above Central Wool Development Board for undertaking of Evaluation study and Impact

assessment of Integrated Wool Development Programme (IWDP). In case your Firm/Institution

requested to apply in the prescribed proforma contained in tender document (Technical Bid and

Financial Bid separately). The Bids for Evaluation study and Impact assessment of IWDP may

Terms of Reference for Evaluation of Central Sector Scheme:- Integrated Wool

Development Scheme (IWDP) .

1- Executive Summary: -

India is agriculture prime country, to the extent that most of the festivals revolve around

vegetative cycles and animal husbandry. Undoubtedly, animal farming is a major part of India’s

tryst with agriculture. In the animal rearing sheep enjoys a prominent place as it is being reared

by poor landless people since ancient time. Meat, Wool, Hide and manure are obtained from

sheep and pashmina goats.

Wool, as a fiber may have a small presence among all other natural fibers partially

because of its seasonal usages; nonetheless, it is an essential fiber for winter clothing, suiting,

floor coverings and certain industrial applications. Wool is the only natural fiber that is sourced

from different animals & therefore majorly based in rural settings and providing gainful

employment in the country side. Wool production is spread across approx. 11 states from north

to south. 35 lakhs persons are engaged in wool sector out of which 20 lakhs are employed in

rearing of wool producing animals, 12 lakhs in wool industry and 3 lakhs weavers in the carpet

weaving.

Woolen textiles and clothing industry is relatively small compared to the cotton and

manmade fiber based textiles and clothing industry however the woollen sector plays an

important role in linking the rural economy with the manufacturing industry, represented by

small, medium and large scale units. The product portfolio is equally divergent from textile

intermediaries to finished textiles, garments, knitwear’s, blankets, carpets and an incipient

presence in technical textiles. Wool industry is a rural based export oriented industry and caters

to civil and defense requirements for warmer clothing.

Our strength is value addition despite lacking in production of raw wool, however there

are good opportunities for export growth. Since apparel is the largest traded commodity (52%)

and India’s presence in this segment is very less therefore in order to increase our exports

earning, focus should be on Apparels and knitwear’s. The Indian woollen sector, in spite of its

weaknesses and challenges has capacity to contribute immensely to the Country’s GDP and can

be developed further if appropriate steps are taken in right direction.

Presently wool sector is facing various constraints in all its divisions which is affecting its

growth. Raw wool production is affected due to lack of priority by Govt. sector towards sheep,

poor health of animals, traditional rearing practices, shortage of pasture land. Despite low

production wool growers are not getting remunerative price due to weak marketing system.

Outdated and inadequate pre-loom & post-loom processing facilities, old designing & absence of

diversification of woolens, insufficient skilled manpower and lack of knowledge are the main

hurdles in the wool processing sector. The sector is also facing constraints in research and

development activities along with new innovation in technology and lack of branding are some

other factors which are affecting the growth.

During implementation of the 12th

plan wool sector schemes, some positive outcome has

been reported in the project area like reduction in the mortality rate in the animals, increased wool

production per animal, increase in the wool price and improvement in the socio-economic

conditions of the wool growers. Still there is scope to further strengthen some of the areas of the

wool sector for its overall development. Based on the suggestions pointed out during stakeholders

consultations, Ministry of Textile has formulated new programme Integrated Wool Development

Programme (IWDP) to be implemented in major wool producing states from 2017-18 to 2019-20

are as under-

2- Overview of the Scheme:-

2.1 Background of the scheme

Ministry of Textile has formulated a new programme Integrated Wool Development

Programme (IWDP) to be implemented in major wool producing states from 2017-18 to 2019-20.

The new integrated programme is designed for holistic growth of wool sector by including

essential requirements of all stakeholders of Wool Sector like: formation of co-operatives of

wool producers, wool shearing by machine, Wool marketing and grading, Wool processing and

Woollen product manufacturing etc. The integrated programme will provide support to entire

chain of Wool Sector from shepherd to end consumer to achieve the main objectives.

