Bangladesh has begun its preparations for nuclear power in the 1960s and Rooppur Nuclear Power Plant (Rooppur NPP) Project site was selected in 1963;

The progress never passed the activities related to preparatory stage of construction;

A resolution for immediate establishment of NPP to combat existing power crisis was passed by the National Parliament in 2010 ;

Power System Master Plan 2010 of Bangladesh Government indicates that Bangladesh Government wants to introduce 2000 MWe of nuclear power by 2020;

An IGA between Bangladesh and Russian Federation on cooperation concerning the construction of Rooppur

Nuclear Power Plant in the territory of Bangladesh was

signed on 02 November 2011.

An Interagency agreement (IAA) between the Russian

Regulatory Body and the MOST on cooperation in the

areas of nuclear safety regulation was signed on 27

February 2012.

January 15, 2013 the Government of Bangladesh and the Government of Russian Federation signed an agreement on the extension of a state export credit for financing of the preparatory stage of construction of a Nuclear Power Plant – Credit Agreement

At the same time an MOU for the financing of the main stage of construction was also signed

The Project Management Office for Rooppur NPP has been established;

Decision has been taken to transform gradually the Project Management Entity to the “Rooppur NPP Operating Organization” during execution of the approved project;

Under the State Export Credit Agreement three Contracts have

been signed between BAEC & Atomstroyexport of RF as follows:

Contract #1 (27.06.13): FE, EIA, First-priority engineering surveys and Environmental Studies, development of various documentations, etc.

Contract #2 (02.10.13): Development of the various design and Working documentations, SAR, PSA-1, QA program for design, etc.

Contract #3 (05.06.14): Construction of Pioneer & CE bases and other necessary infrastructures to facilitate main construction, etc.

Nuclear power, at least in its initial stage, would be considered purely on the basis of meeting energy needs economically, safely and reliably;

Scopes of the participation of the national industry in the project shall be limited to items that do not have safety implications;

If such works undertaken by local parties, shall be coordinated under the supervision and total responsibility of the main contractor;

Participation and Localization

The local construction firms and selected industries will have the option to participate in the implementation of subsequent units of nuclear power plants, depending on the expertise acquired and other qualification for undertaking similar jobs;

Selected companies may be encouraged/ motivated to acquire identified technologies in order to enhance the chances of their participation in the project;

Bangladesh seeks cooperation from the Russian Federation in the

form assistance package like Industrial localization, National training courses, Seminar/Workshop, Expert Mission/Review and other form of bilateral arrangements in establishing infrastructure for “Rooppur NPP” building;
