Project Profiles

Fort Sumter Pier Terra was selected to perform renovations and upgrades to the Fort Sumter National Historical Monument

Scope of Work: Terra is responsible for the demolition of existing timber piles and mooring dolphins. Fabrication and installation of new steel H-pile fendering system in multiple phases as necessary to accommodate passenger ferry service to the Park. Remove and reinstall riprap for pile jacketing requirements. Work also includes electrical upgrades and new shore power to the pier.

Location: Charleston, SC Performance Period: 23 September 2020 – 31 October 2021 Contract Amount: $3,176,394.68

Holmes Run Trail Improvements Terra was contracted to construct a new steel pedestrian bridge over the Holmes Run stream in Alexandria, Virginia.

Scope of Work: Terra was source selected by Civil Wall Solutions, a division of Lane Construction, to design and construct a steel pedestrian bridge as part of the overall environmental restoration/rehabilitation of the area. The design-build requirement included the design, fabrication, and installation of the 200’+ component steel bridge system. Location: Alexandria, Virginia Performance Period: 30 June 2017 - 30 June 2018 Contract Amount: $263,450.00

Renovate Bath House and Cabins, Construct New Recreational Pool Facility Terra was selected to perform the construction of a new pool facility, renovate a bath house and 34 historic cabins.

Scope of Work: Site demolition, construct new ADA compliant pool including upgrades to the pump house, selective interior and exterior demolition of the existing recreational shower and bath house building, complete interior reconfiguration and renovation of the bath house, electrical upgrades for all park facilities including transformers, secondary power, distribution panels, and interior electrical systems, site work related to the pool construction, site concrete, flexi-pave walking paths, and associated site utilities. Location: Thurmont, Maryland Performance Period: 22 September 2020 – 3 August 2021 Contract Amount: $2,796,680.00

FSR-185 and Sherando Bridge Terra was awarded a contract for the demolition and installation of a new bridge and roadway repairs.

Scope of Work: Perform repairs to a Forest Service road and replacement of a bridge due to deterioration. Work included temporary stream diversion, demolition and excavation, concrete footings and stem walls, construction of an aluminum arched culvert, restoration of the roadway. Work also included repair of a bridge rail system and swing gate. Work on the bridge included crack and spalling repairs, cast-in-place footing, forming and placement of the concrete rail system, and repair of the forest service road entrance gate.

Project Profiles

Construct Blast Wall Terra was selected for a Design-Build project to support security requirements at a development and testing facility in Northern Virginia.

Scope of Work: The project was located within a restricted facility with a formal vetting process for employee access. All work performed by Terra in-house tradesmen and supporting administrative staff. The scope of work was to design, furnish, and install a 288’x13’ ballistic resistant wall meeting minimum UL-752 level 5 (7.62 M80) rating. Location: Culpepper, Virginia Performance Period: 12 September 2019 - 31 December 2019 Contract Amount: $235,266.00

C&O Canal Stabilization Terra was selected to perform structural stabilization requirements for the historic C&O Canal in Georgetown, D.C. Scope of Work: Terra was selected by the National Park Service to perform critical structural stabilization repairs to the southside canal prism. Work included excavation, concrete foundations, structural steel columns, vibration monitoring, timber lagging, structural fill, traffic permitting, environmental controls, site restoration, and turbidity monitoring. Location: Washington, D.C. Performance Period: 30 September 2020 – 26 April 2021 Contract Amount: $1,711,518.63

I-395 Bridge RehabilitationTerra Site Constructors was selected for this project to under a Public Private Agreement with Lane Construction. Scope of Work: Terra was responsible for multiple elements of work on the 8-mile section of interstate I-395 improvements, with primary work associated with bridge rehabilitation and expansion to support the HOV lanes. Work included selective demolition of the concrete bridge deck and side-wall barriers to facilitate the extension of bridge system. Municipal Firing Range Terra was contracted to support construction of a new municipal Public Safety Firing Range Center Scope of Work: Work included cast-in-place footings and foundations, structural columns, and sound absorbing panels. Site preparation required, to include all utility locations, survey and layout, and fine grading. Constructed new pre-cast sound and ballistics rated wall systems to include design requirements. Brambleton Substation Terra was contracted to provide labor, material, equipment, and supervision to support the construction of the new electrical substation for the Washington D.C. Metro.