The programme would be implemented through Central/State Govt. Animal Husbandry

Departments; Sheep & Wool Boards/Corporations/Federations of State Govts., Wool Research

Institutions etc set up by Central/State Governments as Implementing Agencies (IAs). In order to

seek the assistance under component/sub-component of programme, the Implementing Agencies

(IA) will prepare Detail Project Proposal (DPR) as per scheme norms along with existing

scenario of the project area, methodology for implementation, location, expected outcome in

quantifiable terms, year wise physical and financial action plan, specification of items, timelines

and will submit the proposal to CWDB in the prescribed format(nodal agency for the

implementation of programme).

2.1 (a)- Brief write up of the scheme including objectives, implementation

mechanism- Brief of the Integrated Wool Development Programme (IWDP) for implementation

during the financial year from 2017- 18 to 2019-20 for development of Wool Sectors is as

under :

i) Wool Marketing Scheme (WMS)

The single weakest link after wool production is marketing of wool. The wool marketing in

India is essentially in the hands of private wool merchants and traders. There is no organized

market of wool to ensure proper returns to the wool producers. The prices of wool have been

widely fluctuating and in the real terms there has been hardly any increase in the price of wool

in the last decade.

To have greater focus on Marketing of raw wool in the country, a new Scheme namely

Wool Marketing Scheme (WMS) has been introduced for all major wool producing to support

more procurement of wool on remunerative price by creation of Revolving Fund for marketing

of wool, E-portal for marketing/auction of wool, formation of Wool producers Societies,

financial assistance for strengthening infrastructure required for marketing of existing wool

Mandi/wool grading centers (storage halls, auction facility, testing platform etc.) with the help

of Government Organizations. Financial Provision of Rs. 10 crore has been made under this

scheme for implementation in the years from 2017-18 to 2019-20.

ii) Wool Processing Scheme (WPS)

The Woollen industry suffers from inadequate and outdated processing facilities. The

pre-loom and post-loom facilities are required to be modernized for ensuring quality finished

product. With this view, this scheme will provide support for establishing Common Facility

Centre (CFC) for different kind of wool and woollen processing facilities like- wool scouring,

drying, carding dyeing, knitting, weaving, felting\non woven in wool producing and wool

trading areas. This new separate programme would provide a comprehensive service package of

all kind of wool and woollen processing facilities including Machine Sheep shearing to increase

fiber length and wool quantity, quality parameters testing equipments, computer aided designing

software etc. Establishing such plants/centers will increase wool processing capacity and will

bring value addition to Indian wool industry and will also create employment generation.

Financial assistance will also be provided for procurement and distribution of woollen products

manufacturing small tools like knitting machine, spinning charkhas etc. to needy persons.

Financial Provision of Rs. 8 crore has been made under this scheme for implementation in the

years from 2017-18 to 2019-20.

iii) Human Resource Development & Promotional Activities (HRD)

Wool sector is basically unorganized and labour oriented sector. In the wool sector the persons

associated with the sector are mostly illiterate, landless , belong to backward class and weaker

sections of community. The rearing practice of wool producing animals is still very old. The

breeders need to teach scientific sheep rearing aspects to increase the productivity. Some areas

has been identified for undertaking training programmes in collaboration with various reputed

organizations/institutions/Departments like Farm management for sheep, Angora rabbit &

Pashmina Goat rearing, sheep shearing by machines, quality control, wool grading & marketing,

primary processing of wool and woolens products, latest weaving and designing techniques to

woolen artisans/weavers, artificial insemination

Apart from this, Research & Development activities would be carried out for

certification, labeling, branding for wool, development of diversified products, development of

new process/ products, modification of process/ machines. Seminars/Workshops/exhibition and

international cooperation, publicity will be organized. Operating Wool Testing Centre at

Bikaner to provide wool testing facility to woolen industry will be continued. Operating of

Weaving Designing Training Center, Kullu (H.P) to provide training to youth of hilly areas in

weaving & designing will be continued. Financial Provision of Rs. 4 crore has been made under

this scheme for implementation in the years from 2017-18 to 2019-20.

iv) Social Security Scheme for Insurance of Sheep Breeders

Under Social Security Scheme for insurance of sheep breeders, the Life Insurance

Corporation (LIC) will implement Sheep Breeders Insurance Scheme (BhedPalakBimaYojana)

under Social Security Pradhan Mantri Jeevan Juyoti Bima Yojana SSPMJJBY having age group

of 18 to 50 years. To implement this scheme the Central Wool Development Board (CWDB) will

identify different implementing agencies/organizations as Nodal Agency in different wool

producing States to act on behalf of the members for insurance to be done under SSPMJJBY for

sheep breeders and provide data’s of sheep Breeders in prescribed excel format to the LIC Unit

