1- OBJECTIVE

1.1 Introduction:-

1.1.1- Madhya Pradesh, the second largest state of India, is the 9th

biggest state

economy in the country. State is blessed with vast natural resources and comparative

peaceful environment.

The State of Madhya Pradesh has a total geographical area of 3.08 lac sq. km.

It is located in the heart of the country and has five States bordering it. The total

population as per census 2011 was 7.26 crores with male population being 3.76 crores

and female population 3.50 crores. The projected population for 2014 is 7.67 crores

with 3.97 crore males and 3.69 crore females. The decadal growth rate is 20.30.

Madhya Pradesh has 10 divisions 51 districts, 29 Parliamentary Constituencies and

230 Assembly Constituencies (ACs), 359 tehsils, 313 development blocks spread over

1340 sq. km. and 53,946 polling stations (including 50 Auxiliary PS) of which

approximately 14,000 are critical in nature.

20.27 percent population of the State is tribal with 3 Primary Target Group

(PTGs) namely, the Baigas, Sahariyas and the Bharias. Tribal population of MP is the

highest in the country. Some of these migrate for employment and there is a need to

make them aware that with their EPIC they can successfully vote wherever they be.

However there are issues of LWE, dacoity, communalism. Some districts have

narcotics related problems. In the districts of Gwalior and Morena division some

polling stations are affected by the dominance of few sections of society. MP is

centrally located and is sharing border with 5 other States namely Chhattisgarh,

Maharashtra, UP, Gujarat and Rajasthan.10 districts are Naxal affected. 18 districts

have been identified as communally sensitive, 9 districts are dacoit affected.

The gender ratio of the state is 900(as on 31-01-2014) as against the census

gender ratio of 930. Total number of electors as per the final publication of 2014 (as

on 31-01-2014) is 4.74 crores. The state has achieved 100% of PER and EPIC ratio.

Elections for the parliament were held in April-May 2009 and again scheduled in

April-May 2014.

1.1.2- SVEEP activities are on in State, since the last 3 years. In 2011 the directions received

from the Election Commission of India (ECI) were circulated to all the districts with

the direction that voter enrolment should be maximized. Letters were written to all the

Vice Chancellors and the Higher Education Department, asking them to appoint

Nodal Officers for SVEEP work. Formats 1 to 8 were analyzed and the outputs were

selectively sent to the districts to work out the gaps in enrolment particularly with

regard to the Elector Photo (EP) ratio, Gender Ratio and enrolment of youth. To

ensure higher youth registration which includes the first time voters, a pledge letter is

prepared which binds the youth to vote as well as, ensure that his or her family and

neighbors vote as well. Similarly Designated Officers, ASHA, USHA, Preraks of

Sakshar Bharat program have been used by training them to facilitate registration of

young female voters. DO letters were written to all the Principal Secretaries of the

State Government asking them, to contribute to the SVEEP activities through their

field officers. This set the tone for SVEEP in the State.

1.1.3- There after by way of systematic and institutionalized work a state level committee

was formed on November 2012 including essential departments and members from

the Government of India offices as members. As per the order of Government of

Madhya Pradesh, General Administration Department following are the members of

State level SVEEP Committee.

1.1.4. The State has had many sittings of State level committee and this has helped in the

identification of two State level icons for SVEEP work. Besides, the work was

distributed to the members of the committee after deliberations and inputs from all.

The decision making has been highly participative and the views of all partners are

taken in to account for improved working. The districts have also simultaneously

worked on the SVEEP activities.

1.1.5. The district level SVEEP committees were formed in 2012 and have again been

reconstituted with suitable amendments and changes making the CEO Zila Panchayat

as the head pursuant to the directions of the ECI. This has set the ball rolling and

various authorities and members are meeting regularly in order to optimize results. In

2012 all the district level action plans for the year were formulated. These were again

repeated and refined in 2013

1.1.6. MP has stressed on developing an analytical approach in SVEEP action plans.

Enrolment had suffered over the year with large gaps in EP ratio, Gender ratio, Youth

enrolment etc. Targeted approach helped in bridging various gaps in registration,

besides awareness about informed uninitiated and inducement free voting, constant

monitoring at CEO and State Level Nodal Officer for SVEEP has helped in getting

the expected outcome.

