Sub: Procurement, Installation and Implementation of Library Software Cloud based

Koha library software across IMU Campuses (Chennai, Kochi, Kolkata, Mumbai (2

Campuses) & Vizag).

• Implementation of Cloud Based Koha LMS.

IMU Navi Mumbai invites sealed Quotation/Tender from the bonafide

Vendors/Suppliers/Firms for installation and customization of Koha Library Management

System in IMU Campus Libraries located at Chennai, Kochi, Kolkata, Mumbai (2 Campuses)

& Vizag Campus. The said Quotation / Tenders must be submitted in the office of the Deputy

Registrar, IMU Navi Mumbai Campus, (T.S.Chanakya) Karave, Nerul, Navi Mumbai-

400706. (Maharastra) India on or before 07th May 2018 upto 1430 hrs. Sealed cover of the

Tenders must be marked on the top of the envelope as “Quotation/Tender for installation and

customization of Koha Library Management System in IMU Campus Libraries.”

NMC’ invites sealed Quotation / Tenders for item wise rates for automating the services

through open source software KOHA, from eligible and resourceful organizations having

sufficient technical credential and financial capability for execution of needed work.

About the Campus Libraries:

Currently, IMU Campus Libraries has almost 4000 active users and collection approximately

about 90,000 documents and 36 electronic resources.

• 1 Implementation of Cloud based Koha LMS service:

1. Cloud based KOHA Library Management system service including Instalation,

Customization, etc.

2. Details of Cloud configuration with uptime, data / report retrival speed, access speed

etc.

3. On-site training of KOHA LMS Software for all the Campuses Libraries.

4. Annual mainteenance charges, Service charges etc.

The bid shall be submitted in English. All papers and correspondences in connection

with the tender shall be in English.

Earnest Money amounting to INR 25000/- is to be deposited by the Tenderer in the form of

Demand Draft in favour of The Deputy Registrar, Indian Maritime University, Navi

Mumbai Campus, (T.S.Chanakya) Karave, Nerul, Navi Mumbai- 400706. (Maharashtra). In

case of failure to supply the needed services, the EMD of the successful bidder will be

forfeited. The earnest money shall be forfeited in the event of withdrawal of the bid within

the original validity period, or the successful bidder fails to execute the necessary agreement

within the period specified or for submitting false, or incorrect, misleading information in the

bid, mistakes, miscalculations. Earnest Money Deposit, incase of successful Tenderer will be

converted towards part of deposit the Security Deposit. No interest in EMD is admissible.

Tender bid without will not be accepted. EMD shall be released after successful completion

of the needed work. EMD may be requested back by unsuccessful bidders.

Quoting Rates:

a) The rate should be furnished inclusive of all taxes and charges, insurance, Freight,

Testing/Commisioning charges, Incidental Charges, GST & Cess etc., (Whichever

is/are applicable).

b) The bidder should quote only one rate for one item as per the specification.

c) The rate shall be quoted in Indian rupees only.

d) The prices quoted shall be written both in figures and words.

GENERAL TERMS AND CONDITIONS

i. After evaluation of Quotation / Tenders documents, the successful vendor(s) /bidder

(s) in all respect will be called for demonstration regarding the functioning of the

software, covering all activities & usage.

ii. Each vendor(s) /bidder (s) must be submit only one quotation.

iii. All the pages of the Quotation / Tenders documents must be signed by the vendor

(s)/bidder (s) or the authorized representative on behalf of the vendor (s)/bidder (s)

along with the seal of the firm with date, which will be rejected otherwise.

iv. Bidders are required to submit EMD (refundable) of 25,000.00 (Twenty Five

Thousand) Only cost of Tender Fee (non-refundable) of 1,000.00 (One Thousand)

Only along with Tender in the form.

v. Demand Draft/FDR or Bank Guarantee in favour of Indian Maritime University

payable at Chennai (Any bid without EMD will not be considered). EMD should be

enclosed with the Technical Bid document in a separate envelope.

vi. Vendors /bidders must quote the rate in Indian Rupees (i.e INR) for the terms

mentioned Bidder (s) are required to quote their rate exclusive of all taxes.