(P&GS) of concern State/area along with premium for members contribution @ Rs 80/- per

member per year. Total premium amount would be Rs. 342/- per beneficiaries including

contribution of Rs. 162 from MOT/CWDB and Govt. contribution from Social Security Fund by

LIC is Rs. 100/- beneficiary. Sum Assured under SSPMJJBY will be Rs 2,00,000/- on death due

to any reason. Sum Assured under PMSBY will be Rs 2,00,000/- for Accidental Death. In view

of this if member is covered under SSPMJJBY dies due to accidental, total Sum Assured will be

Rs 4,00,000/-. In case of permanent full disability a Sum of Rs 2,00,000/- will be paid. In case of

partial but permanent disability Rs 1,00,000/- will be paid to the members.

Financial Provision of Rs. 12 crore has been made under this insurance scheme for

implementation in the years from 2017-18 to 2019-20.

v) Angora Wool Development Scheme (AWDS)

The scheme is being implementing in hilly areas of the country to support Angora

rearing activity among farmers by distribution of Angora rabbit as foundation stock along with

necessary training, feed and nutrition support, supply of medical Kits etc. The scheme has two

components i.e. Establishment of Mini Angora Rabbit Farms and Angora Rabbit Germplasm

Centers. Financial Provision of Rs. 2 crore has been made under this scheme for implementation

in the years from 2017-18 to 2019-20.

vi) Wool Development Scheme (WDS)

The Ministry of Textiles has made provision to continue ongoing projects of 12th

Plan

Sheep & Wool Improvement Scheme (SWIS) with component like health care, breed

improvement etc. to meet out the financial liability under ongoing projects being implemented

with the help of State Govt. Animal Husbandry Deptt./ Sheep & Wool Development

Boards/Corp. Financial Provision of Rs. 14 crore has been made under this scheme for

implementation in the years from 2017-18 to 2019-20.

vii) Reconstruction Plan for J. & K. State for pashmina wool development

Hon’ble Prime Minister has announced a special package for development of Pashmina

wool with budget allocation of Rs. 50 Cr. Ministry of Textiles has approved the project

prepared by Govt. of J&K, Department of Industries and Commerce, Srinagar in consultation

of all stake holders viz Ladakh Autonomous Hill Development Council (LAHDC); Leh\Kargil,

Craft Development Institute; Srinagar, Sher-e-Kashmir University, Industries & Commerce

Deptt.; Srinagar. The project envisages the overall development of Pashmina by means of

vertical integration of entire supply chain from production of raw pashmina to marketing of the

pashmina products. The specific objectives of the project are to increase the income and job

opportunities for the human resource associated with the pashmina craft in J. & K. State by

improving productivity, diversification, product quality, marketing avenues and platforms

while establishing Pashmina as a globally known brand.

Under the scheme following components will be implemented covering all fields of

pashmina sector as under-

Increase production of raw pashmina through Improving nutritional status of the

Changra goat, Strengthening of Veterinary health care delivery system at village/Block

and District level, Selective breeding, Establishment of pashmina goat units in identified

non-traditional areas, and upgradation of existing Pashmina Goats Farm.

Setting up of Modal production zone through Design Skill and Capacity Upgradation,

Upgradation of tool and technology, Creation of Common Facility Centre (CFC) for

processing of pashmina wool and Setting up of Raw Material Bank.

Establishment of Pashmina Resource Centreto address the issues of pashmina sector.

Methodology for utilization of funds under IWDP- Based on the guidelines, projects under

schemes were approved and funds were released to concerned Implementing Agencies.

3 Methodology:-

3.1 Approach (Methodology adopted) – Selected Evaluation Agency (EA) will conduct the

field survey of the projects being implemented by different Implementing Agencies.

Evaluation Agency (EA) will interact with the implementing agencies to take the details of

the implementation of the project i.e. area, list of beneficiaries, type of benefit provided, fund

received and utilization status, etc. After that evaluation agency will also conduct the field

survey and will cover 5% beneficiaries under each individual project to cross check the

details provided by the IA.

