ScopeIn 2007 DPC (Digital Prospectors Corp) was asked to propose a staffing solution to one of our nationâs most prestigious FFRDCâs (Federally Funded Research and Development Centers). Their mission is to solve issues of national security through advanced technology. ScopeThe Logistics, Installations, and Mission Support â Enterprise View (LIMS-EV) is the Air Force A4/7 Business Intelligence (BI) gateway providing a standardized data exploitation capability for reporting and analytics across all Air Force A4/7 business areas. LIMS-EV provides a single entry point on the Air Force Portal that hosts a variety of BI capabilities in a flexible, dynamic SOA environment. This capability supports reporting and analysis requirements using scorecards, and dashboards as well as predictive analysis capabilities to all levels of users: strategic, operational, and tactical. LIMS-EV is the integrated business intelligence environment delivering âOne Version of the Truthâ to Warfighters across all Air Force Logistics, Installations and Mission Support business areas. DPCâs large defense contractor was brought in to develop LIMS-EV spiral capabilities (views).
SolutionDPCâs large defense contractor client engaged DPC to design the overall architecture as well as the creation of the service layer that exposes the underlying data of the numerous systems that source LIMS-EV. Leveraging existing Air Force enterprise services, DPC defined a technical architecture for LIMS-EV that has successfully been used in the development and deployment of over 50 different LIMS-EV âviewsâ. In addition, DPC developed database and service layer functionality for LIMS-EV Equipment View, Repair Network Integration View, Weapons Systems View among others.
ResultsLIMS-EV is recognized as one of the major Develop & Sustain Warfighter Systems (D&SWS) Supply Chain Operations key initiatives. LIMS-EV provides the analytic and historic information required by the following initiatives: Consolidated Asset Management (CAM), Repair Network Initiative (RNI), Expeditionary Combat Support System (ECSS), Global Logistics Support Center (GLSC), Aircraft Availability Improvement Program (AAIP), AF Equipment and Vehicles Transformation Initiative (AFEVTI), Global Ammunition Control Point (GACP). In addition The Air Forceâs LIMS-EV, Logistics Transformation initiative was one of 20 finalists in the 2010 Excellence.Gov Awards, competing with other organizations from throughout the federal government.

Past Performance - Prime Contractor Team
ScopeIn an effort to assess the quality of legacy data in the inventory area of the Air Force Materiel Command (AFMC) Logistics domain for use in the forth-coming ERP the Air Force required a set of enterprise services for manage-ment of all aspects of data quality. The Enterprise Data Quality Manage-ment Service (EDQMS) leverages the MITRE research work conducted over the past two years under the sponsorship of AFMC/ESC in the area of data quality. EDQMS is vendor agnostic, uses industry standard SOA principles, and adheres to a reusable XML vocabulary. EDQMS provides the Air Force with a standard method for measuring data quality across all systems and can be used for validating contract thresholds.
SolutionDPCâs large defense contractor client engaged DPC to lead the EDQMS development team. The production system includes a set of enterprise services for measuring and assessing the six data quality dimensions defined by the DoD, alert notifications based on assessment thresholds, a Data Quality Meta-Exchange (DQME) XML language, and a rich internet dashboard with leadership and analysis views. The system was designed to be vendor and tool agnostic, so that any system can use it by simply sending DQME messages to the EDQMS event bus.
ResultsA number of communities have begun using EDQMS, including ECSS (Air Force ERP system), GCSS-AF Data Services, Transcom, and Global Force Management. DPC continues to work with MITRE to extend the use of EDQMS across the DoD, and to work with vendors to adopt DQME as a standard data quality XML language.
The DoD Global Force Management â Data Initiative (GFM-DI) implement-ed the EDQMS for timely assessment and notification service to improve the authoritative force structure data in the GFM Organization Server. The solution received rave reviews when presented to the Vice Chairmen Joint Chiefs of Staff.
EDQMS has been incorporated within the Defense Information Systems Agency (DISA) government open-source repository Forge.mil.

