2. UAVs in the War on Terror Over the last three years, the U.S. military has increased its reliance on the drone as a counterterrorism tool. President Obama discussed the central role of drones in U.S. counterterrorism efforts in a speech on May 23, 2013, where he reiterated the justification for America's growing reliance of drones, while publicly setting moral and legal limitations to their use. The efficacy of drones in the War on Terror has been widely debated, with moral, legal and logical arguments being made for and against their use.Copyright Terrogence 2013 3. Previously: Jihadists Overwhelmed The success of American drone attacks on terrorist targets has caused demoralization and frustration among jihadists, prompting al-Qaeda and its splinter groups to seek a counter-solution for what they describe as the dreadful danger from the skies. Essentially, we could lose the reserves to enemy air strikes. We cannot fight air strikes with explosives! -Osama Bin Laden on drone strikesCopyright Terrogence 2013 4. Jihadist Solutions: Passive vs. Active Passive Solutions: Camouflage and heat traps Arranging mannequins to resemble jihadist gatherings Intercepting communicationsActive Solutions: Attacking drone bases Dedicated sniper teams targeting UAVs Disrupting radio frequencies Drone hacking GPS spoofing Both types of solutions are discussed in a 2011 manual by Abdullah Bin Muhammad, which was widely disseminated online, and was also found in an alQaeda base in Timbuktu, Mali, in 2013. RC Aircraft as an Active Solution In February, a jihadist forum member suggested using RC aircraft as a weapon against UAVs: Large-sized RC-planes can be assembled by amateurs. Circuits can be modified for control by cell phone at altitudes of up to 500m. The aircraft can be rocketpropelled until it reaches a desired altitude. A UAV equipped with a lightweight HE IED can be initiated when approaching or impacting the target.Copyright Terrogence 2013 7. Jihadist Online Drone Discussion Fitting captured drones with explosive devices and RC systems. Manuals on the DIY manufacture of RC aircraft uploaded to various jihadist forums. Attempts to recruit anti-drone specialists. Drone related anti-U.S. propaganda.Copyright Terrogence 2013 8. Jihadists Experiment with RC Aircraft Egypt: Security forces claim they captured RC model aircraft and IED-making materials in northern Sinai on August 17, 2012.Syria: August 30, 2012 video of FSA group with Fajr alHuriyyah 1 UAV.Spain: Security forces arrest three al-Qaeda operatives on August 3, 2012 planning to bomb targets using RC model aircraft.Turkey: Captured PKK militants claim they provided information about an RC aircraft IED in August 2012. The Future of Jihadist Drones: Quads Syria: Militants in Syria practice flying a quad copter.Germany: In September, 2013, the German Pirate Party flew a small quad to the stage at a campaign rally, where it hovered near Chancellor Angela Merkel.Copyright Terrogence 2013 10. The Future of Jihadist Drones: RC Helicopters A web jihadist named Asem al-Somali recently suggested on the Shumukh al-Islam forum that jihadists purchase RC helicopters online, specifically the Cobra C7 3.5-channel gyroscope helicopter, which features a built in spy camera. Suggested uses: Spying on military instillations Monitoring movements of enemy forces Modifying the fuselage to resemble a spy planeThis could be Plan A, and if it succeeds, we [the jihadists] can move on to Plan B and equip these unmanned aircraft with TV cameras, night vision, GPS systems, and instant data processing/transfer systems. -Asem al-Somali Copyright Terrogence 2013 11.