vii. Issuance of the purchase order is subject to the demonstration by the successful

vendor (s) and the bidder (s).

viii. IMU reserves the right to reject any or all Quotation / Tenders without assigning any

reason therefore for the interest of the institute and lower rate may not be the only

criteria for the selection of the bid.

ix. IMU, will not pay any expense or cost, whatsoever incurred vendor (s) and bidder (s)

for the preparation and submission of bids.

x. Payment will be made after completion satisfactory supply, installation, configuration

and customization and 10% of the total contract value, in the form of Bank Guarantee

(Annexure – IV) valid for a period more than two months over the expiry of contract

period, from a Nationalized Bank, shall be deposited with IMU towards Performance

Guarantee, which shall be refunded within two months of date of expiry/completion

of the contract without any interest payable thereon. After depositing the Performance

Guarantee, EMD amount would be released to the successful Tenderer. In the event of

the contractor failing to comply with any provision of the contract, Performance

Guarantee shall stand forfeited.

xi. The vendor(s)/bidder(s) should have implemented similar KOHA project in at least 3

universities/institutions of higher learning with documented evidence in India.

xii. The Tenderer shall be submitted in the bound form and not in loose sheets.

xiii. At any time prior to the last date for receipt of the bids, IMU, may for any reason,

whether at its own initiative or in response to a clarification requested by a

prospective Tenderer, modify the Tender Document by an amendment.

xiv. The IMU reserves the right to cancel the tender/ contract at any stage without

assigning any reason.

xv. The unsatisfactory progress of work will lead to forfeiter of the performance

guarantee amount.

xvi. With every delivery of goods or materials under this purchase order, a delivery

challan and invoice in triplicate shall be sent by the supplier to the IMU receiving

officer who will retain the original and duplicate copy with him, and return the

triplicate copy to the supplier with the actual quantities weights and/or number duly

acknowledged thereon after the goods or materials have been inspected and passed as

per clause therein before mentioned.

xvii. The Goods/Services to be supplied by the Tenderer shall be of the quality or sort

specified and in every respect equal and answerable to the specifications sent with the

tender and shall be subject to the approval of the IMU.

xviii. Delivery of Goods/Services will not be considered complete until such goods or

materials have been inspected and passed at the place specified for delivery by IMU.

The detailed list of components (Equipment and Service) supplied by the Tenderer

and Bill of Materials shall be provided well in advance for facilitating inspection by

IMU.

xix. The Goods/Services are to be delivered at specified places of IMU Campuses, free of

delivery charges as per specified time.

xx. Rejected Goods/Services shall be removed by and at the expenses of the Tenderer

within seven days after notice. If not so taken away, the IMU may seize the goods or

materials to be removed and charge the Tenderer with all expenses incurred in such

removal.

xxi. The Goods/Services are to be delivered at specified places of IMU Campuses, free of

delivery charges as per specified time.

xxii. It shall be lawful for IMU, without giving any notice to the successful Tenderer, to

purchase in the open market any goods or materials covered by the tender and if such

goods or materials are not available to purchase suitable substitute, as to which, the

decision of the IMU shall be final and binding on the bidder, in the event of the

bidder;

(a) Having delivered goods or materials, not of the contracted quality.

(b) Having failed to supply goods or materials within the time specified.

(c) Having refused or been unable to supply goods or materials covered by tender

either in whole or in part.

The charges incurred in this regard shall be borne by the successful Tenderer.

xxiii. In the event of the breach of any of the provisions of the contract by the contractor,

IMU shall have the right to terminate the tender summarily.

xxiv. In the event of IMU terminating the contract for breach by the bidder of any of the

provisions thereof, the bidder shall be liable for any loss suffered by IMU up to the

time of the termination of the contract and for any further loss which the IMU may

suffer during the remainder of the period originally covered by the contract.

xxv. In the event of the death, insanity or insolvency of the bidder, IMU shall have the

right to terminate the purchase order summarily and to purchase in the open market

any Goods/ Services covered by the contract. In this case, the bidder shall not be

liable for any excess in the price paid, for any such purchases over the tender price. In

case of the consortium the lead partner should nominate any other consortium

member to bear the liabilities, and in case of the individual organization, the

responsibility shall be taken up by the organization itself or by the legal successor.