A detailed Tender Document containing the ToR, Scope and coverage, payment terms,

selection procedure and other terms and conditions, Financial bids etc is placed as

Annexure-I.

3.2 Sample size and sample selection process, tools used: field study / questionnaire,

primary and secondary data. – 5% beneficiaries shall be covered during field survey by

the third party evaluation agency. Evaluation Agency (EA) will interact with the

implementing agencies to take the details of the implementation of the project i.e. area, list of

beneficiaries, type of benefit provided, fund received and utilization status, etc. After that

evaluation agency will also conduct the field survey and will cover 5% beneficiaries under

each individual project to cross check the details provided by the IA. A separate format for

the beneficiaries will be developed which will be filled by the EA during the field survey.

4 Objectives of the Study: -

4.1 Performance of the scheme based on the Output / Outcome indicators- To assess the

outcomes of the schemes under IWDP and its impact. Also to identify the gaps in

implementation of the schemes, bottlenecks of the schemes. EA should also recommend the

measures to be taken in future for further development of wool sector.

(c) Asset / Service creation & its maintenance plan- EA has to record the assets created

under the project and service being provided along with the maintenance plan for

assets/service created.

(d) Benefits (individual, community) :- EA has to record the benefits provided by IA to

both Individual and community under each project

(e) Convergence with scheme of own Ministry / Department or of other Ministry/

Department- EA will mention in its final report regarding convergence of the schemes

with other Ministries/departments.

4.3 Gaps in achievement of outcomes- EA will identify the gaps in achieving the outcomes of

IWDP and will state in its report along with recommendation for measures to be taken in future.

4.4 Key Bottlenecks & Challenges- EA will state the key bottlenecks and challenges for

achieving the outcomes of the schemes and will suggest taking corrective action for the future

plans.

5 Observations and Recommendations

5.1 Thematic Assessment- EA will assess the implementation of the projects under each

scheme/components by the IA and will assess the impact after conducting the field survey/

interaction with the beneficiaries.

6 Conclusions

6.1 Issues & Challenges – EA will also mention a concluding chapter mentioning the brief of

the outcome of the evaluation, issues and challenges related to implementation of the scheme and

possible suggestions to take corrective measures in the future.

a. Vision for the future- EA shall also state the vision for the future in its final report based

on the evaluation study

b. Recommendation for scheme with reasons- EA shall state its recommendations w.r.t. its

implementation for each scheme/components with reasons in the end of the report.

Annexure-I

TERMS OF REFERENCE FOR THE EVALUATION:

To analyze outcome of the objectives of the IWDP after collection of data from the

beneficiaries of projects by conducting field visit and assess the impact of the scheme

and quantum of benefits provided to beneficiaries.

To assess the effectiveness of the Implementing Agencies i.e. Organizations of State

Govts. in execution of the projects/schemes and examine the benefits provided to all

targeted beneficiaries under the schemes.

To examine whether implementation of the scheme has resulted in improving

social economic condition of wool producers/farmers, users and creation of awareness

among the beneficiaries/wool producers.

The evaluation report shall also point out the deficiency/bottleneck (weak areas) of the

schemes and suggestions to remove them for continuation.

Outcome review/evaluation in term of increase in production levels, export levels,

remuneration levels to wool producers/farmers based on a base-line data i n a t i m e

b o u n d m an n e r .

To assets the overall performance of the schemes in the frame works of its objectives.

COVERAGE AND SCOPE OF THE ASSIGNMENT:

The evaluation of the IWDP will be conducted after field survey in the different wool

producing states where projects under IWDP have been implemented. The Terms of

References (TORs) including the objectives and scope of the evaluation may be modified

as warranted by the policy decision of the Board. The CWDB reserves the right to modify

TORs, coverage and scope of the assignment during the period of study in consultation with the

selected agency.

SELECTION CRITERIA:

The eligible technical bids received from independent evaluation agencies would be

examined/scrutinized by a team constituted by Executive Director, CWDB in terms of following

parameters and points/priority will be given as defined below :-

4 Code of Conduct

and Ethics

The firm must not have been debarred from any Central/ State

Govt. Department/Organization.

