepED DOs under the NATCAC program.

  • Purpose

    To provide TLE teachers with an additional credential that will certify theircompetence to teach a technical-vocational course and be assessed by the end of year2014.

    Coverage

    This Circular covers the region and division offices and public secondary schools ofDepEd and regional and provincial offices of TESDA.

    IV. Guidelines

    The following arrangements on the assessment of Grade 9 TLE teachers shall befollowed:

    1. By the end of December 2014, the TESDA and DepEd ROs shall ensure that all TLEteachers handling Grade 9 must have been assessed and certified.

    2- The DepEd ROs shall coordinate with the TESDA ROs regarding the schedule of theTLE teachers. (Attached herewith are the lists of teachers, by qualification, byprovince).

    The TESDA Regional and Provincial Offices (POs) shall coordinate the schedule ofassessment in TESDA-accredited assessment centers and venues. The schedule ofthe NATCAC for the DepEd teachers shall be extended until 30 November 2014.

    The DepEd Central Office (CO) shall subsidize the cost of assessment at P550.00per teacher regardless of the qualification. The P550 subsidy shall include theP50.00 certification fee (cost of the National Certificate and/or Certificate ofCompetency). The corresponding amount shall be downloaded by the DepEd CO tothe DepEd (ROs). However, for qualifications costing more than P550.00, thebalance, maximum of P500.00 shall be shouldered by TESDA RO chargeableagainst the NATCAC budget.

    The TESDA-Accredited Assessment Center (AAC) shall submit to the TESDA PO aStatement of Account equivalent to the number of teachers who were assessed by theCenter.

    The TESDA-PO shall submit to the TESDARO the statement of account togetherwith the National Certificates of successful teachers who were found competentduring the assessment.

    7. The TESDARO shall forward the Statement of Account, including the Certificates tothe DepEd (RO) for payment.

  • 8_ In case a teacher does not achieve competence in all the units of competency thatcomprises a qualification or he/she demonstrated competence only in some units ofcompetency, the said teacher will shoulder the cost for re-assessment.

    The TESDA and the DepEd ROs shall ensure that all TLE teachers must have beenassessed by the end of 2014.

    DepED and TESDA shall issue more detailed guidelines to operationalize thesearrangements.

    V. Effectivity

    This Circular shall take effect immediately.