The expenses incurred by IMU in this regard shall be borne by the successful

Tenderer.

xxvi. Any notice to the successful Tenderer shall be deemed to be sufficiently served if

given or left in writing at his usual or latest known the place of abode or business or

even by mail or any such authorized mode of communication as deemed fit by IMU.

xxvii. In these conditions, unless there is something in the subject or context inconsistent

therewith words importing the singular shall include the plural and vice-versa words

importing the masculine gender shall include the feminine and the words importing

persons shall include bodies corporate.

xxviii. Any legal disputes that may arise out of the contract are subject to the jurisdiction of

Mumbai High court, Maharashtra only.

Qualification will be based on meeting the criteria regarding bidder’s experience and

financial position, as demonstrated by the bidder’s responses (with documentation wherever

possible) at various points mentioned below.

Bidder scoring the highest number of marks, based on experience and expertise as per

following points and general expectation will be shortlisted as a potential awardee.

Points 1 to 11 carries 2 marks each.

1) The bidder must have successfully worked in order during last 3 years, as per the

following: Confirmation by providing Purchase Order copy

(Similar work: Deployment of Koha)

a) Three similar work completed with overall costing of INR 5,00,000.00 OR

b) Two similar work completed with overall costing of INR 7,00,000.00 OR

c) One similar work completed with overall costing of INR 10,00,000.00

2) The bidder must have their Head Quarter or regional office or regional permanent

representative in the state, to provide prompt support when an issue is not getting

resolved over remote access.

3) The bidder has ISO certification.

4) The bidder has submitted codes to the community.

5) The bidder is a registered firm under the relevant laws. It must also be registered with

Trade, sales tax, and service tax department.

6) There are no ongoing and pending cases against the bidder from any government

entity.

7) The bidder has not been blacklisted by a government body due to any malpractice or

non-completion of the project.

8) The bidder has experience of migrating data from multiple proprietary software for at

least 10 institutions.

9) The bidder has experience of deploying Koha one location with multiple library sites

for at least 06 institutions.

10) The bidder has experience of creating analytical reports for future use.

11) The bidder has experience of integrating payment gateway with LMS.

12) Number of patches submitted to the community (Provide weblink for verification)

a) 1 mark per patch submitted and accepted by the community.

General expectation (Reply: Y/N). Suitable answers will carry 1 mark each.

1) The bidder should install and configure latest and stable version of Koha-LMS at the

local server/cloud server of the institution/company.

2) Each module must be configured properly and on-site training should be provided for

all modules present in Koha – LMS, within 2 months of receiving the purchase order

(Needed infrastructure will be provided readily).

3) The bidder bibliographic data entry as per AACR –II is based on the MARC 21

Standard Format and Classification system (DDC 23rd edition) must be through the

library professionals (Annexure –III).

4) The bidder should provide necessary assistance in suggesting hardware/software

configuration required for Koha implementation.

5) Bidder should do necessary OPAC customization, based on preferred language,

colour, image, and structure, as per requirement of the library during the installation

and configuration.

6) Bidder will provide clear details regarding onsite visit charges after completing the

AMC contract period.

7) Bidder should provide clear details regarding non-OPAC customization charge and

confirm the cost per hour/per day to be charged for future customization of any

features /functions as required by the library, keeping in view that this software will

be used for long term.

8) Bidder should confirm cost per hour/per day to be charged for successful Integration

of certain functionalities with other systems used in university and Library. (Eg:

RFID, D-Space, E-Prints, Coral etc.,)

9) Bidder must have carried out similar work in eminent institutions like NIT, IIT, IIM,

CSIR, ICAR, ISRO and other reputed institutions. Minimum 3 proofs satisfactory

completion of work should be submitted.

10) Bidder should have experience of more than Three years of implementing of KOHA

in libraries with large and varied collections (having more than 1 lakh records

consisting of various forms and formats of document categories).

11) The bidder should be listed in Koha Community Support companies.

12) The bidder shall provide written undertaking, that personal data accessed during the

data migration purpose shall not be used for any other purpose by the bidder.