5 Turnover Minimum turnover of the agency not less than Rs. 30 lakhs in each

of the last two years.

6 Employees The firm should have more than10 employees for undertaking

evaluation/outcome review of the schemes/projects in different

States during last 3 years.

SELECTION OF EVALUATION AGENCY:

Selection will be made on 2 bids process ‘Technical Bid and Financial Bid. Financial

Bids of only technically qualified firms shall be opened.

TERMINATION/CANCELLATION OF APPOINTMENT:

If any of the information/ documents furnished by the evaluation agency is found to be

incorrect, the offer will automatically stand cancelled without entertaining any further

correspondence.

The bids to be submitted online only and separately i.e. Technical Bids & Financial bid.

SELECTION PROCESS OF AGENCY FOR THE EVALUATION:

(a) Pre qualification Eligibility Criteria. (Technical Bid)

(i) The Agency should have vast experience of conducting at least two Outcome

review/ evaluations studies in last seven years with Central Govt. Department/

Ministry/ Autonomous Bodies/ semi govt. organizations/Govt. promoted

Organizations (i.e) Centre or State. Certified copies of work orders, satisfactory

completion certificates should be furnished as a proof to support the eligibility of

independent agency/third party. Copy of summary of such evaluation study may

also be provide to consider on priority/merit basis.

(ii) The total turnover of the agency should not be less than Rs. 3 0 . 0 0 Lakhs

(Rupees Thirty Lakhs only) in last two years. The Agency will have to submit last

three years Audited Accounts by Chartered Accountant as a proof with returns of

Income Tax/Service Tax/GST. etc.

(iii) Technical bid shall be e i t h e r d e p o s i t e d t h r o u g h o n l i n e o r accompanied

with an Earnest Money Deposit (EMD) of Rs. 20,000/- (Rupees Twenty Thousand

only) by way of payable at par cheque/demand draft drawn on any Nationalized

Bank in Jodhpur in favour of “Central Wool Development Board” payable at

Jodhpur. The EMD deposited by the unsuccessful bidder shall be refunded after the

finalization of the tender. The EMD will not bear any interest. Failure on the

part of the successful bidder to comply with the requirements of this clause will

constitute sufficient grounds for the annulment of the award and forfeiture of

EMD.

(iv) No interest on earnest money deposit (EMD) shall be paid by the Board to the

tenderer and same money would be returned after successful completion of

evaluation work and on demand of the agency/firm.

(b). Financial Bid:

The Evaluation Committee of the CWDB will assess the financial bids (Form F-1) of

the bidders who are technically qualified. The Bidders have to Quote rates both in

Figures and Words in financial bid sheet attached as F-1 without overwriting and

correction. Lowest tenderer will be decided on Total bid cost, (including a l l Taxes,

service charges and Levies ) which will be calculated on the basis of minimum

requirement prescribed in the financial bid sheet.

(c) Other Conditions

I. Validity of the Bid should be 60 days from the last date of submission of Bid and it can

be further extended up to 30 days on same terms & conditions.

II. The successful bidder has to submit a performance guarantee of 5% of contract value in

the form of Bank guarantee/FDR/cash deposit/D.D. before signing of agreement.

III. Within 10 days of receipt of letter of award of contract, the successful bidder shall enter

into an agreement with CWDB for undertaking the outcome review/evaluation study.

Failure on the part of the successful Bidder to comply with the requirements may

lead to forfeiture of Earnest money and contract would be further offered to next

eligible Bidders on merit basis.

IV. The Board shall be competent to interpret any provisions or clauses of the bid

documents. The Board, for reasons to be recorded in writing may prescribe additional

conditions or procedures to be followed by the bidders, till the award of the contract.

The decision of the Board in this regard shall be final and binding on the bidders.

V. The Executive Director, CWDB reserve the right to reduce the period of evaluation

period or to extend its duration in the interest of the Board, for any justifiable reasons

not mandatory to be communicated to the tenderer.

VI. Board reserves the right to accept or reject any/all bid in part or full without

assigning any reason. The Board is not bound to accept the lowest or any other tenderers

and also reserve to itself the right of accepting the tenders in whole or in part/share. The

CWDB may provide priority to those independent agencies that are most suitable agency

under Technical bids looking at their empanelment with NITI Aayog/ Ministry of

Finance and previous similar kind of experience, profile of the agency in analyzing

outcome impact of the schemes of Govt. of India implemented in different States under

the concerned fields.