1.1.7 The entire SVEEP campaign is designed according to two aspects of election cycle

comprising registration period and pre poll period. During the period of registration

and after announcement of elections the campaign would focus on providing voter's

information on –

Why to register themselves on voters list.

Benefits of registration.

Time and dates of registration

Online and physical location where registration process is carried out.

How registration is done.

How to correct details of those already registered.

Informing the fact that having an EPIC does not mean one is registered on the voters

list.

1.2- Specific Goals

1. Women Inclusion - Consistent efforts for involvement of women voters especially in

parts where under-registration of women voters has been noted. In 2013 electoral roll

the gender ratio was 897. After summary revision-2014 we have achieved the gender

ratio of 900. Now our goal is to take it to 903. The Districts have the Gap more than

50 points with respect to Gender Ratio of the Districts as per Census Sheopur,

Morena, bhind, Gwalior, Tikamgarh, Chhatarpur, Guna, Rewa, Satna, Hoshangabad.

Intensive specific plans have been made by the District Collectors to bridge the Gap

by continuous updation before Parliament Elections.

2. Enhancing Youth participation- Targeted campaign for involvement of Youth Voters

and improving the 18-29 years Elector Registration. In last summary revision -2014

approximately eight lac new voters were added. There are around 14 Lacs Young new

Electors as per final publication 2014 and 146 Lacs Young Voters (20-29 years). As

per census the Gap in either category is respectively 6 Lacs and 20 Lacs. Intensive

specific plans have been made by the District Collectors to bridge the Gap by

continuous updation before Parliament Elections.

3. Very Senior citizens –

After publication of 2014 around 5 Lacs Very senior citizens identified. The Districts

have been asked to verify and identify these very senior citizens during the period of

continuous updation before parliament Elections and the basic minimum facility shall

be ensured on poll day for these very senior citizens as per the circular of ECI #

464/INST-BMF/2013-EPS dated 27th January 2014.

4. Tribal voters - 20.27 percent population of the State is tribal with 3 Primary Target

Group (PTGs) namely, the Baigas, Sahariyas and the Bharias. Tribal population of

MP is the highest in the country. Some of these migrate for employment and there is a

need to make them aware that with their EPIC they can successfully vote wherever

they be. These are spread over 21 Districts, 6 PCs and 47 ACs of the State. The Tribal

population is located in scattered manner in specific "Majra Tolas". The registration

of these scattered population have been executed very carefully during the period of

special summary revision 2014 and have planned in continuous updation before

Parliament Elections. Auxiliary polling booths being planned for these scattered

population and BMF shall be ensured these Tribals pockets.

5. Strengthening of Matdata Sahayata Kendras (MSKs) These MSKs are established

across the state at all 230 ACs headquarters, district headquarters, commissioner

headquarters and 1 in state headquarters at CEO office. These MSKs are run by state

level agency (SLA) without extra expenditure other than their agreement between

them to facilitate Voter Registration and distribution of EPIC. These MSKs have been

equipped for voter education specifically for the demonstration of EVM machines and

distribution of the literature of voter education supplied by NLMA. These MSKs are

being equipped to display picture book, audio stories, animation films, board games,

kiosks games etc under the "ECI-UNDP" MoU for Electoral literacy.

6. Strengthening of Common Service Centers (CSCs) approximately 11,000 across the

State for Voter Registration. These CSCs are established in the existing kiosks

being run by MP_Online (a joint venture of Government of MP and TCS). Here the

facilities for registration being provided with a nominal charge of Rs.15/-. These

CSCs have been equipped for voter education specifically for the demonstration of

EVM machines and distribution of the literature of voter education supplied by

NLMA. These MSKs are being equipped to display picture book, audio stories,

animation films, board games, kiosks games etc under the "ECI-UNDP" MoU for

Electoral literacy.