13) The bidder shall provide all necessary documentation/operational

manuals/instructions required for optimum use of the software including installation,

customization, datamigration process guide.

14) The bidder shall be responsible to provide remote assistance through a phone call,

chat, email. In an exceptional case, the institute may insist bidder conduct onsite visit.

15) The bidder shall be responsible to upgrade the new version of Koha with necessary

patches & customizations already active in the previous version of Koha, at no extra

cost.

16) The bidder should provide necessary support to integrate Institutional Repository/ERP

System when needed with Koha-LMS.

17) Bidder accepts that decision to award the tender will be final and may not be solely

based on the lowest price.

18) Standard Interchange Protocol (SIP 2) should be provided.

19) In case of Koha on cloud bidder will configure e-mail and SMS notification for alerts

and reminders.

20) To ensure continuity of support and services throughout AMC time period, the bidder

should provide documents to confirm stable business and steady revenue flow, with

annual turnover of minimum INR 10,00,000.00 (Ten lack) in 03 financial years (copy

of audited annual report or unaudited annual report of last 03 years, duly certified by

CA with a top sheet summarizing the turnover must be submitted).

21) Bidder should not have been part of any malpractices and/or be supporting negative

practices which are condemned by the Koha community or academic community.

22) The bidder should be provision for MOPAC: Android/windows/iPhone application

for OPAC on different platforms (Smartphones/Tablets/iPod etc)

Management Software

General Requirements

KOHA Functions/ Modules: The ILMS should support all the major library housekeeping functions

listed below:

✓ Circulation

✓ Acquisition

✓ Cataloguing

✓ Authority Control

✓ Web OPAC

✓ Serials control

✓ Import/Export of records

✓ Reporting

✓ Systems management

✓ Inventory

✓ Multimedia etc.,

Standards: Should compatibility with an open architecture system and support various international

standards. The system should support the internet standards TCP/IP, SMTP, MIME, HTTP, SSL and

interactions with external systems need to support the following standards:

✓ ANSI/ISO 239.50 (ISO 23950) on both server and client

✓ Record syntaxes: MARC21, UNIMARC, USMARC

✓ NCIP and SIP2 for RFID Integration

✓ OAI-PMH and REST API based web services must be configured properly for all possible

endpoints.

Software should be enabled with one screen technology

The system should be capable of maintaining multiple languages using Unicode.

The system should have support for NCIP/SIP2 protocol for RFID

Audit Trail: Complete and comprehensible log should be provided librarians containing details of

Staff must be able to manage the system without vendor intervention and be able to shut down and

restart the system without vendor intervention. The system must check the integrity of the entire file

system during each restart of the system and servers must log errors by date and time.

Cataloguing, Database, and Authority Control Requirements

The Cataloguing interface must support context-sensitive hyperlink help functionality that can

connect directly to a locally loaded or Internet accessible Cataloguer’s reference database.

When deleting records, restrictions must occur when records have fines or fees due, holds pending, or

pending action from Acquisitions with a message alert for staff with the reason why the record cannot

be deleted and a choice to either abort or continue, stating the results of deletion, i.e. “if the record is

deleted, fines will also be deleted”, or “holds will be moved to the next copy, “hold will be deleted” if

no more copies.

Item records must link in real-time to due date (if checked out), the last check-in date, number of

circulations since a specified date, and holds against the item and display that information in staff

programs, displaying borrower information.

The system must support global updates of all occurrences of a heading in a bibliographic file with a

single machine transaction. Cataloguing must include a global editor. It must be possible to globally

edit any field within the MARC record.

The system must allow authorized headings or entries to be added, changed, or deleted as part of a

new bibliographic record.

The system must display “see” and “see also” references, scope notes, reference notes, and general

information notes in Library Public Access Catalogue and staff displays.

Public Access Catalogue and User Portal Requirements

The general functions of the Online Public Access Catalogue (OPAC) are:

• The portal must be custom designed by the vendor based on the specifications of

library staff. It is desirable for the vendor to offer a template or templates, but not to limit the

library to templates only.

• Patrons must be able to what type of search strategy they want to use.

