WHEREAS, Board Resolution No.-2010-19 "Approving the Amendment of theTraining Regulations for the Maritime Deck Engine and Engine Ratings (RatingForming Part of Navigatonal Watch (STOW Regulation 11/4), Able Seafarer Deck(STCW Regulation 11/5), Rating Forming Part of Engineering Watch (STOWRegulation 111/4), and Able Seafarer Engine (STCW • Regulation 111/5)" werepromulgated by the TESDA Board during the 76 th TESDA Board Meeting held last 25November 2010;

WHEREAS, it is the policy of TESDA to review after every three (3) years anyTraining Regulations (TRs) promulgated by the TESDA Board;

WHEREAS, there is a need to amend the current Training Regulations forRating Forming Part'of A Navigational Watch NC II (STOW Regulation 11/4); RatingForming Part. of An Engineering ';:rVatch NC II (STOW Regulation 111/4); AbleSeafarer Deck 'NO H (STOW Regulation 11/5); and Able Seafarer Engine NC II(STOW Regulation iii/5) due to following:

The need for new seafare rs to have taken relevant training courses by 01Ju l y 2013 in accordance with the Regulation 1/5 Transitional provisions ofThe Manila Amendments to the Annex of the international Convention onSTOW for Seafarers, 1978, which read: "Until 01 January 2017, a Partymay continue to issue, recognize and endorse certificates in accordancewith the proviSions of the Convention which applied immediately prior 01January 2012 in respect of those seafarers who commenced approvedseagoing service, an approved education and training programme or anapproved training course before 01 July 2013":

Implementation of Executive Order No. 75 dated 30 April 2012; MARINACircular No. 2013-07, Series of 2013 dated 12 April 2013, Rules onInstitutional Arrangements; and the MOA between TESDA and MARINAdated 18 March 2013, where the functions of MARINA on assessment andcertification for deck and engine ratings took effect on 01 July 2013.To ensure compliance of the Philippine government in the training andcertification delivery and infrastructure requirements of the STCW beforethe scheduled European Maritime Safety Audit (EMSA) in October 2013;

WHEREAS, for reasons stated above, during the 57th and 58th StandardsSetting and Systems Development (SSSD) Committee-TESDA Board-TESDASecretariat Consultation Meetings held on 17 June 2013 at 1:30 p.m., and 26 June2013 at 2:00 p.m., the following amendments in the pertinent section of theabovementioned Training Regulations were presented and deliberated on, asfollows:

Section 1 — Definition of Qualification DescriptorExisting promulgated trainingregulations (BR No. 2010-19)

Proposed Amendments

The RATINGS FORMING PART OF ANAVIGATIONAL WATCH Qualificationconsists of competencies that a personmust achieve in providing assistance incleaning, general maintenance, repairingand painting works in the deckdepartment.

The RATING FORMING PART OF ANAVIGATIONAL WATCH NC II (STOWRegulation 11/4) Qualification consists ofcompetencies that a person mustachieve to steer the ship and also complywith helm orders in the English language,keep a proper look-out by sight andhearing, contribute to monitoring andcontrolling a safe watch, and operateemergency equipment and applyemergency procedures.

3.4 , LiSt.of Tools, Equipment and MaterialsList of Tools, Equipment and Materials is Tools, Equipment, and Materials areconsistent with the competencies of an applicable for the training delivery ofAble Seafarer Engine Core Competencies and enumerated in

the amended training regulation.

The Tools, Equipment and Materials forthe delivery of the CommonCompetencies shall comply with thestandards prescribed by the MaritimeIndustry Authority (MARINA) in theirprescribed and regulated trainingprogram in Basic Safety Training (BST)and Security Awareness Trainingcourses, as appended herein as Annex

3.6 Trainer's QualificationMust be a graduate of BSMar/AME Must be a licensed Officer-in-chargeMust be license at operational level or of an Engineering Watch and with atholder of Certificate of Competency least 12 months seagoing service in(COP) on Able Seafarer Engine that positionand/or equivalent STCW certificate -• Must be proficient in EnglishMust have at least a total of 2 years communicationsea service experience as Able Must be holder of NTTC I in AbleSeafarer Engine/Oiler and 1 year sea Seafarer Engine NC 11 (STCWservice experience in engineeringwatch or as Machinist/Welder/Fitter if Inot a license operational levelengineer

WHEREAS, there is a need to amend the current Training Regulations for theMaritime Deck and Engine Ratings (Rating Forming Part of Navigational Watch(STCW Regulation 11/4), Able Seafarer Deck (STOW 11/5), Rating Forming Part ofEngineering Watch (STCW Regulation I11/4), and Able Seafarer Engine (STCWRegulation 111/5);

`NOW, THEREFORE, :BE IT RESOLVED AS IT IS HEREBY RESOLVED, thatthe TESDA Board approves the amendments of the aforementioned TrainingRegulations;

BE IT RESOLVED, FINALLY, that copies of this Resolution be disseminatedto the concerned offices for their information and guidance.