7. Increasing the voter turnout on the day of poll. BMFs shall be ensured in all 53946

Polling stations of the State. Innovative measures shall be taken like Haldi chawal

invitation by all Districts by all DEOs for distribution of voter slip before Polling Day

and other IMF measures like publicizing the Day and Time of Poll. Name and phone

numbers of the BLOs shall be publicized before 2 weeks ahead of Polls to build the

confidence and facility measures to voters.

8. Thorough Examination of excluded Eligible Voters and Exclusion of dead, Duplicate

and shifted Voters - The special drive have been planned for identification of

excluded eligible voters and exclusion of dead, duplicate and shifted voters during

special summary revision 2014 and for continuous updation upto polls. Special

measures have been undertaken in the urban and industrial areas were the migration

due to employment is common. The districts are Indore, Jabalpur, Gwalior, Rewa,

Ujjain, Dhar, Morena, Satna, Katni, Bhind, Dewas, Hoshangabad and Bhopal would

be undertaken.

9. Urban Voters – There are around 13,000 urban polling stations in aound 69 ACs of

the State. To target Urban apathy special measures have been planned to have been

addressed with the extensive use of print and electronic media, social networking sites

and by making extensive use of Internet and Mobile communications to motivate and

facilitate the young eligible and left out voters during special summary revision 2014

and continuous updation. 2 to 4 weeks ahead of polls advertisement through

electronic, print, mass media, inter personnel communication, out door media, other

media like mobile for the day, time of poll, location of polling booths and basic

minimum facilities. For the motivation of voters physical events through partners,

campus ambassadors and CSOs shall be organized

percent voting in this bracket

2- Situation Analysis

Situation analysis contains the statistical details of the district and each of the

assembly constituencies/Parliamentary constituencies that would form the context for

SVEEP interventions. The analysis of these details is done to identify target areas

such as voter turnout or EP ratio etc.

2.2- Electoral profile in brief

The population of Madhya Pradesh as per census 2011 was 7.26 crores with male

population being 3.76 crores and female population 3.50 crores. The projected

population for 2014 is 7.67 crores with 3.97 crore males and 3.69 crore females. The

decadal growth rate is 20.30. The gender ratio of the state is 900 as against the census

gender ratio of 930. Total number of electors as per the final publication of 2014 (as

2.49 crores males and 2.24 crores females and other electoral are 1025. Over Seas

Gender ratio of electoral rolls has increased from 895 to 900 in the state during summary

revision 2014.

In comparison with Gender ratio of census district wise, with e- roll the highest Gender gap is

in district Bhind which is 73.48 and in Sheopur it is 62.5. Five Districts with Gender gap of

more than 50 are Bhind, Sheopur, Raisen, Chhatarpur and Sidhi.

2.4- Socio-Cultural profile of the State

The State is generally peaceful . Scheduled castes and Scheduled tribes constitute over

a one third of the total population. There are 46 recognized scheduled tribes. 20.27

percent population of the State is tribal with 3 Primary Target Group (PTGs) namely,

the Baigas, Sahariyas and the Bharias. 21 Districts in the state including Mandala,

Dhar, Jhabua, Sidhi, Khargon, Seoni, Shahdol and Chhindwara are identified as tribal

districts in Madhya Pradesh. The percentage of scheduled caste population to the total

population of the state is 13.14 percent, which is lower than the all India average of

16.20 percent. Tribal population of MP is the highest in the country. State conflux

many cultures, religions and traditions. State has many tribal cultures, which has been

flourishing since ages here.

2.5- Identification of Gaps -

Identification of the gaps by analyzing the available statistics of previous election is

necessary to establish the target for the voter education programme.

2.5.1- Category Wise

Gender Gap: The sex ratio of males to females in the population and is calculated as

the number of females per thousand males. The gender ratio of Madhya Pradesh state

as per census 2011 is 930 and the gender ratio of electoral roll of Madhya Pradesh as

on 31-01-2014 is 900. All the districts have been informed about gender gap in their

district w.r.t Census and have also been directed to increase the number of female

electors so that gender ratio will reach 915 for the State.

Youth Gap: For the year 2014, projected population states that 8.5 Lac new (18-19)

electors have been added in the Roll. All the districts are required to inform about

addition of number of new electors assembly wise.