• Patrons must be able to limit search by format, language, call number, and publication

Circulation, Inventory, Holds, Fines, and Fee Requirements

General Functions

Circulation must manage all basic Circulation operations of the library – check-out, check-in,

renewal, fine and fee processing, managing holds and recording statistical usage of library collection

and borrowers.

Circulation must allow librarians to profile circulation parameters using types of materials, types of

borrowers, overdue thresholds, and various fines, maximum fines, and fees.

An offline circulation product must be available to enable the checkout and check-in of materials on

a circulation workstation or portable device and to be able to load these transactions to the online

system at a later time and within the circulation interface.

At the time of new borrower registration, the system must perform a duplicate check to determine if

there are existing records that meet the criteria being entered.

Borrower records must contain at least name, borrower id, permanent address and telephone,

secondary address and telephone, cell telephone number, e-mail addresses, and must be searchable

by all of these fields.

Circulation must support a calendar function to define closed days and automatically adjust check-in

times accordingly.

Provision should be made to enter details of the documents and other materials written in Hindi,

English and other Indian official languages.

An automatic update in the Catalogue of item status when it is checked in or checked out etc.

Statistical records kept for all transactions.

The system must produce a “purchase alert” for titles when a certain number of holds places on

The system must be able to check out items when the online system is not operational.

The system must treat each checkout as a separate transaction but be able to list all checkouts for each

person on one receipt.

The system must check all items for outstanding holds, charges, and circulation restrictions before

allowing them to be checked out.

The system must allow for ephemeral records to be created to check out and count statistics, but not

create an inventory trail, for items such as periodicals, brochures, and other library defined materials.

Circulation must support expiration dates for borrower privileges and must automatically message

library staff when that date is approaching and not check out items beyond that date.

Circulation must support an extension of expiration dates with a simple keystroke at the time of

checkout or access to the user’s record.

If a claims returned, missing, or lost items are scanned during inventory, in-library use, or at check-in

or check-out, the status must automatically revert to on shelf or checked out status without requiring

staff intervention.

Circulation must restrict checking out of materials designated as non-circulating and allow library

staff intervention to proceed with a single keystroke.

The system must display at least the following on the checkout screen: Patron name, Borrowing

category, Lending status, Item identification number, Short title, Call number, Due date, Outstanding

blocks (if any), Comment field on

Patron’s record.

The system must alert (audio and text) staff if the item being checked out is already checked out to

another patron. Staff must also have the ability to override the alert and check out the item.

problems such as damages, at the library’s option.

If an item is deemed to be damaged, the system must allow the operator to identify the responsible

borrower and invoke a message to be sent through standard notification parameters.

System must block patrons with overdue materials and unpaid fines from placing holds, borrowing,

or renewing items.

The system must automatically block borrowers from continued privileges based on library-defined

parameters such as over dues, fines, claims returned, and lost books with a display message with the

entire reason for the block without the need for library staff to conduct other inquiries, and with the

ability for the operator to proceed with a single keystroke.

The system must allow library staff to quickly and easily place manual blocks with explanation note

(“need address update,” etc.) with a display message with the entire reason for the block without the

Authorized library staff must be able to override restrictions on borrowers or on materials by using

The library must have the ability to create a mailing list from the borrower’s file and to create its

own message for notification to users.

Borrower records are managed by library defined profiles which link to and display at least the

following information when accessed: name, id, borrowing restrictions, patron type code, fines, and

fees owed, outstanding materials, hold requests, last activity date, expiration date, notes field, and

personal identification number.

Support and permit customization, but not be limited to, each of the following notices and be able to

exclude from notices certain patron groups (staff): Alert (issued prior to an item’s due date),

overdue, fine, hold pickup, hold cancellation, registration to expire in 30 days, non-use of library

card in specified period of time, holiday/closure notices.

Inventory Control

Circulation must support item status of missing with library staff action invoking status of

missing.

Circulation must support item status of lost, which is automatically invoked after a library defined

period of time of being overdue or can be invoked by library staff, at which time the borrower is

sent a bill for a lost item.

Library staff must have the ability to define whether or not lost items are displayed in the

Library Public Access Catalogue.

When copies are flagged as missing, claims returned, or lost, a report must be automatically routed

to the technical services staff defined by the library.