ScopeDPC was contracted by the US Dept. of Commerce (DOC) Office of General Counsel (OGC) to define requirements and support the acquisition process for the Electronic Data Management System (EDMS) initiative. The EDMS initiative is an effort of the DOC OGC to provide a centrally hosted platform for collaboration, document management, and other cross-office communications. The DPC Teamâs initial effort was to work across the OGCâs 14 different offices/bureaus in defining the requirements for the EDMS effort. The deliverable from this activity was a Statement of Work (SOW), and Requirements Traceability Matrix (RTM).
SolutionTo accomplish the completion of the EDMS Requirements Traceability Matrix and Statement of Work within the required contractual timeframes, the DPC Team followed a focused, intensive requirements and analysis process. This process includes:
ResultsAs a result of using the focused process outlined above, the DPC Team was able to not only meet the DOC OGCâs aggressive end of fiscal year deliverable schedule, but was able to deliver the Final Report and Statement of Work two weeks early. DPC then supported the DOC acquisition process in the selection of an implementation contractor for EDMS. As a result of DPCâs performance in support of requirements and management support to DOC OGC in the management of the implementation contractor as well as coordinating the activities of the OGC user base in support of the EDMS efforts.

Past Performance - Solution Delivery
ScopeThe Global Force Management â Data Initiative (GFM-DI) is a Department of Defense (DoD) Joint Staff and Office of the Secretary of Defense (OSD) initiative to standardize force structure representation, making it visible, accessible, and understandable across the DoD. Unique identifiers will associate billets, crews, equipment types, doctrinal organizations, and chain of command links, enabling electronic manipulation. GFM-DI establishes an information exchange data standard enabling DoD systems to exchange force structure data in a common format while exploiting the net-centric data environment. The GFM DI will support the transformation of the DoD force management process by providing the capability to link force structure, resources, and capabilities to support decision and risk analysis throughout the force assignment, allocation, and apportionment processes. The Air Force went to DPCâs large defense contractor client to develop the Air Force instance of GFM-DI.
SolutionDPC was part of the original team selected by our client in 2005 to implement GFM. While playing both a technical leadership and architectural design role, DPC was able to help the Air Force lead all services in implementing Phase I of the GFM vision in both the unclassified and classified environments. The GFM architecture uses DISAâs Joint User Messaging (JUM), Web Service-Notification, Enterprise Service Bus, a set of standard web services, and a common eXtensible Markup Language Schema Definition vocabulary to document and expose the entire Force Structure for the AF. The program participates in yearly presentations and live demos to the Vice Chairman of the Joint Chiefs of Staff.
ResultsAs a result of DPCâs efforts, the Air Force GFM-DI implementation has consistently led the joint implementation activities across the DoD. Associated government personnel have received awards for the effort. DPCâs current clientâs Contractor Performance Assessment Ratings (CPARs) have been all Outstandings as DPC moves into its 7th year of GFM-DI support for the Air Force.

They help business and governments better anticipate and manage climate and weather-related risks by ser-vicing customers like NOAA, NASA and the Department of Defense. Their need was for a reliable source of highly intelligent engineering personnel to meet the programming requirements on GOES-R, their next generation satellite project.

DPCâs SolutionDPCâs comprehensive staffing solution was based on successful projects for other large defense contractors and rooted in our proprietary 6 Point Prospecting Methodology. This effort was deployed successfully through dedicated account management and our world class recruiting team.
ResultDPC was brought on board with a Tier 1 Staffing Vendor status to AER during the height of the GOES-R program. In the period from late 2009 into 2013, DPC placed 22 engineers in contract, contract to hire and direct hire positions with AER. Today, DPC remains a staffing vendor in good standing with AER awaiting our next recruiting challenge from them.

ScopeIn 2011 DPC was asked to propose a staffing solution to Draper Laboratory. Their mission is to serve the national interest in applied research, engineering development, education and technology transfer. Their expertise is in the areas of guidance & navigation, control systems, advanced algorithms, modeling and simulation. Their need was for a reliable source of highly intelligent engineering personnel to meet their program requirements.

DPCâs SolutionDPCâs comprehensive staffing solution was based on successful projects for other large defense contractors and rooted in our proprietary 6 Point Prospecting Methodology. This effort was deployed successfully through dedicated account management and our world class recruiting team.
ResultDPC was awarded a Tier 1 Staffing Vendor status to Draper Lab. In less than 2.5 years DPC has helped place close to 50 engineers in contract and contract to hire positions. Today we maintain that status and have nearly 20 consultants on site.