(d) Reporting Schedule:

(i) Draft Report: Within 55 days from the date of award of contract.

(ii) Final Report: Within 10 days from the date of submission of the draft report

(e) Terms of Payment:

The terms of payment for this assignment are as follows:

(i) First installment: 30% at the time of Sanction after signing of the agreement

against acceptable guarantee bond.

(ii) Second installment: 40% percent on submission and acceptance of the draft

report. (10 copies of the draft report along with soft copy including executive summary)

within the time schedule prescribed in the agreement and a presentation on the draft

report being made before the Committee and the draft report being found to be

acceptable to the Committee.

(iii) Third and final installment: Balance 3 0% on submission of the final report

(both in hard and soft copies) and its acceptance by the Board.

(f) Penalty Clause:

Any delay on the part of the Bidder in completion of evaluation study

within the stipulated timeline prescribed in Tender Document will attract penalty as

under:

a) Delay in submission of Draft Report 1% of Project cost per week.

b) Delay in submission of Final Report 1% of Project cost per week.

Note: - if the reason of delay is beyond the control of contractor than CWDB can

extended the period of submission of reports without any penalty.

GENERAL TERMS AND CONDITIONS FOR EVALUATION WORK:

The other general terms and conditions applicable are as follows:

I. The assignment should be completed within the time stipulated i n a t i m e b oun d

m an n e r o f tender document and as per agreement to be signed. Delay in

submission of the report beyond the stipulated time will attract penalty as provided

for in the agreement. For factors beyond the control of the agency given the

assignment, suitable extension in time may, however, be granted at the request

of the agency.

II. The Board shall not pay any extra amount for any escalation in the cost of the

assignment beyond the time period stipulated in the agreement.

III. The total fee for the evaluation as agreed with agency will include GST charges

and other taxes, if any, and the liability of payment of the tax will be of the

agency conducting the evaluation . However, Board may deduct the income tax

(TDS) from each installment while releasing the same, if deemed fit.

IV. Evaluation study would be completed in a t i m e b o u n d m an n e r to

examine the achievements against the targets of schemes along with outcome in term

of increase in production levels, export levels, remuneration levels to wool

producers/farmers based on a base-line data. The evaluation report shall also point

out the deficiency (weak and need areas) of the schemes and suggestions to remove

them to extend beyond the next plan period.

V. 5 hard copies & soft copy ( CDs/pen drive) o f draft report (along with

Executive Summary) & 10 hard copies & soft copies of the final report (along with

Executive Summary) shall be submitted before releasing the final installment of

payment.

VI. Some photographs interacting with the beneficiaries under each project would be

included in the evaluation reports. These photographs would include

activities/benefits provided under the schemes/projects.

VII. During the course of the assignment, Board may modify/add the

scope/coverage/outcome of the assignment if necessary, in order to strengthen /

deepen its scope / coverage. As far as possible, such modifications will not be made

more than once during the course of the study and with due concurrence of agency

concerned.

VIII. The draft / final reports and the contents thereof would be the intellectual property

of the CWDB and would not be published by the agency concerned without prior

approval of the Board.

IX. In case of change of consultant / team leader during the course of evaluation

study, the new consultant / team leader may be appointed by the agency with the

prior approval of the Board.

X. If t h e performance of the agency during the course of the study is not found to

be satisfactory, the agreement can be terminated and the amount already paid to the

agency will be recovered including forfeiture of EMD.

XI. The raw data / processed data / findings/ photographs should not be disclosed by

the agency to any third party without prior approval of the CWDB.

XII. At the end of the evaluation works, the evaluating agency would deposit all the

schedules/proformas, scheme-wise and project-wise (Implementing Agencies wise)

filled up during the evaluation study by interaction with the beneficiaries in the

office of CWDB, Jodhpur.

We understand that Central Wool Development Board is not bound to accept the lowest

or any proposal or to give any reason for award, or for the rejection of any proposal.

of any false information/fabricated document would lead to rejection of my tender at any stage