When items in the lost, claims returned or missing status are withdrawn from the system, any fines

and fees owed and the associated titles should be retained in the patron’s history until they are paid.

Circulation must provide reports of the number and type of transactions on a variety of library-

defined criteria, such as daily, weekly, monthly, annually, time, location, workstation, user type,

material type, classifications, reciprocal borrowers, and all reports must be sorted by library defined

parameters.

The system must retain circulation history of individual items but not of individual borrower’s

information to protect the privacy of patrons.

Circulation must compile a list of overdue, missing, claims returned and lost items for searching

Technical Terms & Conditions:

Cloud based Koha implementation technical specifications:-

1) Each campus library will have separate instance of KOHA which will be administered by

the respective Assistant Librarians.

2) The bidder shall give detailed case study for each of the following options.

a) Private cloud with guaranteed data privacy and data security certificate.

b) The data need to be stored within India only certificate need to be provided.

c) The bidder must have executed similar project with one lakh books in database

and the cloud configuration used should be briefly explained and same to be

implemented in any three govt. institute library. The automation project handled

documentary details to be provided with library having collection of more than 1,

00,000.

d) The bidder shall give details of at least 3 cloud operators along with price,

performance and data center details which is maintained by Govt. agency like,

NIC.

e) The bidder shall give details of at least 1 site where two or three local high end

servers are placed and connected each other for smooth running of Koha LMS for

their campuses located in different places.

3) Installation, configuration and implementation of latest and stable version of KOHA-

LMS with overall training for all assistant librarians and library staff at each campus.

Onsite maintenance of the system from date of operation (i.e. after handover of the

system to the Institute for live operation)

4) The vendor(s)/bidder(s) install all modules available in the latest version. Each module

must configure and customised and One-week on-site training at all campus library

(Chennai, Kochi, Kolkata, Mumbai (2 campuses) & Vizag Campus should be provided

within two months of receiving the purchase order. Later within month period the existing

system of IMU Vizag campus library only need to migrated from LIBSYS-7 with RFID

to Koha LMS using suitable middleware for smooth running.

5) The vendor(s)/bidder (s) need to provide complete details regarding onsite visit charges if

any.

6) The vendor(s)/ bidder(s) should provide complete and clear details regarding non-OPAC

customisation charge and confirm the cost per hour/per day to be charged for

customization of any features/functions as required by the campus libraries, keeping in

view that the software will be in use for long term.

7) Training to the library staff shall be carried out at the campus libraries, Chennai, Kochi,

Kolkata, and Mumbai (2 campuses) & Vizag Campus.

8) The vendor(s)/ bidder(s) should preferably have a local contact person for immediate

support whenever required.

9) The vendor(s)/ bidder(s) should provide a testing environment to library staff to check

and validate the migrated data.

10) The vendor(s)/ bidder(s) shall provide assistance in migration process to identify the

potential duplicate Bibliographic data.

11) The personal data accessed during the migration purpose shall not be used for any other

purpose by the vendor(s)/bidder(s).

12) The vendor(s) shall provide all necessary documentation/operational manuals/instructions

required for optimum use of the software.

13) The vendor(s)/ bidder(s) shall respond to provide support through phone call, chat, remote

access etc., in abnormal cases; institute may insist vendor(s) take a visit of the campus.

14) The vendor(s)/ bidder(s) shall be responsible to upgrade the new version of Koha with

necessary patches & customizations free of cost.

15) The vendor(s)/ bidder(s) should provide necessary support to integrate institutional

Repository when needed with Koha-LMS.

16) The vendor(s)/ bidder(s) should facilitate automatic and manual backup and restore

facility.

17) The vendor(s)/ bidder(s) should strictly ensure privacy, confidentiality, and security of

client’s data.

18) The customer has all right to own both software and data should be able to switch the

vendor(s)/ bidder(s) at any time.

19) Koha being open source software, any customization and configuration details as

requirements of client should be documented and provided to client for future references.

20) The source code for KOHA to be used/integrated must be freely available under an open

source license. No third party or vendor (other than KOHA Community) should hold any

intellectual property rights over the final deliverable.

21) The support & service period shall be effective from the date of having completed

successful installation, implementation, customization, & training on the system at the

university premises.