2.5.2- District wise (e.g. statistical analysis, category, if any, in each district etc)

Gender Gap:-The Gender Ratio of state as per census is 930. The gender ratio of

Electoral roll is 900.

There are 05 districts where the gap of Gender ratio is more than 50 namely Bhind,

Sheopur, Raisen, Chhatarpur and Sidhi.

2.5.3- Polling Station wise

In State Assembly Election-2013 , 45 polling stations with 0% voting have been

reported, 43 polling stations with less than 10% of voting and 51 polling stations

between10to 30% of voting.

1161 polling station has been reported in between 30 to 50% voting band. 1300

polling stations out of total 53946 polling stations in the state have been reported

below 50 % of voting. All these polling stations are being observed with specific

reasons behind low voting percentage.

2.6- Analyzing Gaps:-

2.6.1- Analysis underlying reasons for the gaps.

Gender gap - The gender Ratio of state as per census is 930. The gender ratio of Electoral

roll is 900. Similarly at the district level the general trend is towards under

registration of females. However there were certain districts where the gender

ratio is higher than the projection based on census figures. These are indicative

figures and the local socio cultural economic context must be studied before

arriving at an understanding of the gaps. Some of the reasons are responsible

for gender gaps in some particular areas are as under-

Army centers are located in Gwalior Rural (Gwalior), Ambedkar

Nagar (Indore), Jabalpur Cantt. (Jabalpur), 155 Huzur, (Bhopal)

Constituencies.

Industrial areas where most of the male workers work are in Pithampur

(Dhar), Malanpur, (Bhind) etc.

Lack of awareness of women particularly in Bhind, Sheopur,

Chhatarpur, Raisen, Sidhi where the Gender Ratio of Electoral role is

minimum.

2.7- Survey findings regarding reasons for non-participation

Lack of awareness regarding the value of casting vote in a democracy:-

Major reasons for not voting were “name was not on electoral roll” 38.0%” not

having electoral identity card “24.4%, “not being present in constituency” 9.8%, and

absence of good candidate 6.0%.

Illiteracy

In tribal and minority group especially in women leads to less participation.

Lack of time for lengthy procedure of registration and voting :-

17.1% of total voters reported that the process of getting EPIC is not easy and out of

these 79% of voters reported “lengthy procedure” as main problem.

Urban apathy due to corruption :-

Apathy is one major reason for non-participation as per the views of 27.5% of voters

on account of Anger, inconvenience, etc. In the findings of survey 11.7% of voters

opined “Anger” as the reason and less than 10% of voters opined “Inconveniences” as

reason for non-participation in electoral process. 38.4% voters have reported “other

reasons” (other than apathy, inconvenience and anger) which prevent them from

voting.

11.5% of voters in last Assembly election reported that they faced problem during

casting of votes. Out of these 11.5% voters “Long queue” emerged as a major

problem that was reported by 70% of voters. “Lack of facilities including drinking

water, toilet and ramp” was problem for 23.3% of voters. 19.6% of voter complained

about no separate queue for senior citizens.

1.6% of voters plan not to vote in forthcoming assembly election and 44.9% of them

have reported “Don’t want to vote as nothing will change with my voting”, “Don’t

believe in electoral democracy” was the reason for, 14.2% voters.

4- Implementation:

As per the instructions of ECI, Madhya Pradesh appointed a State Level Nodal

Officer to oversee SVEEP planning and implementation throughout the state. Nodal

Officers SVEEP have been appointed in every district prior to Assembly election

2013 under the CEO Zila Panchayat who is the head of the SVEEP activities in

district. The CEO Zila Panchayat and Nodal Officer are responsible for preparing and

finalizing district SVEEP plan and its implementation at district level.

In Gwalior Districts the Central Bank of India, the lead bank provided 3,50,000

stickers bearing the name and no. of polling stations , date of polling, name of

BLO with mobile no. for facilitation of voters.

In Rewa, Municipal Corporation sent SMSs to all the land lords who had paid

property tax to cast their vote.

Milk Federation has stuck the stickers of voter awareness on their products.

