Crops, livestock, forestry, and fisheries contribute to 17 percent of the GDP. Despite the importance of the agriculture sector for the national economy, the contribution of agriculture to the country’s economic output has declined over the past decade. The country is regularly hit by natural disasters that severely impact the economy, disproportionally affecting the infrastructure and agriculture sectors, as well as vulnerable groups. Overall objective of this project is to strengthen Government of Bangladesh’s capacity to deliver reliable weather, water and climate information services and improve access to such services by priority sectors and communities”. Sub-Component C.3: Agricultural Disaster Risk Management through Agrometeorological information dissemination: This subcomponent will support the awareness building of and dissemination to farmers of a variety of customized Agro-Meteorological products and tools that will help them to better manage weather and climate risk in their planning and cope with agricultural disaster risk. The activities include: (1) assessment of farmer’s needs for weather and climate services; (2) installation of automatic rain gauges and agrometeorological display boards at the Union Parishad locations; (3) establishment of kiosks, (4) development of mobile apps; (5) organization of roving seminars and (6) feedback from farmers. 2. Dissemination of Agrometeorological advisories and products to farming communities in different Upazilas and feedback from farmers (Package No: DAE-C11)

1. Background: Agriculture in Bangladesh occupies some three-quarters of the scarce land space of the country and supports

the infrastructure and agriculture sectors, as well as vulnerable groups.

Overall objective of this project is “to strengthen Government of Bangladesh’s capacity to deliver reliable

weather, water and climate information services and improve access to such services by priority sectors and

communities”.

Sub-Component C.3: Agricultural Disaster Risk Management through Agrometeorological information dissemination: This subcomponent will support the awareness building of and dissemination to farmers of a variety of

customized Agro-Meteorological products and tools that will help them to better manage weather and climate

2. Objectives:

i. To facilitate the dissemination of meteorological advisories and products to farming communities in

the 487 Upazilas and feedback from farmers through mobile phones and Internet based on an

interactive mobile and web software platform (14 thousand Extension Officials and 30 thousand

lead farmers). Farmers and field level extension officials would use mobile Apps which can give

them instant access to information and communication such as current weather, expected weather

and the related impacts on crop growth and development and advice on controlling any emerging

crop management issues etc.

ii. To provide customization services in the deployed software particularly in mobile interfaces and information content based on farmer and AMISD project experts’ feedback.

iii. To provide maintenance services during the whole project period for the deployed dissemination software including its data security, version upgradation and troubleshooting to ensure that software hosted in the web is performing smoothly round the clock.

iv. To disseminate real time advisories and products and receive feedback and reports to and from Extension

Officials and farmers respectively connected with BAMIS portal and updating of the central database.

v. To provide service in generating automated SMS content based on available ‘logic’ coded in the software and through information from BAMIS portal.

3. Scope of Work: Important components for integrating the dissemination and maintenance services using deployed web-based dissemination software under the assignment are;

I. ICT enabled farmers advisory services (mobile SMS based) of Agro Meteorological advisories

and products to farming communities in 487 Upazillas and feedback from farmers

II. ICT enabled feedback services (mobile SMS based)

III. ICT enabled real-time weather and climate extremes events reporting services from fields.

(Android mobile technology based)

IV. ICT enabled training, awareness camping etc event monitoring and documentation services

(Android mobile technology based).

V. Voice and Text Based services

▪ Ensuring the advanced mobile communication approach to disseminate weather

forecasts and associated crop management advisories and or any other crop related

information including best Management Practices to the targeted audiences through

mobile on regular basis in the form of voice and SMS or email.

▪ The alert services in the system should exist to help farmers for taking necessary

remedial measures in their crop management.

▪ Automated SMS messages and email directly to the farmers and Extension Officials mobile respectively to be incorporated

VI. Feedback Services:

▪ Facility to farmers or Extension Officials for sharing the result generated as the impact of using advisory services they got, or any other information that the farmers want to share through a user-friendly process, which the service provider can provide.

▪ Provision of 2-way communication with mobile users in both Android, IOS and non-Android mobiles.

VII. Reporting services on weather and climate extremes:

▪ Creation of service (Module) in the software that enable Extension Agents capturing and

reporting real-time physical impact/s as the result of weather and climate extreme events

that occur in the local area.

▪ Created service should have ability to capture pictures, audio, GPS with date and time

stamps through integrating smart phone built- in camera and GPS features.

▪ Different criteria searchable and development of filtration of information in the

database/mapping application.

▪ Provisioning of geo-fencing services in the software for demarcation of any area for spotting

and automated measuring of the area that may be affected by flash flood, pest/disease

infestation or tornado etc showing on the google map in the admin dashboard.

▪ Development of real time dashboard at admin.

VIII. Field event monitoring and documentation services:

▪ Creation of services (Module) in the software that enable Extension Agents capturing and

reporting real-time information about training, awareness or any other camping takes place

in the field using their Android mobiles.

▪ Created services should have ability to capture pictures, audio, GPS with date and time

stamps through integrating smart phone built- in camera and GPS features.

▪ Visualize information through the online map and ability to search & filter.

▪ Creation of systematic documentation of all reported events, information into database

with advanced analytics and filtering systems.

IX. Social and Multimedia Integration services

▪ Social networking modules that enable tight integration with social networking sites like

Flickr, Facebook, Twitter, LinkedIn, YouTube and others.

X. Data and Application Backups

▪ Full backups need to be implemented for collected data and application server (BAMIS).

4. Information flow framework: AMISD project experts will be generate mobile Agro Meteorological advisories SMS or email based on the

information collected from the Bangladesh Meteorological Department and the Bangladesh Water

Development Board either by using BAMIS web portal or the web portal of deployed dissemination software.

Automatic uploaded advisories or audio through backend admin device of the deployed mobile

application/software, will disseminate all advisories SMS, audio or emails to the categorized targeted

audiences. The feedback or observation reports from field will be disseminated by mobile users using their

smart mobiles (Extension Agents) or non-smart mobiles (selected farmers). Whole of this information flow

will be facilitated, navigated and managed by the Android Solution/Software to be supplied by the bidder. It

is expected that the entire information flow will take place through a user-friendly process from both ends.

5. Targeted audiences:

30,000 + lead farmers and 14,000 + Extension Officials, located all over the country will be the audiences of

disseminated agro meteorological advisories and feedback providers. Among these mobile users’ groups

30,000 + farmers are to be communicated through mobile SMS or audio approach for allowing them to use

any kind of mobiles regardless of smart phone or not. While communication to 11,000 + Extension Officials

will be facilitated through SMS, audio and email using the mobile application since they are equipped with

Android smart mobiles (Android Tabs). Apart of the Extension Officials and the farmers, different regional,

district and Upazila offices of DAE will also be the audiences for email disseminated using the dissemination

software.

Total Study period will be considered 24 months. The tentative reporting schedule for the consultant’s

assignment is given below:

9. Selection Criteria: The consulting firm shall be selected for assessing the “Dissemination of Agro Meteorological advisories and

products to farming communities in the 487 Upazilas and feedback from farmers” on the basis of Consultant

Quality and Cost Based Selection (QCBS) methods set forth in guidelines: selection and employment of

consulting farm under IBRD Loans & IDA credits & Grants by World Bank Borrowers, January 2011 & on the

basis of Consulting firms’ qualification, experiences and capability to carry out the assignment.