Scope of Work: Terra was responsible for survey & layout, site preparation requirements, form and place concrete foundations and footings, installation of pre-cast perimeter security wall, site restoration, and sealants. Work included safety procedures for use of a crane adjacent to overhead energized primary cable, stringent security controls, restricted access, and working adjacent to an active railway.

Transform 66 Outside the Beltway P3 Project, I-495 to Gainsville, Virginia Terra Site Constructors, LLC was selected to perform phased infrastructure requirements in support of the I-66 expansion

Purple Line Utilities Terra was contracted to install of new utilities for the MDOT Purple Line Extension in Maryland.

Scope of Work: Terra was responsible for layout, traffic control, temporary protections, pavement demolition, concrete demolition, excavation of existing subgrade materials, shoring, demolition of existing water, sanitary sewer, and storm drainage, and installation of new utilities, manholes, and site restoration requirements. Terra was selected due to our ability to control, manage, and self-perform concurrent work with the client. Manassas Regional Airport—Runway 34R Extension Terra was awarded a contract for the expansion of the Manassas Regional Airport

Scope of Work: Terra performed construction requirements to expand existing infrastructure and widening of the taxiways. Work included the installation of concrete foundations, MSE walls, backfill, grading, rip-rap, foreign object debris management, stormwater and environmental controls, and final site restoration requirements.

We approach construction with a combination of self-performance and pre-qualified subcontract specialization, ensuring control of our contract performance while also significantly surpassing Limitations on Subcontracting, FAR 52-219.

Our Federal Expertise - We specialize in Federal construction criteria, regulatory compliance, F/Y end estimating surge requirements, and overall workflows associated with contract administration. Terra effectively manages the federal project process from receipt of initial RFP through project close-out. The Terra Federal Project Process

Preconstruction/Estimating: Our preconstruction team will deliver Terra proposal and estimating requirements. FY Y/E surges are supported by Project Managers and Supervisors to ensure timely proposal submission. Terra utilizes a nationally recognized estimating software with an R.S. Means database. Proposal Submissions Include: Project Approach Narrative, Itemized Estimate, Suggestions for Value Add, Identification of Items Not Addressed in SOW, RFP, or Specifications, Concept Schedule, Minimum 3 Quotes for work not self-performed, Certification of Cost and Pricing Data, Limitations on Subcontracting Verification.

Contract Execution: 48 Hours: Terra will immediately process contract award upon receipt and return for formal execution, requisition and submission of bonds and COI within 2 days, Conversion of Project from Estimate Software to PM Software, Project Team Notification, Project turn-over from Estimating to Operations, Safety Director and Accounting, Budget Creation, Interdepartmental Notifications.

Contract Start-up and Administration: 10 Days: Preparation and submission of Accident Prevention Plan, Quality Control Plan, Baseline Schedule, Schedule of Values, Appointment Letters, Project Team Information, and other administrative submittals will be within 10 days of Bond and COI approval. Post Award Kick-off Meeting Request. Design-Builder|Designer Agreement (if applicable), request concept design.

Self-Performance, Subcontract Issuance, and Submittals: 20 Days: A key metric in successful project management is the expedient issuance of Subcontracts, Purchase Orders, Professional Service Agreements, Self-Performance Controls, and subsequent submittal preparation and submission. Terra requires the buy-out to be performed within 20 days of contract award, or sooner on fast-track construction projects. Our agreements include FAR and flow-down provisions, inclusion of plans, specifications, Davis-Bacon Wage Determination, and other requirements as applicable. Submittals are required within 10 days of receipt of the subcontract.

Construction Execution: The Project Manager and Superintendent (SSHO and QC as applicable) are engaged throughout the project development and assume control following the project turn-over. The PM and Superintendent work collaboratively to ensure the quality, safety, schedule, and project objectives are achieved. Our Project Executive, Safety Director, and Executives support the project team success by fostering a solution and results driven approach, while also ensuring our client is receiving a high standard of care from Terra. Our collaborative approach is proactive, performance, and partner driven.