In District Datia local administration makes use of Punjab National Banks

mobile ATM unit for familiarization of voters with EVM particularly on

Saturday in front of Pitambara Peeth Temple because thousands of people come

to this holy place on Saturday.

urban women and youth. There are many NGOs working for dissemination of

voter's rights and spreading awareness on various aspects of election process

focusing mainly on the rural and tribal areas across the state.

a partner for extensive voter education campaigns for enrollment, voter

participation on poll day and ethical voting.

Voter Registration through Post Offices and our Lead Bank - Central Bank of India.

Awareness through Print media and Electronics Media: Electronic media is the

fastest and the most reliable source of publicity and we will make apt use of this.

Slogans and other important information would be advertised through this medium.

All national and local dailies would be used for awareness spreading.

Display of hoardings, banners and slogans: Hoardings, banners and posters are

a source of good publicity since long. Hoardings/Banners and Posters at major public

places would be installed at the cost of Government and Private partners and different

associations.

Distribution of Pamphlets at/Bus Stops/ Railway Stations to spread the awareness at

the cost of Government and Private partners and different associations.

Awareness through local cable network: Local cable network caters to mass

population and we would spread awareness through this channel.

Use of SMS (short message service): SMS with appeal to vote and polling booth

location and time of poll with the help of Mobile service providers at their own cost.

Wide publicity of Online search facility for public: available on CEO website to

search name and location in voter list.

A toll free Helpline Number (1950): Number from where any voter can get any

information regarding electoral list and voter information during working hours.

Women rallies for Women voter’s Awareness

Local Traditional Tribal Cultural Dance and Competitions.

Traditional Regional Painting Competition

Bike and Cycle rallies.

Transport Buses would be covered with posters related to participation, turnout and

ethical voting with the help of RTO and transport associations.

4.5.2. Targeted approach

4.5.2.1 Youth, Women and Excluded groups-

Debate and other competition related to voting and its benefits, in Colleges and

Higher Secondary Schools: Higher Secondary schools and Colleges consist of a

sizeable population of young voters and by creating awareness amongst them we can

help increase the voting turn out.

Essay Writing Competition: The young voters would be attracted towards such

competitions and this would solve our purpose too, topics of the essays would be like

Voting; My right and my duty etc.

Quiz would be prepared and a drive would be conducted in almost all the Educational

institutes for awareness which will cover young eligible voters.

Youth Voter Awareness Campaign Workshop in all educational institutes.

We have set up designated Nodal officers in all colleges to ensure that all the eligible

students should be enrolled.

Copies of Form‐6 would be made available in educational institutions, especially

colleges and hostels for inclusion of young voters’ names.

Youth voter festival would be celebrated in almost all the educational institutes.

Human Chains, Rallies, Prabhat Feris would be conducted at school and college

levels in the district to create voter registration awareness.

Awareness through Vehicle campaign with publicity posters and announcement.

Making mandatory to produce receipt of Form‐ 6 or EPIC with new driving license’s

application through RTO.

At RTO office, Employment Exchange office and Marriage Registration office where

maximum youth age group from 18 to 30 is visiting for Learning/ permanent license

and Name Registration. We check if his/her name is in the electoral role & if not we

will fill Form No. 6 for his/her enrolment.

Road Shows to capture the attention of youth with the help and at the cost of

Government and Private partners and different associations.

Training of Campus Ambassadors about Election Rules and Regulations, Messages

to be delivered, Attitude of youth for peer contact, for voting, communication and

public relations, mediation skills etc for promotion of participation, turnout and

ethical voting.

4.5.3 Sankalp patras/ Pledge Letters band Invitation letters from CEO/DEO and other

innovation

Collection of Pledge / Oath paper and Signature campaign through school and college

going youths covering their parents, family members and neighbors for voter

registration, voter awareness, ethical voting and turnout.

Sticking Voter awareness Stickers / Handbills / Leaflets on private vehicles appealing

and urging them to register and vote with the help of Campus ambassadors, CSOs and

associations.

Cinema Theaters to display Election related posters / banners during preshow, interval

& post show time.

