BACKGROUND
IMTT is organising a conference on “LAND USE, ACCESSIBILITY and MOBILITY MANAGEMENT”.
The initiative is being planned in cooperation with EPOMM (European Platform on Mobility Management) which Portugal joined in 2009 via IMTT,
and with the Portuguese member cities of the European Comission CIVITAS Programme – Coimbra, Funchal and Porto.
The conference will last three days:
Day 1 is devoted to the presentation and discussion of the objectives and content of several studies conducted by IMTT with the assistance of a
range of Portuguese experts, which comprise the “MOBILITY PACKAGE”: Methodology and Guidelines to approach accessibility, transport and mobility issues in land use planning and management tools
(PMOT – Municipal Land Use Plans)
National Directives on Mobility and Transport
Guidance for Mobility Plans
Collection of thematic and technical fact sheets to support action
Guide to Company and Services Mobility Plans (large and medium-sized journey generators/attracters)
Day 2 will feature contributions by leading international experts on key aspects of “MOBILITY MANAGEMENT”
Day 3 will be devoted to the dissemination of Portuguese experiences under the European Comission CIVITAS programme, with contributions by
the Portuguese cities of COIMBRA, FUNCHAL and PORTO and the Spanish-Portuguese CIVITAS Network, which includes several other
Portuguese and Spanish cities.
During the three days, the proceedings will be punctuated by a number of round table discussions aimed at ensuring maximum interaction between
the experts, guest speakers and the audience, reflecting on solutions to current mobility problems in European society.
The conference will also feature two high profile initiatives: The award of the 1
st “TRANSPORT ACCESSIBILITY PRIZE”, launched by IMTT in 2009 – on Day 1;
The launch of the “MOBILE CITIES” PORTUGUESE MOBILITY MANAGEMENT NETWORK (joining the EPOMM European network),
symbolically represented by a group of founder members and to which other existing mobility networks in Portugal will contribute – on Day 2.
It is hoped that the conference will attract a large number of delegates from cities, municipalities, transport operators, agencies, associations,
NGOs, public authorities, research and teaching institutions and professionals from the sector.
The conference is showcased on a dedicated website – http://www.conferenciamobilidade.imtt.pt/ – with links to key web pages on the conference
themes and to the websites of all the conference partners.
During the three days, a “PROJECTS FAIR” will take place in parallel to the conference – a place to visit during coffee or cocktail breaks and other
intervals.
Attendance at the conference is free of charge, but advance registration is required.

MESSAGE FROM THE PRESIDENT OF IMTT
In October 2007, the European Commission launched and put out for discussion its “Green Paper on Urban Transport – Towards a new culture of
Urban Mobility”.
Starting from the knowledge that towns and cities are today the context of living for the majority of the population, the document also identifies a
set of common problems – at local, regional, national and European level – with highly negative impacts on the quality of life, the health and
safety of citizens, the economic development and competitiveness of cities and on their environmental sustainability.
It recognises that “European towns and cities are all different. But they face similar challenges and are trying to find common solutions.”
The Green Paper throws down the challenge to the whole of the European Union to “pool our thoughts..” in a “joint effort which will make it
possible to encourage the search for innovative and ambitious urban transport solutions with a view to arriving at a situation where towns and
cities are safer, less polluted and more accessible and where traffic within them flows more freely”.
In recent years, Portugal has approved national Plans, Strategies and Directives in the land use, environment, energy, transport and road safety
sectors, has drawn up and is in the process of approving Regional Land Use Plans for all the country’s regions and has begun a comprehensive
process of revision of Municipal Structure Plans in many municipalities.
Many of these instruments contain important guidance on the planning and operation of transport at local and regional level, both for
municipalities and for transport operators and other bodies.
More recently, the Lisbon and Porto Transport Authorities have been approved and new regulations on the public procurement of transport
services have come into force.
The Government, through the Secretaries of State for Transport and the Environment, has supported the preparation of a vast number of “Mobility
Studies” and “Public Transport Networks and Services Restructuring Studies" and a Programme in 40 municipalities known as “Sustainable
Mobility Projects”.
Meanwhile, the National Strategic Reference Framework (NSRF) 2007-2013 has been co-funding actions in the mobility area such as
“Supramunicipal Sustainable Urban Mobility Plans” and “Intermunicipal Mobility Plans”.
Recognising that these initiatives are not always set in a proper conceptual framework or within an operational philosophy capable of producing
the hoped-for results – in terms of the efficiency, fairness and sustainability of the accessibility, mobility and transport system – IMTT believed that
the time had come to make an objective contribution to the necessary clarification of the technical/scientific and institutional plans.

MESSAGE FROM THE PRESIDENT OF IMTT
Accordingly, it proposed to define a “REFERENCE FRAMEWORK FOR THE PREPARATION OF ACCESSIBILITY / MOBILITY AND TRANSPORT
PLANS”, which is currently being developed. This project, which we have christened the “MOBILITY PACKAGE”, comprises a series of studies
being conducted simultaneously with the assistance of various consultants to produce directives for land use planning in Portugal and guidelines on
various aspects of accessibility, mobility and transport.
In order to ensure consistency between the various documents in this system, and a broad consensus in the technical/scientific community on the
objectives and content of these documents, a number of working sessions were organised under the aegis of IMTT between the teams and invited
experts.
It is now time to broaden the debate and thinking to a wide and varied range of agents – cities, municipalities, transport operators, agencies,
associations, NGOs, public authorities, companies, universities and research centres, and professionals.
To that end, IMTT is organising a three-day Conference on 12, 13 and 14 April entitled “LAND USE, ACCESSIBILITY and MOBILITY
MANAGEMENT” which on its first day will encourage a wide debate centred on the “Mobility Package”; on the second day it will present the
European Platform on Mobility Management (EPOMM), which Portugal joined in 2009 and will hear contributions from invited experts on European
experiences; and on the third day, will receive inputs from Portuguese cities with practical experience of implementation in the context of the
European CIVITAS programme.

Examples of Good Practice in the Areas of Accessibility, Mobility and Transport
Examples of projects in the above fields that are already implemented are welcome.
The presentation should emphasise the content and benefits of the projects.
Interested presenters may bring “posters” in Max height 80cm Max 95 cm to 100 cm wide, or other materials (flyers,
brochures, etc.) containing information about the project.
Presenters should ideally bring handouts for distribution – pamphlets, brochures, etc about the presented projects or
others.
The fair is designed to promote and disseminate projects, not brands or companies.
Examples of promoters: Cities, municipalities, transport operators, companies, etc.
Closing date for confirming participation and for sending a mock-up of the poster – 29 March