Massive Cultural/Religious programs such as Ganesh Pandals, Durga Pandals,

Navratri, with the help of CSOs associations in which a large number of youth and

women are present, would be targeted for Voter Awareness Campaigning through

Banners, Posters, implemented by the Organizers of the Event under the prescribed

guidelines.

Milk federation of the State is a congregation point for villagers especially, women. It

is proposed to display Voter Education Posters “Know your BLO” and other Voter

Education Posters at all Milk Collection Centers and Vehicles and printing on the

milk pouches.

Banks and Post Offices :‐ A good network of Post offices and Banks (government and

private) in rural and urban areas across the State shall be used to publicize through

posters / banners and message on passbooks and bills through printing or rubber

stamp seal.

Awareness through local cable network: Local cable network caters to mass

population and we would spread awareness through this channel.

Jingle would be displayed regularly through LED display boards at identified places

of HAT Bazaars, Malls, crowded Urban and Rural areas with the help and cost of

Govt. and Private partners and various associations.

Multiple Voter Facilitation Centers have been facilitated in 231 Matdata Sahayta

Kendras (MSKs) and 11,000 plus Common Service Centers (CSCs) across the State.

Meeting with partner agencies like Bank Managers, Post Office, Cable Operators,

Cyber cafe owner, Theater Owner, Barber’s Associations, Beauty Parlors, Mobile

Shop Owner, Computer Class Owners, etc to appeal them to use materials related to

voter awareness in their premises so as to cover the voters extensively.

Village Cooperative’s and Dairy Collection Centre is a congregation point for

villagers especially women so we plan to display Voter Education Posters here. BLOs

would be instructed to remain present at morning and evening time and keep form no

6, 7, 8, 8A at center for immediate registration in sufficient number.

Sticking of posters at every Petrol Pumps, Cinemas, Bus Stop, Hotels, Railway

Station, Marriage ground and Garden, & also all public places where youth go

regularly.

Publicity for enrollment, search names in voter list, voter turnout and ethical voting at

all educational institutes, vocational training institution, mobile shop association,

beauty parlor association, RTO office, NCC, NSS, ITI, Nehru Yuva Kendras, Cyber

cafes, Barber shops and other shops of different associations.

Publicity through Hoardings, Banners, Stickers in local language at Floor Mills,

Beauty Parlors, Barber Shops, Pediatricians and Gynecologist dispensary, Mobile

Shop, Cyber cafe, Civil Hospitals, RTO office, Employment Exchange office, Petrol

Pumps, Cinemas, Bus Stop, Hotels, Railway, Gardens and also at all public places.

Information on how to enroll / Make Corrections /Obtain EPIC would be publicized

by "MIKE AUTORICKSHAW" in urban areas and through "MUNADI" in Rural

areas.

The most effective way of getting a new voter is the in‐person door‐knock by a peer,

so we would appeal all the voters to create awareness about registration in their peer

circle.

4.6 Voter Facilitation - Facilitation of electors is about helping them to participate in

elections and registrations. Some of the key facilitation measures taken in the past

assembly election 2013 of the state are-

Distribution of photo voter slips.

Matdata Sahayata Kendra (Voter Facilitation Centers, VFCs)

Voter's helpline in state and every district.

Basic minimum facility like provision of drinking water, Shed, Toilets, Electricity

arrangements, Ramps for handicap, Old and Sick.

4.6.1 Voter Facilitation Centers.

Voter facilitation center are setup in the districts.

Each district has compiled a list of such centers to ensure that the basic services are

available there.

VFC displaying voter awareness material.

Voter awareness material specifying how to get registered, proof required for

registration, procedure to get duplicate EPIC, identity documents that can be used for

voting in the absence of EPIC besides the date and time of polls.

• Alphabetical photo voter list with an assistant who can guide voters to find their

names and serial numbers in Electoral Roll at all booths.

• Providing basic minimum facilities of ramps, drinking waters, adequate

lighting and toilet facility.

Planning to establish a system to provide help to look after kids of voters at

polling booth when they are going to vote.

To distribute voter slips to all voters registered in electoral roll prior to poll

Voter slip will contain all requisite information including do's and don'ts at the

polling stations.
